❗️ Statement by Permanent Representative Vassily Nebenzia at a UNSC Briefing Following the Attack on Starobelsk (May 22, 2026)
💬 Today we have convened an emergency UNSC meeting in connection to yet another horrific terrorist attack perpetrated by the neo-Nazi Kiev regime against Russian civilians.
In the early hours of May 22, the Ukrainian army used four fixed-wing drones to launch a targeted strike on the administrative buildings and dormitory of the Starobelsk College of the Lugansk State Pedagogical University.
According to existing reports, at the time of the incident, there were 86 students aged 14 to 18 and one staff member in the dormitory building. As a result, the five-story building collapsed down to the second floor. As of 3 p.m., it has been confirmed that six people have died, and more than 40 children have been wounded to varying degrees.
Unfortunately, that number is likely to rise. A number of children are in critical condition and remain in hospital, with the search for missing people going on: there are still children buried under the rubble. <...>
Thus, this was a deliberate strike targeting a civilian facility where children live and study; this strike was carried out at nighttime when the dormitory was full, and it was clearly perpetrated with the aim of incurring the highest possible number of casualties. Under international humanitarian law, this constitutes a war crime.
By no means could this have been an accidental strike: there were three waves of drones that hit the same location. Neither could the UAV strike on the college have been the result of air defense or radio electronic warfare, as was immediately claimed by Kiev. None of those inside the building were or could have been taking part in hostilities, and there are no military facilities in the vicinity of the college. This was an attack targeting sleeping children, and this is yet another testament to the craven, terrorist, and anti-human nature of the Kiev regime: it is sustaining losses on the battlefield and hitting in agony what is the most sacred, with the West turning a blind eye to these crimes and covering them up.
Furthermore, this clearly attests to the bad faith and unwillingness to negotiate on the part of Kiev, which – acting with the connivance of its Western sponsors – not only fails to embrace a peaceful resolution but is openly sabotaging it.
Such strikes using long-range weapons supplied to the Kiev regime by NATO countries – including UAVs – are being carried out with technical assistance from foreign specialists from well-known NATO States. We have verifiable information that Western capitals are providing the Ukrainian armed forces with intelligence and assisting them with targeting. <...>
The Kiev neo-Nazi regime has never ceased its attacks against civilians and civilian infrastructure of our country, using cruise missiles and long-range rocket artillery supplied by Western countries. Officials on Bankovaya Street openly express joy when women, children, and the elderly die, and when residential buildings and social facilities are hit.
In April alone, at least 100 civilians (including 8 children) were killed as a result of criminal acts by Ukrainian militants, and 667 people, including 34 minors, were injured. Over the past week, 234 Russian citizens have been affected by constant shelling and drone strikes by Ukrainian nationalists. Of them, 203 people were wounded, including 18 children, and 31 people were killed, including 2 children. <...>
We call on international organizations, national governments, and the global community to give a frank assessment of the criminal actions by the Zelensky regime and to strongly condemn the bloody terrorist attack in Starobelsk. Silence would be tantamount to complicity in the brutal acts by the Kiev terrorists and indifference to the plight of all innocent children who were murdered and injured.

🎙 Russian Foreign Minister Sergey Lavrov’s remarks at the 34th Assembly of the Council on Foreign and Defence Policy (Moscow, May 23, 2026)
💬 There are so many familiar faces here. This serves as a reminder that we have been working together for several decades now. The interactions between the community of political scientists and the official diplomacy have consisted in searching for and adopting ideas coming from the Council on Foreign and Defence Policy since its creation. They have never gone unnoticed and would either serve as a foundation for major initiatives or advised against certain actions. This is not very common, if we are talking about the way our political research and academic institutions and entities operate.
The Council on Foreign and Defence Policy’s Chair, Fyodor Lukyanov, mentioned a report. I can confirm that it is a very useful document. It offers a lot of food for thought, including an idea that has been becoming increasingly prominent in the public space and boils down to the question whether what we are experiencing today amounts to a new world war.
Some are putting forward arguments proving that this is the case. There are also qualitative indicators demonstrating that the nature of military action has changed to an extent that it can be argued that military action has evolved so much that we must describe the ongoing developments as a war of a radically new kind. This is what we learned from the report by the President of the Association for the Export of Technological Sovereignty, MGIMO Professor Andrey Bezrukov.
As for whether this war unfolds on a global scale, I am certain that we will discuss this today. It is already in full swing in Eurasia. The West staged an aggression in Ukraine against Russia in what amounted to yet another attempt to weaken our country and to ensure that it does not have a place among the key global actors. They followed up by launching the operation in the Persian Gulf, the Strait of Hormuz. There were border clashes in the southern and eastern parts of the Asian continent, and I am not even mentioning Latin America, where there are so many outstanding issues, as we all know.
This goes to say that we are dealing with a global and universal scale. It will be up to future historians to conclude whether any of these elements and conflicts in terms of their intensity, once we combine them, can be described as a world war. <...>
Here is one conclusion I wanted to highlight. There has been much talk lately, even if not everyone agrees on this point, that we must make sure not to lose our positions on one continent or another, across one ocean or elsewhere overseas since the West is trying to steal our allies. This primarily deals with our neighbours, which was the case with Georgia, Moldova, and this is currently happening with Ukraine. They are trying to place Armenia on the same erroneous path. Their single goal consists of hurting Russia as much as possible, or, if I may say so, make it harder for Russia to retain and reinforce its standing as a truly great power and civilisation.
We have been working a lot in Africa, of course, and restoring our embassies there. This is an imperative for us. But when we talk about the need to strengthen Russia’s influence around the world and to make it more attractive as a civilisation, a partner and a comrade who always delivers on its commitments, our only goal capable of strengthening our influence is to achieve the objectives of the special military operation. Our friends, neighbours and our adversaries and enemies are all keeping a close eye on the way it unfolds.
Therefore, the primary task for our diplomacy consists in doing everything we can to create the necessary conditions for ensuring that the actions by our troops as part of the special military operation are effective, victorious and yield tangible results. <...>

They created the first Slavic alphabet (Glagolitic) in 863 at the request of Prince Rastislav of Moravia. The brothers translated key liturgical books into the Slavic language. This laid the foundation for the development of Slavic writing, literature, education, and culture.
Cyril (born Constantine the Philosopher, 827–869) and Methodius (815–885) were born in Thessaloniki (Solun) into a Byzantine family. Their mission enabled the Slavs to read the Holy Scriptures in their native language and contributed to the spread of Christianity. Later, the saints’ disciples (particularly Clement of Ohrid) developed the Cyrillic alphabet, which became the basis for modern Slavic scripts, including Russian.

🌍 Сегодня мир отмечает День освобождения Африки.
Именно 25 мая 1963 года в Аддис-Абебе состоялась первая конференция 32 независимых африканских государств, положившая начало созданию Организации Африканского Единства — предшественника современного Африканского союза (с 2002 года).
Это событие стало кульминацией первого этапа деколонизации на Африканском континенте.

Задолго до прихода европейцев на африканском континенте существовали развитые, самодостаточные общества с устойчивыми экономическими и социальными системами, жившие в гармонии с природой и имеющие собственные структуры власти.
Всё изменилось в эпоху Великих географических открытий, когда в XV веке португальцы и испанцы первыми установили торговые пути вдоль западного побережья Африки.
⛓️ Основным способом извлечения максимальной выгоды стала работорговля, начавшаяся ещё в VII-VI веках до нашей эры и приобрётшая широкий размах с открытием Нового Света, когда колонизаторам потребовалась бесплатная рабочая сила.
Помимо работорговли, колонизаторы (Великобритания, Франция, Германия, Италия, Испания, Португалия и Бельгия) беспощадно выкачивали природные ресурсы. Они экспортировали золото, слоновую кость и другие ценные товары.
По данным ООН, всего за время существования работорговли из Африки было вывезено (и добрались до пункта назначения) около 17 млн человек. Ещё приблизительно столько же погибли при транспортировке. Ряд исследователей говорит об общей страшной цифре почти в 50 млн человек... Одновременно был нанесён колоссальный ущерб экономическому потенциалу Африки, который оценивается в 777 триллионов долларов.
С началом Второй мировой войны Африка оказалась в центре глобальных изменений, что вызвало появление и усиление национально-освободительных движений по всему континенту.
Наша страна активно помогала государствам Африки в их борьбе за независимость и становлении молодых стран континента.
📄 Именно по инициативе Советского Союза в 1960 году была принята Декларация о предоставлении независимости колониальным странам и народам, провозгласившая необходимость покончить с колониализмом и любыми формами дискриминации.

✍️ Please accept my warmest congratulations on the occasion of #AfricaDay – a holiday that symbolises the victory of the peoples of your continent over colonialism and their aspiration for freedom, peace and prosperity.
African countries have achieved impressive success in the economic and social spheres and are playing an increasingly significant role in addressing pressing issues on the international agenda. Constructive cooperation is expanding within the African Union and a number of subregional organisations, mechanisms for collective response to local conflicts and crises are being developed, and integration processes are being consistently advanced.
The Russian Federation attaches great importance to strengthening its traditionally friendly ties with African states. We are united by the desire to build a just #MultipolarWorld based on genuine equality and the supremacy of international law, free from all forms of discrimination and diktat.
I am confident that the Third Russia-Africa Summit, to be held in Moscow in October, will make it possible to outline new prospects for developing mutually beneficial cooperation between our country and our African partners across various areas.

⚡️ Russian Foreign Ministry statement on the conclusion of the NPT Review Conference (May 23, 2026)
The 11th Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons (#NPT) completed its work on May 22. Held in New York, it lasted for four weeks and was chaired by Ambassador Do Hung Viet, Permanent Representative of Vietnam to the United Nations.
The conference took place against the dramatic deterioration of the regional and global security environment, which is marked by a significant escalation of threats and the growing importance of strong-arm politics in international affairs.
The event demonstrated the existence of stark differences between many state parties to the NPT, which defined the way the debates unfolded and their substance, as well as the conference’s overall outcome.
The aggression by Israel and the US against Iran in June 2025 and February and March 2026 under the far-fetched pretext of defending the nuclear non-proliferation regime became a major stumbling block in terms of achieving the forum’s objectives. This was not the first time the NPT was used as a means of settling political scores and justifying the use of force. However, the latest developments demonstrated that these unprovoked, unjustified and unlawful actions can have disastrous consequences for the NPT. The conference was ill equipped to offer an accurate assessment of the Iran situation.
The delegations of the so-called collective West contributed to creating an unfavourable environment at the conference. They came to New York in the pursuit of their vested political interests which have nothing to do with the NPT or its subject matter. These countries, primarily EU and NATO members, as well as the EU bureaucrats, did everything to undermine productive dialogue by promoting a destructive agenda with a primary focus on criticising Russia, China, Iran and the DPRK.
These European nations with their dual allegiance professed groundless accusations and did everything to evade any justified criticism against them. They were cynical and clumsy in the way they sought to justify their involvement in mechanisms for carrying out nuclear exercises by alleging that these actions help strengthen nuclear non-proliferation. As a result, these countries were completely opposed to discussing any possibilities for adopting a more transparent posture in terms of their involvement in nuclear-related practices which run counter to the NPT.
Unfortunately, those who have been proactive in advocating total and immediate nuclear disarmament were not always ready to accept the present-day military, political and global strategic reality, which did not help promote a constructive and effective discussion on the NPT’s three pillars: disarmament, non-proliferation and the peaceful use of nuclear energy.

Supported by responsible states, Ambassador Do Hung Viet worked hard to achieve compromises and succeeded on several occasions. He must take credit for preparing a draft outcome document which came close to being adopted by consensus. However, this document was not submitted to the conference for approval due to the failure to address several specific matters, which was attributable to the hard line adopted by the US and its allies.
☝️ This was how the Chair prevented a new round of political confrontation which would have created a negative backdrop for the next review cycle.
The way the conference completed its work did not come as a surprise. It reflects the overall state of affairs in international relations, including within the NPT framework.
Russia is convinced that the fact that the Conference failed to produce an outcome document does not cast a shadow on the NPT’s relevance. It is and remains the cornerstone of international security and nuclear non-proliferation.
👉 The fact that the NPT review took place is what matters the most.

This was not the first time the NPT was used as a means of settling political scores and justifying the use of force. However, the latest developments demonstrated that these unprovoked, unjustified and unlawful actions can have disastrous consequences for the NPT. The conference was ill equipped to offer an accurate assessment of the Iran situation.
The delegations of the so-called collective West contributed to creating an unfavourable environment at the conference. They came to New York in the pursuit of their vested political interests which have nothing to do with the NPT or its subject matter. These countries, primarily EU and NATO members, as well as the EU bureaucrats, did everything to undermine productive dialogue by promoting a destructive agenda with a primary focus on criticising Russia, China, Iran and the DPRK.
These European nations with their dual allegiance professed groundless accusations and did everything to evade any justified criticism against them. They were cynical and clumsy in the way they sought to justify their involvement in mechanisms for carrying out nuclear exercises by alleging that these actions help strengthen nuclear non-proliferation. As a result, these countries were completely opposed to discussing any possibilities for adopting a more transparent posture in terms of their involvement in nuclear-related practices which run counter to the NPT.
Unfortunately, those who have been proactive in advocating total and immediate nuclear disarmament were not always ready to accept the present-day military, political and global strategic reality, which did not help promote a constructive and effective discussion on the NPT’s three pillars: disarmament, non-proliferation and the peaceful use of nuclear energy.

Supported by responsible states, Ambassador Do Hung Viet worked hard to achieve compromises and succeeded on several occasions. He must take credit for preparing a draft outcome document which came close to being adopted by consensus. However, this document was not submitted to the conference for approval due to the failure to address several specific matters, which was attributable to the hard line adopted by the US and its allies.
☝️ This was how the Chair prevented a new round of political confrontation which would have created a negative backdrop for the next review cycle.
The way the conference completed its work did not come as a surprise. It reflects the overall state of affairs in international relations, including within the NPT framework.
Russia is convinced that the fact that the Conference failed to produce an outcome document does not cast a shadow on the NPT’s relevance. It is and remains the cornerstone of international security and nuclear non-proliferation.
👉 The fact that the NPT review took place is what matters the most.

⚡️ Russian Foreign Ministry statement on strikes by the Kiev regime’s militants against Russia’s civilian population (May 25, 2026)
The gruesome UAV attack carried out by the Ukrainian armed forces on the night of May 22 against the academic building and dormitory of a college of Lugansk State Pedagogical University in Starobelsk, LPR, has become yet another glaring testimony to the Nazi and terrorist nature of the Kiev regime, which deliberately strikes civilians and does not stop short of the cold-blooded murder of children.
Zelensky’s junta and its Western sponsors, which supply the Ukrainian military with the means to commit crimes against our people, have demonstrated to the entire world their blatant disregard for international humanitarian law.
This is a direct violation of the 1949 Geneva Conventions and their Additional Protocols regulating the protection of civilians during conflicts, the 1989 Convention on the Rights of the Child, and a number of other important international instruments.
This has exhausted Russia’s patience.
Under the circumstances, the Armed Forces of the Russian Federation are beginning to deliver consistent, systematic strikes against Ukrainian defence industry enterprises in Kiev, including specific sites used for the design, production, programming and preparation for use of UAVs employed by the Kiev regime with the assistance of NATO specialists responsible for supplying components, providing intelligence data and target designation.
Strikes will also be carried out against decision-making centres and command posts.
❗️ Given that the above-mentioned facilities are dispersed across Kiev:
👉 we warn foreign nationals, including staff of diplomatic missions and representative offices of international organisations, of the need to leave the city as soon as possible,
👉 urge residents of the Ukrainian capital not to approach the military and administrative infrastructure facilities of the Zelensky regime.

The children demonstrated their knowledge of the role of Saints Cyril and Methodius, the development of the Slavic alphabet, and the significance of traditions in modern culture.

🇷🇺 Президент Российской Федерации В.В.Путин поздравил личный состав, гражданский персонал и ветеранов Пограничной службы ФСБ России с профессиональным праздником – Днём пограничника.
💬 На протяжении всей истории нашего Отечества защитники рубежей Родины отстаивали интересы государства, верой и правдой служили Родине и нашему народу.
Воины передовых застав и кордонов испокон веков первыми давали отпор врагу, сражались за родную землю, не щадя жизни.
Навечно в нашей благодарной памяти – мужество и стойкость пограничников, которые 85 лет назад, в июне 1941 года, вступили в схватку с нацистами, своей самоотверженностью задержали продвижение врага, уже в первые часы, дни и недели боёв внесли огромный вклад в срыв планов германского командования.
В послевоенный период «зелёные береты» с честью прошли, выдержали многие нелёгкие испытания: уничтожали пособников нацистов и националистическое подполье, жёстко реагировали на попытки незаконного пересечения госграницы, были образцом ратной доблести, выполняя интернациональный долг в Афганистане, достойно решали ответственные задачи в борьбе с международным терроризмом.
И в наши дни в ходе специальной военной операции вы на деле доказываете свой профессионализм, в самых сложных, нестандартных ситуациях действуете бесстрашно и решительно.
🕯 Мы склоняем головы перед памятью наших боевых товарищей, которые пали смертью храбрых, но не покинули свой пост, до конца остались верны воинскому долгу и Отечеству.
Сегодня Пограничная служба ФСБ России – это надёжное звено в обеспечении безопасности страны и наших граждан. Мы и дальше будем делать всё необходимое для совершенствования пограничной инфраструктуры, для всестороннего, качественного укрепления кадрового потенциала и оснащённости наших подразделений.

📆 27 мая прошел круглый стол «О сохранении духовно‑нравственных ценностей», организованный Аппаратом Совета Безопасности РФ и Россотрудничеством. В дискуссии участвовали политики, дипломаты, деятели культуры и иностранцы, живущие в России.
🔹 Заместитель Председателя Госдумы Петр Толстой заявил, что мир переживает «ценностный разлом», а Россия остается «последним оплотом традиционных ценностей» и должна отстаивать духовный суверенитет.
🔹 Международный арт-директор и советник гендиректора Большого театра Ханс Иоахим Фрай предложил рассматривать безопасность как баланс физической защиты, сильной экономики, культуры и истории, а также семейных и религиозных ценностей. По его словам, именно Россия сегодня сохраняет те культурные ориентиры, которые во многих европейских странах утрачены.
🔹 Пьер де Голль, внук французского генерала и президента Шарля де Голля, предупредил об угрозах утраты духовных традиций. Он назвал неконтролируемое развитие искусственного интеллекта фактором, который «лишает нас способности учиться и анализировать», и призвал к международному соглашению по регулированию ИИ, где каждый созданный с его помощью материал должен быть явно маркирован.
