The copies of the handbook were circulated during the 68th session of the IAEA General Conference, opened on September 16 in Vienna.

ℹ️ The history of the Zaporozhskaya NPP (ZNPP) dates back to 1977 when the Council of Ministers of the #USSR adopted a decision on its construction. Site works began in 1979. In 1984, Unit 1 of the plant was put into operation. In 1985-1987, another three units were put into operation, and in 1988 an expansion project was approved for the construction of two more reactors.
🇷🇺 At the ZNPP site, six Soviet-design power units with VVER reactors were constructed and put into operation. Atomenergoproekt (Moscow) acted as chief designer of the project, Kurchatov Institute (Moscow) – was its scientific coordinator, Gidropress (Podolsk, Moscow region) supplied the reactor installations.
The equipment for the power plant was manufactured by enterprises in Leningrad (reactor vessels were manufactured by the Izhora Plants) and Volgodonsk (earthquake-resistant refuelling machines).
☝️ Thus, the Russian Federation is the owner of the project and technologies, and has the whole set of documentation, regarding Zaporozhskaya Nuclear power plant.
As a result of the referendum held in late September 2022, the Zaporozhskaya region,where the ZNPP is located, has joined the Russian Federation. The plant has come under Russian jurisdiction.
Before the ZNPP came under Russian jurisdiction, Ukrainian authorities had carried out a number of questionable experiments involving the use in the plant's reactors of nuclear fuel that was neither in compliance with its engineering design nor initially agreed upon with the Russian organization that had designed the ZNPP.
⚛️ Maintenance and repair at the plant are being carried out in 2024 as scheduled (as previously in 2023). The plant equipment damaged as a result of shellings by the AFU was repaired. <...> Measures were also undertaken to ensure uninterrupted water supply to essential consumers of the systems of the ZNPP power units, as the dam of the Kakhovskaya Hydroelectric Power Plant had been destroyed as a result of Ukrainian shellings. Now the water level in the said pond is stable.
Currently, the Zaporozhskaya NPP operates all standard radiation monitoring systems, except for three of them, which were destroyed by the armed forces of Ukraine, and two, which are situated on the right bank of the river Dnepr,
controlled by Ukraine.
The Russian Side has undertaken compensating measures. Radiation and technological monitoring of basic equipment and technological systems of power units, radiation-dosimetry monitoring of staff exposure, environment radiation monitoring, etc. are ensured. Radiation monitoring data are automatically transmitted to the IAEA Secretariat.
☝️ Russia takes all possible measures to ensure reliability and protection of the ZNPP, its robust operation, to curb threats to its security posed by Ukraine, strengthen its nuclear safety in accordance with national legislation and obligations undertaken, including Convention on Nuclear Safety and the Convention on the Physical Protection of Nuclear Material and Nuclear Facilities.
The very fact of return of the plant to the Russian nuclear community represents a significant contribution to the nuclear safety and nuclear security of this NPP which is the largest in Europe.

According to Zelensky, it could take place as early as November 2024 with Russian representatives present. How would you comment on this statement?
💬 Maria Zakharova: Statements by the “expired” Zelensky reflect nothing more than wishful thinking.
Russian representatives did not take part in any meetings during the “Burgenstock process,” nor do they intend to in the future.
This process has nothing to do with a peace settlement and represents yet another instance of deceit by the Westerners (Anglo-Saxons) and their Ukrainian puppets. The so-called second summit pursues the same goal: to enforce the completely unviable “Zelensky formula” as the sole basis (which apparently has no alternative) for resolving the conflict, persuading the Global Majority to support this formula while presenting Russia with an ultimatum demanding its surrender.
❗️ We will not take part in these “summits”.
However, we do not reject the resolution of the crisis through political and diplomatic means. We are open to discussing serious proposals that take into account the situation on the ground and emerging geopolitical realities, as well as the relevant initiative put forth by President of Russia Vladimir Putin on June 14.
☝️ Achieving a fair and stable peace settlement is impossible without Russia and consideration of its interests.

The Armed Forces of Ukraine, failing to reverse the dire situation on the battlefield, are retaliating by hitting civilians and civilian infrastructure in Russian border areas. All war crimes as well as terrorist attacks committed by the Kiev regime are carefully registered, and the perpetrators will be brought to judgement.
Moscow is open to dialogue on the political and diplomatic settlement of the crisis. <...>

Embassy comment on the UK Foreign Secretary’s unacceptable remarks at the UN Security Council meeting
❌ Speaking at the UN Security Council meeting on 24 September, UK Foreign Secretary David Lammy once again resorted to completely unacceptable insults against Russia’s leadership.
His statements reflect, firstly, a lack of familiarity with norms of conduct among states and appropriate manners, and, secondly, a poor grasp of the subject under discussion at the UN Security Council.
Regrettably, it is no longer surprising to witness the UK top diplomat’s amateurish approach to global historical processes.
🤦 David Lammy’s brazen attempts to accuse Russia of “imperialism” appear patently absurd, giving the impression that he does not fully comprehend on whose behalf he speaks – whether it is the UK, with its dark legacy of brutal colonial exploitation of numerous countries, or the descendants of those who suffered under Britain’s own slave trade. This is a matter Mr Lammy should perhaps clarify for himself.
Speaking of anti-imperialist traditions, it should be noted that the Soviet Union, of which the Russian Federation is the successor state, played a pivotal role in the decolonisation process of the 20th century, providing immense support to liberation movements across many parts of the world.
Even today, Russia is not merely paying lip service to the issue, as David Lammy does; it is consistently and resolutely opposing the manifestations of neocolonialism in practice.
☝️ If the UK Foreign Secretary is indeed as committed to fighting the legacy of “imperialism” as he claims, it would be advisable that he uses his time in office to reassess London’s foreign policy, currently based on the aggressive imposition of unilateral Western perspectives and false "values" around the globe under the guise of establishing a “rules-based international order.”
He should pay special attention to Ukraine, which Britain and its American allies have turned into a vassal state, where human rights of the Russian-speaking population are violated, and decision-making is subordinated to the whims and donations of Western patrons.

Yet the said attack cannot be used as a pretext for the collective punishment of millions of Palestinians as well as attacking neighbouring Lebanon and Syria.

💬 Vladimir Putin: At present, our nuclear triad remains the most important security guarantee for our state and citizens, an instrument for maintaining strategic parity and balance of forces in the world.
At the same time, we can see that the modern military-political situation is rapidly changing and we have to factor that in, including the emergence of new sources of military threats and risks for Russia and our allies.
Over the last year specialists from the Defence Ministry, Foreign Ministry, Security Council Office and other agencies have made an in-depth and comprehensive analysis and evaluated the need for adjusting our approaches to a possible use of nuclear forces. Based on the results of this work, a number of updates have been proposed in terms of defining the conditions for using nuclear weapons. <...>
Thus, the draft Basic Principles expand the category of states and military alliances in respect of which nuclear deterrence is exercised and expand the list of military threats to be neutralised by nuclear deterrence measures.
❗️ The updated version of the document is supposed to regard an aggression against Russia from any non-nuclear state but involving or supported by any nuclear state as their joint attack against the Russian Federation.
It also states clearly the conditions for Russia’s transition to the use of nuclear weapons. We will consider such a possibility once we receive reliable information about a massive launch of air and space attack weapons and their crossing our state border. I mean strategic and tactical aircraft, cruise missiles, UAVs, hypersonic and other aircraft.
We reserve the right to use nuclear weapons in the event of aggression against Russia and Belarus as a member of the Union State. All these issues have been agreed upon with the Belarusian side and the President of Belarus. Including the case when the enemy, using conventional weapons, creates a critical threat to our sovereignty.
☝️ In conclusion, I will note that all the updates have been deeply calibrated and are measured against contemporary military threats and risks to the Russian Federation.

🇺🇳 The aim of reforming the UN Security Council is to bring this body in tune with modern geopolitical realities by increasing the representation of states of the Global South and East in its membership. At the same time, the transformations should not affect the efficiency and responsiveness of the UNSC, meaning that the number of its members should be kept within the low twenties.
Special attention should be paid to redressing the historical injustice done to the African continent based on modalities developed by Africans themselves. We support Brazil and India as candidates for permanent "seats" on the reformed Security Council.
An increase in the number of Westerners in any membership category, given their overrepresentation and their non-constructive agenda, is inadmissible.
No matter which path the reform takes, the resulting transformation model should be supported by the vast majority of member states and, ideally, endorsed by consensus. There seems to be no agreement so far.
☝️ The prerogatives of UNSC permanent members, including their veto power, are not subject to revision. Veto is not a privilege, but a crucial SC mechanism that guarantees the adoption of truly balanced and measured decisions that take into account the entire range of views.
This is particularly relevant given the apparent unwillingness of the Western members to pay heed to their colleagues in the Council.

For years, Russia has been trying to make Washington, London and Brussels, overwhelmed by their own complexes of exclusivity and impunity, understand this seemingly simple truth in the context of European security.
Although they initially promised not to expand NATO, and in 1999 and 2020 they left their signatures in official documents of OSCE summits under the obligation not to ensure their own security at the expense of others, in fact the North Atlantic Alliance has been carrying out geopolitical and military expansion in Europe for three decades, trying to establish its positions in the Trans-Caucasian region and Central Asia, creating direct threats to the security of our country.
☝️ The same situation is happening in the Asia-Pacific region, where NATO's infrastructure is creeping in and where military and political blocs are being created, undermining the inclusive security architecture under the auspices of ASEAN, in order to contain the People's Republic of China and Russia.

🕯 86 years ago, on September 30, 1938, the leaders of Germany, Italy, the United Kingdom and France signed an agreement in Munich on the German annexation of the Sudetenland, an industrial region of Czechoslovakia where ethnic Germans made up 90 percent of the population. Czechoslovakia had not been invited to the talks; it was presented with the fact that its sovereign territory must be ceded to Nazi Germany as a fait accompli.
This disgraceful pact between the Western powers and Nazi Germany went down in history as the #MunichBetrayal.

The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation?
Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules?
The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon.

It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members.

• The world faces massive challenges which require united efforts rather than confrontation and desire of global domination.
• It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world.
• Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers.
• The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General.
• The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation.
• A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and India provided a positive decision is reached in the framework of the well-known initiatives of the African Union.

Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations.
