سؤال: ما هي آفاق التسوية الفلسطينية - الإسرائيلية في ظل الظروف التي لم يعمل فيها "رباعي" الوسطاء الدوليين في الشرق الأوسط، لزمن طويل؟

جواب: إن الدبلوماسية الروسية وبغض النظر عما إذا كان " الرباعي" يعمل أم لا، تواصل المساعدة بنشاط على تهيئة الظروف لاستئناف عملية التسوية السياسية الفلسطينية ـ الإسرائيلية. إن تجميد نشاط "الرباعي" لم يكن بمبادرتنا. أن من يعرقل عمله بمختلف الذرائع المختلقة هي الولايات المتحدة والإتحاد الأوروبي الساعية لتحويل أنظار العالم عن الشرق الأوسط والأزمات الإقليمية الأخرى. ونعتقد أن هذا النهج غير مقبول، نظرا لأنه لا يؤدي إلا إلى تفاقم المشاكل. وقد أظهرت الأحداث الأخيرة في الضفة الغربية، بما فيها القدس الشرقية، ذلك مرة أخرى بوضوح

وعلى الرغم من احتدام الوضع الدولي، تحتفظ روسيا بمزاياها الرئيسية: العلاقات الودية والبناءة مع فلسطين وإسرائيل، وكذلك مع جميع دول المنطقة، التي نواصل معها حوارا منتظما بشأن دائرة واسعة من القضايا، بما في ذلك التسوية الفلسطينية - الإسرائيلية. إن بلدان الشرق الأوسط وشمال أفريقيا تثق في نهج سياستنا الخارجية وتعرف أن روسيا تلتزم باستمرار بمقارباتها المبدئية من القضايا الإقليمية، والقائمة على أساس قاعدة القانون المُعترف به عالميا، أولا وقبل كل شيء على أساس قرارات مجلس الأمن الدولي ذات الصلة.

أما ما يتعلق "بالرباعي" الذي يتألف من روسيا والولايات المتحدة والاتحاد الأوروبي والأمم المتحدة، فقد أعربنا مرارا عن موقفنا بهذا الشأن. وأننا وحتى في ظل الظروف الجيوسياسية الحالية، ندعو إلى استئناف هذه الآلية الفريدة للمرافقة الدبلوماسية للتسوية في الشرق الأوسط. ونحن على قناعة بأن عرقلة نشاط "الرباعي تنعكس بصورة مباشرة سلبية على الحالة "في أرض الواقع" وتصب في مصلحة القوى المعنية بتأجيج مجابهة فلسطينية ـ إسرائيلية جديدة، واسعة النطاق. وبالتساوي مع هذا تسير محاولات الولايات المتحدة الهادفة لتقويض التعاون الجماعي، واحتكارها دور "الوسيط". إن قائمة خدمات أمريكا في هذا الصدد معروفة على نطاق واسع: إن وساطة أمريكا بمفردها بين الفلسطينيين والإسرائيليين دائما تؤدي إلى تصاعد موجة جديدة من العنف الدموي.

💬 Work on the Russian draft resolution of the UN Security Council on the establishment by the UN Secretary-General of an independent international commission to investigate the circumstances of the Nord Stream gas pipeline explosions continues in New York. The Russian delegation held four rounds of negotiations trying to work out a text that would be acceptable to all Security Council members. The efforts to strike a much-needed compromise will continue given the importance of identifying the masterminds and the perpetrators of the attack.

In this context, we took note of the recently published information that during an inspection of a pipeline section located in the exclusive economic zone of Denmark that was conducted by Nord Stream AG with the authorisation of the Danish authorities, an “object” was found 30 kilometres from the site of the explosion that is not part of the Nord Stream system, but may be an element of an explosive device.

Last week, the Danish ambassador was summoned to the Russian Foreign Ministry and appeared to be unaware of that fact. Today, during the meeting, he noted that every measure is being taken to study the situation taking into account “the security and the economy aspects.” In fact, he spoke purely in broad terms.

The discovered item once again highlights the urgency for the Security Council to adopt a resolution on the establishment by the UN Secretary-General of a commission to shed light on the circumstances of the act of sabotage so that it does not happen again in the future.

☝️ The collective West countries’ withdrawal from the constructive work on the draft resolution, given their refusal to let Russia participate in the investigation, will serve as evidence of deliberately created obstacles to the efforts to establish the truth.

🗓 On March 13, Foreign Minister Sergey Lavrov spoke over the phone with Minister of Foreign Affairs of the Islamic Republic of Iran Hossein Amir-Abdollahian at the latter’s initiative.

🇷🇺🤝🇮🇷 The Ministers discussed bilateral issues. They noted the strong positive trend in the development of Russia-Iran versatile cooperation. They expressed satisfaction with the record trade figures despite the illegal unilateral sanctions against our countries.

The Foreign Ministers had a trust-based exchange of views on urgent regional and international issues. They reaffirmed mutual interest in continuing close coordination, in part, during their upcoming in-person contacts.

🗓 Acting in violation of international law and supported by its allies, the United States launched the Iraq invasion on March 20, 2003. This reckless undertaking wiped out Iraq’s statehood and military, throwing its economy and social sector into complete disarray, and plunging the country into many years of internal military and political strife, from which it has yet to recover.

The invasion also resulted in the overthrow and execution of the legitimate President of Iraq Saddam Hussein, the destruction of the country's basic infrastructure, a severe deterioration of the health system, and rise in crime.

❗️ It is worth mentioning that weapons of mass destruction have never been found in Iraq. Leaders of the countries which invaded Iraq justified their criminal actions by citing faulty intelligence.

According to various estimates compiled by the academic community and NGOs, from 100,000 to 205,000 civilians met a violent death, and the invasion indirectly caused about 650,000 civilian casualties (independent reports & surveys give a wide range of estimates up to 1,2 mln casualties). The number of Iraqi refugees reached 1.5 million, and there were 2 million internally displaced persons. Today, over 12 million Iraqis, or about 30 percent of the country’s population, live below the poverty line.

A substantial body of evidence has been collected on the war crimes committed in Iraq by the US Army and its allies, but despite that most of the perpetrators have yet to be held accountable.

❌ Most episodes have not even been investigated, while criminal charges have been rare.

☝️ The reckless military undertaking led by the United States prompted the emergence of new threats to regional security and stability, creating a hospitable environment for spreading terrorist and extremist ideas, which in turn exposed the whole world to atrocities committed by ISIS.

These acts of censorship are evidence of the Lithuanian authorities’ disregard for the people’s legitimate rights and interests, which were not imposed on Lithuania & its people but which they themselves formulated.

Указанная авантюра привела к полному разрушению государственности, военных, экономических и социальных основ Ирака, погрузив страну в многолетний внутренний военно-политический конфликт, полностью оправиться от которого она на может по сей день.

قامت اللجنة الخاصة للأمم المتحدة (Unscom) ثم لجنة الأمم المتحدة للرصد والتحقق والتفتيش (UNMOVIC) على مدى 12 عاما بالبحث في العراق عن أسلحة الدمار الشامل البيولوجية والكيميائية وغيرها. وحينها أعلن البيت الأبيض عن وجود احتياطات مخفية. ونفت بغداد كل هذا.

واتهم وزير الخارجية الأمريكي كولن باول، خلال اجتماع لمجلس الأمن الدولي في فبراير 2003، القيادة العراقية بإنتاج أسلحة دمار شامل، وكدليل على ذلك أظهر أنبوب اختبار بمسحوق أبيض زعم أنه يحتوي على ناقل لعدوى الجمرة الخبيثة، عُثر عليه في العراق.

وقامت الولايات المتحدة، بدعم من حلفائها في 20 مارس 2003، بغزو مسلح للعراق في انتهاك للقانون الدولي، بذريعة ضرورة تصفية الأسلحة المزعومة. فماذا حدث للعراق، لرئيسه الشرعي، ولشعب هذا البلد ؟ تمت إطاحة رئيس الدولة صدام حسين، وثم جرى شنقه، وتورطت البلد في نزاع عسكري ـ سياسي داخلي طويل الأمد، الذي لم تستطع التعافي منه بالكامل ليومنا هذا.

بيد أن هذا لم يكن نزاعا داخليا طبيعيا الذي من شأنه أن يحدث في أي بلد، بين أي شعب بحكم عدد من الأسباب. كلا. لقد نشب هذا النزاع، أولا: أثناء احتلال الولايات المتحدة ودول أخرى في التحالف المناهض للعراق، للبلاد، وثانيا: أشعلته الدول الغربية بصورة مباشرة من دون أي سبب طبيعي.

وبالمحصلة، لم يتم العثور على أسلحة دمار شامل في العراق. لذلك لنعود إلى النقطة الأصلية: وكما قالوا في بغداد، لم تكن موجودة. وحاول قادة البلدان المشاركة في هذا الغزو، تبرير ممارساتهم الإجرامية، باستنادهم إلى معلومات غير دقيقة من أجهزة إستخباراتهم.

أريد أن أعيد الأذهان إلى أن الدول الغربية التي كانت جزءاً من التحالف ليس لها حدود مشتركة مع العراق - لا الولايات المتحدة ،ولا بريطانيا العظمى، ولا بولندا، ولا دول أخرى كثيرة.
