⚡️Briefing by Chief of Nuclear, Chemical and Biological Protection Troops of the Armed Forces of Russia Lieutenant General Igor Kirillov on US military-biological activity (December 11, 2023)

📄Western countries did sabotage the vote on the Security Council Resolution on the international investigation of the US biological labs.

Russian specialists gained access to several Ukrainian biological facilities: laboratories in Rubezhnoye, Severodonetsk, Kherson and their official documentation. It confirmed the dangerous nature of Pentagon's experiments to assess the Ukrainian population's susceptibility to zoonotic infections, the facts of testing pharmaceuticals on the local population and exporting biological samples to the US for their possible use in offensive biological programmes.

💬 The American magazine Foreign Affairs, on international politics, has not yet publicly stated its support for terrorism. However, Ben Hodges, a former Commanding General of US Army Europe and a trio from the US Military Academy – Prof Ledlie Klosky, Associate Professor of International Relations Robert Person and civil engineering expert Eric Williamson – are calling for bloody acts of terrorism.

In five pages, the above team headed by Hodges and Klosky discuss how to inflict irreparable damage on a Russian civilian facility – the Crimean Bridge, a symbol of the peninsula’s unification with the rest of Russia.

They advise potential terrorists what supports to hit, where to put explosives and what missiles to use for an attack. They urge Olaf Scholz to send TAURUS cruise missiles to the Ukrainian Armed Forces as soon as possible. The American military are not in the least concerned that civilians are using this bridge, that women and children are riding trains and buses on it. They persistently encourage the Kiev regime to strike at this key civilian transport artery.

Do these sorry old cowboys know who they look like?

When Crimea was liberated in 1944, the USSR State Defence Committee passed a resolution on building a railway bridge over the Kerch Strait. The cableway resumed operations in February 1944, and the railway opened a bit later (the first train passed on November 3, 1944). The Germans continuously tried to strike both of them. Being aware of the crossing’s military importance, the Soviet command reinforced the group of defence units. In spring 1944, they used 470 air defence weapons, 294 anti-aircraft machine guns, 132 searchlights, 96 fighters and 2 radar stations. They needed all this combat hardware to repel attacks by Nazi troops that were not giving up their attempts to destroy the Kerch Strait crossing.

Am I correct in thinking that US Military Academy experts and retired generals are inspired by the Wehrmacht’s plans when they write about inflicting strategic defeat on Russia with such enthusiasm?

Incidentally, our Embassy in Washington has already publicly asked Foreign Affairs what other extremist manuals it is prepared to publish, noting that the principle of freedom of speech cannot justify appeals for terrorism.

It would be interesting to know how this magazine would react if someone proposed publish an article on its pages using the experience of destroying the Twin Towers on other skyscrapers in Manhattan?

🇷🇺🇮🇷📞 On December 11, Foreign Minister Sergey Lavrov had a telephone conversation with Minister of Foreign Affairs of the Islamic Republic of Iran Hossien Amir-Abdollahian.

The two Foreign Ministers had a detailed discussion on current issues related to bilateral cooperation in the follow-up to the extensive talks between the presidents of the two countries that took place in Moscow on December 7. They agreed to expedite the work on completing the coordination of a new grand interstate treaty, which has reached a high degree of readiness.

A particular focus was on current developments in the Palestinian-Israeli conflict zone. The Ministers expressed shared concern over the conflict’s ongoing escalation and the deterioration in the humanitarian situation in Gaza. They also stressed the importance of brokering an immediate ceasefire and providing emergency assistance to the civilian victims of hostilities, as well as urging the UN to use its influence in this regard.

🇷🇺 Thirty years ago, on December 12, 1993, 58.2 million Russian citizens (54.8% of the entire electorate) cast their ballots at a nationwide referendum and approved the Constitution of the Russian Federation, the country’s fundamental law.

The Constitution officially entered into force on December 25, 1993.

This important national document formalises the division of state power branches and the federal state system.

📕 #IntrerestingFact: The Russian Constitution is composed of the Preamble, two sections, nine chapters, 137 articles and nine paragraphs of interim and concluding provisions.

💪 The Constitution possesses supreme legal force and direct effect, and is applied throughout Russia.

The main copy of the nation’s fundamental law is stored in the Kremlin Library. When assuming office, the President of the Russian Federation takes an oath of allegiance, placing his right hand on this copy of the Constitution. The text of the 33-Russian word presidential oath of allegiance is as follows:

💬 In the execution of the duties vested in me as the President of the Russian Federation, I solemnly vow to uphold and safeguard human rights and freedoms, to honour and protect the Constitution of the Russian Federation, to preserve the sovereignty, independence, security, and integrity of the state, and to faithfully serve the people.

According to Article 86, the President of Russia oversees the implementation of the foreign policy of the Russian Federation.

The Constitution explicitly stipulates the role of international law as a component part of the Russian legal system. If an international treaty establishes different rules than those envisaged by the law, the rules of the treaty shall be applied.

Key talking points:

💬 Having suffered defeats and significant losses on the battlefield, Ukrainian Armed Forces, following instructions of their political authorities, are diverting their military capacities to attacking civilians and civilian infrastructure.

• The analysis of the strikes and its pattern, as well as weapons and methods used by the Ukrainian fighters, we can confidently state that, they kill and harm civilians, destroy civilian facilities and infrastructure deliberately with a clear understanding of the consequences.

❗️ Since November the Armed Forces of Ukraine used more than 12,000 munitions of various caliber and modification to strike civilian facilities. Some 250 civilians were affected by Ukrainian shelling, with 1 in every 5 of them killed.

• Another "innovation" developed by Ukrainian fighters is hunting civilians with drones. Operators flying UAVs equipped with explosive objects track down civilians and drop munitions on them.

🤐 Until now, we have not heard any words of condemnation or concern about the lawlessness perpetrated by Kiev from representatives of Western states and international organizations.

• The Ukrainian regime is consistently and tentatively committing an unprecedented act of abuse of the feelings and of millions of believers in Ukraine. It is trampling on the principles of freedom of religions and staking a medieval coven to expel, ban, and humiliate the believers of Ukraine's largest religious organization, the canonical Ukrainian Orthodox Church.

☝️ The Zelensky's regime is trying to eliminate all of the basics of the life of the Ukrainian people — Ukrainian Orthodox, religious, the Russian language, cultural heritage such as arts, national ethnic traditions and monuments.
🐻On December 13, we celebrate Bear Day in Russia. It is not by chance that this day appeared on the calendar because bear deeply rooted in Russian culture and consider one of its symbols. There are many Russian fairytales where the main character is bear. For the 1980 Olympic Games held in Moscow, Russia chose the Russian teddy bear "Misha" as the mascot. Both Russians and other people all over the world associate Russia with the bear, Misha just helped to shape this view in a positive way. The bear was also depicted with the 2014 Winter Olympics that was held in the southern Russian city of Sochi. In one of the most well-known Russian cartoon “Hadgehog in the Fog” one of the main character is bear cub.

🚀 The United Nations Office for Outer Space Affairs (UNOOSA) that oversees international cooperation in the peaceful use of outer space was established on December 13, 1958.

The Soviet Union ushered in the space age by launching Sputnik 1, the first artificial satellite, on October 4, 1957, paving the way for the creation of a new entity within the UN Secretariat.

🤝 #UNOOSA carries out the United Nations Programme on Space Applications (PSA) and works on streamlining space research and technology for promoting social and economic development around the world with a special emphasis on the developing countries.

We note with satisfaction that even 65 years after its founding, UNOOSA continues to play a key role in ensuring equal and mutually beneficial cooperation between space powers and the developing countries seeking to join efforts on the peaceful uses of outer space.

The professional work by the United Nations Office for Outer Space Affairs has a lot of relevance for the international community. Moving forward, this institution must uphold its commitment to the principles of political neutrality and respect for all space actors without exception. It is essential to counter any attempt to draw artificial ideology-driven dividing lines in terms of cooperation in the peaceful uses of outer space.

💬 Sergey Lavrov: In the current geopolitical conditions, it is important to maintain contact between leading world experts on issues that unite people, including space exploration. 🇳🇮 As a consequence of its geographical location, abundant fertile lands, fresh water and gold deposits, #Nicaragua has repeatedly fallen victim to US aggression since the middle of the XIX century.

Armed invasions, annexation attempts, creation of puppet oligarch-feudal governments and sponsorship of military dictatorships and armed coups followed one after another.

After Daniel Ortega was elected president in 1984, the United States imposed a trade embargo on Nicaragua followed by the Iran-Contra scandal when it became clear that the CIA was selling arms to Iran (in violation of the UN blockade) and using the proceeds to support the Nicaraguan counter-revolutionary guerrillas aka Contras.

Washington never recognised this judgment, but on June 27, 1986, the UN International Court of Justice ruled as follows in Nicaragua vs. the United States of America case:

• Participating in the training, arming, equipping, financing, and supplying of the Contras forces, the United States acted against the Republic of Nicaragua in violation of its international obligation not to interfere in the affairs of another;

• The United States, through a series of attacks on Nicaraguan territory between 1983 and 1984, acted against the Republic of Nicaragua in violation of its international obligation not to use force against another state;

• By directing or authorising overflights over Nicaraguan territory and committing the above acts, the United States acted against the Republic of Nicaragua in violation of its obligation not to violate the sovereignty of another state;

• By laying mines in the internal or territorial waters of the Republic of Nicaragua in the early months of 1984, the United States acted against the Republic of Nicaragua in violation of its obligations;

• By issuing a manual entitled Psychological Operations in Guerrilla Warfare in 1983 and distributing it to the Contras, the United States encouraged them to commit acts that run counter to general principles of humanitarian law.

❗️ We are deeply concerned about the rising incidents of desecration of sacred books, places of worship as well as religious symbols, which constitutes incitement to discrimination, hostility, violence and various forms of crimes, leads to the disturbance of public order and the rise of criminality as well as represents a serious challenge to the criminal justice systems of Member States.

We strongly condemn the recent unacceptable vile acts of targeting the Holy Quran in some Member States.

We condemn any advocacy of religious hatred that constitutes incitement to discrimination, hostility or violence and various forms of crimes, whether it involves the use of print, audiovisual or electronic media or any other means

Almost everyone [in the EU] acts in this fashion, except Fico, Orbán. They aren't pro-Russian politicians, they're pro-national, protect their states' interests. Such people [like de Gaulle] are no more. This is due to dependence on Big Brother - US.

• Fundamental conditions to restore comprehensive [Russia-US] relations will be created when Washington starts respecting other peoples, other nations, seeking compromise, and stops trying to resolve their issues through sanctions and military actions.

• We and Turkey proceed from the fact that UN decisions on the establishment of a Palestinian state with capital in East Jerusalem must be implemented. It is extremely important. We need to create the fundamentals for an Israeli-Palestinian settlement.

• Everything that IOC's officials are doing with regard to Russian sport is a full perversion of Pierre de Coubertin's concepts. The Olympic Movement was created to bring people together.

• As regards the [Western] "rules-based order" — no such rules exist. [The West] changes them in favour of it own interests. Thankfully, enough nations want to live by the rules set out in fundamental international documents.

• The world situation has not become any easier since our last meeting in December 2021. Many of the unfortunate things that are happening today are rooted in the irrepressible striving of Washington and a small group of its associates to impose their vision of everything on the rest of the world.

• They are no longer able to contain new global centres of growth and development in their customary straightforward and rude manner. The balance of power is rapidly shifting and not in favour of our Western colleagues. Hence, many notorious concepts in their “rules-based order” and the division of all countries into democracies and autocracies. The essence of these concepts is obvious, simple and not hidden – the West wants to ensure a privileged position and continue reaching its development goals at the expense of others.

In this case – at the expense of the world majority. As before, the Westerners are not ready for honest, equitable interaction with other countries.

• It pains our ill-wishers to realise that their bet on a sanctions blitzkrieg on the Russian economy has completely failed. Those who unleashed a hybrid war against us refuse to admit their mistakes and are trying to use other illegal tools to “exhaust” Russia, nurturing the dream of eliminating our country as an independent geopolitical entity.

• The policy of isolating Russia has failed. Numerous contacts between President Putin and his foreign counterparts have shown that our responsible policy based on the UN Charter principles enjoys broad support among the majority of countries around the world.

• We are not accommodating concepts and schemes put forward by other countries. We independently shape our foreign policy and remain guided by our own priorities while adhering to internationally recognised norms of international law and given the interests of our partners who are willing to work with us based on mutual respect and consideration of mutual interests.

• The Western part of the Eurasian continent is sinking deeper into a political, socio-economic and ideological crisis against the backdrop of the positive trends that reflect the objective process of the formation of a genuinely polycentric, fair world order.

• Further cohesion in the multiethnic and multifaith Russian World is also on our agenda.

Could you have been described as naive in the 2000s?

💬 Vladimir #Putin: Yes, there was some naivety <…> I had the naïve idea that the whole world, and above all, the so called “civilised” world realised what had happened to Russia, that it had become a different country, that there was no longer any ideological confrontation, which meant that there were no grounds for confrontation.

If there were any negative elements in the Western nations’ policies towards Russia (among other things, their support for separatism and terrorism in Russia was apparent, I saw it as director of the Federal Security Service), I gullibly believed that this was just inertia in thinking and action: they were used to fighting the Soviet Union and kept on doing it.

Meanwhile, the reality was (I got a 100 percent confirmation of this later) that after the collapse of the Soviet Union, they thought that “we just need to be patient – and we will make Russia collapse, too.”

Such a big country by European standards, with the world’s largest territory and a fairly large population … “is generally redundant.” It would be better, as Brzezinski suggested, to split it into five parts and subjugate them separately, and to use their resources, but proceeding from the premise that all of them will lack weight on their own, they will not have their own voice or the ability to defend their national interests the way the Russian state is doing now.

It was only later that I realised that.

Хочу спросить о том, что мне кажется одним из важных, – изменение нарратива на «коллективном Западе» и в Киеве по поводу ситуации на Украине. Можно ли сказать, что неудача украинского наступления привела к «витку дипломатии» и заинтересованности в переговорах с Россией?

💬 Почему произошло изменение в западных нарративах? Во-первых, заканчиваются деньги. В Украину «вкачано» около 200 млрд долларов или евро (смотря как считать). Это в десятки раз больше, чем было обещано (даже не выплачено) африканским странам.

Главная причина заключается в том, что американский народ и население европейских стран начинают понимать, что они с этого ничего позитивного не имеют. Более того, они стали испытывать негативное влияние «украинизации» всей повестки, которую продвигает Запад на международной арене: деиндустриализация в Германии, перевод производств в Соединенные Штаты, потеря российских рынков.

Изменение нарратива по поводу происходящего «на полях» сражения на Украине пока не привело к активизации конструктивной дипломатии с Россией. Это так?

💬 Изменение нарратива не меняет сути западной политики. Они по-прежнему считают Россию противником, угрозой и, как выразился Министр обороны США Л.Остин, даже врагом.

Периодически у европейских и американских политиков проскальзывает «по Фрейду» твёрдое намерение ни в коем случае не сложить оружие, не опустить руки и «добить» Россию.

Мы долгие годы верили, доверяли, были доверчивыми. Можно много слов сделать из этого «корня доверия». Не единожды убеждались, что Запад «нечист на руку», но каждый раз по традиции нашего народа надеялись на лучшее, прощали, забывали, решали не делать из этого скандал.

Но сейчас расставлены все точки над «и» и над «ё».

💬 The current meeting is dedicated to a truly important issue, specifically, to expanding cooperation in the cultural and humanitarian sphere. It is precisely the close-knit cultural connectivity and spiritual proximity of our nations, the extensive human contacts and the centuries-long shared history of our life in a single state that constitute a solid foundation for building upon intra-#CIS integration processes.

I believe you will agree that we have inherited a truly unique civilisational blend of traditions and customs, languages and literature, art and folk culture. It is our task to preserve this common multi-national asset to the greatest possible extent and to enrich it with new content.

👉 It is therefore quite natural that, during Russia’s CIS chairmanship, due to commence from January 1, we are planning to continue to expand the practice of holding a wide range of joint events dealing with the most diverse aspects of art, education, and science.

Certainly, we aim to continue the closest possible interaction in the field of preserving the memory of our common past and combatting efforts to falsify history and glorify Nazism.

Naturally, during its chairmanship, Russia will devote special attention to preserving the Russian language, our common asset. This exhibition is of great interest, and it has already been visited by several million people – Moscow residents and numerous guests of the capital, who, by the way, also enjoy visiting the renovated national pavilions of the Commonwealth countries located at VDNKh.
