💬 Russia stood at the origins of the negotiations process that led up to the signing of the Joint Comprehensive Plan of Action (JCPOA), a unique achievement of multilateral diplomacy. We are very worried for the fate of this deal.
We regret that at this critical moment in terms of JCPOA’s future prospects, the British Presidency of the Security Council, instead of delivering on its duties objectively, abuses its powers in the interests of Great Britain’s own political agenda, which threatens to undermine the already fragile discussion around the JCPOA.
☝️ The Presidency violated the longstanding practice by inviting the delegation of Ukraine, which is not a party to the nuclear deal, to participate in this meeting. This was a politicized provocative step that was aimed to undermine a constructive discussion of resolution 2231 in the Council. This is another stain on London’s reputation as President of the Security Council.
Key talking points
• It is crucial for us to be mindful that almost 8 years ago the signing of the #JCPOA was a breakthrough of global diplomacy. Political will of states-parties to this process and their pragmatic efforts made it possible to ensure unprecedented transparency of nuclear activities in Iran and lift all questions that #IAEA had to Tehran.
• We must note that the new Facilitator followed in the footprints of the previous one and did not cite in their statement the well-known root cause of all problems with the implementation of the JCPOA, namely the unilateral withdrawal of the United States from the deal back in 2018 and imposing of unilateral sanctions against Iran. In their statement, the Facilitator only made a call to the sides of the deal, which does not include Washington, to uphold the agreement.

• We resolutely condemn the vicious practice of the extraterritorial application of unilateral sanctions, which is one of the clearest manifestations of the so-called rules-based order that has nothing to do with international law.
• Tehran is truly interested in reanimating the JCPOA. But our Western colleagues do not seem ready to embark on the same path. It would be a pity is a chance to revive the deal is wasted because of them.
• Russia is strongly convinced that there is no alternative to the #JCPOA. Swift recovery of the Plan is the only right way to meet both regional and global security interests.

💬 It is gratifying that, against the backdrop of the sanctions hysteria initiated by the anti-Russia coalition of Western countries around Russian sports and the issue of admitting Russian athletes to international competitions (another shining example is the adoption by the Parliamentary Assembly of the Council of Europe on June 19-23 of a resolution urging the IOC to ban Russian athletes from not only the Olympics and Paralympics in Paris, but all other major sports events until the conflict in Ukraine is resolved), a sensible and adequate approach to the developments in global sports is being established more clearly, and what is especially interesting, by reputable organisations and associations that, unlike PACE, promote a unifying and not a confrontational agenda.
👉 In this regard, we welcome the adoption by the participants in the ministerial meeting of the Coordinating Bureau of the Non-Aligned Movement (NAM) – for the very first time in the history of this organisation – a Special Declaration regarding the upcoming 2024 Summer Olympic and Paralympic Games in Paris (NAM, established in 1961, unites 120 countries or 60 percent of the UN countries, and some 55 percent of the global population).
In the adopted document, the NAM member states expect a politically impartial Olympic and Paralympic Games in Paris in 2024. The declaration also emphasises that sports organisations should remain neutral as stipulated by the Olympic Charter, and that the participation of athletes from all 206 national Olympic committees in the Paris Olympic and Paralympic Games will become a symbol of the unity of humankind in all its diversity.

We expect the authorities of Germany 🇩🇪, Denmark 🇩🇰 and Sweden 🇸🇪 to take concrete steps to conduct an objective and transparent investigation into all the circumstances of what happened with a mandatory involvement of Russian investigative authorities and other interested parties.

⚡️ On the results of the NATO summit in Vilnius ⚡️
🗓 On July 11-12, Vilnius hosted a summit of the North Atlantic Treaty Organisation. Its results show that NATO has once again returned to the Cold War schemes, this time to protect “their one billion” from the other part of humanity based on the ideology of dividing the world into “democracies and autocracies.”
Led by the United States, the collective West refuses to accept the rise of a multipolar world and intends to use every instrument at its disposal, including military methods, to defend is hegemony. NATO’s attempts to use the UN Charter to camouflage its aggressive aspirations and actions are not credible. The bloc and the global organisation have nothing in common.
The Western “rules-based order” is a misappropriated prerogative to violate international law. The results of NATO’s actions are well known; they include the proliferation of instability, the destruction of states, the rise of terrorism, war crimes committed with impunity, the death of civilians, including children, and an endless wave of refugees.

❗️ NATO, which is whipping up militarisation and aggravating military-political tension to ensure its superiority, continues with its provocative expansion policy. The focus of its aspirations is Ukraine’s further integration with NATO.

💬 We have held the annual Ministerial Meeting between Russia and ASEAN Member Countries once again. The meeting involved the Secretary-General of this organisation. We prioritised such aspects as high technologies, digitalisation and smart cities. We had a separate discussion of our collaboration on countering new challenges and threats. Cooperation between #ASEAN and the Eurasian Economic Union (#EAEU) is another issue.
We are expecting ASEAN representatives at the Eastern Economic Forum in Vladivostok in September 2023. We have drafted specific plans aiming to expand practical cooperation in various fields and in the interests of all participants.
On #NATO policy in the Asia-Pacific region
💬 It is true that the ASEAN approaches are now going through a serious test because of the desire of the US and its allies to replace the ASEAN-centric security architecture in the Asia-Pacific region, which took shape over decades and suited everyone until recently, with their “Indo-Pacific strategies” and NATO expansion in this region.
Japan and South Korea already told that they are willing to deploy American nuclear weapons on their territory or to acquire their own. This is a seriously dangerous trend.

💬 I am not very optimistic about the prospects of resuming the JCPOA. Another point is that, along with this stalled and withered process, the Iranians and the Americans are engaged in unofficial and direct contact below the radar on normalising their relations by unblocking Iran’s seized foreign reserves in exchange for deciding the fate of certain US citizens who were charged with breaking the law in Iran.
We will only welcome any improvement in these relations. Once again, this has little to do with the JCPOA.

🤝 The Sides discussed practical measures to expand collaboration in combating terrorism and transnational crime, including drug trafficking, and efforts to facilitate the safe use of information and communication technologies. They agreed to finalise the relevant mid-term working programmes in the near future.
The Ministers exchanged opinions on the topical international agenda, and this discussion highlighted similar #RussiaASEAN approaches towards the most pressing global and regional issues.

🌏 On July 14, Foreign Minister Sergey Lavrov took part in the 13th ministerial meeting of the East Asia Summit (EAS) and the 30th session of the ASEAN Regional Forum (ARF) on security in Jakarta.
During the discussion of current international issues, the Russian side emphasised the ongoing formation of a multipolar world order.
Particular attention was paid to regional security risks due to increasing NATO presence in Asia and the West-created bloc mechanisms for network deterrence.
Russia confirmed its commitment to consolidating the ASEAN-based security system and enhancing the efficiency of ASEAN-centric mechanisms for countering challenges and threats in the Asia-Pacific region. They coordinated a new work plan for the EAS for the mid-term (2024-2028).
Russia urged its partners to step up joint efforts on implementing the Russian initiatives to create a common regional mechanism for countering epidemics and developing cooperation in tourism. The participants also discussed prospects for establishing ties between volunteer organisations in the Asia-Pacific region.
During the ARF meeting, Russia supported the buildup of the forum potential in:
• countering terrorism
• strengthening the nuclear non-proliferation regime
• ensuring ICT security.
It dismissed as unacceptable any attempts to reformat its mandate and impose bloc-based “rules of the game,” which only meet the interests of a narrow group of countries.
The participants adopted a ministerial statement on the forum’s 30th anniversary.

🚀 On July 15, 1975 the historic Soviet-American Apollo–Soyuz Test Project was launched.
For the first time in the history of space exploration, crews representing two different nations performed a joint spaceflight, with cosmonauts and astronauts meeting and two spacecraft docking while orbiting Earth.
🤝 The legendary handshake in space between Soyuz and Apollo captains, Alexei Leonov and Thomas Stafford, was broadcast live globally and became a symbol of détente between the two superpowers.
The main goals of the Soyuz-Apollo programme included creating an advanced universal rescue vehicle, testing technical systems and methods for joint spaceflight control, and conducing scientific research and experiments.
While Soyuz and Apollo were docked for a total of 46 hours 54 minutes, the two crews’ members made several transfers between their respective spacecraft, conducted tours, made numerous TV reports, captured video footage and photographs, and staged a joint press conference.
🛰️ The Soyuz-Apollo mission ushered in a new era of international cooperation in outer space, which would become essential for implementation of the ISS project.
🤝 Following this historic flight, its participants kept in touch with each other for a long time and met on a regular basis. Tom Stafford and Alexei Leonov became close friends and maintained their friendship throughout their lives.
