The 20th century has become an important milestone in freeing humanity from the shackles of colonialism. <...> The transition to the era of détente during the Cold War allowed the United States and the USSR to lay a strong foundation for containing military risks and building reliable strategic security architecture, especially in Europe. It is regrettable that those achievements have been almost completely destroyed today.
The objective process of the emergence of a multipolar world order driven by self-reliant nations and regions has met with serious resistance. The basic principles of international communication are being undermined at the instigation of the West. Universal legal norms and the principles of the UN Charter, including the sovereign equality of states, non-interference in internal affairs and self-determination of peoples, are being violated. Diplomacy as a means of peaceful settlement of disputes is being sacrificed to violent struggle, “hybrid wars”, total confrontation, and the desire to inflict a strategic defeat on the rival. Double standards, hypocrisy and direct lies are brought into play. <...>
Instead of a UN-centred architecture, narrow bloc alliances, closed clubs, behind-the-scenes “best practices”, allegedly “reliable scientific data”, and pseudo-democratic ‘values’ are being promoted.
The world is artificially divided into friends and foes, the “garden” and the “jungle”. <...>
This is what the infamous “rules” the West imposes instead of the international law, appear in reality.

🎙 Foreign Minister Sergey Lavrov’s remarks at the G20 Ministerial Meeting on reforming global governance (Rio de Janeiro, February 22, 2024)
Key points:
🔹 The forming of a fair multipolar world order without a definite centre and periphery has become much more intensive in the past few years. Asian, African and Latin American countries are becoming important parts of the global economy. Not infrequently, they are setting the tone and the dynamics.
🔹 In 2023, the BRICS countries’ share in world GDP, in purchasing power parity, grew to 35 percent, exceeding the G7’s share of 30.3 percent.
🔹 Many Western economies, especially in Europe, are actually stagnating against this background. These statistics are from Western-supervised institutions – the IMF, the World Bank and the OECD.
🔹 These institutions are becoming relics from the past. Western domination is already affecting their ability to meet the requirements of the times. Meanwhile, it is perfectly obvious today that the current problems of humanity can only be resolved through a concerted effort and with due consideration for the interests of the Global South and, generally, all global economic realities.
❗️ Institutions like the IMF, the World Bank, the EBRD, and the EIB are prioritising Kiev’s military and other needs. The West allocated over $250 billion to tide over its underling thus creating funding shortages in other parts of the world. Ukraine is taking up the bulk of the funds, relegating Africa and other regions of the Global South to rationing.
🔹 Countries that have discredited themselves by using unlawful acts ranging from unilateral sanctions and the seizure of sovereign assets and private property to blockades, embargoes, and discrimination against economic operators based on nationality to settle scores with their geopolitical opponents cannot be considered guarantors of financial stability.
🔹 Without a doubt, new institutions that focus on consensus and mutual benefit are needed to democratise the global economic governance system. Today, we are seeing positive dynamics for strengthening various alliances, including BRICS, the SCO, ASEAN, the African Union, LAS, CELAC, and the EAEU.
🔹 This year, Russia chairs BRICS, which saw several new members join it. We will do our best to reinforce the potential of this association and its ties with the G20.
🇺🇳 Considering that 6 out of 15 UN Security Council members represent the Western bloc, we will support the expansion of this body solely through the accession of countries from Asia, Africa, and Latin America.

We will always remember that it was the Soviet people who defended the freedom of Russia, all of Europe and the entire world.
Russian soldiers and officers are honourably carrying on these glorious military traditions. Today it is the participants of the special military operation who are on the frontlines. You fight for truth and justice; you show courage and valour in defence of Russia. You are true national heroes. We are proud of you, we admire your courage, we honour your exploits. We know it is difficult for you, and we will do everything possible to help you complete the mission you have been assigned. Thank you for valiantly performing your military duty, and for your faithful and selfless service to the Fatherland.
There are many alarming challenges and risks in the modern world, but the powerful capabilities and combat readiness of our army and navy guarantee Russia’s security and its free, sovereign development.

On this day in 1918, in the vicinity of villages of the Bolshoe Lopatino and Maloe Lopatino near Pskov, the fighters of the 2nd Red Army Corps started to fight against an advanced detachment of German troops that were marching toward Petrograd (now Saint Petersburg).
That is why upon the initiative of the Petrograd Council, February 23 was proclaimed the Red Army Day.
🎆 After the World War II, in Moscow, the other capitals of the USSR's Republics, as well as hero cities, and the hero fortress of Brest, established a tradition to perform solemn artillery salutes on February 23rd.
On this day, by long-standing custom, people meet with veterans, pay tribute and lay flowers to the graves of fallen soldiers, participate in solemn ceremonies.

🇷🇺🇧🇷 On February 22, Foreign Minister Sergey Lavrov met with President of Brazil Luiz Inacio Lula da Silva in Brasilia to discuss further steps to promote friendly bilateral relations, including preparations for the 12th session of the Intergovernmental Commission on Trade and Economic Cooperation and the upcoming meeting of the High-Level Commission to coordinate additional measures to expand mutual trade and implement joint projects in various areas.
The Sides welcomed the intensified inter-parliamentary and inter-party contacts, as well as the development of humanitarian and sports ties.
🌐 Special attention was given to the practical aspects of interaction in the international arena, particularly in light of Russia’s BRICS chairmanship and Brazil’s G20 chairmanship in 2024.
The Officials agreed to coordinate activities in these formats and at the UN to advance the reform of global governance institutions, which should reflect the increased weight of the Global South countries in the economy and politics around the world.
The Parties exchanged opinions on developments related to Ukraine. President Lula da Silva confirmed Brazil’s commitment to conflict resolution based on the legitimate concerns of all Parties in the security sphere and emphasised the futility of unilateral initiatives and ultimatums.
☝️ Sergey Lavrov and President Lula da Silva expressed their shared concerns regarding the deep crisis in the Palestinian territories, which has claimed the lives of tens of thousands of civilians. They agreed that the UN Security Council should demand an immediate ceasefire, address grave humanitarian issues, and remove obstacles to the implementation of UN resolutions on the creation of a Palestinian state.

⚡️ Statement by the Foreign Ministry regarding the response to the 13th EU package of sanctions against Russia
The European Union continues its futile attempts to put pressure on Russia through unilateral restrictive measures. On February 23, the EU countries adopted the 13th package of sanctions. We consider these EU moves illegitimate and believe they undermine the international legal prerogatives of the UN Security Council.
⛔️ In response to this unfriendly move, the Russia has significantly expanded the list of representatives of European institutions and EU member states, who, under Federal Law No 114-FZ On the Procedure for Entering and Exiting the Russian Federation dated August 15, 1996, are denied entry to our country.
It concerns officials from law enforcement agencies and commercial organisations in the EU countries and EU nationals who are involved in providing military assistance to the neo-Nazi Kiev regime; representatives of European agencies engaged in prosecuting Russian officials for “illegal arrests and deportation of people from Ukrainian territories;” those who are involved in establishing a “tribunal” against the Russian leadership and collecting relevant materials; those who call for confiscation of Russian state assets or the use of the profits from them in the interests of Ukraine; those who support the sanctions against our country and try to undermine Russia’s relations with other states, and those who are engaged in distributing misinformation about our country.
The Russian stop-list also includes representatives of the Council of Europe, members of the legislative assemblies of the EU countries, participants in the Parliamentary Assembly of the OSCE and PACE, who systematically make unfriendly statements regarding Russia.
❗️This is to reiterate that any unfriendly actions by Western countries will be met with a timely and commensurate response.

• Some of our Western colleagues’ attempts during the #G20 Ministerial Meetings to divert the discussion from this key issue to the topic of supporting the Kiev regime, focusing on groundless accusations against Russia and Ukrainising the agenda are not supported by developing countries and most of the Global South countries.
🌐 Our remarks also focused on the fact that, apart from the Bretton Woods institutions, the IMF, the World Bank, and the WTO, there are also new centres and unions of the Global Majority developing in different regions of the world. In the Eurasian space, these are the #SCO, #ASEAN, and #EAEU.
🇺🇳 Today, six members of the UNSC out of 15 are allies of the US, with nearly all of them doing Washington’s bidding. When we address the problem of expanding the UNSC in practical terms, we will support solely representatives of Asia, Africa, and Latin America.
• US Secretary of State Antony Blinken said they should not by any means divide the world into isolated blocs which seems like a sound idea, but immediately, without missing a beat, he went on to say that they will, of course, cooperate primarily with democracies. To use his words, there are different “blocs.” The best part, though, is him saying that all countries have a choice, “If you are not at the table in the international system, you’re going to be on the menu.” That’s the kind of approach the top US diplomat has towards those who disagree with them.
• Many of our colleagues from the Global Majority share with us in confidence how the Americans demand that they join their sanctions against Russia and what threats they use. That prompts an interesting conclusion about US diplomacy and what it now amounts to.
🌎 Latin America is one of our major partners. Our trade is growing substantially and investment activities are also gaining momentum.

10 лет назад на Украине произошли драматические события, известные как «евромайдан». Поводом для них стало принятое президентом Украины В.Януковичем в ноябре 2013 г. решение отложить подписание Соглашения об ассоциации с ЕС, чтобы еще раз проанализировать ситуацию с точки зрения имевшихся у Киева обязательств в рамках Договора о свободной торговле в рамках СНГ. Украинскому президенту было над чем подумать, потому что по итогам предыдущего 2012 г. двусторонняя торговля между Россией и Украиной превысила 50 млрд.долл. – больше, чем со всем Евросоюзом (для сравнения, товарооборот Украины с Германией составлял тогда около 8 млрд.долл., а с США – менее 4 млрд.).

Om Euro-Majdans tragiske rolle i Ukrainas skjebne
For 10 år siden fant de dramatiske hendelsene som er kjent som Euro-Majdan sted i Ukraina. Årsaken var beslutningen som ble tatt av Ukrainas president Viktor Janukovitsj i november 2013 om å utsette undertegningen av en assosieringssavtale med EU for igjen å analysere situasjonen ut fra Kievs forpliktelser under frihandelsavtalen innenfor Samvelde av Uavhengige Stater. Den ukrainske presidenten hadde noe å tenke på, for ifølge resultatene fra året før, 2012, oversteg den bilaterale handelen mellom Russland og Ukraina 50 milliarder dollar – mer enn med hele EU (til sammenligning var Ukrainas handel med Tyskland på ca. 8 milliarder dollar, og med USA – mindre enn 4 milliarder).

Key talking points:
• Our Motherland is defending its sovereignty and security, defending the lives of our compatriots in Donbass and Novorossiya.
• The so-called West, with its colonial practices and penchant for inciting ethnic conflicts around the world, not only seeks to impede our progress but also envisions a Russia that is a dependent, declining, and dying space where they can do as they please.
• They [the West] want to replicate in Russia what they have done in numerous other countries, including Ukraine: sowing discord in our home and weakening us from within.
• We were not the ones who started the war in Donbass, but <...> we will do everything to put an end to it, eradicate Nazism and fulfil all the objectives of the special military operation, as well as defend sovereignty and ensure that our people are safe.
• They [the West] have recently made unfounded allegations, in particular, against Russia, regarding plans to deploy nuclear weapons in space. Such fake narratives, and this story is unequivocally false, are designed to involve us in negotiations on their conditions, which will only benefit the US. At the same time, they have blocked our proposal which has been on the table for over 15 years. I am referring to the agreement on preventing the deployment of weapons in outer space, which we drafted back in 2008.
• The West has provoked conflicts in Ukraine, the Middle East, and other regions around the world while consistently propagating falsehoods. Now they have the audacity to say that Russia harbours intentions of attacking Europe. Can you believe it? We all know that their claims are utterly baseless. And at the same time, they are selecting targets to strike on our territory and contemplating the most efficient means of destruction. Now they have started talking about the possibility of deploying NATO military contingents to Ukraine.

💬 An unprecedented wave of violence has engulfed the Gaza Strip. In many respects, this is the result of the protracted impasse in the Middle East settlement process, caused by the US attempts to monopolise mediating efforts.
• It goes without saying that our main priority is to stop the bloodshed. We have worked on this since the first days after the October 7, 2023 attack. We have condemned the assault. But it is unacceptable to respond with collective punishment of Palestinians.
• On October 15, 2023, Russia submitted a draft resolution to the UN Security Council demanding a ceasefire. The US blocked both this draft and subsequent efforts towards this goal by repeatedly using its veto. All attempts to approve a resolution demanding a durable ceasefire have failed to result in anything.
• Relapses into large-scale confrontation were inevitable as long as we remain passive and fail to work together to address the root cause of this years-long conflict, namely to work to create a Palestinian state in keeping with UN Security Council and UN General Assembly resolutions.
• We have repeatedly advocated the resumption of direct dialogue between Israel and the Palestinian National Authority.
❗️ Clearly, the effectiveness of our efforts will depend on everyone's ability to put the interests, goals and destiny of the Palestinian people above the current fleeting considerations and differences in positions and approaches. If you announce the goal of restoring Palestinian unity on the platform of the Palestine Liberation Organisation, it will yank the trump cards out of the hands of the forces that, citing internal problems in the Palestinian territories, have used them to delay the Middle East settlement process.
