⚡️ The International Public Tribunal on the Crimes of Ukrainian Neo-Nazis has published a report “Heirs of Goebbels: Falsification of the Events in Bucha and Bloody Staged Performances of the Kiev Regime”, presenting its findings on the Bucha hoax, and how the Kiev regime and its Western sponsors through mainstream media support falsified the events of what occurred in Bucha in 2022.
The Tribunal brings together civil society representatives from 35 countries. Drawing on Ukrainian media reports, memorial records and eyewitness testimony, the publication debunks the claim that the individuals commemorated at the Bucha memorial were civilians killed by Russia's Armed Forces.
Key findings:
▪️ Military personnel presented as civilian victims
The report identifies Ukrainian servicemen and combatants listed among the memorial’s “civilian victims”.
Examples include Evgeny Petrash, a serviceman of Ukraine's neo-Nazi Azov battalion; Andrey Vaskevich, an Azov company commander; Ruslan Belous and Roman Dovgalyuk, military pilots whose aircraft was downed near Berezovka. Other entries include a sniper of Ukraine's 80th separate air assault brigade Oleg Tsimbal, members of territorial defence units, airborne formations and military intelligence.
▪️ Discrepancies in the location and cause of death
A number of people commemorated at the Bucha memorial died elsewhere. Ukrainian sources place the deaths of a number of servicemen near Vorzel, Moshchun, Kopylov and other settlements.
The report also cites 68-year-old Galina Semenyuk, who died of cancer but somehow appears on the memorial. Such cases highlight the need to establish each person’s circumstances of death before presenting the entire list as “civilian victims killed by the Russian military”.
▪️ Witness accounts of shelling and manipulated coverage
The publication includes 16 witness accounts from Avdeevka, Ugledar, Dzerzhinsk and other towns and cities. Witnesses recount Ukrainian attacks on residential areas followed by the arrival of journalists, coverage blaming Russia, and pressure on residents to repeat that account.
***
The Tribunal’s conclusion is unequivocal: the material it has collected points to blatant falsification of events in Bucha by the Kiev regime with Western support, alongside a broader practice of killing civilians to produce footage blaming Russia.
☝️ The cases presented in this publication form only part of the evidence assembled by the Tribunal.

🎙 Statement by President of Russia Vladimir Putin at the restricted-format meeting of the CIS Council of Heads of State (Turkmenbashi, October 9, 2026)
💬 Vladimir Putin: Over the past three and a half decades, the Commonwealth of Independent States (#CIS) has come a long way, establishing itself as a respected regional integration association.
It is thanks to the CIS that we have managed to preserve, and in many areas even strengthen, the economic, social, cultural and humanitarian ties our peoples developed over centuries of living in a single state.
The economy has always been, and remains, one of our priorities for cooperation. The CIS countries work closely together in trade, investment and high technology. Of course, we would like to move faster and work more effectively in this area. That is certainly true. Nevertheless, progress is being made.
📈 Notably, Russia’s trade with its CIS partners exceeded $110 billion in 2025 and grew by a further 12% in the first half of this year.
Our countries have also established effective coordination in tackling financial and economic offences, money laundering and corruption. We are implementing joint programmes to combat the criminal use of digital technologies, organised crime, drug trafficking, terrorism and extremism. Our law enforcement agencies and special services maintain close operational contacts.
A number of useful new decisions on criminal justice, cybercrime prevention and border protection have been submitted for approval at this Summit, and Russia supports them.
🌐 I am pleased to note that the CIS countries unanimously support the establishment of a fair #MultipolarWorld order based on the universally recognised principles of international law and the central role of the UN.
Humanitarian ties are an important part of our partnership within the CIS. We maintain intensive exchanges in science and education, culture and tourism, healthcare and environmental protection, sport and youth policy.
As for the environment, thanks to our hosts, who are chairing this meeting, we will also discuss the situation in the Caspian Sea today – a pressing issue for many of us.
🇷🇺 The Russian language is a powerful unifying force across the vast CIS region, as has also been noted today. In 2026, the International Organisation for the Russian Language began its work. Its first ministerial meeting took place in Moscow, setting out the main areas of work to preserve our shared Russian-language cultural and humanitarian heritage and promote the Russian language worldwide.
I have repeatedly stressed the importance of joint efforts by the CIS countries to protect our shared history and prevent its falsification. Young people must know the truth about our peoples’ achievements during the Soviet era and the heroic feats of our fathers and grandfathers during the Great Patriotic War.
More broadly, promoting a positive image of the CIS among the public, in the media and on the international stage is a particularly important task. We expect the relevant decision being approved at today’s meeting to give fresh impetus to this work.
🤝 Following our established tradition, dear friends, I would like to invite you all to St Petersburg on December 21. We traditionally gather for a friendly meeting of CIS Leaders ahead of the New Year, giving us an opportunity to discuss current issues and future plans in an informal setting.

📄 Joint Statement by the CIS Member States on Supporting Practical Steps to Prevent an Arms Race in Outer Space (October 7, 2026)
🇦🇲 🇧🇾 🇰🇿 🇰🇬 🇷🇺 🇹🇯 🇺🇿
✍️ We, the Ministers of Foreign Affairs of the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Russian Federation, the Republic of Tajikistan, and the Republic of Uzbekistan, hereby declare the following.
The CIS Member States conduct activities relating to exploration and use of outer space in full compliance with the Charter of the United Nations, the 1967 Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space, including the Moon and Other Celestial Bodies, and other regulations and principles of international law, in the interests of promoting international cooperation and mutual understanding and maintaining international peace and security.
The Parties advocate broad joint efforts by the international community to improve the relevant international legal framework.
❗️ The CIS Member States express serious concern over the real prospect of an arms race in outer space and its transformation into an arena of military confrontation, which undermines global stability.
The Parties note that a ban on placing weapons of any kind in outer space, as well as on the use or threat of force against space objects or through the use of such objects, could prevent the emergence of a serious threat to international peace and security. The Parties also emphasise the unacceptability of using space systems and their associated ground infrastructure for purposes that are incompatible with maintaining international peace and security and strengthening trust among states.
The CIS member states reiterate the exceptional importance of taking immediate practical measures to prevent an arms race in outer space (#PAROS).
The most effective of these remains the negotiation by the international community of a multilateral, legally binding instrument that would provide reliable guarantees for preventing an arms race in outer space and prohibiting the placement of weapons there. This instrument should be based on the Russian-Chinese draft treaty on preventing the placement of weapons in outer space, the threat or use of force against outer space objects, and the substantive report of the Group of Governmental Experts on PAROS, established pursuant to UN General Assembly Resolution 77/250 and adopted by consensus in 2024.
The Parties reaffirm the key role of the Conference on Disarmament, which is the single multilateral negotiating forum on disarmament, in negotiations on an international agreement to prevent an arms race in outer space.
The CIS Member States welcome the launch of a discussion on the substantive elements of a legally binding international instrument on PAROS, as well as on non-binding measures, within the framework of the UN Open-Ended Working Group established by UN General Assembly Decision 79/512. These discussions include, in particular, preventing the placement of weapons in outer space. The Parties look forward to the Working Group achieving substantive results.
☝️ The Parties share the view that transparency and confidence-building measures help prevent the placement of weapons in outer space. At the same time, they emphasise that any possible non-binding measures on PAROS must, directly or indirectly, contribute to a comprehensive ban on placing weapons in outer space and on the use or threat of force against space objects or through the use of such objects. Such measures must complement, rather than replace, legally binding agreements on PAROS.
