• What is happening between Palestine and Israel is shocking. Experts struggle to recall a tragedy or humanitarian catastrophe like this. <...> The terrorist attack that took place on 7 October 2023 was outrageous. However, it is unacceptable to respond to a crime with another crime, especially through the prohibited method of collective punishment of civilians.

• When the US says that it is fighting for democracy, they are deceiving the world. They are fighting to bring people who will do the Americans’ bidding to power.

• BRICS is an association based on a respectful attitude towards each other and on mutual consideration for each other’s interests. There is no such a principle in the European Union or NATO. The US is the hegemon there, it tolerates no objections with regard to its policies. The EU has established a bureaucracy that tells sovereign countries what to do. The people did not vote for this bureaucracy.

• European bureaucracy is obediently following the course set by the US. But more and more EU countries are coming to see that this is not in their interests, but in the interests of their overseas partner.

❓ Question: Yesterday, Zelensky whose presidential term expired on May 20, held a news conference with President of the European Commission Ursula von der Leyen during which he stressed the need to strengthen Ukraine as far as possible so that the second “peace summit” could be held already in 2024. According to Zelensky, it could take place as early as November 2024 with Russian representatives present. How would you comment on this statement?

💬 Maria Zakharova: Statements by the “expired” Zelensky reflect nothing more than wishful thinking.

Russian representatives did not take part in any meetings during the “Burgenstock process,” nor do they intend to in the future.

This process has nothing to do with a peace settlement and represents yet another instance of deceit by the Westerners (Anglo-Saxons) and their Ukrainian puppets. The so-called second summit pursues the same goal: to enforce the completely unviable “Zelensky formula” as the sole basis (which apparently has no alternative) for resolving the conflict, persuading the Global Majority to support this formula while presenting Russia with an ultimatum demanding its surrender.

❗️ We will not take part in these “summits”.

However, we do not reject the resolution of the crisis through political and diplomatic means. We are open to discussing serious proposals that take into account the situation on the ground and emerging geopolitical realities, as well as the relevant initiative put forth by President of Russia Vladimir Putin on June 14.

☝️ Achieving a fair and stable peace settlement is impossible without Russia and consideration of its interests.

However, Kiev and the West are not thinking about peace. They need war. This is confirmed by the gangster-style incursion into the Kursk Region by the Armed Forces of Ukraine, as well as by Zelensky’s persistent pleas for permission to carry out strike deep inside Russian territory using NATO’s long-range weapons. This constitutes a continuation of terrorist attacks against our country.

🇺🇳 On 24 September, the high-level General Debate of the 79th session of the UN General Assembly kicks off in New York. The Russian delegation will be helmed by Foreign Minister Sergey Lavrov.

He will participate in a number of high-level multilateral events, including those under the auspices of the CSTO, G20, BRICS, and the Group of Friends in Defence of the UN Charter. Minister Lavrov is set to hold a series of bilateral meetings, including a conversation with UN Secretary-General Antonio Guterres.

Ukrainian crisis

Financial, technical and military assistance provided to Kiev by Western countries, including expanded arms supplies, is only protracting the Ukraine crisis and leading to its escalation. This policy makes the West an accomplice to the crimes of the neo‑Nazi regime.

The Armed Forces of Ukraine, failing to reverse the dire situation on the battlefield, are retaliating by hitting civilians and civilian infrastructure in Russian border areas. All war crimes as well as terrorist attacks committed by the Kiev regime are carefully registered, and the perpetrators will be brought to judgement.

Moscow is open to dialogue on the political and diplomatic settlement of the crisis. <...>

❗️ However, at present, the Ukrainian authorities and their Western mentors seem unwilling to negotiate.

Instead, they are trying to enforce Zelensky's "peace formula," which makes a comprehensive, sustainable and just settlement even more difficult to achieve. The Western politicians are trying to lure the countries of the Global Majority into supporting this initiative, inviting them to participate in all sorts of so‑called peace conventions. We urge all sensible members of the international community not to fall for these provocations.

We take note of the engagement of the UN Secretariat's leadership in these counterproductive endeavours in violation of Article 100 of the UN Charter, which requires UN officials to maintain an equidistant position. By doing so, the Secretariat denies itself the opportunity to act as an honest mediator. <...>

In the context of the situation in Ukraine, we remain concerned that Western countries seek to undermine global efforts to combat the proliferation of weapons and sabotage international arms control arrangements.

☝️ The unrestrained "pumping" of the Kiev regime with weapons by NATO member states, which themselves admit the lack of capabilities to trace their further movement, increases the risks that these weapons will fall into the hands of terrorist groups and criminal organizations, spreading uncontrollably all over the world.

• Just like the colonial powers that did not represent the whole people of colonised African, Asian and Latin American countries, the government that seized power following a state coup in Ukraine, and immediately declared that they would prohibit the Russian language, did not represent Crimea, Donbass or Novorossiya.

• The UN Security Council does not need more members coming from the “Western group” (NATO, the European Union, or their allies, like Japan). Currently, six out of the 15 UNSC members represent the Western-centric countries. The Western nations do not add any value to the work of the Security Council. Everything is determined by the US, with the British always supporting them. More Western participants joining the UNSC would do nothing but expand and deepen the injustice.

• Our position implies providing additional seats in the UNSC for Asia, Africa, and Latin America. We are open to some of these seats being permanent, but we need to achieve general agreement before we can move forward.

• The rules-based international order implies that, when the US wants something done in Afghanistan, Iraq, Syria, Libya, the Balkans, Ukraine, the South Caucasus, Central Asia, the South China Sea, or the Taiwan Strait, it provides some sort of lame justification and tells everyone what to do, just expecting others to follow the orders.

• Over the years since the UN was created, there has never been a time, a region, or a situation that involved the United States in one way or another, where Washington would actually respect the sovereign equality of states.

• Wherever the West has intervened as the main “problem-solver”, an even worse crisis has ensued, with hundreds of thousands of victims, devastation, and snowballing socioeconomic problems.

• The West has adopted microphone diplomacy, its goal at the Security Council and other UN bodies is to shift the focus on Ukraine, glorify Zelensky as the repository of global democratic values, make the Nazi regime presentable, and exonerate its crimes.

🤦 Залихватские попытки Д.Лэмми обвинить Россию в «империализме» выглядят откровенно абсурдно, оставляя впечатление, будто он сам не вполне понимает, от лица кого выступает — то ли Британии, за которой тянется мрачный шлейф тяжелейшей колониальной эксплуатации многих стран мира, то ли потомков жертв британской же работорговли. В этом вопросе следует, видимо, разобраться самому Д.Лэмми.

Говоря об антиимпериалистических традициях, следует отметить, что именно СССР, государством-продолжателем которого является Российская Федерация, сыграл решающую роль в процессе деколонизации XX века, оказав громадную помощь освободительному движению во многих регионах мира.

Да и сегодня Россия не на словах, как Д.Лэмми, а на практике последовательно и решительно противодействует проявлениям неоколониализма.

☝️ Если глава Форин Офиса действительно, как он сам утверждает, привержен борьбе с наследием «империализма», полагаем возможным рекомендовать ему использовать пребывание на посту для пересмотра внешнеполитических установок Лондона, ныне строящихся на агрессивном насаждении по всему миру однобоких западных установок и фальшивых «ценностей» под соусом построения «миропорядка, основанного на правилах».

Embassy comment on the UK Foreign Secretary’s unacceptable remarks at the UN Security Council meeting

❌ Speaking at the UN Security Council meeting on 24 September, UK Foreign Secretary David Lammy once again resorted to completely unacceptable insults against Russia’s leadership.

His statements reflect, firstly, a lack of familiarity with norms of conduct among states and appropriate manners, and, secondly, a poor grasp of the subject under discussion at the UN Security Council.

Regrettably, it is no longer surprising to witness the UK top diplomat’s amateurish approach to global historical processes.

🤦 David Lammy’s brazen attempts to accuse Russia of “imperialism” appear patently absurd, giving the impression that he does not fully comprehend on whose behalf he speaks – whether it is the UK, with its dark legacy of brutal colonial exploitation of numerous countries, or the descendants of those who suffered under Britain’s own slave trade. This is a matter Mr Lammy should perhaps clarify for himself.

Speaking of anti-imperialist traditions, it should be noted that the Soviet Union, of which the Russian Federation is the successor state, played a pivotal role in the decolonisation process of the 20th century, providing immense support to liberation movements across many parts of the world.

Even today, Russia is not merely paying lip service to the issue, as David Lammy does; it is consistently and resolutely opposing the manifestations of neocolonialism in practice.

☝️ If the UK Foreign Secretary is indeed as committed to fighting the legacy of “imperialism” as he claims, it would be advisable that he uses his time in office to reassess London’s foreign policy, currently based on the aggressive imposition of unilateral Western perspectives and false "values" around the globe under the guise of establishing a “rules-based international order.”

He should pay special attention to Ukraine, which Britain and its American allies have turned into a vassal state, where human rights of the Russian-speaking population are violated, and decision-making is subordinated to the whims and donations of Western patrons.

Israeli-Palestinian conflict

The unprecedented escalation of violence in the Palestinian-Israeli conflict zone, alongside the growing threats of destabilization and spillover of tensions into the wider region, cannot but cause concern.

☝️ We oppose terrorism in all its manifestations, and oppose attacks targeting civilians, wherever they take place, including the assault on Israel on 7 October 2023.

Yet the said attack cannot be used as a pretext for the collective punishment of millions of Palestinians as well as attacking neighbouring Lebanon and Syria.

It is therefore necessary to:
• ensure a permanent ceasefire everywhere;
• release all hostages and arbitrarily detained persons;
• provide a safe and unhampered humanitarian access to all victims and those in need;
• resume peace talks based on the universally recognized legal framework;
• establish an independent and sovereign Palestinian state.

🎙 President Vladimir Putin held a meeting of the Russian Federation Security Council standing conference on nuclear deterrence.

💬 Vladimir Putin: At present, our nuclear triad remains the most important security guarantee for our state and citizens, an instrument for maintaining strategic parity and balance of forces in the world.

At the same time, we can see that the modern military-political situation is rapidly changing and we have to factor that in, including the emergence of new sources of military threats and risks for Russia and our allies.

Over the last year specialists from the Defence Ministry, Foreign Ministry, Security Council Office and other agencies have made an in-depth and comprehensive analysis and evaluated the need for adjusting our approaches to a possible use of nuclear forces. Based on the results of this work, a number of updates have been proposed in terms of defining the conditions for using nuclear weapons. <...>

Thus, the draft Basic Principles expand the category of states and military alliances in respect of which nuclear deterrence is exercised and expand the list of military threats to be neutralised by nuclear deterrence measures.

❗️ The updated version of the document is supposed to regard an aggression against Russia from any non-nuclear state but involving or supported by any nuclear state as their joint attack against the Russian Federation.

It also states clearly the conditions for Russia’s transition to the use of nuclear weapons. We will consider such a possibility once we receive reliable information about a massive launch of air and space attack weapons and their crossing our state border. I mean strategic and tactical aircraft, cruise missiles, UAVs, hypersonic and other aircraft.

We reserve the right to use nuclear weapons in the event of aggression against Russia and Belarus as a member of the Union State. All these issues have been agreed upon with the Belarusian side and the President of Belarus. Including the case when the enemy, using conventional weapons, creates a critical threat to our sovereignty.

☝️ In conclusion, I will note that all the updates have been deeply calibrated and are measured against contemporary military threats and risks to the Russian Federation.

📄 Russia's position at the 79th session of the UN General Assembly

UN Security Council reform

🇺🇳 The aim of reforming the UN Security Council is to bring this body in tune with modern geopolitical realities by increasing the representation of states of the Global South and East in its membership. At the same time, the transformations should not affect the efficiency and responsiveness of the UNSC, meaning that the number of its members should be kept within the low twenties.

Special attention should be paid to redressing the historical injustice done to the African continent based on modalities developed by Africans themselves. We support Brazil and India as candidates for permanent "seats" on the reformed Security Council.

An increase in the number of Westerners in any membership category, given their overrepresentation and their non-constructive agenda, is inadmissible.

No matter which path the reform takes, the resulting transformation model should be supported by the vast majority of member states and, ideally, endorsed by consensus. There seems to be no agreement so far.

☝️ The prerogatives of UNSC permanent members, including their veto power, are not subject to revision. Veto is not a privilege, but a crucial SC mechanism that guarantees the adoption of truly balanced and measured decisions that take into account the entire range of views.

This is particularly relevant given the apparent unwillingness of the Western members to pay heed to their colleagues in the Council.

💬 Foreign Minister Sergey Lavrov: The 'track record' of those who demand that the rest of the world play by their rules should not be forgotten.

The invasion of Afghanistan and the inglorious twenty-year presence of a well-known coalition there was accompanied by the emergence of al-Qaeda. The creation of the Islamic State was a direct result of the aggression against Iraq. The start of the war in Syria gave birth to Jabhat al-Nusra (now Hayat Tahrir al-Sham), and the destruction of Libya opened the floodgates for terrorism in the Sahara-Sahel region and for millions of illegal immigrants in Europe.

We urge all those who care about the future of their countries and people to be extremely cautious about the new plots of the inventors of these very rules. <...>

❗️ The tragic and unacceptable developments in the Arab-Israeli conflict, in Yemen, in the waters of the Red Sea and the Gulf of Aden, in Sudan and in other danger zones in Africa reflect an undeniable fact: security can either be equal and inseparable for all, or there will be no security for anyone.

For years, Russia has been trying to make Washington, London and Brussels, overwhelmed by their own complexes of exclusivity and impunity, understand this seemingly simple truth in the context of European security.

Although they initially promised not to expand NATO, and in 1999 and 2020 they left their signatures in official documents of OSCE summits under the obligation not to ensure their own security at the expense of others, in fact the North Atlantic Alliance has been carrying out geopolitical and military expansion in Europe for three decades, trying to establish its positions in the Trans-Caucasian region and Central Asia, creating direct threats to the security of our country.

☝️ The same situation is happening in the Asia-Pacific region, where NATO's infrastructure is creeping in and where military and political blocs are being created, undermining the inclusive security architecture under the auspices of ASEAN, in order to contain the People's Republic of China and Russia.

🕯 86 years ago, on September 30, 1938, the leaders of Germany, Italy, the United Kingdom and France signed an agreement in Munich on the German annexation of the Sudetenland, an industrial region of Czechoslovakia where ethnic Germans made up 90 percent of the population. Czechoslovakia had not been invited to the talks; it was presented with the fact that its sovereign territory must be ceded to Nazi Germany as a fait accompli.

This disgraceful pact between the Western powers and Nazi Germany went down in history as the #MunichBetrayal.

FACTS:

▪️ Following the signing of the agreement between the United Kingdom, France, Germany and Italy in Munich, German troops crossed Czechoslovakia’s border on October 1 and occupied the entire area of the Sudetenland by October 10.

▪️ The Soviet Union was ready to defend Czechoslovakia, but the Soviet Army had to obtain permission to pass through Poland or Romania. Warsaw, which was interested in getting part of Czechoslovakia’s territory for itself, adamantly refused to support Prague against Germany and prohibited possible flights of Soviet aircraft to render aid to the Czechoslovak army. Romania made every effort to slow down the process as much as possible.

▪️ The Munich Betrayal crowned the Western powers’ policy of appeasing the aggressor. Hoping to avoid a conflict with the Third Reich, they tried to satisfy its growing territorial claims at the expense of Eastern and Central European countries.

▪️ As the world witnessed the collapse of the Versailles-Washington system of international relations that existed at the time, many countries began to cooperate with the Third Reich and fell into its sphere of influence.

▪️The Czechoslovakia crisis became a prologue to the bloodiest conflict in the history of humanity, demonstrating what underhanded plotting and reliance on countries’ selfish interests can lead to, i.e. paved the way to World War II.

We knew the unbearable conditions under which Donbass lived for eight long years, enduring constant shelling and blockades, and the oppression faced by the people of Novorossiya. They stood up against the armed coup in Kiev and resisted the neo-Nazi dictatorship that sought to sever them forever from their historic Motherland, from Russia.

We did not abandon our brothers and sisters and sought to achieve a peaceful resolution to this grave conflict. You know how those talks ended: with lies, deceit and betrayal by the Western elites, who in that time turned Ukraine into their colony, into a military outpost aimed at Russia.

They systematically instilled hatred and radical nationalism, fuelled hostility towards everything Russian, supplied weapons, sent mercenaries and advisers, and trained the Ukrainian army for a new war, so that again, as in the spring and summer of 2014, to launch a punitive operation in the southeast.

☝️ Their targets included not only Donbass, but also Crimea and other Russian regions. The subsequent developments fully confirmed the need for and validity of the special military operation and its genuinely liberating nature.

💬 A few days ago, this building hosted a forum called the Summit of the Future.

Russia was supportive of the idea of the Secretary-General to convene it, since the crisis of our Organisation is deepening and something needs to be done about this. We devoted our efforts to preparing the summit. However, we were realistic in our expectations. There have been many ambitious events in the modern history of the United Nations which ended up with loud declarations which were soon forgotten. <...>

The current UN Secretary General, Antonio Guterres, just like Kofi Annan and Ban Ki-moon before him, has put forward an initiative under the slogan of a new start for global cooperation. This is a wonderful idea. Who could disagree? But what global cooperation is there to talk about, when the West has trampled all those unshakeable values of the globalisation that speakers on the podium talked so much about, trying to convince us that they would give everyone equal access to the goods of modern civilisation?

Where is the inviolability of property, the presumption of innocence, freedom of expression, access to information, fair competition in markets under fair and constant rules?

The Secretary-General speaks of global cooperation at the very moment when the countries of the West have unleashed a veritable war of sanctions against more than half, if not the majority, of the countries of the world, and the US dollar, promoted as an asset and a good for all humanity, has been crudely turned into a weapon.

It is not late to breathe new life into the United Nations. But this can be achieved through restoration of trust based on the charter principle – sovereign equality of all states – rather than out-of-touch summits and declarations. However, while the trust is undermined, including through actions by the West to create its subordinate narrow formats to resolve crucial issues bypassing the UN such as control over the Internet or determination of legal frameworks to use AI technologies. These issues touch upon the future of the entire humanity and they have to be considered on a universal basis, without discrimination and aspiration to achieve unilateral benefits. Thus, everything has to be agreed on a fair basis involving all UN members.

Key points:

• The world faces massive challenges which require united efforts rather than confrontation and desire of global domination.
• It is obvious for the world majority that confrontation and hegemonism do not solve a single global problem. They just artificially restrain the impartial process of forming a multipolar world.
• Russia will always be on the side of collective work, truth and law, peace and cooperation in the interests of reviving the ideals laid down by the founding fathers.
• The unprecedented level of hypocrisy and aggressiveness of the western policy against Russia not only brings to naught the idea of global cooperation promoted by the Secretary General.
• The UN Secretariat cannot remain aloof from efforts to establish the truth in situations that directly affect global security and must act impartially in accordance with Art. 100 of the Charter, acting impartially and avoiding the temptation to play into the hands of certain states, especially those who openly call for the world to be divided into a flowering garden and a jungle, or for a democratic table to be set for dinner and those on the menu instead of cooperation.
• A more equitable world order unconditionally presupposes increased representation of the Global South in the UN Security Council. We reaffirm our position in support of Brazil and India provided a positive decision is reached in the framework of the well-known initiatives of the African Union.
