The dVPN narrative is getting stronger, the most hyped ETH l2 at this point of time has shown intention for onboarding a dVPN network.
It is important to note that a truly decentralized VPN network requires its own app-chain that is capable of handling the high throughput required for on-chain peer discovery (similar to an on-chain DHT).
