❓ Question: How would you comment on the possibility of Moscow appealing to the International Court of Justice in response to Latvia, Lithuania, and Estonia’s continued refusal to discontinue policies that infringe upon the rights of Russians?
💬 Maria Zakharova: The mandatory pre-litigation phase of the dispute with Latvia, Lithuania, and Estonia concerning these countries’ serious violations of the 1965 International Convention on the Elimination of All Forms of Racial Discrimination is currently approaching completion. The Baltic states’ refusal to engage in negotiations and their unconstructive response to Russia’s legitimate claims leave little alternative but to refer the dispute to the International Court of Justice. We cannot exclude the possibility that such a step may be taken before the end of this year.
In general, the subject matter of our claims against all three Baltic republics is largely the same: systemic discrimination against Russians, the suppression of the Russian language in all spheres of public life, including education, and the glorification of Nazism. At the same time, each state is, of course, accused of its own specific violations.
Given the seriousness of the allegations and the comprehensiveness of the evidence submitted, it is unlikely that the authorities of Latvia, Lithuania, and Estonia will be able to avoid legal proceedings. Based on the established practice of the International Court of Justice, such proceedings could take several years.

The winter of 1941-1942 was one of the most horrendous in the history of Leningrad. Hunger, continuous shelling and air raids took lives every day. Nazi propaganda tried to convince the world as well as German soldiers that the city would fall soon. In the spring of 1942, Nazi commanders printed a newspaper titled Leningrad: The City of the Dead. They also air-dropped leaflets claiming that Leningrad had already been wiped off the map.
But Leningrad kept living.
To show that to the entire world, city authorities made a historic decision to hold a football match in the besieged city.
They put together two teams, Dynamo Leningrad and a team of Joseph Stalin Leningrad Metal Plant that consisted of Zenit, Spartak and other clubs' members. Many of the football players were temporarily recalled from the frontline, the police or from the Road of Life where they worked. Some of them had only recently recovered from severe malnutrition. The match was played without a half-time as the players feared they would not be able to get up and continue the game after a break.
The report about the match was broadcast through powerful loudspeakers to the frontline, amidst artillery fire. Those 90 minutes were more than a sporting event: they strongly reaffirmed that Leningrad was alive, fighting and not giving up.
These days, the memory of that event is preserved at Dynamo Stadium in St Petersburg. A memorial plaque was unveiled at the venue in 1991, followed by a monument to the players of the siege match installed in 2012.
The match on May 31, 1942, became a moral victory over the enemy and a vivid response to those who called Leningrad the city of the dead far too early.

Russian Embassy Statement on the Ukrainian Armed Forces’ Strike on the Lugansk State Pedagogical University College in Starobelsk
⚡️ In the early hours of May 22, the Nazi Kiev regime carried out a bloody terrorist attack on the academic building and dormitory of a college of the Lugansk State Pedagogical University in Starobelsk, the Luhansk People’s Republic. At the time of this cowardly and brutal attack, 86 students, aged between 14 and 18, were inside the five-storey dormitory. The building collapsed to the second floor. Nearly 50 people were injured. Tragically, 21 lost their lives. Nearby administrative buildings, residential blocks, and public facilities were also damaged.
▪️ This was not a random strike. It was a deliberate, targeted terrorist act against defenseless civilians — children and young people who were simply asleep in their dormitory. There were no military units, command posts, or any legitimate military targets in the vicinity. The nearest actual military infrastructure was located several kilometers away, making any claim of “military necessity” a blatant lie.
▪️ Russia’s Investigative Committee has opened a criminal investigation into this terrorist attack. All those responsible — from the direct perpetrators who gave the order and launched the strike drones or missiles, to the top leadership of the Zelensky regime in Kiev — will be identified and held accountable, and will face inevitable and severe punishment. This atrocity fits perfectly into the long-established pattern of Kiev regime’s war crimes: the deliberate shelling of residential areas, schools, hospitals, and civilian infrastructure across Donbass for over a decade.
👉 It is straight out of the German Nazi playbook — terror civilians to break the will of the people who chose to live in peace with Russia. The only difference is that today’s neo-Nazis in Kiev use Western-supplied weapons, paid for by American and European taxpayers. We note with regret that the West continues to turn a blind eye to such crimes when they are committed by its Ukrainian proxies. This hypocritical “selective blindness” only encourages further escalation and more bloodshed.
▪️ This is merely one of many examples: in response to the deliberate strikes carried out by the Ukrainian Armed Forces on May 22 against the teaching college in Starobelsk, Russia called for a joint meeting of the OSCE Permanent Council and the OSCE Parliamentary Assembly. That appeal was declined. Instead, the Swiss OSCE Chairmanship convened a special meeting to discuss Russia’s response to the attack on the college, yet made no mention of the students of Lugansk State Pedagogical University in Starobelsk, who were killed.
👉 We call on international missions and organisations, as well as national governments and the global community, to provide a honest and principled assessment of the criminal actions of the Zelensky regime. We call for the unequivocal condemnation of this brutal terrorist attack in Starobelsk.
▪️ The Russian Federation will continue to protect the lives and security of its citizens and compatriots in the new regions. Those who raise their hand against our children will always receive the response they deserve. Justice will prevail.

⚡️В преддверии Дня защиты детей украинскими извергами было убито 3 и ранено 8 несовершеннолетних детей. Всего за неделю нацисты убили 35 гражданских лиц. Наиболее трагические последствия были зафиксированы в ДНР и Херсонской области, где целенаправленные удары беспилотников привели к гибели и детей, и гражданских взрослых.
Киевские боевики сознательно эскалировали ситуацию, увеличивая число, главным образом дронных ударов по гражданским объектам, значимым гражданским автодорогам, объектам энергетической и промышленной инфраструктуры.
Боевики ВФУ, используя, главным образом БпЛА, проводили дистанционное минирование гражданских объектов, часто
посещаемых мест, размещали взрывные устройства в черте населенных пунктов. Зафиксированы случаи дистанционного минирования участков федеральной автомобильной трассы «Новороссия», с целью блокировать снабжение мирного населения этих регионов.
Украинские нацисты открыто перешли к актам ядерного терроризма. Запорожская АЭС подверглась целенаправленным атакам. Украинский дрон-камикадзе атаковал здание машинного зала энергоблока №6. Прилет был зафиксирован всего в 10 метрах от реакторного отсека станции. Атакам подвергся и транспортный цех ЗАЭС. Прямыми попаданиями были полностью уничтожены шесть пассажирских автобусов и два автомобиля «Газель», предназначенных для развоза дежурных смен.
За минувшую неделю с 25 по 31 мая от обстрелов украинских нацистов пострадали 217 мирных жителей: ранены 182 человека, в том числе 8 детей, погибли 35 человек, в том числе 3 несовершеннолетних. Всего по гражданским объектам на российской территории ВФУ выпустили не менее 3 754 боеприпасов.
Из сотен преступлений совершенных ВФУ мы выделили следующие:
🔺Семья с двумя детьми погибла от удара украинского дрона по гражданскому автомобилю в Горловке (ДНР).
🔺Пятилетний ребенок погиб, 11 мирных жителей получили ранения в результате атаки БпЛА на жилой сектор Геничевска Херсонской
области.
🔺Трое работников водоснабжающей организации погибли, один получил тяжелые ранения в результате атаки беспилотника в Углегорске (ДНР).
🔺Мирный житель погиб, сотрудник пожарно-спасательной части получил ранение в результате ракетного удара по поселку Белая Березка Брянской области.
🔺Два мирных жителя погибли, один получил ранения в результате атаки дронов в Волгоградской области.
🔺Сотрудница компании Херсонэнерго погибла от атаки БпЛА в Великой Лепетихе Херсонской области.
🔺Четыре мирных жителя, в том числе 80-летняя женщина, пострадали в результате ракетной атаки ВФУ на Севастополь.
🔺Трое сотрудников бригады скорой помощи пострадали при атаке БпЛА на медицинский автомобиль в Горловке (ДНР).
