Imām al-Kāsānī (d. 587 AH) states:
وأما المرأة فلأنها مشغولة بخدمة الزوج ممنوعة عن الخروج إلى محافل الرجال لكون الخروج سببا للفتنة
“As for the woman…she is preoccupied with serving her husband and is prohibited from emerging to gatherings of men, as emerging (to them) is a cause of fitnah.” (Badā’i‘ al-Ṣanā’i‘, 2:186)

"Freedom to practice" nullifies the obligation of hijrah?
The tweet above by Sohail Hanif repeats a common misrepresentation.
As we have already pointed out (and other references will be provided), the predominant view amongst the four madhahib states the necessity of hijrah from darul harb to darul Islam
The exception that some scholars discuss, and has been misrepresented as simply "having freedom to practice Islam", refers in reality to full implementation of Islam (izhar ad-Din), going well beyond being able to pray and donning a headgear or a headscarf; it would imply having actual independent SHAR'I COURTS, Muslim judges (QUDAH) and an AMIR overseeing Muslims' affairs and enforcing full implementation of Shari'ah (as happened (and required as a condition by Muslims to surrender) in some circumstances in the past when Muslim lands were occupied), and not just having the permission to perform salah, grow a beard and sport a foulard.
With such conditions, some scholars permitted residing in darul kufr!

The Shafi'i scholars themselves are very clear about the definition of izhar ad-Din; "for example, if a munkar is happening and a Muslim is not able to stop it, this is not "izhar al-din" according to them".
In the words of a most reputable Mufti:
"The Shafi'i ruling is about an enclave within Dar al-Kufr, that Muslims hold territorial power in (can defend the land with soldiers and weapons) and can enforce Islamic rules. When the Muslims in the main Dar al-Islam centre is not in need of their aid, and they do not fear being schemed against by the disbelievers surrounding them, then Shafi'is have said it is wajib to stay there to maintain its Dar al-Islam status."
Another scholar comments:
"This is always misconstrued by these clowns. Imam al Haramayn was referring to those areas which are autonomous and have their own qadhi haakim etc. Thus by extension it becomes darul islam as the kuffar have no saltah over them. If in this scenario they were to leave then they will be effectively leaving a darul islam and it would become darul kufr".
Furthermore, subjecting oneself to the authority of kufr authorities and their laws (ijra ahkam ahl al-kufr), strengthening the numbers, economy, social stability and power of harbi powers, is definitely not permitted anyways.
