🎙 Foreign Ministry Spokeswoman Maria Zakharova's comment on Boris Katkov’s expulsion by the Latvian authorities
❌ On January 12, retired Russian veteran and chair of the Latvia-Russia Cooperation Association Board Boris Katkov was forcibly expelled from the Republic of Latvia.
In accordance with the decision by the Latvian Interior Ministry, our 82-year-old compatriot was expelled and will "never be allowed to come back" since he poses a "national security threat," which has become a common pretext for the police state in this Baltic country.
This is an absolutely cynical verdict on behalf of the Latvian government, which violates the principle intended to prevent the separation of family members. In fact, Boris Katkov’s spouse, children and grandchildren all remain in Latvia. This also runs counter to the 1994 Russia-Latvia intergovernmental agreement on social safeguards for Russian retired war veterans and their family members.
❗️ We are convinced that this move is a provocation and a political manoeuvre violating human rights and freedoms, and is designed to intimidate Russian-speaking residents of Latvia who have become victims of neo-Nazi manifestations and Russophobia.
We have little doubt that international human rights bodies will once again fail to speak against this latest manifestation of Riga's discriminatory policy towards our compatriots.
Considering Boris Katkov’s age and the stress he has had to endure, officials in the Pskov Regions have helped him find accommodation, and provided medical services and other forms of support. Our compatriot asked them to help him travel to Kaliningrad and received the assistance he needed. We will do everything to support him and provide for his comfort.

💬 Russia supported Algeria's initiative to convene today's urgent meeting of the Council on the situation in the zone of the Palestinian-Israeli conflict, with a focus on the threat of forced displacement of Palestinians from the Gaza Strip and the West Bank, in light of the illegality of such steps by West Jerusalem in the terms of international law.
And that is only part of the deadly "puzzle" that assembles into the dire humanitarian situation in Gaza.
As of now, more than 23,000 people have been killed in the enclave. That includes, by preliminary data, more than 7,500 children. Thousands of people are missing under the rubble of destroyed buildings. <...> Civilian infrastructure, including medical facilities, has been destroyed almost completely. The total blockade of Gaza has led to acute shortages of water, fuel and medical supplies. <...> Since the beginning of the escalation, some 2 million people have already been displaced. 💬 On January 11, the so-called "international coalition" led by the United States and Great Britain, which included Australia, Canada, Bahrain and the Netherlands, who calls itself the capital of world justice, launched massive strikes on the territory of Yemen.
This was not an attack against a group in this country, but against the people of Yemen as a whole. They hit the Yemeni port of Hodeidah, the cities of Sanaa, Saada, Zabid, Taiz and Damar. The US and satellites bombed airports and other infrastructure. Fires are burning in shell craters.
Unfortunately, what we are witnessing in Yemen looks painfully familiar. We have seen the exact same pattern of destruction in Gaza for the past three months. Now, long-suffering Yemen has once again become a hotbed of hostilities in the region.
Clearly, Washington is not going to stop there. The White House said it "reserves the right" to resume military action if there be more "threats". It does not take an expert to see that the United States will determine these "threats" and response measures at own discretion, without slightest regard for international law.
☝️ Massive strikes of the US and the UK against the territory of Yemen have nothing to do with the right to self-defense under Article 51 of the UN Charter. <...>

Recently, the collective West has been actively promoting on international platforms the thesis about the need to ease the debt burden of developing countries. Initiatives are being put forward to provide them with financial assistance in the context of adaptation to climate change and implementation of the Sustainable Development Goals (SDG).
At the same time, Washington and Brussels are going to increase significantly investment in the economies of the African countries. Following the results of the second US-Africa summit (December 2022), the Americans announced their intentions to allocate $55 billion for projects in the region over 3 years. The European Union promises Africa investment of 150 billion euros over 7 years in the field of energy transition, digitalization, transport and energy connectivity.
It is obvious that these promises are rather declarative in nature and are far from being fully translated into specific development projects. At the same time, even the stated intentions often fall short of the actual amounts that the West is currently allocating to support Ukraine. In 2022 alone, NATO states provided Kiev with loans worth at least $120 billion. According to open source data, the total volume of military assistance to Ukraine provided since February 2022 reached $65 billion, which is almost 12% more than the amount of loans of all African countries from the World Bank and three times from the IMF.
Since the launch of the special military operation (SMO) (as of July 1, 2023), American military support for Kiev alone has amounted to $46.6 billion - twice as much as the United States plans to allocate to help all low- and middle-income countries in the world. The total volume of financial assistance provided by Washington to Ukraine over the same period is almost $77 billion.
Since February 2022, the EU has allocated $70 billion to Kiev, including $37.8 billion in humanitarian and financial assistance. Ukraine spent $15 billion on military supplies, and $17 billion on the Ukrainian refugees in the EU. In June 2023, Brussels announced another aid package of 50 billion euros to Ukraine for 2023-2027.
At the same time, the EU has allocated a total of 4 billion euros to operations to maintain peace and security in Africa over the past 15 years. Expenditures to ensure food security in the region in 2023-2024 will amount to 4.5 billion euros - 11 times less than promised to Kiev.
Ukraine also enjoys more favorable credit support treatment among Western-centric financial institutions compared to Africa and other regions of the Global South.
The differentiated approaches of Western creditors to the debt of developing countries and Ukraine are noteworthy. African countries are struggling to restructure their external debts. In particular, it was in June 2023 that the lengthy negotiation process on providing Zambia with preferential terms for the return of $6.3 billion was completed. At the same time, a group of Western creditors allowed Ukraine in March 2023 not to repay the external debt until 2027, which reached $125.6 billion in June 2023.

💬 Based on the analysis of documents obtained during the special military operation, the structure of the system set up by the U.S. administration for global biological risk management became clear. It is made up of government agencies and private contracting companies, including the so-called 'Big Pharma' companies.
Through the U.S. executive branch, a legislative framework is being formed to fund military biological research directly from the federal budget. Under state guarantees, funds are attracted from non-governmental organisations controlled by the Democratic Party leadership, including the investment funds of the Clintons, Rockefellers, Soros, and Biden.
The main contractors of the American military department are Metabiota, Black & Veatch, and CH2M HILL, which are entrusted with the construction of biobased facilities, supplying equipment for the Pentagon's biolaboratories around the world. The work is being coordinated by the U.S. Defense Threat Reduction Agency (DTRA).

Thus, the systemic expansion of biological-military activities poses a threat to the security of the Russian Federation and other States considered by the United States as strategic adversaries. The scale of U.S. dual-use research and the global biological risks it poses raise the question of an independent international investigation.
☝️ In the current situation, we consider it extremely important to resume work on a legally binding protocol to the Convention, which would be binding on all States Parties to the BWC, and first and foremost on the United States.

💬 Maria Zakharova: First, I would like to draw your attention to this truly unprecedented situation. Gonzalo Lira was a national of both the US and Chile but these countries preferred to leave him without attention and support from the moment of his arrest by the Security Service of Ukraine.
They essentially consigned this “inconvenient” journalist to execution.

In the meantime, the reasons for the blatant disregard for the journalist by the US and Chilean authorities that refused to defend him and DID NOT EVEN NOTE his death in a Ukrainian prison are obvious to all those that followed without bias the fate of this courageous man.
In May 2023, it became known that the blogger was detained and accused under the article “Justification, defence as legal and/or denial of Russia’s armed aggression against Ukraine and glorification of its participants.” After posting bail, he was put under house arrest.

He stayed there until his death after eight months of torture and lack of proper medical care. Obviously, the journalist’s refusal to follow the American mainstream and Washington’s line could not go unpunished. But in his case, the punishment was truly inhuman and literally murderous.
The tragedy of Gonzalo Lira, who dared have his own opinion, has yet again vividly revealed the face of the collective West.
We urge Gonzalo Lira’s colleagues to raise their voice in defence of the prisoners of the Kiev regime. This is necessary for those that are still alive and can still fight for the truth.

I have read Jonathan Eyal’s article “The West may have to reckon with Putin as president till 2036” published on January 16, 2024 in the Straits Times newspaper.
The feeling is that the author, speaking about the events in Ukraine, takes us back to the Dark ages. Wars, rival kingdoms, intrigue, bloodshed, revenge. In a word, an eye for an eye, a tooth for a tooth, as the norm of life.
Meanwhile, I want to say, and if he does not hear, then even shout to the respected Mr. Eyal: wake up, open your eyes wider, banish the ghosts of the past because the emergence of a new multipolar, humane and fair world with an imperative of equal and mutually beneficial cooperation is just around the corner. The overwhelming majority of humanity led by the global South and East declare their commitment to this particular world.
From the perspective of this new world, what is happening in Ukraine is a special military operation aimed at protecting Russian citizens living there from genocide. The Kiev authorities directly involved in it are a bunch of neo-Nazis who keep their people in fear. The Western patrons of their Kiev satellites are nothing more than instigators of a hybrid war against Russia, whose weapons and other investments in Ukrainian extremists entail the death of thousands of innocent people.
Judging from the perspective of this same new world, the strength of states is not in the number of weapons, but in truth. That is why Russia and its recognized leader, President Vladimir V. Putin, enjoy well-deserved authority, both in the world and among the peoples living in our vast country.
So why not look at what is happening from these positions, why not abandon the phobias of the past and recognize new realities, which the collective West and its Ukrainian henchmen do not want to do?
There are all opportunities for peace and mutually beneficial cooperation; we just need to abandon the politics of force, hostility and suspicion, which is leading humanity to a dead end.

We urge the international community to strongly condemn the attack on Yemen carried out by a group of countries without a UN mandate. We share the concerns expressed by our partners in the region, particularly Saudi Arabia, and call for increased international efforts to prevent further escalation of the situation.
We believe that this undertaking by the forces of the illegal "coalition" poses a direct threat to global peace and security. Based on this understanding, we have called for an immediate convening of the Security Council, where we will voice our principled assessment of these unlawful actions.

In reality, Washington, London, and Brussels have nurtured an aggressive nationalist and essentially neo-Nazi dictatorship in Ukraine whose sole objective, openly expressed, is to bring a "strategic defeat" to Russia. Western countries can no longer deny that Ukraine itself has been brought to ruin as a result of these policies. However, this has yet to be officially acknowledged.
Naturally, we cannot allow such a source of threat to the security of our country and our citizens to exist near our borders.

🌐 As for the international agenda, we are looking forward to continuing our trust-based dialogue on the situation on the Korean Peninsula and in Northeast Asia in general. Russia reaffirms its principled position on the need to find comprehensive and fair solutions to the existing problems.
☝️ We have always advocated for talks without preconditions as a path to achieving lasting peace and stability across Northeast Asia. Russia has independently submitted proposals to this effect, as well as together with the PRC, to the UNSC. These proposals are currently on the negotiating table.
We must recognise that the policy pursued by the US and its regional satellites to create security threats for the DPRK does nothing to promote any positive advancements. We will continue to call for the rejection of any steps that lead to escalation and heightening tensions.
We are working together within a broader geography on security matters in the Asia-Pacific region, where we must uphold universal mechanisms rooted in ASEAN proposals and which have been effectively operating for many decades. However, attempts by the US and its allies to create closed, bloc-based formats and to expand NATO infrastructure to this region undermine these mechanisms and erode their effectiveness.
🇺🇳 We have been working closely and very successfully with Pyongyang within the UN and at other multilateral organisations. Russia has always supported the DPRK within the UN and appreciates the fact that you have treated Russia in the same manner, including on matters related to the ongoing special military operation in Ukraine.

❗️ Members of the State Duma of the Federal Assembly of the Russian Federation are outraged by the incendiary and cynical proposal of members of Plovdiv’s municipal council representing the Democrats for a Strong Bulgaria (DSB) party to demolish the Alyosha monument to the Soviet liberator soldier by the end of 2024.

This latest thoughtless initiative by DSB representatives clearly demonstrates their disparaging attitude towards the history of their own country and can be viewed as a shameless attempt to insult the shared historical memory of our brotherly nations, as well as a psychotically desperate effort to denigrate the heroic feat of Soviet soldiers and the decisive contribution by the USSR and the Soviet people to the cause of fighting Nazism during World War II.
Should Plovdiv’s municipal council support this barbaric initiative, it will be an indelible stain on those behind it, as well as on the city’s legislative and executive bodies, demonstrating how badly the authorities in Plovdiv have lost the plot and become politically short-sighted.
People in Bulgaria know well that it was Alexei Skurlatov’s image which served as the model for the Alyosha monument. Skurlatov was a Red Army soldier from Altai and holder of two Red Star orders who contributed to restoring telephone communications between Sofia and Plovdiv. In August 1982, Plovdiv offered Alexei Skurlatov a welcoming ceremony with honours, celebrating him as a national hero and awarding him the title of the city’s honorary citizen.

The organisers have been trying to draft The Principles for Peace in Ukraine but they are inherently unviable since they are based on the Zelensky Formula, absurd and unacceptable as it is. Moreover, Zelensky has enacted a legal ban that prevents him from engaging in peace talks with Russia.
☝️ It is only by returning to the roots of its statehood, including neutrality, non-bloc and non-nuclear status while fully respecting the rights and freedoms of people of all ethnic backgrounds living on its territory, that Ukraine would be able to achieve a comprehensive, just and lasting peace settlement.
