Interprets any incoming voice messages on your GPU/CPU locally (or anywhere where you install it).
Also you can reply "t" to any other voice/round/video/mp3/ogg message and it'll transcribe it as well.
It consists of two parts:
1) transcriber.7z which is the actual transcriber service
2) voice-bot scripted Telegram client that forwards media for transcription to the transcriber
