Firstly, I think this graph would better titled with "Countries with more left-wing liberal politics". Political leftism doesn't equate to democracy.
But I would recommend reading through the comments of this economist article. It's rather interesting to see how people have "woken up" to the world.
But the consequence could be simultaneously frightening. I'm not sure what the implications of deciding that no democracy exists since aren't you asking for a new country? A bit like the American election which (I believe was clearly rigged). What do you do about it?

As for Canada it elects a complete and utter dictatorship every 4 years (assuming a majority government) with absolute power to remake anything and everything they like, usually controlled by a small group of unelected people in the office of the prime minister (regardless of which party we are discussing). This power is only symbolically held in check by senators (appointment at the pleasure of the prime minister) and by a symbolic figure head of the Queen (also appointment at the pleasure of the prime minister).
