Om utsiktene til en løsning av den ukrainske krisen
- innlegget av Russlands Ambassade i Norge -

I forbindelse med at det har kommet frem informasjon om mulighet for at det blir holdt et møte i Oslo om den såkalte Zelenskyjs «fredsformel», ønsker vi å redegjøre for Russlands standpunkt til dette formatet og utsiktene til en politisk og diplomatisk løsning av den ukrainske krisen.

Til tross for narrativet som blir påtvunget av Vesten, er den akutte fasen i den ukrainske konflikten ikke en årsak til, men heller en direkte konsekvens av den langvarige ødeleggelsen av den europeiske sikkerhetsarkitekturen som oppstod etter Den andre verdenskrig. Denne prosessen skyldes at USA og det «kollektive Vesten», som er underordnet USA, er overbevist om sin egen eksepsjonalisme, utviser nykolonial tenkning og praksis, foraktelig avviser prinsippene om alle staters suveren likhet og sikkerhetens udelelighet, som er grunnleggende for internasjonale relasjoner.

Dette har ført til at NATO har posisjonert seg som den eneste legitime sikkerhetskilden i den euro-atlantiske regionen (og nå også i den asiatiske og stillehavsregionen) og EU som «en blomstrende hage omgitt av jungelen» (som EUs utenrikssjef Josep Borrell kalte det). Videre har NATO utvidet seg østover, NATOs militære infrastruktur har kommet nærmere Russlands grenser, det har skjedd en grov innblanding i andre staters interne anliggender, krenkelse av deres interesser når det gjelder sikkerhet og økonomi, samt bruk av ensidige sanksjoner.
Russland har i mange år iherdig forsøkt å få til en forhandlingsløsning på problemene som har akkumulert seg i forholdet til Vesten ved å inngå avtaler om europeisk sikkerhet. Grunnakten for samarbeidet mellom Russland og NATO ble undertegnet i 1997. Det ble vedtatt erklæringer under OSSEs toppmøter i 1999 og 2010 som inneholdt viktige bestemmelser om lik og udelelig sikkerhet, staters forpliktelser til ikke å styrke sin sikkerhet på bekostning av andres, samt at ingen stat, gruppe av stater eller organisasjoner skulle få et dominerende ansvar for å opprettholde fred og stabilitet i OSSE-regionen. Dessverre har disse politiske prinsippene forblitt kun på papiret, og har ikke ansporet NATO til å avstå fra et ekspansjonistisk konfrontasjonskurs.

I 2009 presenterte Russland et utkast til Avtale om europeisk sikkerhet. I 2021 fremmet Russland et forslag til avtaler om gjensidige sikkerhetsgarantier med USA og NATO. Begge gangene fikk vi et arrogant avslag uten faktisk diskusjon av våre bekymringer.

Zelenskyjs «fredsformel» er ikke et veikart for en fredelig løsning, men et sett med uakseptable ultimate krav til Russland, som Kiev og dets vestlige kuratorer uredelig forsøker å påtvinge andre land som viser interesse for å komme frem til løsninger basert på gjensidig respekt og rettferdig interessebalanse mellom alle involverte parter, herunder Russland. Man trenger ikke å være ekspert på internasjonal politikk for å forstå at ethvert forhandlingsformat om den ukrainske krisen uten Russlands deltakelse er nytteløst.

Alle 10 punktene i «fredsformelen» er løsrevet fra virkeligheten.
I FNs enstemmig vedtatte Erklæringen om folkerettens prinsipper for vennskapelige forhold og samarbeid mellom stater i overensstemmelse med FN-pakten (1970) er det nedfelt at prinsippet om respekt for territoriell integritet skal anvendes overfor «statene som overholder prinsippet om like rettigheter og selvbestemmelse mellom folkene (...) og som følge av dette har en regjering som representerer hele befolkningen, uavhengig av rase, religion eller hudfarge, som er bosatt på statens territorium».

Det ultranasjonalistiske russiskfiendlige regimet som etter å ha tatt makten i Kiev begynte å innskrenke rettighetene til russisktalende borgere i Ukraina, og som startet en krig mot dem som ikke aksepterte den grunnlovsstridige maktovertakelsen, har åpenbart aldri representert interessene til Krim, Donbass eller en stor del av befolkningen i resten av Ukraina.
Som et svar på dette avholdt Krim og Donbass folkeavstemninger som var i full overensstemmelse med prinsippet om like rettigheter og selvbestemmelse, slik det fremgår av FN-paktens punkt 2, artikkel 1. De som oppfordrer til gjennomføring av Zelenskijs «fredsformel» og krever at Ukraina skal få tilbake grensene fra 1991, må stille seg følgende spørsmål: Hva kommer makthaverne i Kiev til å gjøre med innbyggerne i disse områdene, som de i årevis har kalt annenrangs mennesker, har truet og utryddet og nå har stemplet som kollaboratører?

Minsk-avtalene, som ble inngått i februar 2015, ble godkjent av FNs Sikkerhetsråds spesialresolusjon 2202, og så for seg en gjenforening av Donbass med Ukraina forutsatt at området ble sikret spesialstatus og grunnleggende menneskerettigheter, herunder befolkningens rett til å snakke sitt morsmål. Avtalene var den siste reelle sjansen til å bevare Ukrainas territorielle integritet. I syv år har Russland satt inn alle mulige politiske og diplomatiske tiltak for å oppnå etterlevelse av avtalene i sin helhet.

Men i fjor erkjente alle de som hadde skrevet under på Minsk-avtalene utenom Vladimir Putin, det vil si de tidligere statslederne i Tyskland, Frankrike og Ukraina (Angela Merkel, Francois Hollande og Pjotr Porosjenko), offentlig at de aldri hadde hatt en intensjon om å oppfylle de inngåtte avtalene, men at de kun prøvde å vinne tid for å fylle Ukraina med våpen, forvandle landet til et «anti-Russland» og forberede det til en løsning av «Donbass-problemet» ved hjelp av makt. På den måten hadde en fredelig løsning ingen sjanse fra begynnelsen av. De vestlige landene som saboterte Minsk-avtalene, har brutt FN-paktens artikkel 25 som pålegger alle organisasjonens medlemmer å «adlyde Sikkerhetsrådets beslutninger og gjennomføre dem». Det er de som er ansvarlige for Ukrainas sammenbrudd.

Til tross for de vestlige landenes manglende evne til å overholde avtaler, som har vist seg ved mange anledninger, sier ikke Russland nei til forhandlinger. Dette har president Vladimir Putin sagt mange ganger, også ganske nylig. Vi har alltid vært åpne for bruk av politiske og diplomatiske metoder. Våren 2022 ble det faktisk parafert en avtale mellom Russland og Ukraina som ville ha satt en stopper for fiendtlighetene, men Kiev brøt i siste øyeblikk forhandlingene og nektet å signere den.

Så utstedte Ukrainas president et dekret som i lovs form forbød ham selv og andre representanter for Kiev-regimet å forhandle med den russiske ledelsen. Så det vil ikke være mulig å snakke om noen forhandlingsløsning av konflikten før forbudet mot forhandlinger er offisielt opphevd av Kiev og dets vestlige kuratorer. Ballen er helt på Vestens og dens medspilleres side. De som er interessert i å fremme fredens sak, bør i første rekke henvende seg til dem.

Russland setter stor pris på meklingen og den humanitære innsatsen til mange land, organisasjoner og engasjerte enkeltpersoner og deres ønske om å gi et konstruktivt bidrag til å oppnå en virkelig altomfattende, bærekraftig og rettferdig løsning av den ukrainske krisen, som vil adressere Russlands sikkerhetsbekymringer og de underliggende årsakene til den europeiske sikkerhetskrisen. Vi er klare til å diskutere alle seriøse forslag i den forbindelse.

«Fredsformelen» er selvfølgelig ikke ett av dem. Ingen av landene som er medskyldige i Vestens konfrontasjonskurs som førte til krisen, og ivrige tilhengere av den militære oppbygningen av Kiev-regimet for å fortsette blodsutgytelsene, kan gjøre krav på noen form for meklingsrolle. Vi tror at Vesten forstår dette veldig godt, men prøver å fremstille sin deltakelse i propagandaen for Zelenskyjs «formel» som ekte fredsinnsats.

During the telephone conversations, the leaders discussed relevant issues on the bilateral agenda as well as regional problems. In particular, recent developments in Nagorno-Karabakh were discussed during the conversations with Ilham Aliyev and Nikol Pashinyan.

💬 Russia is gravely concerned over a sharp escalation of the Palestinian-Israeli conflict.

In this regard we would like to reaffirm our principled and consistent stance that this conflict, which has continued for 75 years, cannot be resolved by force and can be settled exclusively by political and diplomatic means, by engaging in a full-fledged negotiation process based on the well-known international legal framework stipulating the establishment of an independent Palestinian state within the 1967 borders with a capital in East Jerusalem that co-exists with Israel in peace and security.

❗️ We regard the current large-scale escalation as another extremely dangerous manifestation of a vicious circle of violence resulting from chronic failure to comply with the corresponding resolutions of the UN and its Security Council and the blocking by the West of the work of the Middle East Quartet of international mediators made up of Russia, the United States, the EU and the UN.

☝️ We call on the Palestinian and Israeli sides to implement an immediate ceasefire, renounce violence, exercise restraint and begin, with the assistance of the international community, a negotiation process aimed at establishing a comprehensive, lasting and long-awaited peace in the Middle East.

💬 We appreciate our interaction with the League of Arab States. Official relations go back 20 years.

Today we plan to discuss all aspects of our interaction, including upcoming meetings between Russia and the Arab League members at the ministerial level.

Of course, a sharp and unprecedented turn in the Palestinian-Israeli confrontation has occurred, which once again reaffirms that the current status quo in the conflict zone is unviable and requires adjustments to our agenda.

It is necessary not only to urgently stop the fighting and resolve the problems related to the civilians, who are victims in the current situation, and in large numbers, but also to focus on the reasons for the lack of a solution to the Palestinian problem for so many decades even though there are direct and unambiguous resolutions by the UN Security Council on this matter, agreements between Israel and the Palestinians, including those signed in Oslo and Madrid, as well as the Arab Peace Initiative.

I am confident that Russia and the Arab League – all members of this organisation – can and must contribute to addressing the problems, first of all, to stopping the bloodshed and the sufferings of civilians. We are ready to do this together with you and with all other countries that are sincerely interested in establishing sustainable peace in the Middle East and ensuring the security of all countries in the region without exception, including the state of Palestine, the creation of which is required by the UN Security Council resolution I mentioned.

• The League of Arab States and the Russian Federation have simultaneously, almost in unison, urged the parties to the conflict to immediately cease the hostilities and violence, and start moving towards negotiations. We are deeply concerned about the death of hundreds of Israelis and Palestinians.

• Such flareups have happened many times but after the situation is normalised, the necessary effort has never been made to remove the main cause of instability in the Middle East. I am referring to the need to resolve the Palestinian problem based on the two-state solution, in keeping with the UN Security Council resolutions, the agreements reached by the two parties in Oslo and Madrid, and the Arab Peace Initiative. These agreements and resolutions provide for the creation of the State of Palestine, which will live side by side with Israel in peace, security and cooperation.

• Russian President Vladimir Putin has reaffirmed many times that we are interested in ensuring security for Palestine and Israel. A lot of our compatriots live in Israel. We are concerned about their fate in the current situation and are doing our best to find out if there are people among them who need assistance. We will be ready to evacuate those who wish to leave for Russia.

• I cannot help mentioning the destructive policy of the US that erodes the collective efforts by the Quartet of international mediators that includes the UN, Russia, the US and the EU. It is precisely this mechanism that is recognised as crucial in the UN Security Council resolutions. To use this channel and cooperate with the League of Arab States, the Americans are trying to monopolise the mediation efforts and divert the dialogue between Palestinians and Israelis away from the political settlement and the creation of the State of Palestine.

🔸 One can’t help but get the strong impression that the US and its subservient “Western team” have decided to impart a global dimension to the Monroe Doctrine.

The Russian fuel and energy sector is seeing core changes. They relate to all areas of the industry, including the production and processing of energy commodities, service and logistics, as well as interaction with our foreign partners.

🔸 Maximising added value and advancing the deep processing of oil and gas is the strategic and systemic objective of the Russian fuel and energy sector. Ambitious oil and gas-to-chemicals projects, including projects with state participation and state support, are in the planning and implementation stages.

🔸 Last week, fuel was loaded into the Rooppur power plant in Bangladesh. The fourth power unit at the El Dabaa NPP in Egypt is being built ahead of schedule. We are helping Egypt embark on the path to sovereign energy development.

🔸 Russia’s RusHydro has been involved in designing and building more than 350 facilities in 54 countries. Today, the company supplies its technological solutions to 17 countries, including countries in Africa, the Middle East, Central Asia and Latin America, boosting technology transfer and providing engineering support for the entire service life of its plants, which is 50–70 years.

🔸Russia continues to export more gas to the People’s Republic of China. In 2025, the Power of Siberia gas pipeline will reach its design capacity of 38 billion cubic metres of gas annually. However, it already transports substantial gas volumes exceeding contract obligations.

🔸 As before, Russia will make a significant contribution to balancing the global energy market, developing partnerships and cooperation ties with those countries that want it and are interested in this.

Возмущены недавними высказываниями председателя губернского совета Финнмарка Ханca-Якоба Бёно, если они действительно имели место.

Искажение подвига граждан Советского Союза в годы Великой Отечественной войны, в т.ч. участвовавших в освобождении северной Норвегии, является антиисторичным и недопустимым.

В ходе Петсамо-Киркенесской операции, в том числе в боях за освобождение Восточного Финнмарка, Советский Союз потерял более шести тысяч воинов – граждан единой страны. 12678 советских военнопленных погибли в нацистских лагерях на территории Норвегии.

Любые попытки извратить эти события являются кощунственными.

На аналогичные мероприятия, в т.ч. в Осло, мы всегда приглашаем представителей всех народов СССР, освободивших Европу от нацизма.

Vi er opprørt over de nylige uttalelsene av fylkesordfører i Finnmark Hans-Jacob Bønå i tilfelle de virkelig har funnet sted.

Forvrengingen av heltedåden til Sovjetunionens statsborgere under Den andre verdenskrig, inkludert de som deltok i frigjøringen av Nord-Norge, er anti-historisk og uakseptabel.

Under Petsamo-Kirkenesoperasjonen, inkludert kampene om frigjøring av Øst-Finnmark, tapte Sovjetunionen over 6 tusen militære – statsborgere av ett land. 12678 sovjetiske krigsfanger døde i nazistiske fangeleirer i Norge.

🎙 Remarks to the press by Permanent Representative Vassily Nebenzia following UNSC consultations on the Middle East (October 13, 2023)

💬 We unequivocally condemn the acts of extreme brutality, killings and the horrifying scale of violence. Any killings and violence against peaceful civilians, both Israeli and Palestinian citizens, is inadmissible.

What happened on October 7 on Israeli territory is unacceptable. Israel by all means has the right to protect its own citizens. We also reiterate the right of Israel to ensure its security.

However, there are two inseparable dimensions of the unfolding tragedy, and we can’t highlight one and ignore the other. Indiscriminate shelling of residential areas in Gaza, cutting this territory from water and electricity, its blockade which brings to our minds in particular the memories of the siege of Leningrad during the Second World War are also unacceptable.

Israel’s actions of collective punishment of Gaza citizens as well as its demands to evacuate more than 1 mln civilians in 24 hours and concentrate them in a de-facto ghetto in the south of the sector are also unacceptable and can lead to irreversible catastrophic consequences, regionally and globally.

We call for an immediate ceasefire and the prevention of further escalation of the conflict. We are convinced that the Security Council must act to put an end to the bloodshed and restart peace negotiations with a view to establishing a Palestinian State as it was supposed to do so long ago.

To this end, we are circulating a draft resolution of the UN Security Council which calls for an immediate, durable and fully respected humanitarian ceasefire and for an unimpeded provision of humanitarian assistance, as well as condemns all violence and all acts of terrorism. This draft is open for cosponsorship of all UN Member-States.

We stand ready for the mediation and we have capacities for it, provided both sides are interested in it.

The top priority now is a ceasefire and stopping the bloodshed. We support the efforts of all stakeholders to address this critical issue. This would make it possible to avoid new casualties, end the suffering of the civilian population, ensure their evacuation through humanitarian corridors and prevent the situation from sliding into a region-wide humanitarian disaster.

💬 Against the backdrop of the Middle East events, US Representative Marjorie Taylor Greene suggested that some of the NATO-supplied weapons imported to Ukraine could have been used in the hostilities in Israel.

It is gratifying that the West, albeit fatally late, is beginning to see the light. Some are beginning to realise what is happening, even if only a few people. Russia has long warned the sponsors of the Kiev regime about the high risks of their weapons ending up on the black market and spreading around the world. And that's exactly what has happened.

I am optimistic about specific prospects. In March, we reached certain agreements and set forth eight clauses. Right now, the prime ministers will have to clarify these clauses in Bishkek, and they will sign a plan for our interaction until 2030. This is a very good, specific and substantial plan.

China's Belt and Road initiative is a global initiative and concerns practically every region of the world. What is called the Eurasian Partnership is a local-scale project. Without any doubt, one complements the other.

Regarding the impressions I got during conversations with the five regional leaders: I have an impression that no one wants this conflict to continue or expand, or the situation to escalate.

we have always advocated the creation of a Palestinian state that would be independent, sovereign and with a capital in East Jerusalem. After all, as demonstrated by today’s crisis, there is no way you can use momentary economic handouts in the way attempted by the United States, in lieu of addressing fundamental political issues dealing with the future of the Palestinian nations. We need to address fundamental political issues.

If the Ukrainian side really wants to negotiate, it should not make any theatrical gestures but instead start by cancelling the presidential executive order prohibiting talks [with Russia].

Practical steps must be taken if there is a real desire to hold negotiations.

⚡️ Address by the State Duma to the UN and the parliaments of foreign states over the escalation of the Palestinian-Israeli conflict

💬 Deputies of the State Duma of the Federal Assembly of the Russian Federation appeal to the United Nations Organisation and the parliaments of foreign states to take every measure possible as a matter of urgency to stop the bloodshed and the escalation of violence against civilians in the course of the Palestinian-Israeli conflict and to prevent an unprecedented humanitarian disaster in the Middle East.

We strongly condemn all and any violations of the international humanitarian law by the conflicting sides, such as the use of munitions that have been prohibited under international treaties, carpet bombing, strikes at civilian infrastructure, first of all, medical facilities, energy and water supply systems, and the coercive relocation of local residents.

Those guilty of war crimes and crimes against humanity must be called to account and severely punished.

☝️ We regard the policy of the US-led collective West as immoral and irresponsible; their current actions are hindering the settlement of the Middle East conflict and are instead adding fuel to conflagration in that long-suffering region.

❗️Nothing can camouflage the failure of Washington’s Middle East policy.

State Duma deputies call on members of parliament in all countries to do everything in their power to put an end to hostilities in the conflict zone, organise humanitarian corridors and provide the necessary assistance to the injured and the victims’ families.

⚔️ On October 22, 1944, the Red Army commenced the liberation of the Norway's northern regions (Eastern Finnmark) from the Nazi invaders.

While fleeing, the Germans burned and destroyed houses, bridges, and forcibly moved the civilian population to the west. Those who refused "evacuation" went into hiding. Not far from Kirkenes, Soviet soldiers saved 3,500 innocent civilians who had sought refuge in a mine, that the Nazis had planned to detonate upon discovery.

On the liberated territories, the Red Army provided assistance to the civilian population, which ended up in an incredibly difficult situation due to the devastation caused by the German invaders. Soviet soldiers did not occupy surviving buildings, instead offering them to Norwegians who lost their homes. They allocated provisions from the Red Army's warehouses, opened hospitals, and provided locals with medical care.

The military operation resulted in Germany losing a crucial source of strategic resources. The Kriegsmarine on northern communications were also severely limited.

☝️ The defeat of the Nazis in the Arctic region marked the beginning of the liberation of the rest of Norway from German invaders, encouraged the Norwegian resistance to fight the enemy, doing so with the support of the Soviet operational command.

The occupation of Norway by Nazi Germany ended on May 8, 1945.
