Conclusion of the Initial Inquiry Regarding the Incident of the Strike on the Nasser Hospital in Khan Yunis

IDF: An initial inquiry regarding the strike on the observation camera at the Nasser Hospital in Khan Yunis, which occurred yesterday (Monday), August 25th, 2025, was presented to the Chief of the General Staff, LTG Eyal Zamir, by the Commander of the Southern Command, MG Yaniv Asor, today (Tuesday).

From an initial inquiry, it appears that Golani Brigade troops, operating in the area of Khan Yunis to dismantle terrorist infrastructure, identified a camera that was positioned by Hamas in the area of the Nasser Hospital that was being used to observe the activity of IDF troops, in order to direct terrorist activities against them. This conclusion was further supported, among other reasons, by the documented military use of hospitals by the terrorist organizations throughout the war, and by intelligence confirming Hamas’ use of the Nasser Hospital to carry out terrorist activities since the start of the war.

In light of this, the troops operated to remove the threat by striking and dismantling the camera and the inquiry showed that the troops operated to remove the threat.

The Chief of the General Staff received the initial conclusions that were presented and instructed that the inquiry be completed.

At the outset, the Chief of the General Staff emphasized that the enemy conducts extensive and covert visual-intelligence gathering while cynically exploiting sensitive sites and civilian infrastructure, such as the Nasser Hospital, from which it carries out terrorist activities against IDF troops.

The Chief of the General Staff added that six of the individuals killed were terrorists, one of whom took part in the infiltration into Israeli territory on October 7th. At the same time, the Chief of the General Staff regrets any harm caused to civilians.

The Chief of the General Staff instructed to further examine several gaps:

Firstly, a further examination of the authorization process prior to the strike, including the ammunition approved for the strike and the timing of the authorization.

Secondly, an examination of the decision making process in the field.

The Chief of the General Staff emphasized that the IDF directs its activities solely toward military targets.

תחקיר ראשוני בנושא הוצג לרמטכ"ל. הסיכום:
מתחקור ראשוני עולה כי כוחות חטיבת גולני, הפועלים במרחב חאן יונס לסיכול והשמדת תשתיות טרור, איתרו מצלמה שהוצבה על ידי חמאס במרחב בית החולים 'נאצר'. המצלמה נחשדה כצופה על פעילות הלוחמים ובכך מכווינה פעילות טרור נגד הכוחות. מסקנה זו התחזקה, בין היתר, על רקע השימוש הצבאי של ארגוני הטרור בבתי החולים לאורך הלחימה, ולאור מידע מודיעיני כי חמאס משתמש בבית החולים 'נאצר' לצורך פעילות טרור.

לאור זאת, הכוח פעל להשמדת המצלמה. התחקיר העלה כי הכוח פעל למטרת הסרת האיום.

הרמטכ"ל קיבל את המסקנות הראשוניות והליקויים שהוצגו והנחה על השלמת תחקיר מלא.

הרמטכ"ל הדגיש כי חמאס עושה שימוש ציני באופן שיטתי באתרים רגישים ותשתיות אזרחיות, כמו בתי החולים, ומבצע באמצעותם איסוף חזותי נרחב ומוסווה וכן הכוונת פעולות טרור כנגד כוחותינו.

הרמטכ"ל הוסיף כי שישה מההרוגים באירוע היו מחבלים ואחד מהם אף לקח חלק בפשיטה למדינת ישראל בשבעה באוקטובר. לצד זאת, הרמטכ"ל מצר על הפגיעה בבלתי מעורבים.

הרמטכ"ל הנחה להעמיק את התחקור במספר פערים:

ראשית, העמקה ביחס להליך האישורים בין המפקדות טרם התקיפה, הן בנוגע לחימוש שאושר לביצוע התקיפה והן בנוגע למועד אישור התקיפה.

שנית, תחקור קבלת ההחלטות בשטח.

הרמטכ"ל הדגיש כי צה"ל מכוון את פעולותיו אל עבר מטרות צבאיות בלבד.

בתחילת החודש, ב-2 באוגוסט, ערוץ הטלגרם הרשמי של ארגון החמאס פרסם תיעוד שבו הוא מפרט:

במסגרת סדרת מבצעי "אבני דוד"
תיעוד פיצוץ שלוש מטעני חבלה  בתוך אחד ממוקדי ריכוז כלי הרכב של האויב באזור "בטן א-סמין" בדרום-מערב ח’אן יונס, וכן ירי רקטות ופצצות מרגמה לעבר ריכוזי האויב וכוחותיו המתאספים בצירי החדירה לעיר

בתיעוד ניתן לראות הפעלה של מספר מטענים בסמוך לטנק שעובר במקום. זאת בנוסף לתיעודים של מחבלים מבצעים ירי רקטות ומרגמות והכשרת שטח להצבת אמל"ח.

לא ידוע על נפגעים מאותו אירוע - אך שימו לב איך האירוע מתועד:
מצלמה מקצועית על חצובה, שכנראה מופעלת מרחוק, בגובה משמעותי מעל הקרקע:
כאשר בוחנים את המבנים המופיעים ברקע התיעוד, אפשר לנסות לעשות גאו-לוקציה על מיקום המצלמה היה ניתן לדקור קואורדינטות על שלושה אלמנטים מרכזיים:
1. מגדל המים ברפיח - צהוב
2. טחנת הקמח בסמוך לציר מורג - אדום
3. מבנה בשימוש צה"ל - ירוק. (הושמד מאז..)

הרעיון העיקרי בחישוב הוא כך - באיזה זוויות תצפית מגדל המים יופיע בין טחנת הקמח למבנה השני.
בבדיקה נמצא כי מספר הזוויות הוא מאוד מאוד מצומצם.

כאשר מותחים קו שמייצג את זווית ההסתכלות ממגדל המים, צפונה שיעבור בין המבנים (האדום והירוק). מגיעים לבית החולים נאצר בח'אן יונס.

הוא המבנה הגבוה ביותר שעליו ניתן להציב מצלמה לשימוש החמאס (הם חתומים על התיעוד), ומשם לתצפת👆 ללא הפרעה מעל כל ההרס בדרום ח'אן יונס ועד לרפיח.

המשמעות הנגזרת היא שקיימת הערכה סבירה מאוד שחמאס הפליל את בית החולים עבור השימושים הצבאיים שלו.

אסייג מעט ואציין שקיימת אפשרות (אמנם נמוכה יותר) כי המצלמה הוצבה המגדלים א-נמסאוי, הסמוכים לבית החולים.

אך ידוע כי חמאס משתמש בבית החולים כמרכז עבור הפיקוד הבכיר שלו ומחבלים נוספים.

לכן לא מן הנמנע שיש בידינו תיעוד שהם פרסמו שהפלילו את המקום לצרכים צבאיים.

Earlier this month, on August 2, the official Telegram channel of Hamas published a recording in which it details:

As part of a series of "Stones Of David" operations
Recording the explosion of three explosive devices inside one of the enemy's vehicle concentration centers in the "Batan a-Samin" area in southwest Khan Yunis, as well as the firing of rockets and mortar bombs at enemy concentrations and forces gathering on the routes into the city

The recording shows the activation of several devices near a tank passing by. This is in addition to recordings of terrorists firing rockets and mortars and preparing the area for the placement of weapons.

There are no known casualties from that incident - but note how the incident is documented:
A professional camera on a tripod, apparently operated remotely, at a significant height above the ground:
When examining the buildings appearing in the background of the footage, geolocating the camera's location. It would be possible to pin coordinates to three central elements:
1. The water tower in Rafah - yellow
2. The flour mill near the Morag axis - red
3. A building used by the IDF - green. (It has since been destroyed..)

The main idea in the calculation is this - at what viewing angles will the water tower appear between the flour mill and the second building?
The examination found that the number of angles is very, very limited.

When a line is drawn that represents the viewing angle from the water tower, northward, passing between the buildings (red and green). We arrive at Nasser Hospital in Khan Yunis.

It is the tallest building on which a camera can be placed for Hamas use (they are signed on the documentation), and from there to an unobstructed view👆 of all the destruction in southern Khan Yunis to Rafah.

in conclusion: there is a very reasonable assessment that Hamas has framed the hospital for its military uses.

But it is known that Hamas uses the hospital as a center for its senior command and other terrorists.

Therefore, it is not impossible that we have documentation that they have published that has framed the place for military purposes.
