Billy Conversion Rate
Out of Combat / Initial Sheer: 10% of HP + 30% of ATK
In Combat / Combat Sheer: 12% of HP + 12% of ATK

Seen some people playing still confused on this so feel I should clarify. Currently out of combat forces the normal Rupture conversions but in combat he uses his own conversions (with the ATK value missing it falls back on another).

This will be something that gets fixed in a hotfix or next week but documenting it for now.

Billy Sheer Conversion Hotfix
Of course just as I post this, Billy's conversion rate has been changed again:
In Combat / Combat Sheer: 12% 10% of HP + 12% of ATK
The ATK is still not handled properly as far as I can see.
