Seed clouds with special particles to trigger massive downpours. Flood enemy supply lines, turn roads into mud, or create droughts where you need them. Basically: weaponized weather.

Create thick fog banks to hide your troops… or burn it away with lasers/microwaves so your jets can take off while the enemy is blind.
