Demonstrators in Hong Kong have utilized some of the most innovative and resourceful street tactics ever deployed. Arguably most effective, has been their coordination. βBe Waterβ, for example, has become a symbolic eulogy for movements taking place throughout the world. It describes an unpredictable, yet organized flow of strategic movement that is simultaneously offensive and defensive.
