🗓 On May 27-29, 2025, in Moscow, Secretary of the Russian Security Council Sergey Shoigu will chair the 13th International Meeting of High Representatives for Security Issues.

Invitations to participate in this forum have been extended to more than 150 states of the Global South and East, the #CIS, #CSTO, #EAEU, and #SCO countries, as well as to the leaders of more than 20 international organisations.

The agenda of the 13th forum focuses on international security cooperation.

ℹ️ The Security Council of the Russian Federation has been holding the annual international meetings of high representatives in charge of security issues since 2010. It is an important international platform for exchange of views on all global security-related issues and mechanisms to strengthen cooperation between partner countries to combat international terrorism, extremism, transnational crime, drug trafficking, as well as new challenges and threats.

💬 Subsequent to the meeting between President of Russia Vladimir Putin and Prime Minister of Armenia Nikol Pashinyan in autumn 2024 – during which our leaders resolved to reinstate comprehensive contacts across all areas, as these had, to a certain degree, lapsed somewhat in the period preceding their discussions – and in accordance with the leaders’ understanding, I received Minister of Foreign Affairs of Armenia Ararat Mirzoyan who visited Moscow in January. We are now here on a reciprocal visit.

We are engaging in the frankest discussions – not only on matters positively received by both capitals and conducive to expanding mutually beneficial projects, but also on issues where our perspectives diverge. This includes, notably, the processes unfolding in the South Caucasus, where, broadly speaking, two trends are in contention.

The first trend involves respecting the sovereign choices of the countries situated here – the nations of the South Caucasus, Transcaucasia – Armenia, Azerbaijan, and Georgia – while also acknowledging the legitimate interests of their immediate neighbours: Russia, Iran, and Türkiye. <...>

The second trend is precisely that our Western counterparts – primarily the European Union, <...> openly sought to extend their dominant influence over this region, to bend unfolding processes to their will, and to prevent the consolidation of the three South Caucasus states with their major neighbours – Russia, Iran, and Türkiye. This objective persists.

This trend, this modus operandi of our Western colleagues, is not unique to the South Caucasus but extends to Central Asia and other parts of our vast, shared continent. <...> In contrast, our stance is based on equality, mutual respect and, above all, the principles that have been set out in the UN Charter and are approved by everyone without exception.

The promise not to expand NATO has been thrown down the drain. <...> We have warned them over the past 20 years, almost on the daily basis, that all this could come to grief. But after the 2014 coup d’etat, they began converting Ukraine to an “anti-Russia.” <...>

So now, when they tell us: Let us have a ceasefire and then we’ll see, we say: No way, guys, we have been through it all before. We don’t want it that way any longer. And so today, when all these Macrons, Starmers, Ursulas von der Leyen, and other European characters are writhing in hysterics and urging the US to join the anti-Russia crusade and increase the number of sanctions, this is a complete giveaway for them.

Geopolitics and geography alike underscore the necessity of building bridges among all nations across the Eurasian continent. This means, first and foremost, fostering cooperation among the existing regional structures: the #SCO, the #EAEU, the #CSTO, the #CIS, China’s Belt and Road Initiative, the GCC, and ASEAN. <...>

However, there are those who are intent on preventing such a mutually beneficial unification of the countries across Eurasia, including those in the South Caucasus and Central Asia. Nevertheless, we continue to advance this effort.

Russia's President Vladimir Putin has proposed the creation of a Greater Eurasian Partnership, rooted in practical cooperation and the interaction of existing integration structures, which would serve as the foundation for a future Eurasian security architecture.

🤝 We anticipate that Armenia will take part in these processes. We fully respect the desire of our Armenian partners to develop relations with other countries, whether European or non-European, and with international organisations across various regions.

Foreign Ministry statement on Kiev’s latest drone attack targeting Russian civilians (May 23, 2025)

The Kiev regime is relentless in its terror attacks against civilians and civilian infrastructure in numerous Russian regions, including Moscow.

According to the Defence Ministry, from May 20 to 8 am on May 23, the number of aerial attacks amounted to multiples of what it used to be with 788 strikes by fixed-wing UAVs and Western-made missiles targeting Russian territory outside the area of the special military operation. Our air defence forces destroyed 776 drones and missiles, though unfortunately, 12 UAVs made it through our defences and hit their targets.

Casualties have been reported. On May 22, an attack on the village of Panteleymonovka, the Donetsk People’s Republic, wounded eight people. On the same day, a drone strike in the Vasilyevsky Municipal District, Zaporozhye Region, killed a woman born in 1990 and injured four children aged 10, 9, 8, and 1.

On the night of May 23, a downed UAV triggered fire in an industrial zone of Yelets, Lipetsk Region, injuring eight people. Additionally, the Ukrainian forces launched two HIMARS missiles on civilian targets in the city of Lgov, Kursk Region, also resulting in casualties, including two children.

Notably, even after the Ukrainian forces had been ousted from the Kursk Region, they keep trying to infiltrate our territory and launch drone, long-range artillery, and missile attacks.

Under these circumstances, the President was compelled to make a decision on establishing a security buffer zone on adjacent territory in order to minimise the ability of the Ukrainian forces to infiltrate and to attack our border regions using various munitions.

The latest barbaric terrorist attacks by the Kiev regime were carried out in an attempt to thwart direct Russia-Ukraine talks facilitated by the US Administration, which are designed to settle the conflict definitively. They also appear intended to derail the implementation of initial agreements reached in Istanbul on May 16, including a massive prisoner exchange.

These attacks are part of the strategy pursued by Ukraine’s party of war, which also includes violations of energy and Easter ceasefires that Russia has strictly observed, as well as the unilateral ceasefire declared by us during the 80th anniversary of the Great Victory celebrations.

Without a doubt, Russia will deliver a matching response to barrages of terrorist attacks carried out by the Kiev regime.

Unlike the Ukrainian side, our targets will be strictly limited to military facilities and defence industry plants.

☝️ To reiterate, our fundamental commitment to a constructive search for a peaceful settlement through dialogue remains unchanged.

Question: Do you believe that the Western European leaders you mentioned are deliberately trying to thwart President Trump’s mediation efforts in the Ukraine conflict? Could jealousy be a factor?

💬 Sergey Lavrov: I wouldn’t say it’s about jealousy.

These leaders were simply more comfortable with the previous US administration, which was leading the charge in the anti-Russia crusade and encouraged European countries to follow suit.

Now, with the new administration in the White House, it's clear that they were more comfortable under President Biden. Their main objective was to preserve Western unity in what they described as an effort to deliver a “strategic defeat” to Russia on the battlefield.

If we take a closer look at the positions adopted by London, Paris, Berlin, Brussels, the Baltic states, and Warsaw, we’ll see that they have no way of abandoning their stated goal. They bet their reputations on drawing Europe into the war against Russia and using it as a pretext to militarise Europe.

Massive investment will have been made to that end by 2030. Chancellor Friedrich Merz has openly stated his ambition to make Germany Europe’s dominant military power with the largest conventional army.

❗️ This is alarming news, and historical reminiscences are conjuring up a disquieting picture.

Another possible motive behind their actions is that they still hope to use some people from the US establishment to bring President Trump and his administration back into an anti-Russia camp and share responsibility or even shift the blame.

☝️ But I believe they won’t succeed this time.

💬 Sergey Lavrov: Thank you for giving me yet another opportunity to deliver a report to this audience.

Although I am a CFDP member myself, it is not everyone that is invited to make reports here. I had a chance to look through the materials drawn up by many CFDP members, including those who are now present here, over the past few months, documents distributed as part of the package for today’s meeting. I can say that many things echo the ideas current at the Foreign Ministry. But there are certain things that provide valuable tips, at least with regard to the focus areas that we will have to concentrate our thinking on in the future.

☝️ We value the contributions being made by the expert community and CFDP members. Many of them are regular participants in various talk shows. This is useful. Russian foreign policy can only benefit from this analytical support. Let me repeat that I derive much interest from perusing all your materials that we receive throughout the year, even outside the framework of preparations for upcoming sessions. Thank you very much for this.

Today’s event is entitled The Time of Trial: War and Peace in the 21st Century. I read a relevant article that used the word “war” in the plural. Quite possible, this detail will also affect the process. It must be taken into account. No one knows how many years of ordeals are in store for us. But they are certain to come.

An interesting epoch is here to stay. As our Chinese friends say, “Be it far from you to live at interesting times.” However, this is not quite so from the diplomatic point of view. Diplomacy, like any active practical science, “comes to life” precisely in the periods, when it is necessary to display initiative, think more, and analyse.

❗️ Forming a multipolar world remains the core trend for today. We are confident that this is a natural process. But there are others who feel nostalgic for the globalisation era and are sure that multipolarity is an artificially imposed construct and a temporary thing that must be suppressed.

The Global South and East countries see multipolarity as a chance for bolstering up their sovereign development without manifestations of Western neo-colonialism that have become rife in recent years, whereas the West has highly mixed feelings about the strengthening of multilateral principles in international life.

💬 Vladimir Putin: I am pleased to welcome you to Moscow for the 13th International Meeting of High Representatives for Security Issues.

Over the past nearly fifteen years, your Forum has convincingly affirmed its significant status and authority. I know that in these days, participants of the Meeting — representatives of delegations from many states — can expect a substantial programme, with the main discussion dedicated to the prospects of establishing a new global security architecture.

☝️ As for Russia, our approaches remain principled and unchanged. I have said it before and will reiterate: we are convinced that the new security architecture must be equal and indivisible — that is, all states must receive firm guarantees of their own security, but not at the expense of the security and interests of other countries.

It is vital to make our continent a space of peace and stability, an example of sustainable economic, social, and cultural development. We believe that the foundation for creating such a universal security system could be the existing and well-established multilateral cooperation formats, such as the Shanghai Cooperation Organisation, the Eurasian Economic Union, the Collective Security Treaty Organisation, the Association of Southeast Asian Nations, and others.

Your current meeting is widely attended by states of the Global South and East. It is they, in essence, who form the global majority, seek to influence regional and international processes more actively, and uphold the principle of sovereign equality and the right to their own development model.

Undoubtedly, in building joint efforts, it is necessary to rely on positive historical experience, on the lessons of the past. This year marks the 80th Anniversary of the end of #WWII, which fundamentally influenced the development of the international community.

The experience of uniting states in the fight against evil, against Nazism and militarism, the understanding of the colossal price humanity paid for peace and freedom, for the right of peoples to choose their own path of development, laid the foundations of the post-war world order and led to the creation of the UN — a universal, legitimate organisation based on the principles of international law, which has helped overcome many geopolitical challenges.

Today, it is especially important to preserve the truth about the events of those years, to counter attempts to rewrite history, to cast doubt on the decisive contribution of the peoples of the Soviet Union to the Victory over Hitler’s Germany, and to glorify Nazi criminals and their accomplices.

Just recently, on May 9, we solemnly marked the Anniversary of Victory in the Great Patriotic War. The celebrations in Moscow became yet another symbol of unity around the ideals of the Great Victory, demonstrating once again the commitment of our friends and partners to shaping a safer world, to constructive cooperation, and to jointly addressing global challenges.

I am convinced that this latest meeting of high representatives overseeing security issues will contribute to the development of new important approaches to strengthening international peace and stability and will help advance dialogue for the benefit of all countries and peoples.

🗓 29 мая решением глав государств-членов Евразийского экономического союза ежегодно отмечается #ДеньЕАЭС.

1 января исполнилось 1️⃣0️⃣ лет с даты вступления в силу Договора о ЕАЭС (подписан 29 мая 2014 года) и начала фактического функционирования Союза как регионального интеграционного объединения.

За это время ЕАЭС зарекомендовал себя как эффективный интеграционный проект, в основе которого — равноправие и учёт интересов каждого участника. Объединение утвердилось в качестве одного из самостоятельных и самодостаточных центров формирующегося многополярного мира.

Страны «пятёрки» #ЕАЭСАрмения, Белоруссия, Казахстан, Киргизия и Россия — добились значительных результатов: на пространстве Союза функционирует и совершенствуется внутренний рынок, устойчивый рост демонстрирует взаимная торговля, укрепляется кооперация в таких сферах, как транспорт, логистика, промышленность, сельское хозяйство, обеспечение энергетической и продовольственной безопасности.

📈 Экономические показатели говорят сами за себя: по имеющимся оценкам, совокупный ВВП государств-членов ЕАЭС за 10 лет функционирования Союза увеличился с 1,6 до 2,5 триллиона долларов.

Рост валового внутреннего продукта (в целом по Объединению) в 2024 году составил плюс 4,4% — это существенно выше среднемировых темпов, оцениваемых в 3,3%. Товарооборот с третьими странами вырос на 60%. По итогам прошлого года доля национальных валют во взаиморасчётах стран «пятёрки» в рамках внутрирегиональной торговли достигла 90%.

Евразийский экономический союз является важным игроком международных экономических отношений с широкой сетью зарубежных связей. В настоящее время действуют соглашения о свободной торговле ЕАЭС с Вьетнамом 🇻🇳, Ираном 🇮🇷 и Сербией 🇷🇸, а также два непреференциальных соглашения с Китаем 🇨🇳. Реализуется план сопряжения Союза с китайской инициативой «Одни пояс — один путь».

Активно осуществляется взаимодействие с государствами-наблюдателями ЕАЭС — Узбекистаном 🇺🇿, Кубой 🇨🇺 и Ираном 🇮🇷. На финальной стадии находится работа по заключению торговых соглашений с Индонезией 🇮🇩, ОАЭ 🇦🇪 и Монголией 🇲🇳.

May 29 marks the Day of the Eurasian Economic Union (EAEU)

The EAEU is an international organization for regional economic integration, comprising five member states: Armenia 🇦🇲, Belarus 🇧🇾, Kazakhstan 🇰🇿, Kyrgyzstan 🇰🇬 , and Russia 🇷🇺.

Together, the Union has a population of 185.5 million people.

The EAEU's GDP amounts to 2.6 trillion USD, industrial output stands at 1.6 trillion USD, agricultural production at 132 billion USD, and investments total 487 billion USD.

In its current form, the EAEU has existed for over 10 years. Its founding document – the Treaty on the Eurasian Economic Union – was signed on May 29, 2014, in Astana (Kazakhstan) by the heads of Belarus, Kazakhstan, and Russia. Armenia and Kyrgyzstan joined the Union in 2015. Four countries – Moldova, Cuba, Uzbekistan, and Iran – have observer status in EAEU.

Over the past decade, the member countries have implemented unified regulations in areas such as the creation of a common internal market and customs space, technical, tariff, and non-tariff regulation, foreign trade policy, and have pursued coordinated policies in energy, industrial cooperation, agriculture, and digitalization.

The Union’s experience has become attractive to external partners seeking to establish dialogue with the organization in one form or another.

The EAEU has signed free trade agreements with Vietnam, Serbia, and Iran, as well as a non-preferential agreement with China.

The Union’s supranational body – the Eurasian Economic Commission—has signed over 80 memorandums of cooperation with third countries, organizations, and integration associations, including the CIS, SCO, ASEAN, and various UN bodies.

🗓 29 мая 2014 года был подписан основополагающий для Евразийского экономического союза документ, а именно — Договор о ЕАЭС. Он очертил контуры евразийской интеграции, преимущества которой сегодня прекрасно осознают все страны-члены Объединения. Это доказано и статистикой, и поступательной динамикой его развития.

#ЕАЭС — безусловно, экономический союз. Приоритет в его деятельности — это укрепление благосостояния населения и создание наиболее благоприятных условий для бизнеса. С этой целью ЕАЭС и создавался.

• За 10 лет своего функционирования Союз продемонстрировал немало достижений: совокупный ВВП Объединения возрос до 2,6 триллионов долларов. Товарооборот с внешними странами почти достиг отметки в триллион — 923 миллиарда долларов. В рамках ЕАЭС действуют четыре свободы передвижения: товаров, услуг, капитала, рабочей силы. Целый ряд функций по регулированию (в сфере таможенного администрирования, внешней торговли, технических регламентов) передан наднациональному органу — Евразийской экономической комиссии.

• Осуществляется координация национальных политик в области обеспечения продовольственной, энергетической безопасности, цифровизации, промышленности, устранения всевозможных барьеров. Решения в рамках ЕАЭС служат на благо и на пользу всех, кто участвует в их принятии, и не в ущерб кому-либо из государств-членов.

• Однако помимо достижений есть и проблемы. Их никто не скрывает, т.к. они устраняются в ходе взаимодействия на основе равноправного диалога и консенсуса, который достигается путём компромиссов. <...> Уважение, взаимопонимание и равенство в ЕАЭС — это не просто слова — страны-участницы идут на уступки, соизмеряя интересы, делают исключения друг для друга.

🌐 У ЕАЭС есть целый план разноуровневой, разноскоростной международной деятельности, предусматривающий в т.ч. выход на партнёров, которые стремятся к наращиванию углублённой кооперации путём создания зон свободной торговли. Действуют уже три таких соглашения с Вьетнамом, Сербией, Ираном соответственно, а также непреференциальное торговое соглашение с Китаем. Ожидаем в этом году подписания аналогичных соглашений с ОАЭ и с Монголией. На финальной стадии — согласование документа с Индонезией. Ведутся переговоры с Египтом.

Большое евразийское партнёрство (БЕП) — это флагманская внешнеполитическая инициатива, выдвинутая Президентом Российской Федерации. Это замах на «интеграцию интеграций». Построение БЕП — это долгий, нелёгкий, разноскоростной путь в разных направлениях.

• В Большой Евразии существует целый ряд интеграционных объединений. <...> На арабском Востоке, в Южной и Юго-Восточной Азии функционируют различные группировки, но в целом полной сопряжённости между ними нет. Проект БЕП как раз нацелен на то, чтобы обеспечить связуемость, «бесшовность» в развитии торговли, взаимных инвестициях, транспортировке грузов, в сфере оказания услуг и т.д на пространстве Большой Евразии.

Key talking points:

💬 Global South and East countries are becoming increasingly vocal when discussing and addressing the most urgent and key challenges the world is facing today. This reflects a tectonic shift in international politics, which took place over the past years and continues to this day. It primarily consists of an accelerated emergence of a multipolar world order, as well as new centres of development across the Eurasian continent, Africa and Latin America taking on a bigger role in the global distribution of power.

#BRICS exemplifies constructive multilateral cooperation among major international actors and their partners representing various continents, cultures and religions. It has firmly established itself as one of the pillars of a multipolar world order and a champion of the Global Majority on the international stage.

Upholding international law and seeking guidance from the principles of equality and neighbourly relations, as well as mutual respect and taking into account each other’s interests guarantees peace and stability.

• The conflict in Ukraine (and more fundamentally, the profound security crisis across Europe) was triggered precisely by NATO’s aggressive eastward expansion over decades that was in direct contravention of the solemn assurances by American and European leaders to both Soviet and Russian leadership regarding the alliance’s non-expansion.

The alliance [NATO] is now taking steps to operate outside its area of responsibility, seeking to move into the Asia-Pacific region — the Indo-Pacific, as they call it — threatening to undermine the #ASEAN-centric security architecture that has developed there over decades and allowed the countries in the region and their partners in different parts of the world to successfully cooperate. This causes deep concern for the future of ASEAN and the future well-being of its member states.

• We advocate for the creation, under current conditions, of a global security architecture rooted in the objective trends of multipolarity, the emergence of new growth centres, and one that guarantees equal conditions for the peaceful development of all states without exception. <...> The foundation for this already exists – the UN Charter. What is required is for all to adhere to it in good faith.

• A crucial step towards the goal of global security is the formation of an architecture of equal and indivisible security on the Eurasian continent — the most expansive and resource-rich region, the stability of which underpins the resilience of a multipolar world.

• Russia does not seek to impose anything on anyone and is ready to engage in mutually respectful dialogue with everyone. We will keep perfecting the existing security mechanisms and put them to use as part of our engagement with the #CSTO, #CIS, and the #SCO.

• As a permanent member of the UN Security Council, Russia is aware of the responsibility it has for international relations in all their aspects on the international stage, including in terms of promoting peace, strategic stability, conflict settlement and a unifying agenda.

💬 Sergey Lavrov: Dear colleagues, dear friends,

This is the year when the International Conference of Asian Political Parties commemorates its 25th anniversary. And because of their reputation and their authority, they are a platform for exchanging views and experience in the context of party-to-party cooperation. Cooperation at this level is one of our priorities. It's a very useful addition to the so-called classical diplomacy and that contributes a lot to promoting mutual trust, mutual understanding between peoples.

The creation of the conference is a signal, a very clear signal to the entire world. And very timely response to reconsider the place of the Asian countries in international and global developments.

We assess very positively the increase of the political work of your conference. And we see with pleasure the sustainable process of expanding your influence in the continental architecture, in the architecture of regional organizations, some of which are experiencing erosion of their influence, if not degradation, since they abandoned practically all of the key principles of the UN Charter.

I have in mind such organizations on our Eurasian continent as the European Union, which became more Euro-Atlantic than Eurasian following NATO. <...>

In the last 10-15 years, all these principles including equal and indivisible security, including the statement that no one, be it the country or organization, should prepare to dominate in Europe, all this was abandoned, violated.

🌐 We need Eurasia of course. And by the way, Eurasia is the biggest, the richest continent. The continent which, unlike Africa and Latin America, is home of several world civilizations with thousands and thousands of years of history. <...>

#Eurasia is the only continent which doesn't have any universal continental structure, like African Union in Africa, like CELAC in Latin America. We have quite a lot, many integrational movements, organizations which address security issues, like Shanghai Cooperation Organization, #ASEAN, Collective Security Treaty Organization (#CSTO), Commonwealth of Independent States (#CIS) and the Gulf Cooperation Council (#GCC), the South Asian Association for Regional Cooperation (#SAARC) and there is no umbrella.

We are very much in favor of promoting party-to-party dialogue. Our ruling party, United Russia, in cooperation with other parliamentary parties and their fractions is promoting very actively this kind of cooperation. And I will highlight the initiative of United Russia of last year, when they convened a meeting of various parties to consider methods of fighting the new forms of colonialism and neo-colonialism. <...> A movement created on the basis of the conference, which is called "Freedom of Nations".

☝️ The inadmissibility of neo-colonial forms of exploitation is one of the agenda items of the Group of Friends of the UN Charter. Last year, we initiated, through this group, the resolution of the UN Committee on Decolonization. The draft resolution supported by this committee was accepted by the UN General Assembly. <..> A clear majority supported it.

The idea is to announce the 14th of December, the day of the adoption of The Declaration on the Granting of Independence to Colonial Countries and Peoples of 1960, as a date of fighting the new forms of neo-colonialism.

Сolonial exploitation was very blunt. Slaves, you know, digging the resources and leaving the countries in very poor condition. If you take the economic system in the world, countries, especially in Africa, mostly produce, they provide natural resources to the western countries

We would like to promote the movement to resolve this injustice. Without fighting any country, we never want to isolate any country from cooperation, but cooperation must be based on equal footing, just principles.

⚡️ Statement by Head of the Russian delegation Vladimir Medinsky following the second round of resumed Russia-Ukraine direct talks in Istanbul (June 2, 2025)

💬 We handed our two-part memorandum to the Turkish side.

• The first part concerns ways to achieve a durable and sustainable peace.

• The second part outlines the steps towards making a genuine ceasefire possible.

<...> The Ukrainian side took it for further review. They will study it and tell us what they think about it, and we will take it from there.

In addition to that, we resolved several practical matters.

Firstly, we will unilaterally hand over 6'000 frozen bodies of Ukrainian soldiers to the Ukrainian side. <...> Next week, we will return these bodies to the Ukrainian side so they may be laid to rest with dignity. <...>

We have agreed on the largest prisoner swap to date. All gravely wounded and seriously ill soldiers will be exchanged all for all. This is a humanitarian gesture on our part. The same approach — all for all — will be used to exchange young soldiers under the age of 25. The overall exchange quota will be at least 1'000 people from each side, possibly more. These numbers are being finalised.

Furthermore, we agreed to create permanent medical commissions that will compile reports which the parties will use to draw up exchange lists of severely wounded soldiers without having to wait for major political decisions. These exchanges will be conducted regularly as part of routine operations.

❗️ We proposed imposing a short-term ceasefire for two to three days on several stretches of the line of contact. Our military experts will work on it in coordination with the Ukrainians. <...>

The Russian army is advancing, and there are significantly more bodies of the Ukrainian soldiers in the grey zone. For this reason, we propose collecting the bodies of their fallen soldiers and transferring them immediately on-site to the opposing side for proper burial under Christian traditions. We let them know about this proposal. The Ukrainian military promised to review it promptly. <...>

Children are central to us, and I would like to say a few words about them. We’ve been hearing lately <…> that “1.5 million Ukrainian children were abducted by the Russians.” Then it came down to “200'000 Ukrainian children abducted by the Russians.” Now, the official figure is “20'000 children abducted by the Russians.” We’ve constantly asked to provide documentary evidence. Show us who these children are, give us something, such as missing child reports filed by their parents. Who are these children? They weren’t on any lists. What we get are mere numbers with no substance. <...>

We finally obtained a complete list. As you can see, it’s not 1.5 million, and not even 20'000 names. It includes 339 names. We will look into each case. We have reviewed every single inquiry lately. The Commissioner for Children’s Rights office had 101 children reunite with their families. 22 children have come back home from Ukraine and reunited with their families. Our children, too, may end up in the midst of a combat zone and lose contact with their families. <...>

This list of 339 names only underscores the fact that child abduction has, unfortunately, been turned by the Ukrainian authorities into a media show for bleeding-heart Europeans. <...> In reality, we are talking about dozens of children. None of these children have been abducted. Not a single one. These are the children who were rescued by our soldiers — often at the cost of their lives — pulled from combat zones and taken to safety. We are looking for their parents. If the parents are found, the children are returned.

☝️ Every child will reunite with their parents. All families on both sides will come together. We are working on it. It’s a matter of honour.

⚡️ Comment by the Aide to the President of the Russian Federation Yury Ushakov on the outcomes of Russia's President Vladimir Putin’s telephone conversation with US President Donald Trump (June 4, 2025)

💬 About an hour ago, the fourth telephone conversation between our President and US President Donald Trump concluded. <...>

Vladimir Putin provided detailed information on the outcomes of the second round of direct Russian-Ukrainian talks in Istanbul.

It was emphasised that Ukraine tried to derail these talks by carrying out targeted attacks on purely civilian targets and civilian population on direct orders from the Kiev regime.

These attacks unequivocally constitute an act of terrorism under international law and, in our view, the Kiev regime has essentially degenerated into a terrorist organisation. The Russian side did not fall for the provocations and, as you know, the second round has effectively taken place in Istanbul.

To reiterate, our President extensively covered the content and the outcomes of the talks and emphasised that, overall, these talks were productive. The corresponding memorandums were exchanged and will be analysed in the capitals – Moscow and Kiev – and then, we hope, both sides can continue the talks.

Regarding the strikes on military airfields, this issue was also discussed. Donald Trump reiterated that Americans were not informed in advance about them.

Naturally, the Leaders agreed to continue contacts on the Ukraine issue, both at the highest level and through other channels as well.

In addition to Ukraine, a number of international issues were discussed, with a focus on the stalled talks between the United States and Iran on the Iranian nuclear programme.

☝️ Donald Trump believes that Russia’s assistance may be necessary, and he would appreciate it if Russia could work with the Iranian side accordingly.

Additionally, the Middle East was discussed, as well as the armed conflict between India and Pakistan, which has been halted with the personal involvement of President Trump.

Furthermore, the Presidents exchanged views on the prospects for restoring Russia-US cooperation in various areas, which, according to both Presidents, have enormous potential.

🤝 In conclusion, both Leaders characterised the exchange of views as positive and highly productive. President Trump and our President also confirmed their willingness to remain in constant communication.

I would also note that both Donald Trump and Vladimir Putin highly appreciated the efforts of President Trump’s Special Envoy Steven Witkoff.

💬 Sergey Lavrov: Mr. Medinsky spoke on the main results. I believe that this is important and useful. The process of direct talks, which you previously agreed on in one of the latest telephone conversations with Donald Trump, is underway.

As we know, both rounds yielded tangible results, including the 1'000 for 1'000 POWs swap. Now, as head of our delegation Vladimir Medinsky said, additional agreements on a new swap, which is as large as the previous one, and not just of prisoners of war in equal numbers, but also of the seriously wounded, the sick, as well as the return of the remains of the deceased, have been made.

I believe it is better to always have a channel of communication. It enables us to address urgent humanitarian concerns above all else. At this stage, the coordination of reciprocal humanitarian measures as goodwill gestures and steps toward building trust is especially vital. As I have noted, we are seeing real progress in this area.

In light of what was just mentioned regarding the proposal for a brief two- or three-day pause to allow for the dignified recovery of the bodies of the deceased along sections of the contact line – where wounded individuals may still be present – I consider Kiev’s categorical and harsh rejection of this initiative to be a grave mistake. This comes on top of similar refusals of our proposals for humanitarian pauses during Easter and during the celebrations of the 80th Anniversary of the Great Victory.

Nevertheless, Mr. President, despite all this, and despite the serious criminal provocations that have taken place in recent days, I believe it is important not to fall into the trap of these provocations, which are clearly designed to derail the talks and continue receiving arms deliveries from European nations.

I believe that all means to achieve the just goals of the special military operation, including negotiations, must be put to use. The Foreign Ministry is actively engaged in Vladimir Medinsky’s delegation.

President Putin: I agree. There was a report that there also was some comment made by the Ukrainian side about the composition and level of our delegation.

Sergey Lavrov: Yes, Mr. President, the comment was anonymous, but it was spread in the media. Nobody approached us with specific questions or specific ideas. Journalists asked about this, and we explained what the level of Aide to the President of the Russian Federation means.

⚡️ Head of the Russian Federation’s Delegation to the Russia–Ukraine direct talks, Aide to the President of the Russian Federation, Vladimir Medinsky:

💬 On June 6, in full accordance with the Istanbul agreements, the Russian side launched a humanitarian initiative to transfer 6000 bodies of fallen Ukrainian Armed Forces personnel to Ukraine, and to exchange all wounded and severely ill prisoners of war, as well as those aged under 25.

The first group of 1212 bodies, transported in refrigerated vehicles, has arrived at the designated handover location. Other remains are currently en route.

Furthermore, the first list of 640 POWs, classified as wounded, seriously ill, and the youth, has been submitted to the Ukrainian side to begin the exchange process.

A contact group of the Russian Defence Ministry has arrived at the Ukrainian border.

However, the Ukrainian side has unexpectedly postponed both the repatriation of bodies and the prisoner exchange for an unspecified period.

Their negotiating group was nowhere to be found, they did not even appear, and the explanations provided have been inconsistent and unclear.

❗️ We call on Kiev to strictly adhere to the schedule and agreements reached, and to start the exchange process right away.

As per our mutual agreement, 1200 soldiers and officers from each side should be given the opportunity to return home. We urge the Ukrainian side to collect the bodies of 6000 soldiers and officers so that they may be buried with dignity by their families.

We remain at the site, fully prepared to proceed.

International TV channels, news agencies and correspondents are welcome to arrive and assure themselves of the transparency of our actions.

🔹Congratulatory Address by Deputy Minister of Foreign Affairs of Russia H.E. Mr A.Y. Rudenko on the occasion of the 15th Anniversary of the ASEAN Centre at MGIMO

Today the ASEAN Centre in the Moscow State University of International Relations (MGIMO) is celebrating its 15th Anniversary.

The Centre was established by the Memorandum of Understanding between the ASEAN Secretariat and MGIMO following the initiative of the First ASEAN-Russia Summit in 2005 to set up the ASEAN Centre in a Russian university.

Since then the ASEAN Centre has become one of the effective instruments of promoting people-to-people contacts and establishing direct links between partners in Russia and ASEAN Member States. It proved to be one of the major platforms of ASEAN-Russia cooperation and the centre of gravity for the expert community of the ASEAN countries. It actively promotes dissemination of information about potential and prospects of ASEAN-Russia Dialogue Partnership, development of economic ties, scientific, cultural, educational exchanges, joint researches on ASEAN in general and its Member States. In 2023 the Centre initiated MGIMO two-year master program for the students from ASEAN countries.

The Centre coordinates Russian participation in the Network of ASEAN-Russia Think Tanks (NARTT), takes part in the Track II activities of the ASEAN Regional Forum (ARF) and Council on Security and Cooperation in Asia-Pacific (CSCAP), organizes conferences “Russia and ASEAN in the Asia-Pacific region”, plays an active role in preparation of Russia-ASEAN Youth Summits. On this occasion I would like to congratulate the ASEAN Centre on this anniversary and invite all interested parties in ASEAN to use its capabilities for the mutual benefit.
