וושינגטון מצפה מכל הצדדים לפעול בהתאם להסכם המסגרת עליו הסכימו ישראל ולבנון, וישראל הצהירה בבירור כי אין לה שאיפות אזוריות בלבנון.
נוכחות צבאית קבועה(של ישראל) בדרום לבנון אינה עולה בקנה אחד עם ההתחייבויות הכלולות בהסכם המסגרת(שנחתם בין ישראל ללבנון) ולא משרתת את השלום והביטחון ארוכי הטווח בין שתי המדינות.
