במסיבת עיתונאים שנערכה ברצועה לפני זמן קצר הודיעה חמאס כי יו"ר ועדת החירום הממשלתית והממונה בפועל על המנגנון הממשלתי, מחמד אלפרא, החליט להגיש את התפטרותו הרשמית מתפקידו, וכן להכריז על פירוק ועדת החירום הממשלתית, כדי להקל על תהליך תחילת עבודתה של הוועדה הלאומית לניהול עזה.

עוד הוחלט כי עובדים בדרג המקצועי והטכני בלבד, ימשיכו למלא את תפקידיהם כדי להבטיח את המשך מתן השירותים לאזרחים ולמנוע היווצרות של ואקום מינהלי או מקצועי.

כן הכריזה חמאס כי כל העובדים העוסקים במתן שירותים נחשבים "עובדי מדינה", והם ערוכים באופן מלא לפעול תחת אחריותה של "הוועדה הלאומית לניהול עזה" ולציית להנחיותיה ולהחלטותיה.

Speaking after a press conference at Al-Aqsa Hospital in Deir al-Balah, Hamas officials confirmed the resignation of the head of the government's emergency committee and the termination of the body's activities, while technical staff will remain in place to maintain public services during the transition. "This step is intended to facilitate the entry and work of the National Committee and ensure continuity of services for our people," Hamas spokesperson Hazem Qassem said.

However, the terrorist group reiterated that the move does not include disarmament or the dismantling of military infrastructure, with Qassem stressing that "the issue of weapons is linked to the end of the occupation and the completion of Israeli withdrawals.
