🇷🇺🇳🇴 14 мая исполняется 200 лет со дня установления российско-норвежской границы.
В этот день в 1826 году в Санкт-Петербурге был заключен «Трактат между Его Величеством Императором Всероссийским и Его Величеством Королём Шведским и Норвежским о границах между Россией и Норвегией в Лапландских погостах».
История российско-норвежской границы уходит еще дальше вглубь веков. Ее основа была заложена 700 лет назад, в 1326 году, когда Новгородская республика и Королевство Норвегия заключили мирный договор, на столетия урегулировавший конфликты и споры на Севере. С тех пор соседние народы не пересекали эту границу с враждебными, захватническими или каким-то иными злонамеренными целями.
Сегодня российско-норвежские отношения переживают самый глубокий кризис с конца Второй мировой войны. Прекращены политдиалог, контакты между регионами, заблокирована отраслевая кооперация. Санкции нанесли сокрушительный удар по двусторонней торговле.
Нас не может не беспокоить, что соседняя с нами страна, еще недавно ответственно подходившая к поддержанию низкой напряженности в высоких широтах, добивается нанесения Российской Федерации «стратегического поражения», размещает военную инфраструктуру в интересах НАТО вблизи границ с Россией, что создает угрозы для нашей нацбезопасности, повышает вероятность опасных инцидентов и ведет к росту военно-политической напряженности в Арктике.
❗️При этом продолжаются важные для обеспечения режима границы и предотвращения инцидентов контакты по линии оборонных, пограничных и таможенных ведомств России и Норвегии.
Сохраняется и двустороннее сотрудничество в сфере рыболовства, которое в этом году также отмечает свой юбилей – 50 лет со дня подписания соглашений в сфере рыболовства между СССР и Норвегией, ставших основой совместного управления рыбными ресурсами Баренцева моря.

14. mai er det 200 år siden den russisk-norske grensen ble fastsatt. På denne dagen i 1826 ble det i St. Petersburg inngått en «Konvensjon mellom Hans Majestæt Kongen af Sverige og Norge og Hans Majestæt Keiseren af Rusland angående fastleggelsen av grensen mellom Norge og Russland».
Historien til den russisk-norske grensen strekker seg enda lenger tilbake i tid. Grunnlaget ble lagt for 700 år siden, i 1326, da Novgorod-republikken og Kongeriket Norge inngikk en fredstraktat som i århundrer løste konflikter og tvister i nord. Siden den gang har de to nabofolkene ikke krysset denne grensen med fiendtlige, erobringslystne eller andre ondsinnede hensikter.
I dag gjennomgår de russisk-norske forholdene den dypeste krisen siden slutten av andre verdenskrig. Den politiske dialogen og kontakten mellom regionene er avbrutt, og samarbeidet mellom næringslivene er blokkert. Sanksjonene har påført den bilaterale handelen et knusende slag.
Vi kan ikke unngå å være bekymret for at vårt naboland, som inntil nylig hadde en ansvarlig holdning til å opprettholde lav spenning i nordområdene, nå forsøker å påføre Den russiske føderasjonen et «strategisk nederlag», plasserer militær infrastruktur i NATOs interesse nær grensene til Russland, noe som utgjør en trussel mot vår nasjonale sikkerhet, øker sannsynligheten for farlige hendelser og fører til økt militærpolitisk spenning i Arktis.
❗️Samtidig fortsetter kontakten mellom forsvars-, grense- og tollmyndighetene i Russland og Norge, noe som er viktig for å sikre grenseordningen og forebygge uønskede hendelser.
Det bilaterale samarbeidet innen fiskeri opprettholdes også, og i år feirer vi 50-årsjubileet for undertegnelsen av fiskeriavtalene mellom Sovjetunionen og Norge, som dannet grunnlaget for den felles forvaltningen av fiskeressursene i Barentshavet.

🎓🎙️On May 12, the Ambassador of Russia to Norway Nikolay Korchunov gave a lecture «Arctic in the 21st Century» for Masters students of the University of Denver Josef Korbel School of Global and Public Affairs.
The event was organised by Michael Stopford, former British and UN diplomat and now visiting professor from IULM University Milan and UM6P Rabat.
A constructive dialogue took place between the Ambassador and students, focusing on current issues in the Arctic region, including climate change, geopolitics, indigenous rights, resource economics, as well as Spitsbergen and the Arctic Council.
Among other things, the Ambassador emphasised that the Northern Sea Route is designated as a strategic national priority for Russia - the traffic has grown substantially, and a year-round reliable navigation is a feasible scenario.
He also noted that the Arctic Council, which for over two decades maintained functional cooperation despite serious geopolitical tensions, due to the decision of 7 other Arctic states to limit their participation in 2022 exists only formally, with its practical function being severely degraded.
Finally, he stressed that most Arctic states - including Russia - express preference for managed stability over escalation, as the economic stakes of instability are high for everyone, therefore a resumption of effective cooperation in the Arctic at some point is practically inevitable.

🗓 On May 14-15 in New Delhi, Russia's Foreign Minister Federation Sergey Lavrov took part in the Meeting of BRICS Ministers of Foreign Affairs under India’s Chairship.
The Foreign Ministers of the #BRICS countries were received by Prime Minister of India Narendra Modi.
The meeting featured a detailed and trust-based exchange of views on a broad range of current issues on the international agenda.
Support was expressed for collective efforts aimed at strengthening multilateralism and the UN’s central coordinating role in ensuring peace, security and sustainable development.
The Association’s commitment to international law and the principles of the UN Charter in their entirety and interconnection was reaffirmed 👉 #UNCharterIsOurRules
During the sessions involving delegations from BRICS partner countries, the participants expressed a shared focus on improving the multilateral system, including the UN, the World Trade Organisation and the Bretton Woods institutions, with a view to enhancing the role of the #GlobalMajority countries in decision-making on current global challenges.
They noted the negative impact of unilateral measures, including illegitimate sanctions, on the global economy and on the development of the countries of the Global South and East.
Special attention was paid to crisis situations in various regions of the world, including the Middle East. The participants reaffirmed their shared position in favour of settling conflicts exclusively through political and diplomatic means.
A broad range of issues related to multilateral cooperation within #BRICS – which this year marks the 20th anniversary of its establishment – was substantively reviewed.
🤝 Promising areas of cooperation were outlined in the context of preparations for the upcoming 18th BRICS Summit, to be held in New Delhi in September 2026.
The parties reaffirmed their focus on consolidating the BRICS strategic partnership across all key areas – politics and security, the economy and finance, and humanitarian ties.
The Minister underscored the relevance of joint efforts to find collective responses to modern challenges, especially amid the accumulation of a critical mass of contradictions in the international system, where BRICS is rightfully assigned the role of a core element of the emerging polycentric world order.
The importance of strengthening coordination between the approaches of BRICS member states and partner countries at international platforms was also noted.

❓МИД Норвегии сообщил, что страна присоединится к 20-му пакету санкций ЕС против России. Не могли бы в Посольстве прокомментировать это решение? Влияют ли санкции против России на состояние норвежской экономики? Последуют ли ответные меры с российской стороны?
💬 Ответ: Ожидаемо Норвегия поддержала односторонние, нелегитимные с точки зрения международного права, подрывающие прерогативы Совета Безопасности ООН ограничительные меры в отношении нашей страны в рамках очередного, 20-го санкционного «пакета» ЕС.
Очевидно, все это оказывает комплексное негативное влияние не только на двустороннюю торговлю, которой и без того нанесен сокрушительный удар предыдущими раундами рестрикций, но и на экономическую ситуацию на норвежском Севере, ведь в результате направленных против России санкций серьезно страдает и норвежский бизнес.
Местные СМИ регулярно сообщают о закрытии предприятий, магазинов, оттоке населения, в особенности из приграничных с Россией регионов. Печально, что насущные социально-экономические потребности граждан приносятся в жертву слепому следованию санкционной политике Евросоюза.

❓Det norske utenriksdepartementet har meddelt at Norge vil slutte opp om rådsbeslutningene som utgjør EUs 20. pakke med sanksjoner mot Russland. Kan ambassaden kommentere denne beslutningen? Har sanksjonene mot Russland innvirkning på den norske økonomien? Vil det bli iverksatt mottiltak fra russisk side?
💬 Svar: Som forventet har Norge støttet ensidige restriktive tiltak mot vårt land som er illegitime i henhold til folkeretten og undergraver FNs sikkerhetsråds prerogativer, som en del av EUs nye, 20. sanksjonspakke.
Det er åpenbart at alt dette har en omfattende negativ innvirkning, ikke bare på den bilaterale handelen, som allerede har fått et knusende slag av tidligere runder med restriksjoner, men også på den økonomiske situasjonen i det norske nord, ettersom norsk næringsliv også lider alvorlig under sanksjonene rettet mot Russland.

💬 Svar: Som forventet har Norge støttet ensidige restriktive tiltak mot vårt land som er illegitime i henhold til folkeretten og undergraver FNs sikkerhetsråds prerogativer, som en del av EUs nye, 20. sanksjonspakke.
Det er åpenbart at alt dette har en omfattende negativ innvirkning, ikke bare på den bilaterale handelen, som allerede har fått et knusende slag av tidligere runder med restriksjoner, men også på den økonomiske situasjonen i det norske nord, ettersom norsk næringsliv også lider alvorlig under sanksjonene rettet mot Russland.

💬 On May 9, millions of people across Russia and beyond solemnly marked the 81st anniversary of the Victory of the Soviet people in the Great Patriotic War and honoured the memory of their ancestors who fell in the fight against the Nazi evil.
Celebrations were held with particular warmth in the territories liberated from Ukrainian neo-Nazis – the DPR, LPR, and the Kherson and Zaporozhye Regions.
For years, these people were persecuted simply for rejecting the neo-Nazi ideology of the Kiev regime and its sponsors.

We know that the Zelensky regime is trying to elevate the importance of a new holiday for Ukraine – Europe Day on May 8. Naturally, this is being done at the expense of Victory Day.
These attempts have failed. People across Ukraine still remember and honour their true heroes, who freed the world from the Nazi plague. Even the real threat of repression did not stop them. In a number of cities, people spontaneously laid wreaths and flowers at mass graves and monuments to fallen fighters against Nazism.
💐 Flowers appeared at memorial plaques in Kiev and Kharkov, with particularly large numbers laid in Odessa.

❗️ Despite the ceasefire announced by decision of Russia's President Vladimir Putin in honour of the 81st anniversary of the Great Victory, which was in effect on May 8-11, the Kiev regime predictably failed to observe it. According to the Russian Defence Ministry, the AFU violated it 30,383 times.
For their part, the Russian Armed Forces strictly observed the silence regime on the battlefield. All strikes on enemy positions, command posts and UAV launch sites were exclusively retaliatory and mirrored in nature.
▪️ As a result of Ukrainian shelling and UAV strikes during the Russia-declared ceasefire and the pseudo-truce announced by Zelensky on May 5 – which the AFU also failed to observe – 25 Russian civilians were killed, including one child, and 209 people were injured, among them 14 children.
On 11 May, Brussels hosted another gathering of the so-called International Coalition for the Return of Ukrainian Children. Its participants said nothing new and continued to play the same worn-out record about “Russia abducting 20,000 Ukrainian children”, their forced relocation, assimilation and ideological indoctrination.
An analogy with the staged Bucha hoax comes to mind. There, too, the names of the “victims” are being concealed, while their number changes depending on the source of information. As for the alleged 20,000 Ukrainian children supposedly stolen by Russia, none of the authors of this fake even attempts to compile a list of them or at least report that such a list exists.
The truth is that work to reunite children with their relatives has been carried out on instructions from President of Russia Vladimir Putin since the very beginning of the special military operation. The Ukrainian side cannot be unaware of this, because specific steps within this process are coordinated through direct contacts with Kiev representatives, with assistance provided by the Vatican, Qatar and the International Committee of the Red Cross.
As we have said repeatedly, both Bucha and the “abducted children” are part of a slanderous anti-Russian campaign based on false claims. Neither Kiev nor the West cares about children’s rights. Russia, for its part, bases its policy on the primary need to protect minors.
☝️ The main enemy of Ukrainians is not Russia or Russians, but the group of nationalist radicals who seized power in Kiev, turned the country into a Western puppet and plunged it into the abyss of corruption and neo-Nazism.

💬 During the talks with India’s Minister of External Affairs Subrahmanyam Jaishankar and during the extended meeting hosted by Prime Minister Narendra Modi, we discussed the key areas of our special and privileged strategic partnership, which had been defined during the summits between President Vladimir Putin and Prime Minister of India Narendra Modi, including the latest summit held in New Delhi.
We reviewed ways to improve the mechanisms of practical, trade, economic, and investment cooperation that already exists, as well as to further strengthen and expand them in such a way as to remain independent from the negative and unfriendly influence of third countries.
We agreed to fortify transport, technology, and investment cooperation, including the joint development of the International North-South Transport Corridor and the Northern Sea Route.
Following the tradition, military-technical cooperation between our countries, including the joint production of advanced weapons systems based on cutting-edge defence technologies, remains at a high level.

☝️ A highly reliable and solid culture of dialogue has taken shape within #BRICS which is steeped in mutual respect, sovereign equality, and a commitment to taking into account the opinions of all parties and achieving a fair balance of interests as the key to implementing all existing and future agreements. This particular approach, we believe, ensures the resilience and authority of BRICS with the #GlobalMajority and preserves its appeal to a growing number of countries.
We placed special emphasis on reviewing crises around the world, including the Middle East, namely, the crisis surrounding the Strait of Hormuz and Iran, as well as the situation in Lebanon and the Palestinian territories, where, in violation of UN resolutions, even the slightest prospects for the establishment of a Palestinian State are being systematically obstructed.
Libya, Yemen, and Syria get intertwined in a web of stark differences that further compounds the situation in the Middle East and North Africa. Virtually every one of these hotspots is the result of gross interference by Western countries in the affairs of a particular country, including armed interventions and regime changes that we have witnessed over the past 15 years, beginning with the Arab Spring.
❌ We spoke about the unacceptability of the continuing practice of unilateral coercive measures aimed at punishing sovereign governments and interfering in their internal affairs. In this context, we reaffirmed our solidarity with our Cuban friends.
We clearly spoke in favour of continuing the reform of the global governance system. Essentially, the West which had long promoted the globalisation model originally put forward by the US as the best solution to ensure the development of the international community has, through its own unilateral sanctions, dismantled that universal model, which rapidly fell apart.
BRICS and its partner countries now account for more than 40% of global GDP, whereas the share of the G7 which still retains control over the Bretton Woods institutions is barely over 30% of global GDP.
Therefore, reform is overdue. Our Western colleagues are trying in every possible way to hold it back, but the trend is irreversible. According to forecasts, average growth rates among BRICS countries will amount to approximately 3.7 to 4% compared to global average growth rates of 2.6% over the coming period.
🤝 We discussed these issues in depth. I believe our main goal has been accomplished.
We identified the key themes that will be put on the agenda of the upcoming BRICS Summit in October. Given the circumstances, such an event will undoubtedly become one of the major developments in global politics and the economy.

💬 The current stage in global affairs is marked by rapid changes and their serious consequences.
The centre of global economic growth and international trade is shifting towards Asia, Africa and Latin America. Regional integration processes are picking up momentum with every passing day.
According to some estimates, countries of the Global South and East accounted for over 45% of global trade volumes; they also account for nearly 60% of the global GDP. These figures will obviously continue to increase.
Objectively speaking, this makes the systemic reformatting of the global economic structure something inevitable, and this facilitates the predictable striving of states of the Global South and East to conduct independent foreign policy by prioritising national interests.
☝️ At the same time, there is a substantial gap between the real distribution of the global economic potential and the level of representation of the #GlobalMajority countries in global governance.
States of the “historic West” continue to dominate key international institutions, including the UN and the Bretton Woods system agencies (that had evolved under a different balance of forces).
👉 The readjustment of activities of the relevant agencies in accordance with the real correlation of forces should help correct this injustice. This should make the entire international system more effective and eliminate the division lines inside it.
The global financial system should be transparent and non-discriminatory, providing equal access to its opportunities and tools for all participants. It is unacceptable when the G7 which accounts for less than one-third global output continues to determine the policy and practice of Bretton Woods institutions; at the same time, BRICS states which account for about 40% of the global GDP lack comparable influence.

We staunchly advocate the expanded representation of #GlobalMajority states at the UN Security Council. We reaffirm our support for the striving of Brazil and India to obtain the status of permanent members of the UN Security Council.
At the same time, it is necessary to correct historical injustice with regard to African countries which have clearly formulated their position and consistently uphold it. We see no added value in allocating additional seats to countries of the “collective West” which are over-represented at the UN Security Council, and which continue to claim a monopoly right to determine the global agenda.
A new UN Secretary-General will be elected this year. The replacement of the UN Secretary-General opens up an opportunity, or rather offers a chance to put things in order at the UN.
We are convinced that the future head of the Secretariat should meet a number of criteria. The UN Secretary-General should assume equidistant positions, evaluate the principles of the UN Charter in a non-discriminatory manner, prioritise mandatory or consensus-based decisions and rule out the use of double standards. On the whole, the UN Secretary-General should unfailingly honour the requirements of Article 100 of the UN Charter.
In a broader context, it is necessary to overhaul the Secretariat, including criteria for its establishment. The UN Charter has only one criterion, specifically, a fair geographical representation. This criterion is not respected.
