🇷🇺 On August 22, Russia marks National Flag Day, established by a Presidential Decree in 1994.
On this day, we pay tribute to one of Russia’s official state symbols, which, together with the national emblem and anthem, represents the country’s sovereignty and independence and reflects the continuity of generations of its multinational people.
Today, the Russian flag is also a visible symbol of protection and the future. In the special military operation zone, servicemen raise the tricolour over liberated settlements.
***
The history of the Russian tricolour spans more than three centuries. In 1693, the young Peter the Great raised it as his personal standard in Arkhangelsk, and in 1705 he ordered the white-blue-red flag to be flown on merchant ships. Until the 19th century, Russian sailors would erect a commemorative cross on the shores of newly acquired territories.
In 1806, a new tradition emerged. A Russian expedition explored the coast of southern Sakhalin and raised two flags on shore. The St Andrew’s Flag symbolised the role of the Russian Navy, while the white-blue-red flag marked the territory as a new Russian possession. The tricolour became the national flag in 1896, on the eve of the coronation of Nicholas II.
⚪️🔵🔴 On December 25, 2000, the Federal Constitutional Law “On the State Flag of the Russian Federation” was adopted. Under the law, the State Flag of Russia is a rectangular cloth consisting of three equal horizontal stripes: white on top, blue in the middle, and red on the bottom.
💬 President of Russia Vladimir Putin:

🎙 Statement by Russia's Permanent Representative to the UN Vassily Nebenzia at the UN Security Council meeting on Ukraine (New York, August 24, 2026)
Read in full
Watch the full meeting
💬 Today’s meeting is being held under the grand banner of the 35th anniversary of Ukraine’s “independence”.
But is there really anything to celebrate?
Over these decades, under successive leaders, the country has been brought to the brink. Those who loudly proclaimed Ukraine’s independence and bright prospects have in fact, whether deliberately or otherwise, been destroying it.
***
Having failed to achieve its objectives on the battlefield, the Kiev regime has now descended into outright terror against Russia’s civilian population.
Its Western patrons, not to mention Zelensky himself, still cling to the dangerous illusion that further escalation, strikes deep inside our territory and terror against civilians will force us to accept an ultimatum disguised as “peace”.
👉 The negotiating demands being put to us are, to say the least, strange.
***
❗️ There will be no agreements at the expense of Russia’s security interests.
Any attempt to impose a freeze on the conflict under the guise of a ceasefire, merely to give Kiev a temporary respite to regroup and rearm, is doomed to fail.
As long as we are addressed in the language of ultimatums, terror and threats, while realities on the ground are ignored, there will be no basis for political and diplomatic dialogue.

💬 Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik:
On August 26, nine people were killed in a Ukrainian strike on a civilian bus in the Lugansk People's Republic.
Five people were injured. The bus was travelling on the Lisichansk-Stakhanov route.
***
💬 Head of the Lugansk People's Republic Leonid Pasechnik:
Eight people were killed at the scene. A 20-year-old woman was rushed to intensive care, but doctors were unable to save her. Her mother was injured.
An 18-year-old woman was also wounded and hospitalized. Three other passengers and the driver received medical treatment and were released for outpatient care.
❗️ This is yet another act of terrorism by the Kiev regime – cynical, inhuman and without justification.
It is a war crime, and those responsible will inevitably face the punishment they deserve.
Investigators from the Russian Investigative Committee are documenting the consequences of the attack.

⚡️ Article by Foreign Minister Sergey Lavrov, “International Cooperation in the Arctic: Challenges and Opportunities,” published on Arctic.ru
📰 Read in full
✍️ On 19 August, a landmark event took place in Arctic shipping. For the first time, a container ship from China arrived at the port of Murmansk via the Northern Sea Route, a vital part of the Trans-Arctic Transport Corridor. In collaboration with our international partners this represents the start of a new phase in the development of Russia’s Arctic region, which accounts for at least 10 percent of the country’s GDP and is home to more than 2.5 million of our citizens.
In this regard, I would like to share a number of considerations on how we assess the current state of affairs in the Arctic and how we plan to develop international cooperation there.
***
Russia and international partners in the Arctic
• The Foundations of the Russian State Policy in the Arctic for the Period up to 2035, approved by President Vladimir Putin, focus the efforts of all government bodies on improving the quality of life for the population of the Arctic zone of the Russian Federation, promoting economic growth in its territories, protecting the environment and fostering mutually beneficial international cooperation. <...> Foreign policy priorities in high latitudes have been enshrined in the currently effective Concept of the Foreign Policy of the Russian Federation of March 31, 2023.
• In the Arctic, Russia is seeking to preserve peace and stability, reduce the level of threats to national security, and create favourable external conditions for the country’s socio-economic development. We are open to interaction with all constructively minded foreign countries displaying reciprocal readiness to put these ideas into practice.
• The countries that cooperate closely with us in the Arctic include, first and foremost, China and India. <...> There are prospects for interaction in the Far North with Brazil, Indonesia, Iran and other #BRICS countries.
Challenges for international cooperation in the Arctic
• Preserving the Arctic as an area of peace and cooperation meets the interests of the entire international community, and Russia is undoubtedly interested in this as well.
• Meanwhile, there are those who do not share this point of view. How else can one explain the fact that NATO countries, as well as the Alliance as a whole, are driving the region towards militarisation and creating hotbeds of international tension there? <...> NATO is conducting large-scale military exercises involving non-regional countries and introducing new components of its command-and-control system.
• Such military activity in the Far North poses a direct threat to Russia’s security. <...> NATO and other Western countries make no secret of their true motives, openly declaring their intention to turn the Arctic into a new front for opposing the development of Russia and its like-minded partners.
• One manifestation of the West’s anti-Russian policy has been the disruption of previously effective mechanisms of multilateral cooperation in the Far North. <...> The Arctic Council, established almost 30 years ago, on September 19, 1996, remains the only functioning intergovernmental format. Russia is ready to resume the full-fledged work of the Arctic Council, provided that all parties engage in good faith and take into account the legitimate interests of every participant.
The future of international cooperation in the Arctic
• A glance at the world map makes it clear that Russia has been, is, and will remain a leading Arctic state. <...> The strategic importance of the Arctic to our country’s national interests and security will also continue to grow.
• In our economic activities, we will continue to proceed from the understanding that the Arctic maritime areas form an integral part of the World Ocean.
• Russia’s foreign policy in the Arctic will remain comprehensive and pragmatic. We support the Arctic’s development as an integral part of the broader Eurasian space of security and cooperation.
