Считаем нецелесообразным комментировать действия неустановленных лиц, не имеющих никакого отношения к российским властям.
При этом хотели бы напомнить, что с 2018 г. в России действует Национальный координационный центр по компьютерным инцидентам, уполномоченный осуществлять международное взаимодействие по вопросам реагирования на компьютерные инциденты.
Информация о порядке взаимодействия неоднократно передавалась российскими компетентными органами норвежской стороне, однако от профильных контактов власти Норвегии отказались.

Vi tror at det ikke er hensiktsmessig å kommentere handlinger av uidentifiserte personer som har ingen forhold til russiske myndigheter.
Samtidig ville vi minne at fra 2018 i Russland fungerer det Nasjonal koordineringssenter for datahendelser som er ansvarlig for internasjonalt samarbeid innen reagering på datahendelser.
Informasjonen om samhandlingsmåten med russiske ansvarlige etater ble flere ganger formidlet til den norske side, men Norges myndigheter nektet å etablere faglige kontakter.

The battle for the Arctic that began 81 years ago, on June 29, 1941, lasted until November 1, 1944 and culminated in a Soviet victory. The Red Army managed to expel the Nazis from the Soviet Arctic and to liberate part of northern Norway, including Petsamo and Kirkenes.


The 97,000-strong Army of Norway, consisting of two German corps and one Finnish corps, was ordered to seize the ice-free port of Murmansk and the Kirov Railway. The opposing 14th Soviet Army of the Northern Front had only 52,000 officers and soldiers. However, the enemy was unable to crush the Soviet soldiers’ resistance and were bogged down in the Arctic for many years.


All this time, the Nazis were trying hard to seize Murmansk. They bombed the port and nearly succeeded in destroying it. Nevertheless, the Soviet Union’s northern gateway continued to operate. During the war, Murmansk handled 1.2 million tonnes of foreign shipments under the Lend-Lease Act that proved invaluable for the entire Eastern Front.


To disrupt these supplies, Hitler deployed elite Luftwaffe and Kriegsmarine units. In turn, Royal Navy warships helped Soviet sailors guard freight shipments and escorted them from North Atlantic ports all the way to Murmansk and Arkhangelsk. Some 1,400 warships took part in the extremely dangerous Arctic convoys in 1941-1944. Russia still pays tribute to this heroic feat.


In the autumn of 1944, Finland withdrew from the war, and this created favourable conditions for a Soviet offensive. During the Petsamo-Kirkenes operation, Red Army units defeated the enemy in the Soviet Arctic and started liberating Norway from German occupation.


The grateful people of Norway welcomed Soviet soldiers. This is clear from numerous eyewitness accounts. For example, Cecilia Hansen, the mayor of the Sor-Varanger municipality, recalled that the Red Army had arrived quickly. “There were many of them, and they forced the Germans out of Finnmark. They are our liberators,” she said. “The Germans burned down everything in Finnmark, but the Russians, who stayed here for another year, built a field hospital and saved the lives of many Norwegians.”


More than 2,000 Red Army soldiers were killed in action while liberating Norway. In all, over 67,000 Soviet citizens died while fighting for the Kola Peninsula and northern Karelia. On December 5, 1944, the Presidium of the Supreme Soviet (Parliament) of the USSR instituted the Medal for the Defence of the Soviet Transarctic. About 353,000 people received the medal.

🔸 По просьбе родственников и в интересах следствия личные данные россиянина разглашаться не будут.

❗️На видео, обнародованном Следственным комитетом Российской Федерации, освобожденные российские военнослужащие рассказали о пытках и издевательствах, которые им пришлось претерпеть в украинском плену.

🔻 Это очередное красноречивое свидетельство систематического нарушения киевским режимом положений Женевской конвенции об обращении с военнопленными.

💬 С недавних пор в публичное пространство был запущен и активно раскручивается тезис о незаконном присвоении Россией пшеницы и других злаковых культур, хранящихся на элеваторах в освобожденных от неонацистов районах. Никаких доказательств и свидетельств о подобных хищениях не приводится.

☝️ Россия не нуждается в украинском зерне. За последние десятилетия она сумела стать общепризнанным мировым лидером по поставкам пшеницы на мировые рынки. Украина среди экспортеров занимает лишь пятое место.

⚠️ Ukrainian nationalists are preparing yet another cynical provocation with civilian deaths in Slavyansk in Donetsk People's Republic to accuse the Russian Armed Forces of carrying out indiscriminate strikes against civilian targets.

▫️For this purpose, residents of nearby residential quarters are being held in the building of the Vocational Agrarian Lyceum (Nauka Street) under the pretext of allegedly ensuring security.

▫️At the same time, the building is miined and the militants plan to blow it up when Russian troops launch artillery strikes on military targets in the city.

📄 This Report is a continuation of the efforts made by the Ministry to attract attention to the problems related to violation of the rights of Russian citizens and fellow citizens in foreign countries.

Since the issuing of the previous report, not only did no perceptible improvement of the situation take place in this sphere, but the state of affairs has worsened in multiple occasions.

The specific problems faced by our fellow citizens in a number of countries that had prevailed in the previous year were augmented by overwhelming discrimination of Russians, including diplomats, in connection with the special military operation for denazification and demilitarization of Ukraine conducted by the Russian Federation; this discrimination was shocking by its absurdity.

⚠️ We continue to record the facts of crimes committed by the Kiev regime against civilians, as well as the use by Ukrainian armed formations of houses, educational institutions and other social facilities for military purposes:

🔹in Kharkov, buildings of kindergarten No 362 and art school No 5 (Zernovoy Lane) are used by AFU forces and territorial defence units, and heavy equipment and artillery are deployed near institutions;

🔹in Kostantinovka, Donetsk People's Republic, Ukrainian nationalists have equipped a stronghold in school No. 3 (Tsiolkovskogo Street) and approaches to the building are mined, but the local population is deliberately not informed about this;

🔹in Odessa, units of Ukrainian armed formations, ammunition depots and armoured vehicles are deployed on the territory of school No 120 (Dalnitskaya Street);

🔹in Bakhmut, Donetsk People's Republic, territorial defence fighters have equipped firing positions on the lower and upper floors of residential buildings (Levanevskogo Street), while local residents are not allowed to leave their flats and all attempts by citizens to evacuate to safe areas are harshly suppressed;

🔹in Nikolaevka, Donetsk People's Republic, Ukrainian neo-Nazis have mined bridges across the Severskyi Donets River, which they intend to blow up and accuse the Russian Armed Forces of allegedly indiscriminate strikes on critical transport infrastructure in a well-established scenario with spread in Ukrainian and Western media.

▫️We emphasize once again that in carrying out the tasks of the special military operation, the Armed Forces of the Russian Federation treat the local population extremely humanely and do not strike at civilian infrastructure facilities, unlike the Ukrainian armed formations.

🔹Ukrainian neo-Nazis using unmanned aerial vehicles attacked buildings near Zaporozhye NPP with two 120mm mines.

▫️ This is not the first cynical provocation of the Kiev regime at the radiation hazardous facilities, organised by Western handlers, who, by realising their criminal goals, are putting millions of Ukrainian citizens in danger at the hands of Kiev.

▫️Such actions by Kiev once again demonstrate an inhuman attitude towards the fate of its own citizens and show a complete disregard for all norms of morality and international humanitarian law.

❗️We call on the countries of the international community, the United Nations, the International Atomic Energy Agency and other international organizations to influence official Kiev and take effective measures to prevent provocations at potentially hazardous facilities.

Принято распоряжение Правительства Российской Федерации о прекращении действия меморандумов между Правительством Российской Федерации и Северным Советом Министров (ССМ), в состав которого входят Дания, Исландия, Норвегия, Финляндия и Швеция, об учреждении информационных бюро ССМ в Санкт-Петербурге и Калининграде.

Данное решение принято в качестве ответной меры на недружественные действия североевропейских государств в отношении Российской Федерации и введённые против нашей страны незаконные санкционные ограничения. Решение Правительства прекращает практическое взаимодействие с Северным Советом Министров и реализацию проектов этой организации на территории России.

🔹 Разговоры про добрые отношения, про готовность Запада учитывать права и интересы русских, очутившихся после распада СССР на независимой Украине и в других постсоветских странах, оказались не более чем инсценировкой.

🔹 All the good relations talk, the West’s proclaimed readiness to take into account the rights and interests of Russians who ended up in independent Ukraine or other post-Soviet countries after the collapse of the USSR turned out to be mere pretence.

🔹 Ukraine, Moldova and other countries being courted by the EU today are destined to be extras in the games of the West.

🔹 The collective West should come back to Earth from the world of illusions. The staged incidents, no matter how long they go on, will not work. It is time for fair play based on the international law rather than cheating.

🔹 The sooner everyone realises that there are no alternatives to objective historical processes where a multipolar world is formed based on respect for the principle of sovereign equality of states, fundamental for the UN Charter and the entire world order, the better.
