Ambassador’s Comment

As we understand, not only we remember the second anniversary of the start of the special military operation (SMO) in Ukraine, but with different emotions. The editorial in the Straits Times newspaper “No end in sight for Ukraine’s pain” dated February 27, 2024, confirms that.

The impression is that against the backdrop of fatigue of the political class and public opinion of most states from the crisis in Ukraine unleashed by the West with the help of the Kiev Nazis, the coup they provoked and the start of an undeclared hybrid war against Russia, the authors are looking for at least some reasons to keep this topic and the sinking regime of V.Zelensky afloat. And they do not find such reasons, except for bitter regrets and counting the losses and damage that the hostilities caused.

I assure you, it is not our fault. Kiev and its Western patrons had enough time to think about the consequences of their actions, and there was also a legal basis to stop the bloodshed that they had unleashed. So now they have to reap the bitter fruits, and the sooner sobering comes, the better. The fact that this process is underway is highlighted in the article “Growing gloom about war among Europeans” published on February 27 in the Business Times newspaper by Andrew Hammond, associate at LSE IDEAS at the London School of Economics. It is difficult to suspect the author of sympathizing with Russia, but he also admits that currently only 10% of Europeans believe in the victory of Kiev. No less Russophobic Straits Times columnist Jonathan Eyal predicts in his article “Western govts caught unprepared by lengthy war in Ukraine” from February 24 that 2024 will be a year of disappointment for Ukraine and, first of all, its authorities. Predictions don’t always come true, but it seems that this time they will.

Apparently, the experience of the SMO not only convinces us of the rightness of our cause, but also teaches those who do not want to admit it.

On granting citizenship to certain categories of foreign citizens

Decree of the President of the Russian Federation dated January 4, 2024 No. 11 “On determining certain categories of foreign citizens and stateless persons who have the right to apply for admission to citizenship of the Russian Federation” (hereinafter referred to as the Decree) established a simplified procedure for admitting certain categories of foreign citizens to citizenship of the Russian Federation, including citizens of Ukraine, their children, spouses and parents, as well as orphans and children left without parental care, temporarily staying, permanently or temporarily residing in the Russian Federation.

The Decree does not contain provisions aimed at replacing or destroying any distinctive ethnic or cultural characteristics of minor Ukrainian citizens in Russia who are orphans or children without parental care.

We are talking about granting Russian citizenship for humanitarian reasons, so that children rescued from shelling and evacuated from front-line zones to our country can fully return to a normal peaceful life, while enjoying all the rights and social services to which citizens of the Russian Federation have access.

Their admission to Russian citizenship does not occur automatically, but through voluntary application for citizenship.

The acquisition of Russian citizenship is not conditioned by the termination of Ukrainian citizenship and does not require completion of a similar procedure. Upon reaching the age of 18, a person may decide to retain the citizenship of both states or formalize an exit from one of them, along with an independent choice of place of residence.

As for the accusations by the Ukrainian Foreign Ministry of the “forced assimilation of Ukrainian children,” such statements do not correspond to the content of the mentioned Decree and for the most part are based on the substitution of legal concepts.

1. Kiev’s statements that international law was violated as a result of the adoption of the Decree are unfounded.

Establishing rules for acquiring citizenship is the sovereign prerogative of any state.

2. Referrals from the Ministry of Foreign Affairs of Ukraine are inappropriate not only to the Convention on the Rights of the Child, but also the Convention on the Prevention and Punishment of the Crime of Genocide of 1948 and the Geneva Convention relative to the Protection of Civilian Persons in Time of War of 1949 (IV Geneva Convention).

3. It is obvious that the publication of the Decree is only a pretext for spreading baseless accusations against Russia.

The procedure established by the Decree for applying for citizenship of Ukrainian orphans and children left without parental care is not new. The simplified procedure for granting citizenship to children who are foreign citizens or stateless persons was enshrined in various editions of the Federal Law “On Citizenship of the Russian Federation” throughout the entire period of its existence since 2002.

4. The thesis of the Ministry of Foreign Affairs of Ukraine that citizenship is granted by the sole decision of the President of the Russian Federation “without taking into account all or individual requirements provided for by federal legislation” is also false.

Provisions of the Federal Law “On Citizenship of the Russian Federation”, in particular, give the President the right to determine the categories of foreign citizens and stateless persons who can be granted citizenship of the Russian Federation “without taking into account all or individual requirements provided for in Part 1 of Article 15 of this Federal Law.”

We have noted the article “Ukraine war two years on, through Asian eyes” by Ravi Velloor, published in the Straits Times on February 28, 2024.

We cannot agree with the author’s description of the film “20 Days in Mariupol” which has been screened in Singapore recently. This is a highly biased and distorted movie that omits all the war crimes committed by the Ukrainian nationalists since 2014.

As for all other pro-Western narratives promoted by Mr Velloor, please, refer to the recent Embassy Comments in which we refuted them many times.

🗓 On February 27, Foreign Minister Sergey Lavrov took part in the opening ceremony of the 2nd Congress of the International Russophile Movement in Moscow.

The event brought together foreign delegates from more than 130 countries (including New Zealand), united by a friendly disposition towards Russia, interest in its cultural and historical heritage, as well as a commitment to traditional values and confidence in the right of peoples to preserve their national identity.

ℹ️ The Congress brings together representatives of public organisations, politics, culture, and business who advocate for closer relations with Russia and against Russophobia.

💬Sergey Lavrov: In fact, Russia has so many real friends who have passed the test of time, and they are everywhere, including in the United States and in Europe. They have gone beyond showing interest towards our country and share the values we stand for. All world religions and civilisations share these values.

In this context, it seems fitting that the destructive course adopted by the Western elites to isolate Russia, including in the global media and cultural spaces, and the overall determination to cancel everything dealing with our country in one way or another, has failed miserably.

The broader international community is genuinely interested in an unbiased, comprehensive and honest assessment of the causes which brought about the ongoing geopolitical tension. They, or at least most of them, refuse to accept the misinformation and lies flowing from the media controlled by the collective West.

🎙 Statement by the Head of the Russian Delegation Dmitry Birichevskiy at the Informal Meeting of BSEC CSO (February 23, 2024)

Key talking points:

💬 Russia has consistently been calling for upholding the economic mandate of BSEC and the depoliticized character of its work which constitutes the fundamental basis for its result oriented activities.

• Ukraine lost its sovereignty not now, but 10 years ago in 2014 as a result of the US-EU sponsored and directed coup d’état. Yesterday, on February 22 was the 10th anniversary of the so-called Maidan. We all remember the absolute fascist slogan of Maidan “Moskalyaku na Gilyaku” which means “Death to Russians”. Of course we consider this coup d’état as absolutely nondemocratic, ruthless ousting of the legal authorities of Kiev.

• Daily shelling of peaceful neighborhoods, civilian infrastructure – these are the methods by which the Kiev regime has been operating. The data on losses and destruction is terrifying.

• The proxy war till the last Ukrainian is not just about providing security to the US and NATO. Many times we suggested negotiations to our American and European counterparts and they [our proposals] were neglected. It is a lucrative business project for Washington, nothing more. The majority of EU members obediently follow Washington’s orders to supply more and more arms to Kiev replenishing them with products purchased from the US defense industry.

☝️ Coming back to the nature of our Organization, we will call on collective efforts to strengthen the identity of the Black Sea region through collective measures, developing beneficial economic, trade, cultural and scientific ties.

Statement by Ambassador Gennady Gatilov at the General Segment of the 55th Session of the UN Human Rights Council:

📍 February 28, 2024, Geneva

🇺🇳 Human rights today have transformed into a means the "collective West" and its allies actively use to achieve their own geopolitical goals. This involves leveraging the UN Human Rights Council, deliberately destabilizing the domestic political stability of sovereign states, and employing the illegal practice of imposing unilateral coercive measures.

⚖️ The cynicism of these countries has reached such levels that it has become impossible not to react. The International Court of Justice (ICJ) could not remain indifferent, issuing a decision on January 31 on Ukraine’s case against Russia. In its verdict, the Court rejected all accusations against our country, including those related to racial discrimination and financing terrorism.

❗️ Thus, the ICJ completely disavows the anti-Russian resolutions adopted by the UNHRC, recognizing the claims and accusations on which these documents are based as null and void. This decision clearly demonstrates that the resolutions are based on slanderous statements of the Ukrainian authorities and their Western sponsors.

👉 This also applies to the information contained in the OHCHR reports, which spread fabrications made by the UN Human Rights Monitoring Mission in Ukraine and the Independent International Commission of Inquiry on the events in that country. Now, the High Commissioner, Mr. Volker Türk and his staff cannot deny this fact. The decision of the International Court clearly shows that these reports, written by the OHCHR using the criteria dictated by its Western donors, are not trustworthy.

The so-called Group of Seven countries, united in their hostility to the Russian Federation, issued yet another politicised and biased communiqué, deliberately timed to coincide with the second anniversary of the start of Russia’s special military operation. The document is shot through with Russophobia and full of slander. In fact, this statement is merely the latest example of the Western policy of attacking our country, and confirms the group’s irreversible degeneration into another tool of the current US administration’s hegemonic aspirations. We firmly reject every unjustified and unlawful demand on Russia contained in the text. There is no point in responding to every passage, but I will focus on a few substantive points.

1. The G7 countries again had the audacity to accuse Russia of “illegal, unjustified, and unprovoked full-scale aggression” against Ukraine, which is also a “flagrant violation” of the UN Charter. In this regard, we have to repeat that the United States and its vassals still have to explain to the international community the legal foundations for the wars of aggression they have unleashed against Yugoslavia, Afghanistan, Iraq, Libya, Syria and dozens of other countries, as well as for the unjustified armed aggression against Yemen that the Anglo-Saxons are carrying out right now.

Once again, we highlight the undeniable fact that Russia has not violated any international laws, and that its actions are part of exercising the right to individual and collective self-defence under the UN Charter, something we have repeatedly emphasised. Russia is not an aggressor state, as the West is trying to present the case. Every step taken by our country is aimed at giving a proportionate response to years of geopolitical aggression against its vital security interests.

The G7 certainly finds it convenient to present the case as if the current Ukraine crisis broke out in 2022. We have repeatedly stated that its origins go back at least as far as 2004, when the United States and the EU orchestrated the first coup in Ukraine by forcing an unconstitutional third round in the presidential elections in order to bring their protégé to power. In 2014, a new and brutal armed coup brought radical nationalist forces to power in Kiev with the active support of the Americans and Europeans. They proceeded to unleash a campaign of terror against ethnic Russians and the Russian-speaking population of Crimea and southeastern Ukraine.

Russia did not start this war, but it is seeking to end it; and it is taking decisive action to that end, including the special military operation, because it has no other choice. If the United States and its satellites seek to facilitate a settlement not in words but in deeds, they should stop promoting the unacceptable Zelensky peace formula, cease any support for the neo-Nazi regime in Kiev and meet Russia’s legitimate demands related to ensuring its security interests on the European continent.

2. The last paragraph of the statement saying that Ukraine’s “government and its people can count on the G7’s support for as long as it takes” is baffling. We suggest that the West’s protégés in Kiev do not relax. No one vowed to support them. Instead, all they did was encourage Kiev to count on it.

As we know from recent history, assistance from the United States and other “democratisers” like them can dry up at any moment. How could it be otherwise, considering that the Biden regime’s time is almost up, and the positions of people like Scholz, Macron, Sunak, Meloni, and Trudeau are somewhat precarious? Japanese Prime Minister Fumio Kishida is unlikely to continue to “fence” for Ukraine once he’s left without his overseas masters. Former Washington puppets in Afghanistan can attest to the level of “reliability” of their Western patrons. The Americans abandoned them and fled the country in disgrace. They will flee again. It’s just a matter of time.

The G7 is threatening Russia with more sanctions, which is not surprising. The West has been waging its economic war since at least 2014 when Crimea returned to its native harbour. This time, they are threatening to cause harm not only to Russia but also to our partners, which are sovereign countries conducting typical and legitimate trade with our country.

The entire world watched them toss the principles of market economy out, including the presumption of innocence of economic agents. Now, the G7 can’t wait to take the seized assets owned by Russia and transfer the funds to the Kiev regime, which would set a dangerous precedent and raise a red flag for everyone who is still doing business with the West.

Responsibility for the rupture of trade, economic, cultural, and people-to-people contacts with Russia lies with the current Western leaders. Any unfriendly steps will be met with a commensurate response based on the principle of reciprocity.

4. The demand to “fully clarify the circumstances surrounding Alexey Navalny’s death” is unacceptable. We take this as a crude attempt to meddle in Russia’s domestic affairs.

Let them first respond to our requests regarding Navalny’s test results in Germany. For many months, we have not been able to clear up the Skripal poisoning case, or the bombing of the Nord Stream pipelines. What is really happening in the United States and Europe in the field of human rights? What is happening with democratic procedures during the current election campaign in the United States?

The G7 countries cannot expect any reciprocity from Russia until they provide convincing answers to these questions.

5. A quick glance at this statement is enough to spot the G7’s long-running and deep-seated anti-Russia sentiment. Primarily through the efforts of the Anglo-Saxons, the G7 has become a headquarters for the West’s battle against Russia and other independent countries aspiring to expand legitimate relations with each other. Washington and London are effectively leveraging officials from Berlin, Tokyo, Paris, and Rome as useful idiots to secure support for their anti-Russia policy.

It’s high time for the right-minded people in continental Europe and Japan, if any are left, to wake up from their lethargic slumber and realise what their current rulers who had sworn allegiance to the Anglo-Saxons are dragging them into. The time is ripe to re-think the goals of G7 membership, since what this association is doing clearly undermines the strategic interests of continental Europe and Japan.

The era of alliances such as the G7 is gone forever. Its members need to acknowledge their mistakes, disavow their statements that are steeped in Russophobia, abandon their anti-Russia policies, and accept the objective reality of an emerging multipolar world without hegemony and neo-colonial diktat.
