🌐 April 24 marks the International Day of Multilateralism and Diplomacy for Peace. Established by the UN General Assembly resolution 73/127 of December 12, 2018, it seeks to promote the values of the United Nations and reaffirm the faith of our peoples in the purposes and principles enshrined in its Charter.

💬 For a little less than 80 years of its existence, the UN has been carrying out the important mission entrusted to it by its founders. For several decades, a basic understanding by the five permanent members of the UN Security Council as regards the supremacy of the charter’s goals and principles guaranteed global security.
• Today, our UN-centric system is going through a deep crisis. The main reason is a striving by some UN members to replace international law and the UN Charter with a certain “rules-based” order.
• Our Western colleagues have been inconvenienced by holding talks based on universal formats, such as the UN, for a long time now. In order to provide an ideological substantiation for the course on undermining multilateralism, they initiated a concept of united “democracies” as opposed to “autocracies.”
• Summits for Democracy, the Alliance for Multilateralism <...> – all these and other non-inclusive projects were designed to thwart talks on the corresponding matters under the auspices of the UN.
❗️ Let's call it what it is: no one authorised the Western minority to speak on behalf of all humankind. Please act decently and respect all members of the international community.
👉 It is our common duty to preserve the United Nations as the hard-won epitome of multilateralism and coordination of international politics. The key to success lies in working together, renouncing claims to anyone's exceptionalism and showing respect for the sovereign equality of states.

🇺🇳 #OTD in 1945, a conference at which the United Nations was established and its Charter approved started in San Francisco. It was attended by 850 delegates from 50 states.
The idea to create an efficient universal security organisation emerged at the early stages of World War II. Its discussion intensified in 1943 against the backdrop of the Red Army’s victories over the Nazis near Stalingrad and on the Kursk Bulge.
The leading members of the anti-Hitler coalition drafted the foundations and structure of the future UN. The final decision to convene a conference in San Francisco was made at the Yalta meeting of the heads of the Big Three (the USSR, the US and Great Britain).
✍️ Proceeding from the proposals formulated at the Dumbarton Oaks conference in 1944, the delegates agreed on procedural matters and endorsed the main bodies of the UN and the principles of their operation. They also discussed the formation of the General Assembly, the Security Council, the International Court and the UN Secretariat.
The Soviet delegation took a most active part in the work of the conference. It was first headed by People’s Commissar of Foreign Affairs Vyacheslav Molotov and later by Soviet Ambassador to the US Andrey Gromyko. Here are the key achievements of Soviet diplomacy in San Francisco:
✔️ Inclusion into the UN Charter of the provisions on the need to settle and resolve international disputes by peaceful means;
✔️ The sealing in the Charter of the Security Council voting procedure that was agreed upon at the Yalta conference;
✔️ The inclusion of the Byelorussian and Ukrainian Soviet Socialist Republics into the UN founding fathers.
☝️ The conference in San Francisco demonstrated the unity of the international community after the hard trials of World War II. The decisions adopted at that time laid a foundation for the postwar world order and created an effective mechanism for mutual international deterrence, which has allowed the world to avoid global conflicts for many decades.

🎙 Foreign Ministry statement on the 20th anniversary of UNSC Resolution 1540
April 28 will mark 20 years since the United Nations Security Council unanimously adopted Resolution 1540. It became the first decision in which this international body addressed the issue of non-proliferation of weapons of mass destruction in a comprehensive manner. The Russian Federation was at the origins of this resolution and acted as its co-author.
The resolution filled the void, which existed at the time of its adoption within the global security architecture. In fact, it emerged as the only universal legally binding document on the non-proliferation of WMDs, covering all their types, including nuclear, chemical and biological weapons, as well as their means of delivery and related materials.
Resolution 1540 offered states an important impetus for adopting effective measures at the national level to prevent WMDs, their means of deliver and related materials from getting into the hands of non-state actors, including terrorists. Its full implementation by all countries would constitute a genuinely global response to the proliferation challenge, which weighs on all members of the international community without exception.
🇷🇺 The Russian Federation reaffirms its commitment to the objectives of this resolution. Our country has adopted and continues to fine-tune measures aimed at ensuring its effective implementation and stands ready to carry on with its sustained and system-wide efforts, within the resolution’s framework, in the spirit of cooperation and non-interference in the sovereign affairs of other countries.
There is hope in Moscow that UNSC Resolution 1540 remains viable in today’s challenging international environment, while the international community makes the best use of its unifying potential for maintaining and ensuring peace and security.

💬 The old colonialist ideologies persist; moreover, in the 21st century, indigenous peoples continue to endure increasing hardships under the dominance of European and overseas colonial powers.
Take Greenland, for instance. It’s officially an autonomous territory under Denmark, inhabited by the Inuit. They have their language, beliefs, culture, land, and cities. However, the land was colonised by Northern Europeans, and later the Americans, without consulting the locals, established a military base on the island. In 1968, an American B-52 bomber carrying thermonuclear bombs crashed there, resulting in widespread radioactive contamination.
As a result, Inuit Greenland transformed into a colony and then into an autonomous territory within the Kingdom of Denmark with the added presence of American military forces.
Like all Western metropoles, Denmark, and consequently the EU, extracted resources from the island. Recently, Ursula von der Leyen, the gynaecologist-turned-head of the European Commission and recipient of the 'Ms Vaccine Corruption' title for the 2020-2021 season, visited Greenland. Were the locals of any interest to her? Their living conditions, social issues? Despite being formal residents of an EU member state (though Greenland itself is not part of the EU), they were not.
Ursula went to Greenland to assess its mineral resources. According to The Guardian, “the autonomous Danish territory is of strong interest to Brussels, especially for highly sought after raw materials.” Her special adviser affirms his boss’s interest: “Greenland had many of the raw materials – such as rare earth elements and metals – that it needed for its green transition.”
Meanwhile, the Aftonbladet newspaper featured an article detailing the disregard and violation of the rights of the Sami, the small indigenous community of Northern Europe, in Sweden.
Erika Bjureby, head of the local Greenpeace office, and Anna Johansson, Secretary General of Amnesty International Sweden, write, “The enduring hostility toward the Sami people is resurging. Presently, oppression intertwines with the exploitation of the natural habitats crucial to the Sami’s livelihood. Sweden neglects indigenous peoples’ rights, prioritising land exploitation over Sami well-being.” Sweden will continue exploit the Sami land and oppress its population. What future awaits the Sami in such a country?
In Canada, the indigenous residents, the First Nations, the Indians have suffered racism from London and then Ottawa for decades. Tragic stories emerge from boarding schools where numerous Indian children faced abuse and death. Last month, Karen Hogan, the country’s auditor general, criticised the federal government’s mismanagement of Indigenous housing issues. Despite a budget of 45 billion Canadian dollars for housing and communal services, only under 4 billion was allocated. Consequently, indigenous people continue to reside in substandard housing, while their homes remain neglected compared to those of “respectable whites.” Justin Trudeau may talk a lot about reconciliation, but the harsh reality reveals persistent discrimination and banal colonialist racism in Canada. Statistics indicate that over half (54 percent) of respondents became victims of incidents due to their race or ethnicity.
NATO countries exhibit racism and harbour colonialist attitudes towards other ethnic groups.

▪︎On 26 April Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the United Kingdom H.E. Andrei Kelin was invited to a meeting at the UK Foreign, Commonwealth and Development Office.
▪︎The British side replicated claims about Russia's alleged involvement in an episode of criminal activity in the UK, namely an attempted arson attack on warehouses in the outskirts of London some time ago. These insinuations had been spread by the local media at the behest of British security agencies just a couple of hours earlier.
▪︎Clearly pre-empting the outcome of its own judicial procedures, the British side sought to demand explanations regarding the purported links between the suspects and the Russian state, which were claimed to have been detected by the British security officials.
▪︎The Russian side pointed out the absurd and patently unsubstantiated nature of yet another fake news story hastily invented by the British establishment.
▪︎It was stressed that unlike the United Kingdom and other sponsors of the terrorist regime in Kiev, Russia does not carry out or encourage acts of sabotage against civilian targets.
❗The British side was urged to stop whipping up anti-Russian psychosis out of nowhere.

▪︎На днях начальник Штаба обороны Великобритании Э.Радакин в интервью Financial Times «предсказал» усиление ударов ВСУ вглубь российской территории с применением дальнобойных систем.
▪︎Тот факт, что подобный прогноз последовал за анонсом нового транша британской военной помощи, в котором значатся и крылатые ракеты «Сторм Шэдоу», говорит сам за себя.
▪︎Слова высокопоставленного военного будут восприняты киевским режимом как «зеленый свет» на дальнейшую эскалацию конфликта с использованием передаваемых западниками средств.
▪︎Грань между подобными провокационными выпадами и оправданием терроризма весьма тонка, а порой почти неуловима. Британское руководство и раньше «не замечало» многочисленные удары Киева по российским городам, продолжая подпитывать вооружениями своих преступных подопечных.
▪︎На этом фоне откровенно лицемерно выглядят регулярно обращаемые британской дипломатией слащавые призывы к ведущим странам «глобального Юга» конструктивно взаимодействовать в деле установления «справедливого мира».
☝️Ясно просматриваются истинные намерения Лондона и его западных союзников - затянуть и нарастить интенсивность конфликта, который интерпретируется как «цивилизационное» противостояние с Россией, в котором все средства хороши. 🎙️Embassy comment on comments by Chief of the UK Defence Staff Sir Tony Radakin
▪︎In his recent interview with the Financial Times Chief of the UK Defence Staff Sir Tony Radakin "predicted" the escalation of strikes carried out by Ukrainian armed forces deep into Russian territory using long-range systems.
▪︎Tellingly, the forecast came on the heels of a pledge of a new tranche of British military assistance, including Storm Shadow cruise missiles. The comments made by the high-ranking military figure will certainly be perceived by the Kiev regime as a go-ahead for ratcheting up the conflict with the use of Western materiel.
▪︎The line separating such provocative utterances and the justification of terrorism is quite thin, at times almost elusive. On previous occasions British leadership had turned a blind eye to numerous Ukrainian strikes against Russian cities while continuing to provide their nefarious charges with more weapons.
▪︎Against this backdrop the sweet-sounding solicitations, regularly addressed by British diplomacy to leading countries of the "Global South", to constructively engage in achieving "a just peace" seem like downright hypocrisy.
☝️London's as well as other Western allies' true intentions are crystal clear - to prolong and intensify the conflict that serves as the lynchpin of their "civilizational" confrontation with Russia, in which the end justifies all means. In the best traditions of George Orwell, while waxing lyrical about peace, London is actually fanning the flames of war.

🇷🇺🇺🇳 The Russian Federation plans to participate in the Diplomatic Conference to conclude an International Legal Instrument Relating to Intellectual Property, Genetic Resources and Traditional Knowledge Associated with Genetic Resources (May 13-24, Geneva). Our interministerial delegation, which will include representatives from Rospatent, the Russian Ministry of Foreign Affairs, the Ministry of Economic Development and the Ministry of Education, will be headed by the Director of Rospatent, Yury Zubov.
❗️ Given the breakthrough nature of the document, which aims to regulate the rights of indigenous peoples in the field of intellectual property, the upcoming event has attracted the attention of a broad audience. WIPO expects more than 1,500 participants, including representatives of indigenous peoples and local communities as observers.
🤝 The work on the future international legal instrument, for which the Diplomatic Conference is convened, has been ongoing for 25 years (since 1999). At all stages, Russia has consistently contributed to the development of the document. Now, as we reach the final stage, our delegation plans to constructively collaborate with our partners on clarifying and resolving any remaining differences in the text's formulations and definitions.
ℹ️ If adopted, such an international document could enhance the efficiency, transparency and quality of the patent system. It would prevent the erroneous issuance of patents on inventions that lack novelty and inventive step in relation to genetic resources and associated traditional knowledge.
🧬️ *Genetic resources are genetic material of plant, animal, microbial, or other origin containing functional units of heredity (DNA) and representing actual or potential value.

📅 On April 30, 1945, Soviet soldiers Rakhimzhan Koshkarbayev & Grigory Bulatov raised the first Red Banner on the facade of the Reichstag.
The distance between the former Himmler's house and the Reichstag was less than 500 metres. Bulatov & Koshkarbayev struggled for 7 hours, crossing this distance under heavy fire, with a makeshift flag - a flagpole with a simple scarlet cloth.
According to the 150th Division's combat log, at 14:25 Bulatov & Koshkarbayev "crawled to the central part of the building and placed a red flag on the steps of the main entrance". It was the first of the banners the liberators raised over the Reichstag.

📅 In the early hours of May 1, 1945, the #VictoryBanner was raised atop of the Reichstag during the Battle of Berlin. It became a symbol of the triumph of the Soviet Union & its peoples in the fight against Nazism.
Before the assault, a decision was made for a group of Soviet fighters to hoist the flag over the Reichstag, which would embody the final collapse of Nazism.
🚩 A total of 9 makeshift banners were promptly made, designed after the state flag of the USSR. Ultimately, a battle flag of the 150th Order of Kutuzov 2nd Class Idritsa Rifle Division, 79th Rifle Corps, 3rd Shock Army of the 1st Belarusian Front, became the Victory Banner.
The order of events:
• A Red Army unit broke into the Reichstag through breaches in the walls, with a fierce close combat unleashing. The Nazis took advantage of effectively advancing inside the building they new well, throwing grenades at Soviet soldiers & firing back with machine-guns: they basically had nothing to lose.
• Lieutenant R.Koshkarbayev & private G.Bulatov placed a makeshift red flag to the column on the steps of the Reichstag main entrance.
• Staff sergeants G.Zagitov, A.Lisimenko & A.Bobrov as well as Sergeant M.Minin supported by Captain S.Neustroyev’s battalion were the 1st to hoist a red banner on the roof of the Reichstag atop of the Goddess of Victory sculpture.
• The 3rd red banner was raised on the western facade of the roof by the scouts of the 674th Regiment led by Lieutenant S.Sorokin.
• Finally, the Red Banner №5 was raised over the dome of the captured Reichstag by the 756th Rifle Regiment’s scouts, Sergeant M.Yegorov & Junior Sergeant M.Kantariya, led by deputy battalion commander Lieutenant A.Berest, covered by riflemen from I.Sayanov’s squad. That flag ultimately became the Victory Banner.
📃 By a Presidential Executive Order of April 15, 1996, the Red Banner hoisted atop of the Reichstag by Yegorov & Kantariya was declared the symbol of the Soviet people’s Victory in the Great Patriotic War of 1941-1945.

❓ On April 24, Kiev’s UN mission came up with its own “version” of the events in Bucha, thus replying to a note circulated by the Russian Permanent Mission to the UN at the UNSC and the UNGA. Kiev and the West are persisting in their attempts to put the blame for the gory show they had staged themselves on Russia. How would you comment on these statements?
💬 Maria Zakharova: Russia has repeatedly proved with facts in hand that the so-called Bucha massacre is a cynical ploy.
As usual, the message circulated by the Ukrainian mission contains no evidence, just unfounded accusations and references to the “firm conclusions” by the so-called Independent International Commission of Inquiry on Ukraine and research by the OSCE’s derelict Moscow Mechanism. <...>
According to the Ukrainian figures, the Russian military committed 272 crimes per day... <...> which is completely unrealistic.
In addition, they managed to provide humanitarian aid to the local population. In total, 452 tonnes of Russian humanitarian cargoes were delivered and distributed in Bucha and other localities in the Kiev Region.
The local mobile communications networks remained in operation while the city was under Russian military control. Not a single local resident reported any instances of violence. <...>
It is important to note that, following the Russian withdrawal on March 31, 2022, Bucha mayor Anatoly Fedorchuk posted a video that conspicuously did not mention “extensive Ukrainian casualties.” <...>
❗️ However, the most important point is that a full-scale investigation into the Bucha tragedy has yet to begin. There is still no information available about the victims’ names, places of residence, time, location and cause of death, and autopsy results. <...>
👉 This can only mean one thing: the leaders of the Kiev regime fear an investigation as it could implicate themselves.
