🎙 Russia's President Vladimir Putin made press statement following Russia-Uzbekistan talks (Tashkent, May 27, 2024)

Key talking points:

• We have reviewed virtually all important political, economic, cultural and humanitarian issues of Russia-Uzbekistan cooperation.

• The Joint Statement that we signed following the talks defined long-term guidelines for expanding bilateral contacts and set the corresponding goals.

• A number of intergovernmental agreements and commercial contracts were concluded during the visit. Many of them are aimed at intensifying practical cooperation primarily in the economy.

• Our countries are in the process of switching to settlements in national currencies, which we believe is vitally important. Cooperation between lending and banking institutions in financial settlements is expanding. The share of the ruble in mutual commercial transactions reached 58 percent as of late 2023 and continues to grow.

• Over 3,000 companies with Russian participation are operating on the Uzbekistan’s market, which is a good start. More broadly, Russian capital investment in Uzbekistan’s economy has exceeded US$9 billion.

• Interaction on a large-scale project to create an International North-South Transport Corridor from Russia and Belarus to the Indian Ocean coast looks promising. One of its routes will pass here, next to Uzbekistan or across the territory of Uzbekistan.

• The Russian authorities are doing and will continue to do everything necessary to ensure decent working conditions and social protection for the citizens of Uzbekistan working in Russia.

• Bilateral cultural and humanitarian ties are traditionally multifaceted. We are grateful to the leadership of the Republic of Uzbekistan for caring about the Russian language and Russian culture in general. We believe it is important that Russian is used as a language for interethnic communication in Uzbekistan.

🎙 President Putin's answer to a media question regarding the legitimacy of the current Ukrainian authorities (May 28, 2024)

💬 The Constitution of Ukraine only extends the duration of powers of the Rada [parliament]. It says nothing about extending the term of office of the president.

Ukraine's <...> martial law reads that presidential elections are not held during martial law. However, this does not mean that they are extended. <...> The Constitution says nothing about this. But Article 111 of the Constitution of Ukraine reads that in this case the powers of the supreme authority, actually the presidential powers are transferred to the Speaker of Parliament. <...>

In essence, the Ukrainian statehood is based on the idea of the parliamentary-presidential republic rather than the presidential republic. The main levers of power are concentrated in the representative state body. <...>

☝️ Therefore, speaking strictly, in a tentative estimate – I am just talking about a tentative estimatethe parliament & the Rada Speaker remain the only legitimate authorities. And so, basically, if they wanted to hold presidential election, they should have simply repealed martial law at that time & proceeded with the voting. But they did not want to do this for a number of reasons.

I think, & this is not linked with the Constitution in any way, that maybe the current bosses of Ukraine, those residing overseas, would like to place the burden of making all unpopular decisions on the executive branch currently in power. This includes the adoption of yet another decision to further lower the conscription age.

❗️ The final say should be made by the political & legal system of Ukraine. It should formulate & explain what is happening in Ukraine. I believe, this is not too difficult, indeed.

🎙 Director of the Foreign Ministry Legal Department Maxim Musikhin’s interview with Rossiya Segodnya International Information Agency (May 26, 2024)

Key talking points:

• In a note addressed to Washington, Russia stated it did not recognise the outer limits of the unilaterally declared extended continental shelf. We noted that such actions are yet another case of the selective approach to using the norms of international law practiced by the US.

• We have become used to Washington’s unilateral actions. It is pushing its rules whenever it cannot meet its own requirements by using the current international law. This time, the US is also true to itself. It simply announced parts of the world’s ocean floor to be its shelf.

• In both the Chukchi and Bering seas, the United States has claimed its right to areas beyond 200 nautical miles from the straight baselines used to measure the width of the territorial sea. However, the United States measures this distance from the delimitation line imposed by the 1990 USSR-USA Agreement on the Maritime Boundary. <...> Once again, we encounter the issue of the US not complying with the procedure for confirming that a seabed area belongs to the geological continental shelf.

❗️ The same problem arises in other regions of the World Ocean, where the US has bilateral maritime border agreements with neighbouring countries.

• In the past, the so-called Arctic Five (Russia, Denmark, Canada, Norway, and the US) jointly discussed problems related to the continental shelf, removed concerns, and informed each other about steps they were planning to take. Now this mechanism is no longer in place, with Arctic contacts curtailed, and not at our initiative.

⚡️ Briefing by Chief of Nuclear, Chemical and Biological Protection Troops of the Armed Forces of Russia Lieutenant General Igor Kirillov on military-chemical activities of the US and Ukraine (May 28, 2024)

Key talking points:

💬 Not only has Washington not renounced the use of chemical weapons, but it has also strengthened the possibility of their use at a legislative level. <...> The US thus has a legal framework that regulates a wide range of scenarios of the use of chemical weapons by the Armed Forces.

• The Pentagon reportedly continues to develop new and modernise existing non-lethal chemical munitions and other systems for the use of chemical weapons, such as 120-mm mines, 155-mm artillery shells, and 120-mm tank rounds.

• With Washington's acquiescence, the use of toxic substances and riot control agents by Ukrainian militants during the special military operation has become systematic.

• Numerous cases of use of chloropicrin (on Schedule 3 CWC List) irritant by the Ukrainian side, often in mixture with chloroacetophenone, have been recorded. Similar incidents have been recorded near Donetsk, Bogdanovka, Gorlovka, Kremennaya, Artyomovsk.

• Plans for the large-scale use of toxic substances are reflected in Ukraine's requests for the supply of antidotes, gas masks, and other personal protective equipment in quantities that are clearly excessive.

• With regard to the OPCW's double standard policy, I would like to recall the confirmed use of toxic substances (like Tabun, BZ, prussic acid) and non-lethal chemicals (CS, chloropicrin, chloroacetophenone) by the Kiev regime. All the necessary evidence has been submitted to the OPCW Technical Secretariat, but we have not received a meaningful response. <...>

❗️ This once again convinces us that the Organization for the Prohibition of Chemical Weapons, in its current form, is controlled by the West and used by it to settle political accounts.

🗓 On May 28, Foreign Minister Sergey Lavrov held a meeting in Moscow with Alexander Marschick and Tareq Albanai, co-chairs of the Intergovernmental Negotiations on the UN Security Council Reform and permanent ambassadors of Austria and Kuwait at the universal organisation.

During the meeting, Mr Lavrov emphasised Russia’s position of principle in support of a well-balanced transformation of the UN Security Council, designed to enhance its authority and efficiency and to make it a more democratic structure by ensuring greater representation of states from the Global South.

The Sides acknowledged that substantial differences still exist among the participants in the intergovernmental talks on all aspects of the reform process. Consequently, they agreed that further detailed discussions on this issue are necessary within the current format of intergovernmental talks, without setting specific deadlines.

🎙 Excerpts from FM Sergey Lavrov’s remarks at the meeting with participants of the Time of Heroes programme (Solnechnogorsk, May 28, 2024)

💬 A special military operation started in conditions that did not emerge overnight. For many years, we had been warning the West that this situation was unacceptable. We were left with no choice, about which the President of Russia talked in detail.

🤝 The scale of unity of our people is unprecedented. This is unity against injustice. The President and the Government are working to make sure that we will never depend “on one nail” from the West in such critical areas of our life as security, food, energy and military equipment and that we will be able to produce all this ourselves. The economy must become independent of anyone.

The term suggested by President Vladimir Putin – “the time of heroes” – is about you, about those who fight together with you, who fought upholding our vital interests and the rights of people whose ancestors had lived for centuries on the territory of Donbass and Novorossiya, who were building cities and roads, and creating industrial enterprises that some people are trying to declare alien.

It's a holy job. Life has arranged it so that now you are heroes. Now you are role models. Young people should look up to you.

❗️ The West tried to turn Russia into a middle power. They have not given up this idea. They are fighting against us because they see that we are becoming independent. They really want to cut us to size.

Russia is one of the leading, great powers of the modern time – this place belongs to it by right. It will retain this place. The World Majority countries – Africa, Latin America and Asia – realise well that this is not only about the destiny of the Nazi regime in Ukraine but about the West’s reluctance to give up its hegemony.

🌐 By will of fate, we have found ourselves on the edge of struggle for a new equitable and fair world order. It will be based on the principle of sovereign equality of states.

Key talking points:

💬 The deployment of US ground-launched intermediate and shorter-range missiles (IRBMs) in these regions [Europe and Asia Pacific] poses significant security challenges for Russia. <...> We will not hesitate to respond if the Americans move forward with their plans to deploy their ground-launched IRBMs.

🇷🇺🇨🇳 We have established a high level of mutual trust with China, which serves as a foundation for our military cooperation. By working together, Russia and China seek to reinforce international security in keeping with international norms.

• We appreciate Beijing’s constructive approach to the Ukraine crisis. Our Chinese friends understand its root causes and the essence of the current developments.

• The current ruling party in Kiev is the party of war, and their stated goal is to defeat Russia on the battlefield. It is difficult to imagine any peace talks taking place in that situation.

☝️ We said on numerous occasions, including at the highest level, that Russia remains open to negotiations. However, it should be clear to everyone that we will only discuss peace, not a ceasefire.

• There is no denying that the OSCE is in a deep crisis. It has been caused by the fact that the West has trampled on the principles the organisation was built on. A total “Ukrainisation” of its agenda has practically brought to naught its activities in the traditional fields.

• Supplying the Kiev regime with increasingly destructive types of weapons shows that the West is not interested in ending the conflict. The F-16 American fighters will not change the situation on the line of contact.

From our experience with the Americans, it is perfectly clear that US statements are not to be trusted. <...> The Americans continue to make declarations about their commitment to a just solution to the Palestine problem, while at the same time generously adding fuel to the armed confrontation.

Most recently, Russia's President Vladimir Putin paid a state visit to China, which definitely became the centerpiece of bilateral exchanges this year. <...>

🇷🇺🇨🇳 The bond of comprehensive partnership and strategic cooperation between Russia and China has grown unprecedentedly strong thanks to the personal efforts of both heads of state. The Beijing summit sealed the two countries’ firm commitment to further deepen and expand it. This commitment was documented in the two leaders’ joint final statement.

This year, Russia and China celebrate 75 years of diplomatic relations. We mark this significant anniversary with achieving a new quality of relations – today, Russia and China view each other as priority partners and invariably adhere to the principles of mutually respectful, equal and trustful cooperation. We support each other with regard to key issues affecting the respective fundamental interests.

🎙 Foreign Minister Sergey Lavrov’s remarks during Business Council meeting on #BRICS issues (Moscow, May 31, 2024)

💬 We have agreed to focus our today’s meeting on a most pressing issue – interaction within the BRICS association.

BRICS is a unique interstate format where representatives of various countries of various religions, civilizations and cultures communicate, work and elaborate joint decisions, which are subsequently implemented. All this is done on the basis of equality, mutual respect, openness and search for a balance of interests.

The purpose of cooperation is understandable: to provide for the creation of favourable conditions for the economic growth of member countries, to resolve social problems and to develop innovatory human potential. No doubt that the interests of all member countries coincide in this matter and meet the hopes of other Global Majority countries, which has been confirmed by doubling our association membership in 2023 (from five to 10). This is also confirmed by the fact that over 30 states have applied for rapprochement with BRICS in one form or another.

The BRICS Summit is scheduled for October 2024 in Kazan. As early as next week we will hold a meeting of the BRICS Council of Foreign Ministers in Nizhny Novgorod to be attended by both full-fledged members and invited countries representing a variety of integration entities in the Global Majority as well as other partners in the BRICS+ format.

☝️ We are going to give priority attention to strengthening contacts with business circles. It is because these issues just cannot be solved efficiently without you.

🌐 The discussion focused on strengthening ITU’s role in implementing the decisions of the Geneva and Tunis phases of the World Summit on the Information Society, including in the context of the Secretary-General's initiative on a Global Digital Compact.

❗️ Deputy Minister Vershinin emphasized the importance of preserving the Union’s technical mandate, as well as depoliticizing its leadership and expert bodies.

The leaders discussed topical issues related to cooperation in trade, the economy, energy, transport, and logistics sectors. The discussion also focused on some international matters, particularly in the context of preparations for the Council of Heads of State of the #SCO, scheduled to take place in Astana this July.

The Presidents also shared assessments of recent contacts with foreign leaders.

🤝 Both leaders reaffirmed their mutual commitment to comprehensively strengthen the Russian-Kazakhstani strategic partnership and alliance.

✍️ Russia's President Vladimir Putin sent congratulations to participants and guests of the events dedicated to International Children’s Day.

💬 President Putin: This holiday was established 75 years ago, in 1949, and is marked in many countries. Moscow is a traditional centre of celebrations in Russia. Today, it is welcoming guests from different regions of the country and from the Republic of Belarus and the People’s Republic of China. The children will enjoy colourful events, captivating excursions, and theatre shows. Without a doubt, they will meet interesting people, receive gifts, and enjoy surprises and friendly get-togethers.

I would like to emphasise that children’s education and strong family values are a priority of the state and society in our country. It is important for every child to be surrounded by loving care, to grow up healthy and happy, and to develop their talents and gifts. The Russian Children’s Fund is making a significant contribution to this mass-scale joint work. Its charitable programmes in health care, education, outreach, and creativity deserve the deepest recognition.
