🗓 April 7 marked the 30th anniversary of the beginning of the genocide of the Tutsi people in Rwanda. The mass murders lasted for 100 days, and the number of victims is estimated to be just over one million people. On December 23, 2003, the UN General Assembly designated April 7 as the International Day of Reflection on the 1994 Genocide against the Tutsi in Rwanda.
It is customary to refer to the conflict between the Tutsi and the Hutu as an interethnic conflict. However, the artificial division of a once-unified people was orchestrated by Western European colonisers, specifically Germany and later Belgium, just as they did in many other regions of the world. They strove to retain their control over Rwanda by exacerbating internal divisions. Initially, Belgium backed the Tutsi monarchy, but later made concessions to the Hutus, who constituted a majority. Consequently, the people of Rwanda became completely polarised along ethnic lines, with ethnically affiliated political parties emerging, all with Belgium’s support.
In the late 1980s, disputes between the Tutsi and the Hutu became more pronounced due to economic problems. President Juvénal Habyarimana was assassinated on April 6, 1994, and his death served as a prelude to a full-scale genocide of all Tutsis in the country. Moderate Hutu politicians, as well as journalists, were among the first victims.
In the span of three months, from April until July 1994, about 1.1 million people, or up to 20 percent of Rwanda’s population, were brutally exterminated. Brussels and Paris do not like to acknowledge the strong political ties of the Hutu government with the leadership of Belgium and France. Media outlets, controlled by the Hutu government, including the Free Radio and Television of the Thousand Hills (which broadcast racist propaganda typical of the colonial West), played a detrimental role in inciting racial hatred. After several weeks of silence, the UN finally reviewed the situation in Rwanda, and long and complicated bureaucratic proceedings began, with Paris cynically claiming the right to unilaterally submit an initiative on deploying a peacekeeping contingent there.
The genocide in Rwanda stands as a stark reminder that foreign interference in the affairs of any state can rekindle simmering interethnic tensions, escalating them to unimaginable levels and on an unprecedented scale. This conflict and its tragic aftermath were the result of decisions made by inexperienced politicians and fuelled by Western colonial ambitions, which were exacerbated by the geopolitical rivalry between major Western European powers seeking to maintain their influence in Africa.
In the 21st century, the Élysée Palace officially admitted that France could have stopped the genocide together with its allies, but lacked the will to do so. Most historians, including those in the Council of Europe, agree that Paris bears a substantial share of political responsibility for the genocide. Declassified telegrams from Bernard Émié, an adviser to the French foreign minister, show that he had warned against drastic actions in Rwanda and urged the government not to arrest criminals and to use indirect channels to avoid exposure. Prior to these publications, the Fifth Republic vehemently denied its ties with the Hutu. However, now that the truth has come to light, it is no longer possible to deny these reports.
☝️ The lesson from this terrible tragedy is that we need to learn from history in order to avoid repeating past mistakes. The collective West has not changed its philosophy of segregation and the specific tools it uses to implement it.

⚡️ Comment by Foreign Ministry Spokeswoman Maria Zakharova on US statements regarding the space agenda
💬 On April 5, US Assistant Secretary of Defence for Space Policy John Plumb addressed the Defense Writers Group on the Russian-Chinese draft Treaty on the Prevention of the Placement of Weapons in Outer Space, the Threat or Use of Force against Outer Space Objects (PPWT). It will be recalled that Russia and China submitted the draft treaty to the Conference on Disarmament in February 2008. Mr Plumb dismissed this initiative as a mere “political ploy,” claiming that adherence to the deal would not be verifiable.
☝️ The US is an ardent opponent of the Russian initiatives on the prevention of an arms race in space (PARS). Its strong opposition to the above Russian-Chinese draft treaty has long been an integral part of US foreign policy. In this context, Mr Plumb’s statements are hardly surprising.
Generally, comments on PARS by US representatives, as well as Washington’s ongoing activities at the UN Security Council with regard to nuclear weapons in space, are elements of its long-standing policy to subvert multilateral efforts to maintain international peace and strengthen global security through upgrading the existing and developing new legally binding arms control instruments. Instead, the US has been promoting a set of norms of “responsible” behaviour within the framework of their concept of a “rules-based world order,” which is untenable both in technical and international legal terms.
🇷🇺 The Russian Federation is prepared for an equitable dialogue with all states, aimed at keeping outer space free of weapons of any type as one of the conditions for ensuring international peace and security. As is to be regretted, far from all countries are committed to a responsible discussion on this matter.

💬 On April 10, Ukrainian armed units shelled the film crew of Vesti Lugansk (a regional affiliate of VGTRK). They were making a TV report in the area of the city of Kremennaya in the Lugansk People’s Republic. As a result of precision fire from the territory controlled by the Kiev regime, film crew camera operator Denis Shum was wounded in a leg, while correspondent Artyom Yundas got a concussion. Moreover, the Armed Forces of Ukraine continued attacking the wounded journalists by drones.
At present, Denis Shum and Artyom Yundas are receiving required medical assistance.
👉 We qualify this incident as yet another crime by the Zelensky regime. It continues looking at domestic journalists and military correspondents as priority targets for fire and is even openly bragging about it. Ukrainian militants attack civilians – unarmed correspondents, photographers and camera operators.
Representatives of the Russian media are being hunted down with all possible means of destruction in violation of all international humanitarian norms. They are using terrorist methods of removal to implement their criminal plans with tacit approval of Ukraine’s Western curators and biased human rights structures.

❗️The terrible tragedy caused by a heinous terrorist attack at Crocus City Hall on March 22, 2024, has shocked Russia and the international community. It has also put the issue of large-scale public terror back on the agenda <...>.
The majority of countries worldwide demonstrated a natural human reaction to the tragedy, sending words of support and condolences to Russia and the Russian people.
At the same time, several hours after the tragedy, before the preliminary results of the investigation were made public and disregarding the unequivocal international condemnation of the attack, the Western media and US, UK and EU officials launched an information campaign to deny the Ukrainian security services’ involvement in that crime.
🗞 The editorial offices of the mainstream Western media were instructed to promote the version of the ISIS (forbidden in Russia) involvement in organising the attack in Krasnogorsk, to deny the possible connection between the Islamists and the Ukrainian government or Western security services, to discredit the results of investigation, and to advance various conspiracy theories about the alleged involvement of the Russian security services in the tragedy.
They were cautioned against showing sympathy and a humane attitude to the Russian people. An especially cynical part of the Western attempts to divert public attention from the real organisers and beneficiaries of the crime was the categorical instruction not to mention the real scale of the tragedy. <...>

🎙 Statement by Russian Permanent Representative to the UN Vassily Nebenzia at UNSC briefing on Western arms deliveries to Ukraine
💬 The Kiev regime started to be pumped full with Western weapons at least 10 years ago. At first, this was done secretly, under the cover of the Minsk Agreements, and the corresponding Western activity was not publicized and was even denied. Now, however, all this has come to the surface and is not even concealed.
• Western elites find it more and more problematic keeping silent about the rampant corruption in Ukraine, the lack of control and accountability of the supplied equipment and ammunition and, consequently, the serious risks of their falling in the hands of terrorists.
• If Ukraine wanted peace, it would have achieved it long ago. Our justified and reasonable demands to our neighbor, which stand at the core of the SMO, are well known, and Ukraine is perfectly able to meet them without compromising its sovereignty and statehood.
• There is no doubt about the direct involvement of Ukraine in this horrendous and ruthless crime [in the Crocus City Hall]. The tracks of those who ordered it, as we can reasonably assert, lead to Kiev.
• The Investigative Committee of Russia has revealed that the money for organizing terrorist attacks on our territory came through commercial companies, including the oil and gas company “Burisma Holdings”, which has been operating in Ukraine and where the well-known Hunter Biden has been Board member since 2014.

💬 В ночь на 14 апреля по территории Израиля было запущено большое количество ракет и беспилотников. По заявлению МИД Ирана, данная атака была предпринята в рамках права на самооборону в соответствии со статьёй 51 Устава ООН в ответ на нападения на иранские объекты в регионе, включая удар по зданию консульского отдела Посольства ИРИ в Дамаске 1 апреля, который наша страна решительно осудила.
К сожалению, из-за позиции западных членов СБ ООН не смог адекватно прореагировать на удар по иранской консульской миссии.
Выражаем крайнюю озабоченность в связи с очередной опасной эскалацией в регионе. Неоднократно предупреждали, что неурегулированность многочисленных кризисов на Ближнем Востоке, в первую очередь, в зоне палестино-израильского конфликта, которые зачастую подогреваются безответственными провокационными действиями, будет приводить к росту напряжённости.
Призываем все вовлечённые стороны к сдержанности. Рассчитываем, что региональные государства будут решать имеющиеся проблемы политико-дипломатическими средствами. Считаем важным, чтобы конструктивно настроенные международные игроки этому способствовали.

⚡️ Foreign Ministry statement in connection with the attack on Israeli territory
💬 In the early hours of April 14, a large number of missiles and drones were launched at the territory of Israel.
According to the Iranian Foreign Ministry, this attack was undertaken as part of the right to self-defence stipulated in Article 51 of the UN Charter in response to the attacks on Iranian targets in the region, including the strike on the consular section of the Iranian Embassy in Damascus on April 1, which our country strongly denounced.
Unfortunately, due to the position adopted by its Western members, the Security Council was unable to provide a proper response to the strike on the Iranian consular mission.
We express our extreme concern at yet another dangerous escalation in the region. We have repeatedly warned that the numerous unresolved crises in the Middle East, primarily in the area of the Palestinian-Israeli conflict, which are often fueled by irresponsible provocative actions, will exacerbate tensions.
☝️ We call on all parties involved in the conflict to exercise restraint. We expect the regional states to resolve the existing problems through political and diplomatic means. We believe it is important for the constructively-minded international players to contribute to this effort.

🇷🇺🇮🇷📞 On April 14, Foreign Minister Sergey Lavrov had a telephone conversation with Minister of Foreign Affairs of the Islamic Republic of Iran Hossein Amir-Abdollahian at the initiative of the Iranian side.
The main topic of discussion centred around the situation in the Middle East. The Iranian Foreign Minister informed his Russian counterpart about the actions taken by Tehran in response to the Israeli airstrike on the consular section of the Iranian Embassy in Damascus on April 1, which resulted in the death of Iranian officials.
As noted, any further escalation of the situation in the region and any new dangerous provocative actions could lead to an escalation of tensions in the Middle East. Preventing such scenarios and eliminating their root causes should be a primary concern for the UN Security Council.
The Ministers reaffirmed their support for an immediate ceasefire in the Gaza Strip, underscoring the urgency of resolving pressing humanitarian problems, and expressed their commitment to establishing lasting conditions for direct negotiations in accordance with the UN resolutions on a two-state solution to the Palestinian-Israeli conflict.

In connection to this, does Russia intend to transfer the International Geneva Discussions on Security and Stability in the South Caucasus to another country? Which countries could host discussions on the South Caucasus?
💬 We have repeatedly pointed out to the Swiss side that its irresponsible commitment to the collective West’s openly unfriendly policy towards Russia, including the fact that it has joined all the “packages” of EU sanctions against Russia (there are 13 of them to date), as well as its total solidarity with the Kiev regime, are at variance with its much vaunted “neutrality.” <...>
Regrettably, the Swiss authorities have failed to heed our concerns. Moreover, in recent months, they have actively promoted certain destructive initiatives, such as their own proposal to host an “international conference” on Ukraine, an idea that is completely detached from reality, as well as their efforts to develop a legal framework for a mechanism that would allow for the confiscation of Russia’s state assets deposited in their country.
Given these circumstances, Russia has been forced to put into practice its intention to transfer the International Geneva Discussions on Security and Stability in the South Caucasus to a country whose authorities would refrain from any actions that could damage the interests of any participating party in this negotiation format <...>
The only thing worth noting is that Russia intends to continue its efforts to achieve consensus on transferring the talks from Geneva with active support from our Abkhazian and South Ossetian allies, who fully share Moscow’s perspective on this matter.
