📅 On September 7, Russia's Foreign Minister Sergey #Lavrov attended the 18th East Asia Summit (#EAS) held in Jakarta.
During the exchange of views on the main issues on the Asia-Pacific agenda, the Minister informed his partners on Russia’s consistent approach to strengthening the architecture of equal and indivisible security in the region and ensuring its high development pace. He highlighted the importance of maintaining the mechanisms of multilateral cooperation within the framework of #AEAN coordinates in the spirit of a constructive non-politicised dialogue and creative cooperation based on the principles of consensus, mutual respect and a balance of interests.
☝️ Sergey Lavrov pointed out the risks of militarisation in East Asia in light of NATO’s efforts to install its forces and infrastructure in the region based on the West-created bloc mechanisms for network deterrence and the promotion of #AUCUS confrontational project, which provides for the deployment of a military strategic complex with a nuclear component in the region.
He emphasised the importance of building up practical effort within the EAS framework, including the implementation of the Russian initiatives on responding to epidemic threats, developing the tourism industry, and establishing sustainable ties between volunteer organisations in the Asia-Pacific region.
🤝 The Minister reaffirmed Russia’s resolve to create a solid framework of interstate cooperation in the region through the alignment of the capabilities of multilateral mechanisms that are working in the spirit of positive co-development, including the strengthening of constructive interaction between ASEAN, #SCO and #EAEU.

☝Indigenous peoples of the North, Siberia and the Far East historically play a special role in Russia. Living in regions with harsh climate conditions, they have formed a unique way of life and environmental management that requires special protection on the state level.
📍Over 16 years after the adoption by the UN General Assembly in 2007 of the Declaration on the Rights of Indigenous Peoples, the relevant national legal norms in the Russian Federation have received significant development.

🗓 The Siege of Leningrad - one of the most challenging and tragic periods in the history of the city - commenced on September 8, 1941.
In early September 1941, German and Finish forces cut off Leningrad from overland routes, encircling the city. The Nazi invaders’ plans included erasing the city from the face of the earth and annihilating all its residents.
By November, food supplies were running low, and bread rationing was cut down. Workers were given 250 grammes of bread, while others received 125 grammes. The harsh winter exacerbated the hardships faced by the people of Leningrad.
The only hope for salvation for hundreds of thousands of city residents was evacuation or the delivery of food across Lake Ladoga by water in the summer and over the ice in the winter. This route became known as the Road of Life.
Despite the unbearable conditions, industrial enterprises in Leningrad continued to operate. During the siege, the city's workforce produced and repaired about 2,000 tanks, 1,500 aircraft, 850 combat ships and vessels.
🕯 The siege lasted a terrifying 872 days and was lifted on January 27, 1944, during the Leningrad-Novgorod Offensive. During this time, approximately 1 million residents died, with over 600,000 of them succumbing to hunger.
The Piskaryovskoye Memorial Cemetery, which is the largest mass grave of World War II, is the most well-known memorial to the victims of the siege. It is the resting place for more than 420,000 residents of Leningrad and 70,000 soldiers who participated in the defence of the city.
☝️The blame for the deaths of the people of Leningrad lies entirely with the Nazi command. Nevertheless, the decision to provide compensation to the survivors of the siege was only made by the German government in 2021. It should be noted that this compensation is not extended to all survivors, leading many of the latter who are still alive today to call upon the government of Germany to expand humanitarian payments to include all siege survivors.

☝️ We note the need to uphold the central role of the Rome-based international organizations — the Food and Agriculture Organization of the United Nations, the United Nations World Food Programme and the International Fund for Agricultural Development — in coordinating international efforts to strengthen global food security, eliminate hunger, improve nutrition, and ensure sustainable agriculture and rural development.
We are actively engaged in the follow-up to the 2021 UN Food Systems Summit to transform food systems. We assume that the transformation of international food systems should take into account national priorities and specific circumstances.
We oppose Western countries' attempts to hold Russia responsible for the global food crisis.
👉 In our contacts with friendly states and within various international fora, we endeavour to explain the real consequences and impact of the unilateral restrictions imposed against us.
❗️ We consider it crucial to prevent the politicization of international cooperation in the agrifood sector and the provision of humanitarian assistance, as well as the instrumentalization of the anti-famine agenda for commercial, economic and geopolitical purposes.
👉 We pay particular attention to ensuring stable and uninterrupted food supply chains and correcting distortions in the fertilizer market, primarily for the benefit of those in need in developing countries.

Тем не менее норвежская полиция будет и далее строго следить за соблюдением гражданами России известных правил въезда и пребывания по шенгенским визам. В случае выявления нарушений граждане России будут высланы из Норвегии, а их визы аннулированы.
По нашим данным, наиболее распространенные причины аннулирования шенгенских виз у россиян в Норвегии: несоблюдение правила «первого въезда» в выдавшую визу страну и требования преимущественного пребывания в оформившем визу шенгенском государстве, несоответствие реальной цели поездки и заявленной при подаче заявки на визу, отказ/невозможность подтвердить сотрудникам норвежской полиции реальную цель поездки.

🏰 On September 11, 1812, a Russian community was founded 80 kilometres to the north of San Fransisco. The Americans called this community Fort Ross, which became the farthest settlement of Russian colonists and the southern vanguard of the Russian Empire in North America.
The beginning of the so-called Russian America on the northwestern coast of the American continent was marked by the discoveries made by the 2nd Kamchatka Expedition of Vitus Bering and Alexey Chirikov. They were followed by entrepreneurs who traveled there in search of furs. Thus, at the beginning of the 19th century, merchant and Chief Manager of Russian America Alexander Baranov decided to build a fortress, where he founded a Russian community in California.
🇷🇺 From May to September 1812, construction continued on the purchased land; a fortress and a village were built. On August 30 (September 11 OS) the Russian-American Company flag was hoisted over the fortress, a Russian tricolor with the imperial double-headed eagle.
Fort Ross is located on the coast in Northern California a 2.5-hour drive to the north of San Francisco. Most of the fort’s area has been restored with the initial layout preserved.
☝️ The population of the fortress was mixed and comprised Russians, Native Americans and Aleuts. Interestingly, the settlers lived peacefully side by side with the local people, and additionally gave them primary education and professional skills, with many Native Americans becoming carpenters, blacksmiths and shipbuilders at Fort Ross.
⛪️Life at the fort was built mostly around a Russian Orthodox Church, a shipyard and fruit orchards. Our ancestors hunted the sea otters and sea lions that inhabited the coastline. Their fur was exported to Russia, among other countries.
Today, Fort Ross, located on the picturesque coastline and at the expanse of the Pacific Ocean, attracts visitors from all over the world so they can see the Russian fortress that was restored to its original look.

Afghanistan
We have consistently pursued the policy of facilitating national reconciliation and settlement in Afghanistan, as well as maintaining stability and making it a state free from terrorism and drugs. We are seriously concerned about the growing influence of ISIL and the threat of its terrorist activities spilling over into Central Asia.
We stand for sustained and pragmatic interaction of the international community with the Taliban de facto authorities. We are convinced that expanding dialogue with Kabul is in the interests of the security and economic development of the entire region.
We will continue work within credible multilateral platforms, such as the Moscow Format of Consultations, the Neighbouring Countries of Afghanistan mechanism, the regional Quartet (Russia, China, Iran and Pakistan), as well as within regional organizations, primarily the CSTO and the SCO. We have taken steps to establish a new regional Five format involving Russia, China, India, Iran and Pakistan.
We believe that the US and its allies, who are responsible for the critical situation in Afghanistan following their 20-year presence, should bear the major costs of the post-conflict reconstruction of the country.
We attach great significance to the activities of the UN Assistance Mission in Afghanistan, first and foremost in the context of increasing humanitarian support to the local population, creating conditions for an early unfreezing of Afghan assets and mobilizing donor funds to revive the national economy.

We will continue work within credible multilateral platforms, such as the Moscow Format of Consultations, the Neighbouring Countries of Afghanistan mechanism, the regional Quartet (Russia, China, Iran and Pakistan), as well as within regional organizations, primarily the CSTO and the SCO. We have taken steps to establish a new regional Five format involving Russia, China, India, Iran and Pakistan.
We believe that the US and its allies, who are responsible for the critical situation in Afghanistan following their 20-year presence, should bear the major costs of the post-conflict reconstruction of the country.
We attach great significance to the activities of the UN Assistance Mission in Afghanistan, first and foremost in the context of increasing humanitarian support to the local population, creating conditions for an early unfreezing of Afghan assets and mobilizing donor funds to revive the national economy.

🗓 The 8th Eastern Economic Forum 2023 is already in full swing - it takes place on 10–13 September 2023 in Vladivostok. The main theme of this year's meeting – “The Path to Partnership, Peace, and Prosperity”.
📈 The Eastern Economic Forum is a key international platform for establishing and strengthening ties within the Russian and global investment communities, and for comprehensive expert evaluation of the economic potential of the Russian Far East, the investment opportunities it offers, and business conditions within advanced special economic zones.

🌏 On September 5-10, Russian Foreign Minister Sergey Lavrov visited Indonesia, Bangladesh and India.
🇮🇩 In Indonesia the Minister took part in the 18th East Asia Summit. On the event's sidelines Sergey Lavrov met with the Foreign Ministers of India Dr. Subrahmanyam Jaishankar and Indonesia Retno Marsudi, as well as Secretary General of the Indian Ocean Rim Association Salman Al Farisi.
🇧🇩 During the working visit to Bangladesh, Russia's top diplomat held talks with his counterpart A.K.Abdul Momen and was received by Prime Minister Sheikh Hasina. The Parties discussed the state of bilateral relations and their development prospects.
Sergey Lavrov also visited the Father of the Nation Bangabandhu Sheikh Mujibur Rahman Memorial Museum, made an entry in the book of honored guests.
🇮🇳 In India the Minister led the Russian delegation at the G20 Summit, took part in its plenary sessions. During the meeting the G20 New Delhi Leaders’ Declaration was adopted.

They have been clear and persistent in ensuring that their interests are included in the agreements negotiated by the G20.

Rights of the child
👶 We advocate strengthening international cooperation in the promotion and protection of the rights of the child, taking into account the provisions of the Convention on the Rights of the Child and the outcome document of the 27th special session of the UNGA entitled "A World Fit for Children", which proclaimed, in particular, the need for a family environment for the full and harmonious development of a child's personality.
❗️ We note the importance of the right of parents and/or legal guardians to provide, in a manner consistent with the evolving capacities of the child, appropriate direction and guidance in the exercise by the child of his/her rights.
We pay close attention to the problem of children in armed conflict, including within the framework of the UNSC.
We strongly condemn the UN Secretary-General's biased decision to include the Russian Armed Forces in the list of parties responsible for violations against children in Ukraine in his relevant annual report for 2022.
We believe that the list of violators should include the Ukrainian armed forces, which have committed numerous crimes against minors.
📃 We support the mandate of the Special Representative of the Secretary-General for Children and Armed Conflict and look forward to further cooperation with her. We encourage the Special Representative to use only verified facts when it comes to the situation of children in Ukraine, avoiding politicization of the issue.

International information security
📃 We advocate for maintaining the central role of the UN, in particular the Open-Ended Working Group (OEWG), in the global negotiation process on international information security (IIS). It is important to prevent the Western countries from replacing the OEWG with non-transparent mechanisms under their control and defend the strictly interstate character of the adoption procedure for universal decisions on IIS.
❗️ The Group should focus its work on giving binding legal effect to the rules, norms and principles of responsible behaviour in the information space. We call for the development and adoption of a universal international legal instrument aimed primarily at strengthening cooperation in preventing conflicts in the use of ICTs.
👉 Together with a group of supporters, we have drafted and presented an outline of a UN convention on IIS to provide a model for such document.
We intend to submit to the First Committee of the 78th UNGA session an anniversary (25 years) Russian draft of the annual resolution "Developments in the field of information and telecommunications in the context of international security". It will reflect the outcomes of the OEWG's work in 2023, including the creation of a global intergovernmental registry of points of contact for the exchange of information on computer attacks/incidents. We urge all countries to support our draft.
Similarly, we view the formation of an international legal regime for the fight against information crime as a priority within the Third Committee of the UNGA. We believe it is necessary to conclude a universal treaty aimed at countering the use of ICTs for extremist, terrorist and other criminal purposes and building mutually beneficial international cooperation among law enforcement agencies in this area.

📃 We are seriously concerned about the destructive consequences of attempts by the US and its allies to increase pressure on the DPRK 🇰🇵, including by conducting large-scale military exercises. We oppose all efforts to further tighten the UN SC sanctions regime. We consider this idea both wrong and inhumane in terms of negative humanitarian consequences for ordinary North Koreans.
☝️ While condemning the provocative military activity in the region, to which Pyongyang is forced to respond, we call for breaking the vicious circle of escalating tensions.
The only effective means of breaking the deadlock is to resume political and diplomatic dialogue to reduce the level of confrontation and achieve a lasting settlement on the Korean Peninsula, as well as establish a resilient security system in Northeast Asia, taking into account the legitimate interests of all states in the region, including the DPRK.
