We are delighted to welcome you to Moscow for the next round of talks between our foreign ministries.

I know that yesterday, you and First Deputy Prime Minister Denis Manturov co-chaired a successful meeting of the intergovernmental commission on trade, economic, scientific, technical, and cultural cooperation, which drew significant interest.

Today, we will focus on political and international issues. As our Leaders have agreed, we regard each other as especially privileged strategic partners – a definition our relations fully meet in practical terms.

In the current climate, our interaction on the international stage becomes especially relevant as a new, truly multipolar architecture is being forged. In this new reality, associations like the #SCO, #BRICS, and the #G20 are playing an increasingly important role.

Within this multipolar framework, the UN maintains its significance as a vital platform. It is where all current and future centres of power can interact, reach compromises and agreements that are both sustainable and rooted in a balance of interests.

Russia is always ready for this work.

🇷🇺🇸🇬 By the Decree of the President of the Russian Federation dated July 15, 2025, No. 477, Mr Sergey Pavlovich Ganzha was appointed Ambassador Extraordinary and Plenipotentiary of the Russian Federation to the Republic of Singapore.

He has been serving in the diplomatic service since 1982.

• From 2005 to 2013 – Consul General of the Russian Federation in Hamburg, Germany.

• From 2013 to 2014 – Deputy Director of the Security Department of the Russian Foreign Ministry.

• From 2014 to 2023 – Consul General of the Russian Federation in Munich, Germany.

• From 2023 to 2025 – Deputy Director of the Special Communications Department of the Ministry of Foreign Affairs of the Russian Federation.
On August 20-21, 2025, a delegation of EMERCOM of Russia, led by Advisor to the Minister of the Russian Federation for Civil Defense, Emergencies and Elimination of Consequences of Natural Disasters, Mr Daniil Martynov, participated in the ASEAN Strategic Policy Dialogue on Disaster Management 2025 held in Singapore. On the sidelines of the event, Mr Martynov also met with Mr Eric Yap, Commissioner of the Singapore Civil Defence Force.

On August 22, the Russian delegation visited the Emergency Preparedness Centre and the Civil Defence Heritage Gallery of Singapore, and paid a courtesy visit to the Embassy of the Russian Federation, where they met with Ambassador-Designate H.E. Mr Sergey Ganzha.

Question: Those same Western countries that have been saying recently they would not conduct any talks with the Putin regime, with Russia, are now declaring that if talks do not take place, or their results do not satisfy them, will once again impose sanctions against Russia. Would you comment on this?

💬 Sergey Lavrov: They are just looking for a reason to prevent talks from happening, while attempting to shift the blame onto others, primarily onto Zelensky, who continues to stubbornly put forward conditions and demand an immediate meeting with President Vladimir Putin regardless of any circumstances.

This is an attempt to disrupt the process launched by President of Russia Vladimir Putin and President of the United States Donald Trump, which produced constructive results. We hope these attempts will fail.

Question: What kind of rhetoric is it when President of France Emmanuel Macron calls us “cannibals” and “predators”?

💬 Sergey Lavrov: I do not know. People are different, they have different cultures. I won’t even comment. I can only hope that he feels uncomfortable about such statements when he reflects on them.

Question: Zelensky said that only the Ukrainian language will remain under possible peace agreements, and no Russian.

💬 Sergey Lavrov: No, to be precise, he said that Russian will not be a state language. However, no one is insisting on that point. The first step – one that does not depend on the wishes of Zelensky or anyone else – must be the repeal of all laws that, in gross violation of the UN Charter, banned the Russian language and the canonical Ukrainian Orthodox Church. Zelensky is trying to divert attention from this core issue. But he will not succeed.

Over the past decade, the Forum, traditionally held in Vladivostok, has cemented its reputation as a respected international event. It offers businesses, including those from abroad, a valuable opportunity to discover the unique economic, scientific, technological, and infrastructural potential of Russia’s Far East, while also fostering broad and diverse international cooperation. In this regard, the theme of this year’s Forum is highly symbolic – The Far East: Cooperation for Peace and Prosperity.

As the centre of global economic activity continues to shift towards the Asia-Pacific, new opportunities are emerging to develop mutually beneficial ties among countries across the region, not only through bilateral partnerships, but also within multilateral frameworks such as the #SCO and #BRICS.

Russia remains open to constructive dialogue with all interested partners and is committed to playing an active role in joint efforts to build a fair system of international relations in the Asia-Pacific – one based on genuine equality and mutual respect for each other’s legitimate interests.

🗓 On August 28, 2025 the 7th ASEAN-Russia Senior Officials Meeting on Drug Matters (ASOD) was held in Singapore.

The Russian delegation headed by Dmitry Subbotin, Deputy Director of the Department on New Challenges and Threats of the Russian Ministry of Foreign Affairs, comprised of the representatives of the Ministry of Internal Affairs of Russia, the Ministry of Health of Russia, Rosfinmonitoring and the Federal Customs Service.

The participants exchanged views on the current trends in illicit drug production and trafficking in the region and around the world.

The discussion was focused on the best practices in combating the drug-related crime, the laundering of the drug proceeds as well as drug use prevention and treatment. The main areas of technical assistance for ASEAN Member States have been outlined.

🤝 Following the meeting, a five-year ASEAN-Russia counter-narcotics work plan was endorsed. The plan is aimed at implementing the statement of the Leaders of our countries on cooperation in combating drug trafficking, which was approved during the ASEAN-Russia Summit in October 2021.

📆 28 августа в Сингапуре состоялась 7-я встреча старших должностных лиц Россия-АСЕАН по вопросам борьбы с наркоугрозой.

В состав российской делегации во главе с заместителем директора Департамента по вопросам новых вызовов и угроз МИД России Д.В.Субботиным вошли представители МВД России, Минздрава России, Росфинмониторинга и ФТС России.

Участники обменялись мнениями об актуальных тенденциях в сфере незаконного производства и оборота наркотиков в регионе и в мире.

Обсуждены наилучшие практики борьбы с наркопреступностью и отмыванием наркодоходов, а также методики профилактики и лечения наркомании. Намечены основные направления оказания техсодействия.

🤝 По итогам встречи одобрен пятилетний рабочий план России и АСЕАН на 2025-2029 годы по выполнению заявления лидеров наших стран о сотрудничестве в борьбе с незаконным оборотом наркотиков, которое было принято на саммите Россия-АСЕАН в октябре 2021 года.

🎙 Remarks by President of Russia Vladimir Putin at SCO Plus meeting (Tianjin, September 1)

💬 President Putin: President Xi Jinping, colleagues.

It is a pleasure to extend a warm welcome to all participants of today’s meeting in the SCO Plus format. This is not our first gathering in such an expanded format, bringing together the Heads of State of the Shanghai Cooperation Organisation, leaders of observer states and SCO dialogue partners, honoured guests invited by the current chair, and the heads of leading international organisations.

This clearly reflects the growing interest and attention of the international community in the multifaceted work of the #SCO. More and more countries are seeking open and equal dialogue.

In addition to its ten full members, the Shanghai Cooperation Organisation also engages two observer states – Mongolia and Afghanistan – as well as 15 dialogue partners.

I would like to take this opportunity to congratulate President of Laos Thongloun Sisoulith on his country’s unanimous admission as a partner of the SCO, as decided by the Heads of State Council.

Applications from more than a dozen other countries seeking observer or dialogue partner status are currently under consideration. <...>

Since its founding in 2001, the SCO has actively worked to promote peace, security, trust, and cooperation across our common Eurasian continent. In this context, we have carefully considered the proposals put forward by President Xi Jinping for establishing a more effective and functional system of global governance. Such efforts are particularly relevant at a time when certain countries continue to pursue dictatorial practices in international affairs.

Russia supports President Xi Jinping’s initiative and is eager to engage in a substantive discussion of the proposals presented by our Chinese friends.

It seems that the SCO is capable of playing a leading role in shaping a more just and equitable system of global governance. Such a system should be based on the primacy of international law and the core provisions of the UN Charter, be truly balanced, take into account the interests of the widest possible range of countries, and ensure opportunities for their sustainable development and security.

The SCO is also actively advancing trade, economic, investment, and financial cooperation. It is noteworthy that, despite continuing challenges in the global economy, the combined GDP of the SCO member states grew by more than five percent in 2024, surpassing global averages. Industrial output rose by 4.6%. Cooperation is steadily deepening in such sectors as energy, finance, agriculture and food security, infrastructure, high technology, innovation, and transport.

It is equally important that the SCO participants consistently uphold historical and cultural values as well as civilisational diversity. On this basis, people-to-people ties are expanding, and cooperation in science and education, healthcare, and sports continues to strengthen. <...>

We would also like to invite delegations from all your countries to take part in the St Petersburg International Forum of United Cultures, which opens next week, as well as the Russia – a Sports Power forum, scheduled to take place this November in Samara.

🤝 I am confident that today’s meeting will be fruitful, strengthen the bonds of friendship among all the countries represented here, and help advance wide-ranging cooperation across many spheres.

🇷🇺 September 3, 1945, marks the Day of Military Glory of Russia — the day of Victory over militarist Japan and the end of World War II.

In strict accordance with its obligations to the Allies, on August 9 the USSR entered the war against Japan.

The redeployment of Soviet forces to the Far East began even before Berlin was captured. According to the plan the Soviet forces were to encircle and defeat the enemy in the Far East within two months but victory was achieved far more quickly.

Within just 11 days, the three Red Army groups under the command of General Alexander Vasilevsky crushed the one-million-strong Kwantung Army. This offensive was carried out across a territory three times larger than Germany.

Following the Victory, the Soviet Union regained South Sakhalin and took control of all the Kuril Islands.

On 25–26 August, 2025 the Russian delegation headed by Mr. Mikhail Bryzgalov, Honored Artist of the Russian Federation, Director General of the Russian National Museum of Music and member of the Presidential Council for Culture of the Russian Federation, visited Singapore and for the first time took part in the 22nd Conference of the Asia-Pacific Band Directors’ Association.

The main outcome of the trip to Singapore was the decision of the Board of Directors to admit the “Valery Khalilov Winds Society” as a member of the Asia-Pacific Band Directors’ Association.

As part of the visit, the Russian delegation, together with Russian diplomats and a representative of Rossotrudnichestvo in Singapore, visited the Gallery NaWei of Contemporary Art, the Museum of Musical Boxes — a unique private museum and a member of the Association of Museums of Singapore — as well as the Russian Embassy in Singapore, where they met with Ambassador-Designate H.E. Dr Sergey Ganzha.

25-26 августа российская делегация во главе с генеральным директором Российского национального музея музыки, членом Совета при Президенте РФ по культуре, заслуженным деятелем искусств М.А.Брызгаловым посетила Сингапур и впервые приняла участие в 22-й конференции Азиатско-Тихоокеанской ассоциации духовых оркестров (APBDA).

Главным итогом поездки в Сингапур стало решение совета директоров о принятии ассоциации «Духовое общество имени Валерия Халилова» в состав Азиатско-Тихоокеанской ассоциации духовых оркестров.

В рамках визита российская делегация совместно с российскими дипломатами и представителем Россотрудничества в Сингапуре посетила Центральную галерею современного искусства «На Вей», Музей музыкальных шкатулок — уникальный частный музей, входящий в Ассоциацию музеев Сингапура, а также Посольство России в Сингапуре и встретилась с Послом С.П.Ганжой.

💬 President Vladimir Putin:

• I agree with those who believe that every country has the right to choose a system to ensure its security. This applies to all states, including Ukraine. But it also means that the security of one country cannot be guaranteed at the expense of the security of another country – in this case, the Russian Federation.

We have always been opposed to Ukraine being a member of NATO, but we have never questioned its right to conduct its economic and commercial activities as it sees fit. That includes its right to pursue membership in the European Union. <...>

• Security guarantees are natural – I often speak about this. We proceed from the premise that every country, including Ukraine, should have such guarantees, a system of security. But this has nothing to do with any kind of trade-offs, especially not with territorial exchanges.

• Frankly speaking – and I want to emphasize this – we are not fighting so much for territories as we are for human rights, for the right of people living in those territories to speak their own language, to live within their cultural framework and adhere to traditions inherited from previous generations – from their fathers, grandfathers, and so on.

That is what this is about first and foremost. And if these people, in the course of democratic electoral procedures, including referendums, expressed their will to be part of the Russian Federation, that opinion must be respected. That is what democracy is about – I want to remind those who tend to forget it. Moreover, this is in full compliance with international law: I would remind you of the very first articles of the UN Charter, which explicitly enshrine the right of nations to self-determination.

• As for possible meetings with Mr. Zelensky, I've already touched upon this. In general, have never said no to this idea. But what would be the point of such meetings? <...> If we are talking about meetings with the current head of the Ukrainian administration, let me put it diplomatically – it is possible, I have never refused it, if such a meeting is well-prepared and could lead to positive outcomes. By the way, Donald Trump asked me to hold such a meeting, if possible. I said: yes, it is possible.

Overall, if Zelensky is ready, he can come to Moscow – such a meeting will take place. <...>

• Back in 2022, we urged the Ukrainian authorities to respect the choice of the people living in the southeast of Ukraine, withdraw their troops from there, thus putting an immediate end to the conflict. And I must say that, in general, this proposal did not prompt complete rejection [from the Ukrainian side]. However, after we, at the insistent urging of our Western European colleagues, withdrew our forces from Kiev, the situation changed in an instant, and we were told – almost verbatim: now we will fight until either you snap our necks, or we break yours. I don’t recall whether I have ever said this publicly before, but that is more or less how it sounded – only in cruder terms, though expressed quite openly and, oddly enough, almost in a comradely way: now it’s either us or you. And this continues to this day.

• Nevertheless, I believe that if common sense ultimately prevails, it will be possible to reach an acceptable solution to end this conflict. That is my assumption. All the more so given that we see the attitude of the current US administration under President Trump. We see not just calls, but a genuine desire to find a solution. It seems to me there is "light at the end of the tunnel", so to speak. We shall see how the situation develops.

If not, then we will have to achieve all the goals by military means.

This year, we are marking 75 years of diplomatic relations between our countries.

Over these years, Vietnam and Russia have developed a special relationship of alliance and fraternal cooperation. It is difficult for me to list all the areas of our interaction, which has been growing stronger in the past few years.

I am delighted to have this opportunity to meet with you and to discuss all aspects of our cooperation. Of course, I also have fond memories of the warm welcome that was extended to our delegation during our latest visit to Vietnam.

📄 Tianjin Declaration of the Council of Heads of State of the Shanghai Cooperation Organisation (Tianjin, September 1, 2025)

Full text of the Declaration

The Leaders of the Member-States of the Shanghai Cooperation Organisation (hereinafter referred to as the SCO or the Organisation), following the meeting of the Council of Heads of Member States in Tianjin on 1 September 2025, declare the following.

✍️ The world is undergoing profound historical changes that affect all spheres of political, socio-economic and social relations. There is a growing desire to create a more just, equitable and representative multipolar world order that opens up new prospects for the development of states and mutually beneficial international cooperation.

Key points of the Declaration:

• The year 2025 marks the 80th anniversary of Victory in World War II and the creation of the United Nations (UN). The Great Victory, which was made possible by the unity of the peoples of all peace-loving countries in their opposition to Nazism, fascism and militarism, determined the further course of world history and created the conditions for the formation of a stable system of international relations guaranteeing the peaceful development of humanity. Member States call for the preservation of the historical memory of the heroic deeds of peoples and the lessons of the Second World War.

• The member states reaffirmed their commitment to equal and full observance of the purposes and principles of the UN Charter and the SCO Charter, as well as other universally recognised principles and norms of international law in relations between SCO member states.

• Member States advocate respect for the right of peoples to independently and democratically choose their own paths of political and socio-economic development, and emphasise that the principles of mutual respect for sovereignty, independence, territorial integrity of states, equality, mutual benefit, non-interference in internal affairs, and non-use of force or threat of force are the basis for the sustainable development of international relations.

• The member states adhere to a line that excludes bloc and confrontational approaches to solving international and regional development problems.

• The Member States strongly condemn terrorism in all its forms and manifestations, stress that double standards in the fight against terrorism are unacceptable, and call on the international community to combat terrorism, including cross-border movement of terrorists, with the central role of the United Nations, by fully implementing the relevant UN Security Council resolution and the UN Global Counter-Terrorism Strategy in accordance with the UN Charter and the principles of international law, in order to jointly combat all terrorist organizations.

• The member states welcomed the annual UN General Assembly resolution ”Combating glorification of Nazism, neo-Nazism and other practices that contribute to escalating contemporary forms of racism, racial discrimination, xenophobia and related intolerance.“

• Member States strongly condemned the military strikes by Israel and the United States of America against the Islamic Republic of Iran in June 2025. Such aggressive actions against civilian targets, including nuclear energy infrastructure, which resulted in the death of civilians, are a gross violation of the principles and norms of international law and the UN Charter, and an infringement on the sovereignty of the Islamic Republic of Iran.

• They noted that the physical nuclear safety and security of nuclear facilities must be ensured on a permanent basis, including during periods of armed conflict, in order to protect the population and the environment from harm. In this regard, they reaffirmed their commitment to diplomatic initiatives aimed at the peaceful resolution of the issues that have arisen.

The Eastern Economic Forum offers an opportunity not only for bilateral engagement but also for broader interaction with colleagues, as we host numerous partners from across the Pacific region.

Our bilateral relations continue to develop across all key areas, including cooperation between security agencies. This year, we will also mark the 65th Anniversary of our diplomatic relations, coming up this October.
