🎙 President Vladimir Putin took part, via videoconference, in the BRICS Plus/Outreach format meeting (August 24, 2023)
💬 All of us here are proponents of a new multipolar world order with a genuine balance of interests and taking into consideration the sovereign interests of as many countries as possible, while enabling them to follow their own development models and helping them preserve their diverse national cultures and traditions.
I would like to point out that BRICS is not competing against anyone and does not seek to act as a counterweight to anyone. It is obvious, however, that the emergence of a new world order, which is an objective process, has its fierce opponents who are seeking to stall this process and avert the emergence of new, independent centres of development and power around the world.
The emerging new world order is also threatened by the radical neoliberalism certain countries are trying to impose, aiming to destroy traditional values that are important to all of us: the family and respect for national and religious traditions.
🌍 Given that most African states are participating in our meeting, BRICS today naturally focuses on Africa, and we in Russia are happy about that.
We deeply appreciate the African countries’ extremely friendly attitude towards Russia. For its part, Russia is sincerely interested in a further deepening of multifaceted ties with the African continent, and we will actively promote these ties in practice and implement new joint projects in various fields.
Our country has been paying special attention to ensuring food and fertilizer supplies to African countries and the global markets in general. In other words, we use all the opportunities at our disposal to contribute to the global efforts to fight hunger and prevent a food crisis.

✍️ We, the Leaders of Brazil, Russia, India, China and South Africa met in Sandton, South Africa, from 22 to 24 August 2023 for the XV BRICS Summit held under the theme: "BRICS and Africa: Partnership for Mutually Accelerated Growth, Sustainable Development and Inclusive Multilateralism".
We reaffirm our commitment to the #BRICS spirit of mutual respect and understanding, sovereign equality, solidarity, democracy, openness, inclusiveness, strengthened collaboration and consensus. As we build upon 15 years of BRICS Summits, we further commit ourselves to strengthening the framework of mutually beneficial BRICS cooperation under the three pillars:
✅ political and security;
✅ economic and financial;
✅cultural and people-to-people cooperation;
and to enhancing our strategic partnership for the benefit of our people through the promotion of peace, a more representative, fairer international order, a reinvigorated and reformed multilateral system, sustainable development and inclusive growth.
Key points:
🇺🇳 We support a comprehensive reform of the UN, including its Security Council, with a view to making it more democratic, representative, effective and efficient, and to increase the representation of developing countries in the Council’s memberships.
• We are concerned about ongoing conflicts in many parts of the world. We stress our commitment to the peaceful resolution of differences and disputes through dialogue and inclusive consultations.

🇷🇺🇺🇳 On August 24, Foreign Minister Sergey Lavrov met with UN Secretary-General Antonio Guterres on the sidelines of the BRICS Summit in Johannesburg.
During the conversation, the Officials discussed a number of issues pertaining to the activities of the global organisation. Mr Lavrov confirmed Russia’s commitment to developing mutually beneficial cooperation with the UN. He emphasised the need for representatives of the UN Secretariat to strictly follow the principle of impartiality with regard to international officials, as fixed in Article 100 of the UN Charter.
Both Officials noted the importance of further strengthening the UN’s central, coordinating role in global politics.
☝️ When asked by the UN Secretary-General about the prospects for resuming the #BlackSeaInitiative, Mr Lavrov again described Moscow’s position that had been stated by the President of Russia. He said Moscow would be ready to resume participation in this agreement only if the commitments to Russia were fulfilled.

💬 The tombstone of Western values deserves a worthy inscription. A good contender cropped up yesterday: “Norwegian authorities killed 40 reindeer fearing they would again graze in Russia.” I am not at all surprised that Radio Liberty reported this with certain pride.
The drama unfolded gradually. According to the Norwegian authorities, in 2023, 42 deer went AWOL (without permission from official Oslo), crossed the border into Russia and grazed in a nature reserve in the Murmansk Region, causing significant damage to the recreation area. Back in July, Russia tried to resolve the matter peacefully and proposed that Norway pay some compensation for the damage caused to the nature in the reserve. The Norwegian authorities responded that they had not yet formed an opinion on this matter.
Now that most of the deer came back, the opinion has been formed. The offending animals were promptly executed, probably as a warning to other hoofed animals. As the Norwegian Agricultural Agency noted, they are eagerly awaiting the return of two more deer. To the slaughter.
In fact, Norway uses veterinary supervision to disguise what amounts to a real zoocide. Any animals that are considered dangerous or brought to the country illegally are simply... killed. In 2020, we barely got back a Chihuahua belonging to our compatriot who had Bulgarian veterinary documents. Back then, even Jean-Claude Van Damme participated in the campaign to save the poor puppy. Last August, the veterinary supervision killed a walrus named Freya, which often swam to Norwegian cities, even Oslo, and became a real darling of all of Norway. But this did not stop the Norwegian animal killers.
It did not prevent their colleagues at the Copenhagen Zoo, who killed Marius the giraffe with a bolt gun in 2014, in front of children stunned by the zoo staff’s cruelty. Let me remind you that later the carcass of the giraffe calf was butchered, also in the presence of little children, and given to the lions.
Where were their famous animal rights activists? Where are they now? Greenpeace? WWF? Anyone?
At the same time, what happened is blasphemy and a sacrilege for Norway’s indigenous people, the small northern Sami nation. Reindeer husbandry has a central place in the Sami culture, and sacrifices were offered to the totem Myanndash, a man-deer, who, according to legend, is an ancestor of the Sami. Offending a deer means bringing trouble to the entire nomad camp. It must never be done, because spirits would not forgive this.
But the Norwegian neoliberals and animal haters from veterinary control don’t care about the feelings of the Sami, their mythology, or even European humanism, unbelievable as this sounds.
So, if anyone sees the two surviving deer, please tell them not to return to the Norwegian flayers. There is nothing good waiting for them there.

📆 #OTD in 1845, Fyodor Martens, a Russian diplomat and famous expert on the history and theory of international law, was born. In Russia he is known above all as the author of Contemporary International Law of Civilised Peoples, a fundamental work that became the first Russian manual on international law.
The future international lawyer was born in Pärnu, Livonia Governorate of the Russian Empire. Having lost his parents when he was a child, he ended up in a St Petersburg orphanage. When he grew up, he was accepted to the law faculty of St Petersburg University thanks to his brilliant academic success.
Later he taught at his alma mater, as well as a number of other leading educational institutions of the Russian Empire. In 1869, he joined the Russian Foreign Ministry, and in 1881 became a permanent member of the Ministry Board. He participated in the Brussels Conference on the Codification of Laws and Customs of War on Land and represented Russia at international conferences of the Red Cross, the Brussels Conference on African Affairs, and many other important international venues.
Holding the Hague Peace Conferences in 1899 and 1907 at Russia’s initiative was among Martens’ most important achievements. At the first conference, the Russian expert developed the principles for peaceful resolution of international disputes, and at the second, he led a commission on maritime law, which made a significant contribution to the development of this area of international law.
A provision formulated by Martens was first recorded in the preamble to the Hague Convention of 1899, under which the parties to an armed conflict must first of all be guided by the principles of humanity and the requirements of public conscience (the so-called Martens clause). The theoretical innovations of the Russian diplomat also laid the foundation of the Convention on the Laws and Customs of War on Land.

On explosive expansion of BRICS
💬 I believe that it stems from the fact that countries willing to forge closer ties with the five BRICS nations have a keen understanding of the deep-running international processes. They exposed the West in its relentless efforts to preserve its hegemony at any cost.
The difference between BRICS and the G7 or other West-centric associations is that in those associations, everybody looks up to the US. Our association takes a completely different approach: every participant is equal to the others.

Our relations are excellent. <...> All the leading politicians in the Republic of South Africa remember the role that the Soviet Union played in their fight against apartheid as well as in the decolonisation of Africa; we appreciate that. <...> There is no doubt that we have good prospects.

💬 We must see the true causes of these government coups. What did Africa get from working with the West? The African continent does not get any added value. All the West wants are its resources.
We have had a different approach ever since the Soviet era. We sought to lay the foundation for industrial development, promote education and healthcare.

29 августа с.г. Генеральный консул России на Шпицбергене А.Чемерило принял участие в церемонии поминовения погибших пассажиров и членов экипажа российского самолета Ту-154, разбившегося на горе Опера 27 лет назад.
На памятном мероприятии присутствовали сотрудники Генконсульства и работники ФГУП «ГТ «Арктикуголь» во главе с директором рудника «Баренцбург» К.Туринским.
Совместно с российскими участниками память погибших в той трагедии почтила исполняющая обязанности заместителя Губернатора Шпицбергена О.И.Слеттемуэн.
Церемония завершилась возложением венков к монументу, воздвигнутому в память о жертвах авиакатастрофы.

🎞 Today, a ceremony for the opening of a historical and documentary exhibition titled “What Matters Most in My Life” celebrating the 175th anniversary of the birth of Empress Maria Feodorovna took place at the Exhibition Hall of the Federal Archives in Moscow.
The exhibition is dedicated to the memory of Russian Empress Maria Feodorovna, the wife of Alexander III and the mother of the last Russian Emperor Nicholas II. She was born in Copenhagen in 1847 and lived in Russia for 52 of the 80-plus years of her life.
The exposition includes about 300 historical documents that tell the story of the most important aspects of the Empress's life. Through all the hardships, she carried the joy and pain of her love for her family and her second homeland, Russia, and its people.
💬 From the welcoming address by Chairman of the Russian Historical Society Sergey Naryshkin: “Finding a second homeland in Russia, Danish princess Maria Dagmar lived through a turbulent era of change, dedicating herself entirely to her family and her new subjects. Thanks to Maria Feodorovna's efforts, the domestic social support system that emerged around churches and monasteries became a truly state cause that was supported at the highest level. By personally caring for the wounded and sick, the Empress as a philanthropist set an example of active patriotism for many others of her class, helping to form the ideal of medical service for women.”

🇺🇳 The UN General Assembly resolution 64/35, which designated August 29 as an important date on the international "disarmament" calendar back in 2009, was adopted unanimously. This fact suggests that all world countries share the need to completely abandon nuclear testing, which is an essential condition for ultimately achieving a world free of nuclear weapons.
🇷🇺 Russia, as one of the States that ratified the Comprehensive Nuclear-Test-Ban Treaty (CTBT) and declared a voluntary moratorium on nuclear tests in 1992, responsibly complies with all its obligations.
❗️ Unfortunately, the CTBT, which was designed to permanently halt all types of nuclear tests, has not entered into force after almost 27 years since it was opened for signature, and we are seriously concerned about it. We believe that the efforts of the international community, above all, the remaining eight countries listed in Annex 2 to the CTBT, on whose ratification the Treaty’s entry into force depends, should be focused on turning the CTBT into an effective international legal instrument.
🇺🇸 The worst part is that the Treaty, even before it has entered into force, could be undermined, if not completely dismantled, by the actions of one of its signatories.
☢️ We draw attention to the fact that the US is improving the Nevada nuclear test site and maintaining its infrastructure in full operational readiness. This can be considered as a direct evidence of Washington's respective intentions. Additionally, the US does not conceal the fact that it is developing new types of nuclear warheads, the performance of which sooner or later will require practical testing.

The primary objective of the 78th session of the UN General Assembly is to reaffirm the central and coordinating role of the universal Organization in global affairs and to strengthen the multipolar system of international relations.

👉 We have consistently advocated strengthening the multilateral framework of international relations and world economy based on the universal norms of international law, first and foremost the provisions of the UN Charter, focusing on the unconditional respect for the sovereign equality of states and non-interference in their internal affairs.
❗️ It is pivotal to prevent a small group of Western countries from taking control of the UN by striving to substitute generally recognized principles of cooperation between the states with non-consensual constructs.

The UN Security Council reform should aim to strengthen the representation of developing states from Africa, Asia and Latin America in the Security Council without prejudice to the UNSC's effectiveness and operational efficiency. Low twenties seems the optimum number of members of the reformed Council.
We support realistic initiatives to revitalize the work of the UN General Assembly within the relevant Ad Hoc Working Group. It is of paramount importance to fine-tune UNGA working methods, streamline its overloaded agenda and strengthen multilingualism.
#Sanctions
Sanctions are an important auxiliary tool for the UNSC to suppress activities threatening international peace and security. They must not be used as a means of punishment. They should be carefully measured, targeted and time-limited and take into account political, socio-economic, human rights and humanitarian consequences.
❗️It is unacceptable to introduce, in addition to UNSC sanctions, further unilateral coercive measures, especially those with extraterritorial effect. We advocate for including this requirement in relevant SC resolutions.

🎉The World Youth Festival is to be held on March 1-7, 2024 in Russia on the federal territory "Sirius" (Sochi Olympic Park) – a cultural, scientific, educational and sports hub of the region.
