קודם לכך, הרכב בו נסע החשוד במזרח העיר ירושלים והתעורר חשד כי ברשותו כלי נשק, סרב לדרישת שוטרי תחנת שלם ממרחב קדם לעצור והחל במנוסה תוך שכוחות המשטרה דולקים אחריו.

בשלב מסוים, באזור שכונת סילוואן, פרק החשוד מהרכב והחל במנוסה רגלית ואחריו השוטרים שפעלו בהתאם לנוהל מעצר חשוד וביצעו בתחילה ירי באוויר.

בתוך כך, הסתובב החשוד לעברם כשהוא אוחז בכלי הנשק ואז, ביצעו השוטרים ירי לעברו ונטרלו את הסכנה שנשקפה ממעשיו.

החשוד (28, מזרח ירושלים) פונה במצב קשה לטיפול רפואי בביה"ח. מדובר באירוע על רקע פלילי, הנשק שהיה ברשות החשוד נתפס על ידי השוטרים וחקירת נסיבות המקרה נמשכת.

המחבל מחמוד עלי עיסא שימש כנציג המקומי של ארגון הטרור חיזבאללה בכפר כפרא שבדרום לבנון, בתפקידו היה אחראי על הקישור בין ארגון הטרור חיזבאללה לבין תושבי הכפר בנושאים כלכליים וצבאיים.

במסגרת תפקידו, פעל המחבל להשתלטות על נכסים פרטיים לצרכי טרור כמו השכרת בתים לטובת אחסון אמצעי לחימה ומעקב.
