13 December 2025 marks the 20th anniversary of the signing of the
ASEAN-Russia Joint Declaration on Progressive and Comprehensive Partnership, adopted in Kuala Lumpur in 2005.

On the same day, the first ASEAN–Russia Summit was held, which resulted in the adoption of the Comprehensive Programme of Action to Develop Cooperation between Russia and ASEAN in 2005-2015.

To mark the anniversary, Minister of Foreign Affairs of the Russian Federation H.E. Sergey Lavrov sent congratulatory messages to the Foreign Ministers of ASEAN Member States, including his Singaporean counterpart H.E. Dr Vivian Balakrishnan.

He highlighted the importance of the Joint Declaration, noting its pivotal role in shaping ASEAN-Russia relations, including its subsequent elevation to the level of Strategic Partnership in 2018.

He also expressed his appreciation for the efforts of Singapore as the Country Coordinator for ASEAN–Russia relations in 2005 and Malaysia as the ASEAN Chair in 2005 in drafting and finalising the Joint Declaration.

13 декабря 2025 года исполняется 20 лет со дня подписания Совместной декларации России-АСЕАН о развитом и всеобъемлющем партнёрстве (Joint Declaration on Progressive and Comprehensive Partnership), принятой в Куала-Лумпуре в 2005 году.
В этот же день состоялся первый саммит Россия-АСЕАН, по итогам которого была принята Комплексная программа действий по развитию сотрудничества России и АСЕАН на 2005–2015 годы.

По случаю юбилея Министр иностранных дел Российской Федерации С.В. Лавров направил поздравительные послания министрам иностранных дел государств-членов АСЕАН, включая своего сингапурского коллегу Вивиана Балакришнана.

В них он подчеркнул важность данного документа, отметив, что он заложил прочную основу для дальнейшего развития диалога Россия–АСЕАН, включая его вывод на уровень стратегического партнерства в 2018 году.

Министр также выразил признательность Сингапуру как стране-координатору диалога Россия–АСЕАН в 2005 году и Малайзии как председателю АСЕАН за вклад в подготовку и согласование Совместной декларации.

😎 Обращаем внимание, что в случае оформления предварительной заявки через указанный веб-сайт заявитель получает возможность самостоятельно отслеживать статус рассмотрения его заявления.

Вместе с тем по-прежнему допускается заполнение заявления об оформлении справки на бумаге при посещении консульского учреждения.

Key points:

🔹 This month marks 20 years since the first ASEAN–Russia Summit in Kuala Lumpur (13 December 2005), a milestone that set the foundations of today’s partnership. The ASEAN-Russia Joint Declaration on Progressive and Comprehensive Partnership that was adopted on that day defined the main goals and areas of our joint work for the years ahead and shaped the strategic trajectory of cooperation.

🔹 Russia’s engagement with ASEAN-led mechanisms took root in Kuala Lumpur, where President Vladimir Putin participated in the very first East Asia Summit. This paved the way for Russia’s full integration into ASEAN-centred regional architecture.

🔹 Over two decades, ASEAN–Russia relations have proven genuinely multidimensional, driven by mutual respect, shared principles, and practical cooperation across political–security, economic, and socio-cultural pillars.

🔹 The partnership continues to expand, with new mechanisms such as the ASEAN–Russia Consultations of High Representatives for Security Issues and the Dialogue on ICT Security. Russia has also become an ASEAN Digital Partner, and the first Senior Officials Meeting on digital technologies convened in Bangkok.

🔹 ASEAN–Russia trade reached record levels in 2024, growing by 13% despite an unfavourable global environment.

🔹 Cooperation in energy, biosafety, smart cities, and cutting-edge technologies is accelerating. A new MoU between the ASEAN Centre for Energy and Rosatom strengthens collaboration on peaceful nuclear energy, while the ASEAN–Russia Project on Capacity Building on Energy Statistics is underway.

🔹 People-to-people ties and expertise development remain priorities. Russia continues to expand training programmes for ASEAN specialists, with particular focus on youth cooperation. The Russian MGIMO University Master's program "Politics and Economics of the Russia-ASEAN Dialogue Partnership" saw its first graduating class in 2024.

🔹 The ASEAN Centre in MGIMO has become the leading hub for expert dialogue, marking its 15th anniversary with a major international conference bringing together diplomats, scholars, analysts, and young researchers to explore new areas of cooperation.

🔹 ASEAN and Russia increasingly coordinate within wider regional and global frameworks, including #SCO, #EAEU, and #BRICS. Shared values and complementary agendas make these platforms natural spaces for deepening synergy.

🔹 Russia consistently supports ASEAN’s strategic autonomy, especially amid growing geopolitical pressures and unilateral tendencies. ASEAN’s independent voice strengthens the broader Global South and contributes to more balanced global governance.

🔹 Looking ahead, Russia and ASEAN reaffirm their commitment to a shared, prosperous future, building on two decades of cooperation and paving the way for deeper partnership in an emerging multipolar world.

Bank of Russia:

On 3 December 2025, the European Commission published on its website the press release ‘Commission unveils two solutions to support Ukraine’s financing needs in 2026–2027’ (https://shorturl.at/0mnMj) and the draft regulation ‘Proposal establishing the Reparations Loan to Ukraine’ (https://shorturl.at/5yuKj), providing for unauthorised use of Bank of Russia assets held by European financial institutions, including the Euroclear depository. In view of the above, the Bank of Russia makes the following statement 👇

The proposed solutions where Bank of Russia assets may be used directly or indirectly or any other forms of unauthorised use of Bank of Russia assets are unlawful and contradict international law, including in respect of immunity of sovereign assets.

The release and implementation of the proposals announced on the European Commission’s website will certainly make the Bank of Russia challenge any direct or indirect activities that may result in the unauthorised use of Bank of Russia assets, file lawsuits with all available competent bodies, including national courts, judicial authorities of foreign states and international organisations, commercial courts, and other international judicial authorities, and seek enforcement of court decisions in UN member states.

The Bank of Russia reserves the right, without further notice, to apply all available remedies and protections if the proposed initiatives of the European Union are upheld or implemented.

Key points:

• In 2025, Russia's GDP growth stood at 1%. However, over the past three years, cumulative growth reached 9.7%, which is a more representative figure. By comparison, growth in the eurozone over the same period amounted to 3.1%. Slower growth in Russia is a deliberate choice – the price paid for preserving economic quality, stability, and sound macroeconomic fundamentals.

• Attempts in Brussels to seize Russian assets should not be called “theft” but robbery, as these actions are carried out openly. This robbery has not been carried out because the consequences could be extremely serious for the perpetrators – not only for their reputation, but also for the foundations of the global financial system. All assets taken will ultimately have to be returned. Russia will defend its interests, primarily through legal channels.

• Claims that Russia is rejecting peace initiatives are completely baseless. Moscow has openly stated its readiness to make compromises. At this stage, the initiative now lies fully with the West – above all, with the Kiev regime and its European sponsors. Russia stands ready for negotiations and a peaceful resolution.

Efforts to build a new security architecture in Europe remain highly relevant. Even before the collapse of the USSR, proposals were made in Europe for a security system without NATO expansion, involving the US, Eastern Europe, and Russia – without exclusions or threats. Russia is not demanding anything extraordinary and does not challenge states’ right to choose their means of defence, but such choices must not threaten others, including Russia.

Europe’s ruling elites are trying to hide years of economic and social policy failures with the myth of a “hostile Russia”. Where is Europe’s so-called "green agenda", when coal plants are being reopened and nuclear power stations being brought back? Today’s situation was created by Western politicians themselves, who continue to escalate tensions.

• Donald Trump was previously accused of "colluding with Russia" during the elections, but the allegations proved baseless – there was no collusion or interference by Russia. At the same time, European political elites intervened directly, openly, and unambiguously. Some in Europe still hope that the 2026 US midterm elections might alter the political balance and enable increased pressure on President Trump.

• The combined GDP of Russia and European countries in purchasing power parity terms would exceed that of the US. By combining and complementing their capabilities, the sides could prosper instead of confronting each other. Russia is not fighting Europe – Europe is fighting Russia through Ukrainian nationalists. Moscow is ready to cease hostilities immediately, provided Russia’s security is guaranteed in the medium- and long-term.

• I hope that a blockade of the Kaliningrad Region never happens. But if threats of this kind are created, they will be eliminated. Everyone must clearly understand that such actions would lead to an unprecedented escalation, push the conflict to a completely different level, and could expand it up to a large-scale armed confrontation.

• Aggressive statements by NATO leadership raise serious concerns. In the updated US National Security Strategy, Russia is not designated as an enemy, despite the fact that the US is NATO’s key player, founder, and main sponsor. Yet NATO Secretary General Mark Rutte speaks of preparing for war with Russia – contradicting the position of NATO’s leading country and pointing to a lack of professional responsibility among a number of Western leaders.

• We are ready to work with the UK, Europe as a whole, and the US – but on equal terms and with mutual respect. ☝️ Should this point ever be reached, it will benefit everyone.

💬 Yury Ushakov: President Vladimir Putin has just finished his telephone conversation with President of the United States Donald Trump.

The conversation took place at the US President’s initiative. The US President wished to discuss the current developments in the context of the Ukrainian conflict and its potential resolution with the President of Russia.

President Trump wished to discuss these matters before his in-person meeting with Zelensky later today at Mar-a-Lago, Florida.

Logically, at the beginning of the conversation that continued for 1 hour and 15 minutes, the presidents exchanged warm Christmas and New Year greetings and, naturally, wished happiness to both nations.

The rest of the conversation was similarly friendly, good-natured and business-like, with mutual interest in making progress towards a long-term resolution of the Ukrainian conflict.

Donald Trump paid close attention to Russia’s assessment of the realistic prospects for an agreement, and to our President’s detailed rationale for the fundamental importance of continuing to build upon the Russian-American understandings established during the Anchorage summit and the numerous subsequent contacts between the two administrations.

Most significantly, the Russian and US presidents share a broadly similar view that the temporary ceasefire proposed by Ukraine and Europe – under the pretext of preparing for a referendum or other such measures – would merely prolong the conflict and risk a renewed escalation on the battlefield. <...>

Donald Trump repeatedly emphasised the necessity of ending the war as swiftly as possible and spoke of the impressive prospects for economic cooperation between the United States and both Russia and Ukraine that would open up once the hostilities are over.

He acknowledged that the Ukrainian crisis has been his most formidable foreign policy challenge, stating that he now saw renewed proof of Russia’s commitment to a political and diplomatic settlement. It is with this understanding that he intends to frame his forthcoming negotiations with Zelensky.

It is particularly noteworthy that during today’s conversation, the Russian President acceded to the American proposal to continue efforts to resolve the Ukrainian situation through two specially established working groups. One will address various security dimensions, and the other, economic matters. <...>

Question: In February, Russia and the United States agreed to start working on normalising their relations. In your opinion, has there been progress in this matter after almost one year? How normal can we consider the diplomatic relations between Moscow and Washington today?

💬 Sergey Lavrov: Indeed, even during the telephone conversation on February 12 – their first contact after Donald Trump’s return to the White House – the presidents of Russia and the United States agreed that it is necessary to overcome the “toxic legacy” of the Joe Biden administration as soon as possible, in the interests of normalising Russia-US relations. This work began immediately. Our contacts have become steady since then. Both sides understand the importance of comparing their positions regularly, both on bilateral issues and on the topical international problems, including the situation in Ukraine.

At the same time, this has not been an easy process. The number of aggravating circumstances remains high. The negotiation teams of the Russian Foreign Ministry and the US Department of State are focusing their efforts primarily on restoring the full-fledged operation of our diplomatic missions. Following several rounds of consultations and meetings that took place at the working level, we have reached certain agreements concerning the improvement of the work of our diplomatic missions and their staff in their respective host countries.

Now, it is important to move to more significant matters. They include resuming direct flights and recovering our seized diplomatic property. The American side has received our proposals on removing these substantial barriers that hinder tangible improvements in our relations. However, the US Department of State continues to insist on linking these matters to unrelated political topics. This work will continue.

Key points:

• Russia has repeatedly stressed its unwavering commitment to primarily political and diplomatic solutions to the crisis around Ukraine. The US Administration is currently engaged in active and result-oriented mediation. <...> We hope that America will be able to keep to the agreements reached in Anchorage.

The Russian army fully holds the strategic initiative, and the West understands that. Recently, President of Russia Vladimir Putin spoke at a meeting of the Defence Ministry Board and answered questions during the Direct Line. Once again, he clearly confirmed that all the goals of the special military operation will be achieved – preferably through talks but, if necessary, using military means.

• Vladimir Zelensky’s presidential powers expired in May 2024. The election in Ukraine must be held according to law. We have noted that the United States holds a similar view.

• Ukrainian people, including the vast majority of their compatriots now residing in Russia, must finally be given the opportunity to determine their own future. Crucially, the organisation of such a vote must not be used as a pretext for a temporary ceasefire to facilitate the rearmament of the Ukrainian forces.

• The priority must be establishing legally binding guarantees that address the root causes of this conflict. The foundational principles upon which Ukrainian statehood was recognised by Russia and the international community must be restored.

❗️ This entails enshrining Ukraine’s neutral, non-aligned, and nuclear-free status; achieving its demilitarisation and denazification; and halting the NATO countries’ military development of Ukrainian territory.

The rights and freedoms of native Russians and Russian-speaking citizens of Ukraine must be guaranteed, and the persecution of canonical Orthodoxy must cease.

Furthermore, Kiev and its Western sponsors must recognise the new territorial realities following the accession of Crimea, Sevastopol, the Donetsk and Lugansk People’s Republics, and the Zaporozhye and Kherson regions to the Russian Federation.

❗️Foreign Minister Sergey Lavrov’s statement on the beginning of Russia’s CSTO Presidency

On January 1, 2026, Russia assumed the presidency of the Collective Security Treaty Organisation (#CSTO) and will hold it under the motto, Collective Security in a Multipolar World: Common Goal, Shared Responsibility.

Together with our CSTO allies, we are joining forces to uphold our common approaches to resolving international security issues.

The fundamental documents of the Organisation set forth the principles of peaceful co-existence of states, the priority of a political and diplomatic settlement, and compliance with the international law with the UN playing a leading role. This forms the foundation for working with our partners to forge mutually beneficial relations and to actively engage in shaping the contours of a future architecture of equal and indivisible security across the Eurasian space. The CSTO could become one of its pillars.

We would like the Eurasian states to take responsibility for resolving security issues and determine the future of the continent themselves, without any outside interference.

The Collective Security Treaty Organisation has emerged as a prominent and respected association of allied states, whose activities are not directed against anyone, do not contain any aggressive aspirations, and aim exclusively to maintain regional stability and ensure the wellbeing of its member states. Moreover, all decisions in the Organisation are made by consensus based on a balance of interests, and cooperation is based on the principles of respect for each other, good neighbourliness, genuine friendship and mutual support.

🤝 Russia will ensure continuity in the development of main areas of cooperation, among other things, by continuing to work on implementing the initiatives of the presidency of the Kyrgyz Republic which has just finished.

In view of geopolitical tension, we will strive to further consolidate CSTO member states, strengthen allied ties, and deepen coordination on key international matters. We will continue our policy of expanding the CSTO’s network of contacts with the Eurasian states and their integration associations.

Our efforts will focus on effectively fulfilling the Organisation’s primary mission which consists of maintaining peace and stability in its area of responsibility, ensuring favourable conditions for safe development and prosperity of the CSTO member states. No one should have any doubts: we will not allow any chaos in our common home.

We attach great importance to the development of the enforcement dimension in the Organisation’s work. There are plans to focus on building up the capabilities of the Collective Forces of the CSTO, equipping them with up-to-date and compatible weapons and equipment. The work will be structured in accordance with the nature of current and potential challenges, taking into consideration the experience of present-day armed conflicts.

We will pay special attention to cooperation in protection against biological threats and information security. Ensuring technological leadership in the military sphere, developing military-industrial complexes of the CSTO countries and promoting their cooperation, and fulfilling the innovative potential will also be among our priorities.

We intend to use a wider range of tools for jointly countering international terrorism and extremism, money laundering and terrorist financing, as well as combating illicit drug and arms trafficking, transnational organised crime, and illegal migration.

We are confident in the support of our partners in implementing the priorities of the Russian presidency, and ready to work closely together and productively in 2026.

I am convinced that through joint efforts we will bring cooperation within the CSTO to a new level to preserve and strengthen peace in the Organisation’s space.

⚡️ Statement by the Ministry of Foreign Affairs of the Russian Federation regarding the further development of the situation around Venezuela

We are extremely concerned by reports that the President of Venezuela Nicolas Maduro and his spouse were forcibly taken out of the country during today’s aggressive actions by the United States.

We demand immediate clarification of these reports.

If such actions did in fact take place, they represent an unacceptable violation of the sovereignty of an independent state, the respect for which is a fundamental principle of international law.

⚡️ Russia's Foreign Ministry statement concerning developments around Venezuela

In view of the confirmed reports about Venezuelan President Nicolas Maduro and his spouse being in the United States, we strongly urge the US leadership to reconsider their position and release the legitimately elected president of a sovereign country and his spouse.

We highlight the need to create conditions for resolving any existing issues between the United States and Venezuela through dialogue.
