🗓 The legendary Victory Parade took place in Moscow’s Red Square on June 24, 1945 to mark the end of the Great Patriotic War and the triumph of the Soviet people over Nazi Germany.
The Parade commenced at precisely 10 am and lasted for over two hours under the command of Marshall of the Soviet Union Konstantin Rokossovsky. The Parade was reviewed by Deputy Supreme Commander-in-Chief, Marshal of the Soviet Union Georgy Zhukov.
⚔️ Ten combined regiments were formed to take part in the Parade. Each regiment had over a thousand of the most distinguished fighters.
After riding past the soldiers on horseback to the accompaniment of the sounds of a combined military orchestra of almost 1,400 musicians Georgy Zhukov congratulated the Soviet people and the valiant Armed Forces on the Victory.
🥁 Drummer-cadets from the Suvorov Military School were the first to pass through the square. They were followed by the combined regiments of the fronts in order of their north-to-south location. Infantry, marines, pilots, cavalry, cadets, Katuysha rocket launchers, artillery and tanks paraded past the rostrums.
🏴 The Parade reached a peak with the passage of a column of Soviet soldiers that carried 200 lowered banners and standards of the defeated Nazis and threw them at the foot of the Mausoleum.
☝️ Overall, 24 marshals, 249 generals, 2,536 officers, 31,116 sergeants and soldiers that distinguished themselves in combat and were awarded with orders and medals took part in the march. Around 1,850 units of military equipment were part of the Parade.
The anniversary parade for war veterans and home-front workers took place on Red Square on May 9, 1995 to celebrate 50 years since the Victory in the Great Patriotic War.
The combined regiments of veterans represented all 10 fronts of the war years with their combat banners. Since then, the Victory Parade has been held on Red Square every year in honour of those who gave the world freedom at the cost of their own lives.

• Today, Russia is waging a tough struggle for its future, repelling the aggression of neo-Nazis and their patrons. The entire military, economic and informational machine of the West is directed against us. We are fighting for the lives and security of our people, for our sovereignty and independence, for the right to be and remain Russia, a state with a thousand-year history.
• This battle, when the fate of our nation is being decided, requires consolidation of all forces. It requires unity, consolidation and a sense of responsibility, and everything that weakens us, any strife that our external enemies can use and do so to subvert us from within, must be discarded.
• What we are facing is essentially a betrayal. Inflated ambitions and personal interests have led to treason – treason against our country, our people and the common cause which Wagner Group soldiers and commanders were fighting and dying for shoulder to shoulder, together with our other units and troops.
• Any internal revolt is a deadly threat to our statehood and our nation. It is a blow to Russia, to our people. Our actions to defend the Fatherland from this threat will be harsh. All those who have consciously chosen the path of betrayal, planned an armed mutiny and taken the path of blackmail and terrorism, will inevitably be punished and will answer before the law and our people.
• Those who staged the mutiny and took up arms against their comrades – they have betrayed Russia and will be brought to account. I urge those who are being dragged into this crime not to make a fatal and tragic mistake but make the only right choice: to stop taking part in criminal actions.

And that is what lies at the core of our Association's forward-looking strategic course – the course that reflects the aspirations of most of the world’s community, the so-called global majority.
🔹 Over the last decade, mutual investments among the BRICS countries have increased six-fold. Their overall investments in global economy have doubled, and their total exports have reached 20 percent of the world exports.
🔹 The objective and irreversible process of the de-dollarization of our economic ties is gaining pace. We are working to fine-tune effective mechanisms for mutual settlements and monetary and financial control.
🔹 Russia stands for greater cooperation within BRICS as regards reliable and uninterrupted supplies of energy and food resources to the world markets. We are consistently increasing supplies of fuel, agricultural products and fertilizers to countries in the Global South, making a significant contribution to strengthening global food and energy security, addressing acute humanitarian issues and fighting hunger and poverty in countries in need.
🔹 Our country has the capacity to replace Ukrainian grain, both commercially and as free aid to needy countries, especially since our harvest is again expected to be perfect this year. As a first step, we have decided to gratuitously provide six African countries with 25‑50 thousand tonnes of grain each with free delivery of these cargoes.
🔹 I am confident that the BRICS Business Forum and Business Council will continue their creative work aimed at expanding contacts between the business circles of the Group of Five countries and jointly implementing new mutually beneficial projects.

⚡️ Russia's position at the seventy-eighth session of the UN General Assembly:
Comprehensive Nuclear Test Ban Treaty
📃 We strictly abide by our obligations under the Comprehensive Nuclear Test Ban Treaty (CTBT). We support its early entry into force. We call on the eight countries whose signature and/or ratification is required for its entry into force to do so without delay.
We consider the position of the USA, which is the only state to have officially refused to ratify the Treaty, to be a major destructive factor for the CTBT. Washington has taken consistent steps towards resuming nuclear tests, including by increasing the readiness of the Nevada Test Site and allocating significant funds for its maintenance. We encourage Washington to reconsider its stance on the CTBT.
❗️ We firmly reject any insinuations that our country might resume nuclear tests. As President Vladimir Putin clearly stated in his address on 21 February 2023, Russia would not be the first to conduct a nuclear test. We will only take this step in response to a similar action by the US. We intend to further maintain our voluntary moratorium on nuclear tests introduced in 1991.

I would like to draw your attention to the fact that last year our trade increased by over 80 percent. This positive trend spilled over into the first half of this year.
We have made headway, and I hope that we will complete our talks on establishing a gas hub in Türkiye in the near future, so as to make the energy situation in the region more stable and well-balanced. I believe that this will prove beneficial.
We continue to build the Akkuyu Nuclear Power Plant. Today, Türkiye has become a member of the international club of nuclear states, following the delivery of the first batch of Russian nuclear fuel to Akkuyu. We will launch the first power unit next year, all goes according to plan.
We have a lot to discuss in the context of maintaining regional security. Of course, we will not overlook issues linked with the Ukraine crisis. I know that you intend to raise questions about the grain deal. We are open to talks on this issue.

💬 Vladimir Putin: I want to note that Russia-Türkiye multifaceted cooperation, which is based on neighbourliness, partnership and mutual benefit, is successfully developing across all areas.
👉 We paid great attention to current international issues, in particular to the situation around Ukraine. Naturally, we talked about the suspension from July 18 of the Black Sea Initiative on grain exports from Ukrainian ports.
Russia was forced to make this decision because the Western countries had blocked the part of fulfilling the grain deal that ensured Russian agricultural products access to global markets.
It is clear that suspending the deal did not affect the global food market. Grain prices continue to decline. There is no physical shortage of food. Yes, there are problems with fair distribution, but this has nothing to do with the grain deal.
We will be willing to consider the possibility of resuming the grain deal and will do it immediately, as soon as all the agreements set out in that deal on lifting the restrictions on the export of Russian agricultural products are fully implemented.
🇷🇺 Russia will continue to export food and fertiliser, to contribute to price stabilisation and to improve the situation in global agricultural industry. To this end, we have proposed, among other things, to supply one million tonnes of grain from Russia at a preferential price for processing in Türkiye and then transporting it without cost to the neediest countries.

Treaty on the Prohibition of Nuclear Weapons
📃 Committed to the noble goal of building a world free of nuclear weapons, Russia has for decades made a significant practical contribution to the achievement of this task. However, against the background of the all-out hybrid war unleashed against us, our country has reached the limits of its nuclear arms reduction capabilities. Further progress on this track will only be possible if Western countries abandon their anti-Russian policy and should involve all countries that possess military nuclear capabilities.
We understand the motivations of the advocates of a "shortcut" to a nuclear-weapon-free world, but we are convinced that progress is possible only on the basis of a realistic, balanced and step-by-step approach which contributes to strengthening international peace, stability and security for all states.
☝️ In our view, the Treaty on the Prohibition of Nuclear Weapons (TPNW) neither meets those criteria, nor can serve as the main framework for practical measures to reduce nuclear arsenals.
For Russia, the possession of nuclear weapons at this historical juncture is the only possible response to concrete external threats, which are only increasing. The security situation is degrading due to destructive attempts by the United States and NATO to achieve military superiority.
In such circumstances, an immediate renunciation of nuclear weapons would drastically weaken the reliability of strategic deterrence which we pursue and, accordingly, our national security.
❗️ At the same time, we are strongly committed to the inviolability of the principle reaffirmed by the leaders of the five nuclear-weapon states in their relevant joint statement in January 2022 that a nuclear war cannot be won and must never be fought. It is of paramount importance for each of those states to demonstrate in practice their commitment to that statement in its entirety.

Situation in Kosovo
The situation in Kosovo should be resolved on the basis of Security Council resolution 1244.
❗️ The arrangement between Belgrade and Pristina will only be viable if the parties come to an agreement independently, without ready-made solutions imposed on them from outside.
☝️ We oppose the idea of altering the mandate of the UN Mission in the region and cutting its budget, and advocate for maintaining the open and regular nature of UN SC meetings on the Kosovo issue.

Comprehensive Nuclear Test Ban Treaty
📃 We strictly abide by our obligations under the Comprehensive Nuclear Test Ban Treaty (CTBT). We support its early entry into force. We call on the eight countries whose signature and/or ratification is required for its entry into force to do so without delay.
We consider the position of the USA, which is the only state to have officially refused to ratify the Treaty, to be a major destructive factor for the CTBT. Washington has taken consistent steps towards resuming nuclear tests, including by increasing the readiness of the Nevada Test Site and allocating significant funds for its maintenance. We encourage Washington to reconsider its stance on the CTBT.
❗️ We firmly reject any insinuations that our country might resume nuclear tests. As President Vladimir Putin clearly stated in his address on 21 February 2023, Russia would not be the first to conduct a nuclear test. We will only take this step in response to a similar action by the US. We intend to further maintain our voluntary moratorium on nuclear tests introduced in 1991.

⚠️ В связи с поступающими в Консульский департамент МИД России обращениями граждан относительно возможности возврата консульского сбора за выдачу загранпаспорта хотели бы напомнить следующее.
📌 Основания и порядок возврата заявителям ранее уплаченных ими сборов за совершение консульских действий установлены статьей 36 Федерального закона «Консульский устав Российской Федерации».
🔎 В частности, суммы консульских сборов подлежат возврату в полном объеме в случае отказа в выдаче загранпаспорта по основаниям, предусмотренным положениями Федерального закона «О порядке выезда из Российской Федерации и въезда в Российскую Федерацию» (например, имеются основания для запрета выезда за границу, в том числе, если сумма задолженности гражданина по исполнительному документу о взыскании алиментов, возмещении вреда, причиненного здоровью, возмещении вреда в связи со смертью кормильца, имущественного ущерба или морального вреда, причиненных преступлением, превышает 10 000 рублей либо по иным требованиям 30 000 рублей, второй родитель подал заявление о несогласии на выезд ребенка за рубеж и т.п.). При этом в таких случаях должностным лицом загранучреждения оформляется и выдается на руки заявителю соответствующий документ – уведомление об отказе в выдаче паспорта.
📝 Для возврата консульского сбора плательщик должен подать заявление непосредственно на имя главы загранучреждения по месту совершения консульского действия, за которое уплачен соответствующий сбор (т.е. того дипломатического представительства или консульского учреждения Российской Федерации, в которое заявитель ранее обращался за выдачей загранпаспорта).
❗️Обращаем также внимание на то, что действующее российское законодательство не предусматривает механизма зачета уплаченного сбора в счет совершения иного либо аналогичного консульского действия.

📃 Our country's decision to suspend the START Treaty is related, first and foremost, to the US consistent policy aimed at political and economic strangulation of Russia and targeted weakening of its security. Thus, we are witnessing a radical change in the circumstances and Washington's attempts to undermine the fundamental principles and understandings underlying the START Treaty.
To maintain a sufficient level of predictability and stability in the nuclear missile sphere, Russia will continue to observe the Treaty-established quantitative limits on strategic offensive arms within the lifetime of the Treaty. Furthermore, we will continue to exchange notifications on ICBM and SLBM launches with the US based on the relevant bilateral agreement of 1988.
The decision to suspend the START Treaty can be reversed only if the US demonstrates political will and undertakes the necessary efforts to promote general de-escalation, address violations and create conditions for the resumption of the full functioning of that Treaty.
☝️ When deciding on its future, the combined nuclear arsenal of the US, Great Britain and France will have to be taken into account as they, together with other NATO allies, are increasingly putting up a united anti-Russian front in the nuclear area.

In principle, Russia remains open to interaction with all stakeholders in the relevant international formats aiming for general de-escalation, comprehensive strengthening of security and stability, minimization of strategic risks, including with the use of arms control instruments. However, this can only be achieved on the basis of equality and genuine accommodation of Russia's interests.
