On the eve of this professional holiday, the Embassy of Russia in Norway, with the assistance of the Department of History and Records of the Ministry of Foreign Affairs of Russia, has prepared a special section of the website dedicated to the heads of diplomatic missions of the Russian Empire, the USSR and the Russian Federation in the Kingdom of Norway since the establishment of diplomatic relations between our countries on October 30, 1905.
On that day, the Russian Empire became the first European power to recognize the independence of the young Norwegian state shortly after the dissolution of the Swedish-Norwegian union.
The list and photographs of extraordinary envoys and ministers plenipotentiary representing the Russian Empire in the Kingdom of Norway in 1905-1917 are being published for the first time.

I repeat: the Kiev regime says it will not recognize anything de jure, yet claims it is willing to halt hostilities de facto– on the understanding that Europeans will provide ironclad security guarantees, ratified by their parliaments, and deploy troops.
• There is plenty that can be criticized about the UN: its inflated staffing, for instance. Not to the scale of the EU or the European Commission, where matters have gone beyond reasonable bounds, but still significant. At the UN, at least certain limits of propriety are observed.
• In the late Soviet period, despite our objections, permanent contracts were introduced at the UN. Previously, appointments had to be renewed every five years. Now they are indefinite. Once a person secures a permanent contract, they settle in New York – their children study there, roots are put down. This inevitably makes the UN and its Secretariat a highly politicized instrument.
• The root cause of the Ukrainian crisis – created, financed and carried out by the West, which organized a coup d’état through the hands of Ukrainian neo-Nazis – was never seriously considered by the UN, not even remotely. When the then Ukrainian president Poroshenko declared that “our children will go to bright kindergartens and schools, while the children in Donbass will rot in basements”, when, for many years, Crimea was subjected to a water and energy blockade – they kept their silence. Today, they lament the suffering of Ukraine’s energy sector. Yet none of them lifted a finger when, following the coup, the Ukrainian putschists openly proclaimed that they would strangle Crimea – energetically, economically, in terms of food supplies and water deliveries.

💬 Sergey Lavrov: Russia is defending its legitimate rights in the emerging #MultipolarWorld amid intense competition. We are often compelled to do so despite the Western minority’s reluctance to curb its excessive ambitions.
Russia engages respectfully with those prepared to work on the basis of sovereign equality and other principles of international law. Such countries constitute the #GlobalMajority. They are our reliable and promising partners. The West, however, has yet to rid itself of its obsession with colonial – and, I dare say, slave-owning – grandeur.
The dramatic events of the beginning of 2026, including the armed invasion of Venezuela by the US, increased American pressure on Cuba, attempts to destabilize Iran, and the crisis around Greenland, have confirmed our assessment that the world has entered an era of rapid and profound change.
The central trend toward a more just and sustainable multipolar system will be accompanied by a struggle between the “old” former leaders – concentrated in the West – and the rising centres of development representing the Global Majority. This struggle is gaining momentum and affects virtually all regions.
Viewed through this perspective, it becomes clear why a former colonial power such as France seeks to undermine nationally oriented governments in the Sahel and other parts of Africa. Berlin is not far behind, driven by revanchist ambitions.
🤔 The current generation of German, French and other European politicians seems to have forgotten the “outcomes” of Poltava, Berezina, Stalingrad and the Kursk Bulge.
The state of strategic stability remains a matter of concern. A number of European Russophobes continue to groundlessly blame Russia for its deterioration. At the same time, President Vladimir Putin’s initiative proposing continued voluntary compliance by the parties to New START with its core quantitative limits has received no official response from the US.
☢️ We proceed from the understanding that the moratorium declared by President Putin remains in force – but only as long as the US does not exceed those limits.
We will defend truth and law in all contacts with our international partners. We will provide political and diplomatic support to ensure the achievement of all the goals and objectives of the special military operation.
❗️We consistently emphasize that a sustainable settlement of the crisis provoked by the “collective West” in Ukraine is impossible without eliminating its root causes.
Unlike those who, in President Putin’s words, claim the “right of might” to dictate their will, lecture others and issue orders, we threaten no one and impose our views on no one. On the contrary, our diplomacy consistently advances honest, equal and mutually beneficial partnerships with all who are prepared to engage on these principles.
Our strategic partnerships and allied relations with our neighbours – the #CIS and #CSTO member states – play a key role in ensuring national security and maintaining regional stability. We will continue to further develop these ties.

💬 Russian Presidential Commissioner for Children’s Rights Maria Lvova-Belova:
Acting on the instructions of President Vladimir Putin, we continue our work to reunite children with their families in Russia, Ukraine and third countries.
One child will return to Russia.
Four boys and one girl, aged between 4 and 15, will be reunited with their families in Ukraine.
Each case is unique. One boy had been living with his grandfather and, after his passing, expressed the wish to move to Ukraine to live with his mother. Another child, following the death of his mother, had been staying with his grandparents and asked to live with his uncle in Ukraine, who has since obtained legal guardianship. The child is being accompanied by his grandfather. Three other children had been residing in an institution and will now be reunited with their mothers in Ukraine.
We provide assistance in such cases upon a request from a parent or another close relative with the appropriate legal standing, taking into account the views of the children and the specific circumstances of each situation.
I would like to thank the First Lady of the United States Melania Trump for her continued commitment and active involvement in efforts to reunite children with their families. Thanks to her coordination, these reunifications were expedited and the groundwork has been laid for a more efficient process going forward.
❗️ With our support, 30 children from 22 families have been reunited with relatives in Russia, while 134 children from 108 families have been reunited with relatives in Ukraine and third countries.

Дипломатов-полярников самого северного в мире консульского учреждения поздравили сотрудники Государственного треста «Арктикуголь», представители российской науки и авиакомпании «КонверсАвиа», руководство школы поселка Баренцбург и священник православного прихода Русской Православной Церкви на Шпицбергене.
В своем приветственном обращении Генеральный консул А.А.Чемерило поздравил коллектив с профессиональным праздником и рассказал гостям о задачах российской дипломатической службы на архипелаге в современных геополитических условиях.
Заместитель директора Арктического и антарктического научно-исследовательского института Ю.В.Угрюмов в поздравительном адресе от имени руководства научного учреждения выразил искреннюю благодарность за поддержку российской научной деятельности на архипелаге и подчеркнул, что российских дипломатов и ученых на Шпицбергене объединяют упорство, самоотверженность в служении общему делу, умение работать в экстремальных условиях ради достижения высоких целей на благо Родины.

· The openly anti-Russian military preparations of NATO countries on the ‘northern flank’ are leading to increased tensions in the Arctic region and pose a direct threat to our country's national security, forcing us to take retaliatory military and technical measures.
· For our part, we advocate building constructive cooperation in the Arctic based on the principles of international law, but we will be forced to respond appropriately to emerging challenges.
· We are concerned about the increased pressure of sanctions on Russian fishing companies. Oslo's apparent departure from the good-faith implementation of existing Russian-Norwegian agreements in this area complicates our common task of conserving and reproducing the marine biological resources of the Barents Sea, primarily cod stocks.

• We should not overlook the fact that the situation in the West Bank is becoming increasingly tense and volatile as a result of Israeli actions, including the recent issuance of directives regulating land acquisition and urban development procedures. Until recently, such matters were coordinated with the Palestinian National Authority. Now, however, unilateral decisions are being taken, and analysis of their likely consequences suggests that little may remain of the territories currently administered by the Palestinian National Authority. I cordially congratulate all citizens of Russia, our veterans, military and civilian personnel of the Armed Forces on Defender of the Fatherland Day.
February 23 has been marked in our country for many decades now as one of the most important national holidays. It has become a symbol of the people’s sincere love for our defenders, of pride in the Army and Navy, in those who have devoted their lives to serving the Fatherland, who reliably stand guard over its sovereignty and security, who are loyal to their military oath and conscientiously fulfil their professional duty.
For generations, we have been cherishing the memory of every chapter of our Fatherland’s military history. It was created thanks to the military art of the great commanders, the unbending will and courage of soldiers and commanders, our ancestors, who, at the first call of the Motherland, stood up and took their place in the ranks alongside their comrades-in-arms.
The year 2026 has been declared the Year of Unity of the Peoples of Russia. We honour this sacred cohesion and know that throughout history, people of different ethnicities and confessions have risen to defend the country. A sense of patriotism and responsibility for the fate of the Motherland bound them together and inspired feats of arms and great immortal victories.
Today’s generation of Russian military honourably carries on the traditions of valour and honour bequeathed by their forefathers. Today, in the course of the special military operation, representatives of all the peoples of our vast country are heroically, shoulder to shoulder defending Russia’s interests.
The ability to come together and to achieve victory in the name of common goals exemplifies the tremendous strength of our Army and our multiethnic society. It has been that way for many centuries and, I am confident, it will always be so.
Our deepest respect goes to all who fight for the Fatherland. Eternal memory to the heroes who fell defending our people.

We will continue large-scale work to strengthen the Army and Navy with due regard to international developments, building on the combat experience gained during the special military operation, relying on the powerful capabilities of our industry, science, and industrial and high-tech companies.
The development of the nuclear triad, which guarantees Russia’s security and enables us to effectively ensure strategic deterrence and balance of power in the world, remains our unconditional priority.
We will continue to enhance the quality and the potential of all other branches and services of the Armed Forces, improve their combat readiness and mobility, their ability to operate in any, including the most difficult, conditions. And, of course, we will speed up the development of advanced systems for the Armed Forces.
I am confident that this equipment will always be in reliable hands, which is the most important thing. Our soldiers and officers – the pillar and support of the state and society – are true patriots and people of special breed and unbending will.
I thank all Russia’s military personnel for their valiant service. My very best wishes to your families and friends.

🌟 On February 23, 1918, near the villages of Bolshoye and Maloye Lopatino outside Pskov, fighters of the Second Red Army Regiment engaged an advance detachment of German troops marching toward Petrograd (St Petersburg). At the initiative of the Petrograd Soviet, this date came to be regarded as the founding day of the Red Army.
The name of the holiday changed several times. In the 1930s-1940s it was known as Red Army Day. In the post-war period – as Soviet Army and Navy Day.
