[April 3, 2024, Siem Reap, Cambodia] - Heifer Asia Council delegates meets the Apex Body/SEUAC - សហភាពសហគមន៍កសិកម្មសហគ្រិនអភិឌ្ឍន៍សង្គម
Asia Council Meeting participants interacted with seven Board of Directors of Social Entrepreneurs Unions of Agricultural Cooperative (SEUAC). Ms. Rith Chantha, Chairwoman of SEUAC presented the strategic plan 2022-2030 and preparing the business plan 2024-2030. Importantly, she pitched SEUAC roles for agricultural development and 6 types of businesses that will be operated in 2024 onward that includes - 1) vegetables and fruits farm, 2) chick hatchery 3) fattening chicken farm, 4) poultry processing plant, 5) collection and sale of cooperatives product; and 6) credit management to its members.
The apex body - SEUAC was introduced by Heifer’s PPNP project in 2020. For the first stage, 15 Cooperatives from 6 provinces joined together to form SEUAC in 2021 and officially registered on 27 June 2022 by Ministry of Agriculture, Forestry and Fisheries (MAFF). SEUAC will carry out and mobilize production capacity and to expand capacity in agricultural production, agro-industry, agri-business, or services related to the agricultural sector.
SEUAC board team presented a vision for the farmers in Cambodia using innovative technologies in agricultural production and trade collectively to achieve competitiveness in the market and operate an inclusive enterprise toward equitable ownership and sustainable living incomes. SEUAC chair shared the aim to expand its membership to 100 agricultural cooperatives and over 10 private sector and increase the number of household members from 150,000 to 200,000 by 2030.
SEUAC chair Ms. Chantha highlighted “SEUAC will become a leading Cooperative Apex Body to modernize the backyard chicken, vegetable, fruit and excel in delivering services to the farmers.” She added – “SEUAC will operate Business hubs to purchase, aggregate and sell chickens, vegetables and fruits from farmers to the market and bridging all required services ensuring dignified profit for the farmers”.
Ms Chantha emphasized “I do not want our farmers to be poor, it’s hard to be poor. As an apex body, we will work for the farmer, and we will work to transform this situation”.
Neena Joshi, SVP, Heifer International expressed her gratitude saying “It is amazing to see how cooperative leaders have come together to form a body like SEUAC, working completely voluntarily yet delivering a business plan much better than any private company and having all the answers to the challenging questions that we all were posing.”
Surita Sandosham, CEO and President of Heifer thanked SEUAC board team and committed that “Heifer International will always be there for farmers organization like SEUAC and we will try to be the best partners with all the technical expertise and resources that we can deliver”.

SEUAC Impact for Farmers

In March 2025, SEUAC's Business Consultant lead (Dr. Dash) conducted the focus group discussion with members (SEUAC’s members are: 23 agriculture cooperatives and 2 private companies) to revisit the existing business plan of SEUAC. Our discussions included the FPO impact goal, market info and agri-business challenges and needed and more specific activities:
1-Farm inputs
2-Farming: Crop and livestock production.
3-Food processing: Transforming agricultural products into consumable forms.
4-Transportation: Moving goods from farms to processing plants and consumers.
5-Marketing and distribution: Selling and delivering agricultural products to consumers.
6-Agricultural machinery: Manufacturing and supplying farm equipment.
7-Agricultural services: Providing specialized expertise and support to farmers.
The discussion helps Consultant lead to re-design the SEUAC’s business plan on model poultry farm, model vegetable/fruit farm and B2B business platform including credit service from SEUAC to farmers. The final work of business plans will be ready in the next two months.

Congrats to SEUAC - សហភាពសហគមន៍កសិកម្មសហគ្រិនអភិឌ្ឍន៍សង្គម "Model vegetable and fruit farm" for its revenue generation from the 24 watermelon rows growing; each row produces at least 40 watermelons. The model vegetable and fruit farm of SEUAC was established in 2025. In total, 24 rows can produce 4080kg, each melon is 2.5kg, 1kg is about 0.37USD. A total of 24 watermelon rows sold to the market for approximately 1,530USD. We are happy to have seen Heifer International Cambodia supported SEUAC (Apex body) farm generate its first revenue.
