⚡️ Foreign Ministry statement on the situation in the Korean Peninsula
Tension has been escalating in the Korean Peninsula lately threatening security and stability in Northeast Asia.
This escalation stems from the provocative steps by the US and its allies, aimed at ramping up their military activity in the region, including by deploying NATO infrastructure, making military preparations and holding more manoeuvres and exercises, some involving nuclear components, close to the DPRK’s border.
The fact that the US and the collective West are seeking to shift the blame for escalating tension in the peninsula and in Northeast Asia in general onto the DPRK is nothing more than a reflection of their long-standing habit of shifting the burden of responsibility. In fact, it is the unrelenting aggressive provocations by Washington, Seoul and Tokyo that are forcing Pyongyang to take adequate measures to ensure its defence capabilities and security.
❗️ The Foreign Ministry calls for an end to the US’ irresponsible and hazardous policy, which uses its Indo-Pacific Strategy as a motto to divert countries in the region from developing independently, depriving their people of their sovereign right to preserve and strengthen their identity and choose their own development path.

💬 On January 31, the UN International Court of Justice delivered its judgment on the merits in the case filed by Ukraine in January 2017 on the Application of the International Convention for the Suppression of the Financing of Terrorism (ICSFT). Russia’s arguments undercutting Ukraine’s groundless insinuations were heard in The Hague: the Court rejected almost all of more than 20 submissions made by Kiev during the seven-year proceedings, and left Ukraine without any reparations.
❗️The Court also dismissed Ukraine’s insinuations that the DPR and the LPR are allegedly terrorist organisations.
👉 These findings are of particular importance in light of the fact that Kiev intended to use the Court’s Judgment to support its demands for the transfer of Russian assets stolen in the West and the imposition of international restrictions on Russia.
In addition, the Court rejected Ukraine’s claim under the ICSFT that Russia should be held responsible for the crash of Boeing Flight MH17 and did not accept the Ukrainians’ allegations that the DPR was involved in the crash. During the hearing, Russia presented compelling evidence of fatal flaws in the pseudo-international investigation of the incident by the Joint Investigation Team under the umbrella of the Dutch justice system.
With regard to the events of 2014-2017, the UN International Court of Justice was unable to support Ukraine’s arguments about Russia’s alleged involvement and the guilt of the Donetsk militias in the shelling of the Bugas military checkpoint near Volnovakha, the military airfield in Kramatorsk, where the headquarters of the so-called ATO was located, and AFU positions in Mariupol and Avdeyevka, stating that these incidents did not fall under the ICSFT.
The Russian side highlighted the particular cynicism of the Ukrainian allegations: Kiev tried to present strikes against military targets as “acts of terror,” although the Ukrainian armed forces have been firing on the cities of Donbass with heavy weapons for many years, striking civilian objects, including an air strike on the building of the Lugansk regional administration on June 2, 2014, the killing of civilians in an attack on a public transport stop in Donetsk on January 22, 2015, and many other bloody crimes.
👉 Equally cynical is the way in which the Kiev regime tried to designate humanitarian aid to Donbass residents suffering from Ukrainian shelling and the economic blockade as financing terrorism.
The UN International Court of Justice stated that Russia had complied in good faith with its obligations to cooperate in the field of terrorism financing, including the obligation to identify and freeze assets used to finance terrorism; to extradite or independently prosecute perpetrators of terrorist crimes; to provide mutual legal assistance; and to cooperate in the prevention of terrorist crimes. This is fully consistent with the FATF's earlier conclusions about the high level of Russia's fulfillment of its obligations in this area; the FATF assessed Ukraine's claims as being of a purely political nature.
We were bewildered, against this background, at the Court's conclusion that Russia had failed to take measures to investigate two facts contained in information received from Ukraine regarding persons who have allegedly collected funds in Russia to help the people of Donbass. The Court had to go against its own practice and set an unprecedentedly low bar for proving the applicability of the Terrorist Financing Convention when there was no evidence of either terrorism or its financing.
As a result of the proceedings, Ukraine was completely denied all claims for reparation or other forms of compensation.

💬 On January 31, 2024, the UN International Court of Justice released its final Judgment in the dispute with Russia initiated by Ukraine in January 2017, based on the Convention on the Elimination of All Forms of Racial Discrimination (CERD). The court rejected practically all Ukraine’s demands and recognised that Russia’s policy conforms to its commitments under the convention. There is no discrimination against Crimean Tatars and Ukrainians in Crimea.
The main false accusation levelled by Kiev against Russia was that:
• Russia’s law-enforcement actions against members of the terrorist group Hizb ut-Tahrir and the extremist groups Tablighi Jamaat and the Mejlis of the Crimean Tatar People constituted persecution of Crimean Tatars on ethnic grounds. The court did not agree with this assessment. It did not find any elements of discrimination in the standards of Russian anti-extremist legislation. Nor did it detect any signs of racial discrimination in the application of these standards by Russian law-enforcement bodies.
• The court did not find that the ban on the Mejlis, which Russia has outlawed as an extremist organisation, violated the Convention. It emphasised in its Judgment that the Qurultay is the representative body of the Crimean Tatar people. It was not banned and continues fulfilling its functions in Crimea.
• The court rejected Ukraine’s accusations of Russia’s alleged involvement in the targeted murders and abductions of Crimean Tatars and Ukrainians in Crimea.
• The court also rejected all Ukraine’s claims on the issues of citizenship. It did not identify any cases of racial discrimination in the Russian laws on granting citizenship in Crimea since 2014.
• Ukraine’s allegations about the infringement of the rights of the Crimean Tatars and Ukrainians to access to their national media, assemblies and rallies and the preservation of cultural heritage sites were also found to lack merit.
• Russia’s restoration of the Khan’s Palace in Bachchisarai was not a “cultural catastrophe” as Ukrainian representatives tried to present it. It was necessary to remedy the effects of negligence on the part of the Ukrainian authorities that had brought this landmark of history and culture to a dilapidated state.
• The International Court of Justice recognised that the residents of Crimea have access to education in the Crimean Tatar and Ukrainian languages. At the same time, a majority on the court ruled that the sharp reduction in the number of schools with instruction in Ukrainian after Crimea’s transfer to Russia’s jurisdiction in 2014, is a violation of its commitments on the right to education under the CERD.
☝️ This finding is controversial enough, especially considering that the court admitted that Crimeans chose instruction in Russian of their own free will. Were the Russian authorities supposed to drag children into Ukrainian schools against their will? All those who want instruction in Ukrainian will be granted this opportunity in one way or another in accordance with current legislation.

✅ The case is over. Russia is not supposed to take any special action to fulfil this judgment. All of Ukraine’s demands for reparations have been rejected.

💬 The conflict has been going on for almost four months now. The colossal figures of loss and destruction speak for themselves – more than 26,000 people, including women and children, have become victims of indiscriminate bombardment and use of armed force. At least 65,000 people have been injured. 80 % of the entire population of Gaza have been internally displaced.
Due to the lack of unimpeded humanitarian access to the north and south of the enclave, especially to Khan Younis, and the widespread destruction of civilian infrastructure (reportedly up to 50 %) Gaza faces equally deadly risks of famine and infectious disease epidemics.
❗️ For our part, we have consistently and unwaveringly advocated an immediate humanitarian ceasefire.
Without a cessation of hostilities, there can be no meaningful humanitarian access to all those in need, no release of all hostages and no recovery of the Palestinian-Israeli settlement process on an internationally recognized basis.
☝️ Against this tragic humanitarian backdrop, we note the high-impact decision of a number of Western donors, led by the US, to suspend funding to UNRWA.
Provocative rhetoric of some representatives of Israel’s leadership, who call not only for the continuation of the military operation in the Gaza Strip, but also for the elimination of the UNRWA presence in the enclave and forced displacement of Palestinians from their places of permanent residence, is particularly alarming.

🇷🇺 Russia will continue to do its utmost to contribute to stabilization in the Middle East and to advance the Middle East settlement process together with the countries of the region and in coordination with other conscious mediators. As before, we are open to discussing relevant initiatives within the collective UN framework.

⚠️ The reliance of the Western minority on force and the suppression of dissent is leading to serious crises in international relations and increasing the number of conflicts.
• The Western policy affects us and we can feel the impact. Everyone knows that a hybrid war has been unleashed against Russia. The US and its allies want to impose the infamous Zelensky Formula on the international community.
• I asked those who attended the Peace Formula meeting in Davos whether the initiatives presented by the Global Majority got any traction, only to be told that no one paid any attention to them. They are not there to offer initiatives. <...> All they have to do is go there so that they can be counted among the participants for producing a new record for the whole world to see.
❗️ This demonstrates a total failure to respect the opinions of others and the desire to ignore them, which amounts to a purely colonial, imperialist attitude, no matter how you put it.
🌐 Nevertheless, we know the course of history cannot be reversed. We are witnessing the Global Majority.
• Our strategic partners, including those in #BRICS, are pursuing pragmatic and independent foreign policies – unlike the West, which tends to impose on others the development models that suit it.
• BRICS is a global organisational principle for the Global South and East. However, it is not based on the bloc principle, which I want to emphasise, but on the principles of mutual respect, a sovereign choice of development path and the implementation of the fundamental principle of the UN Charter, that is, the sovereign equality of states.
☝️ We will focus on ensuring the smooth inclusion of our new colleagues and new BRICS members in everyday activities. We will continue prioritising cooperation with countries (~30 of them) that have shown an interest in a rapprochement with BRICS and are prepared to participate in our practical projects.

❗️ I am pretty confident that the moment will come when we will see reintroduction of US tactical nuclear weapons in the UK.
This is very fit into an aggressive and threatening pattern
which both Washington and London follow while dealing with the changing global security situation.
If they believe that reintroduction of nuclear weapons in UK would be an act of deterrence towards Russia, then they mistake and miscalculate once again.
☝️ We will find our ways how to counter this through military-technical means and it will not enhance security of United Kingdom, nor the US, nor NATO as a whole.

This bitter battle lasted 2️⃣0️⃣0️⃣ days on the banks of the Don and Volga rivers, at the walls of Stalingrad, and finally in the city itself. The Battle for Stalingrad surpassed all previous battles in world history in its scale and intensity.
Up to 2.1 million people took part in the battle on both sides at a given time.
By late June, 1942, the enemy had concentrated at a front some 600–650 kilometres long from Kursk to Taganrog up to 35 percent of the infantry and over 50 percent of the tank and motorised divisions from the overall number of forces on the Soviet-German front.
☝️ However, their plans to win because of significant forces in this area were not destined to come true.
The Battle of Stalingrad includes two periods:
Defensive: from July 17 to November 18, 1942
Offensive: from November 19, 1942 to February 2, 1943.
There were no long pauses or lulls in the battle - the fighting was continuous. Stalingrad for the Nazi was a kind of "mill", which grinded thousands of German soldiers and officers.
The invaders lost a quarter of its forces on the Soviet-German front during this battle with the total losses, including the dead and wounded, prisoners of war and those who went missing, totalling around 1.5 million people. This led Germany to announce its first national day of mourning during the war.
The victory in Stalingrad created conditions enabling Soviet forces to mount a large-scale counteroffensive aimed at expelling the invaders from the Motherland.
☝️ Not only did this massive feat increase the international prestige of the USSR & the Red Army, but also helped strengthen the anti-Hitler coalition.

📅 On the night of February 2, 1945, Soviet POWs made a mass escape from the Mauthausen concentration camp (located in what is today Austria). This daring uprising went down in history as one of the biggest of World War II.
Mauthausen belonged to the toughest, third category of concentration camps for “the incorrigible enemies of the Reich.” It was founded by a granite quarry near Linz, Hitler’s hometown, soon after the Anschluss of Austria in 1938.
Citizens of the USSR, Poland and Hungary were the most numerous groups of prisoners. Up to 335,000 people passed through the camp during its existence, including over 120,000 who perished there. Lt-General Dmitry Karbyshev was one of those brutally murdered in the camp. The Nazis doused him with cold water until he turned into a block of ice.
Block No. 20 was designed for those who were sentenced to death – mostly Soviet POWs charged with clandestine activities. Beatings and torture were routine at the camp. Overall, about 6,000 Red Army officers and men perished on this block.
On the night of February 2, 1945, 419 POWs made a daring escape from “death row”. They jumped out the windows of a barrack and hurled whatever they could find at the machinegun towers. Those who managed to get over the fence dashed barefoot across the snow-covered outer perimeter of the camp.
All local SS units were involved in the pursuit of the fugitives, which was cynically dubbed “Hare Hunting.” Those who were returned to the camp were brutally tortured to death by the Nazis.
☝️ Risking her life, Austrian Maria Langthaler gave refuge to two escapees in her house at a time when her four sons were fighting on the Eastern Front. In 2021, she was posthumously awarded the Order of Courage.
💬 Former Mauthausen POW Nikolay Parshin recalls: “Prisoners on death row rose up against their torturers and broke free from the hell on Earth created by the Nazis. They died in glory like warriors…Their memory will always remain in our hearts.”
Mauthausen belonged to the toughest, third category of concentration camps for “the incorrigible enemies of the Reich.” It was founded by a granite quarry near Linz, Hitler’s hometown, soon after the Anschluss of Austria in 1938.
Citizens of the USSR, Poland and Hungary were the most numerous groups of prisoners. Up to 335,000 people passed through the camp during its existence, including over 120,000 who perished there. Lt-General Dmitry Karbyshev was one of those brutally murdered in the camp. The Nazis doused him with cold water until he turned into a block of ice.
Block No. 20 was designed for those who were sentenced to death – mostly Soviet POWs charged with clandestine activities. Beatings and torture were routine at the camp. Overall, about 6,000 Red Army officers and men perished on this block.

📅 On February 4, 1945, the Yalta (Crimean) Conference commenced. It was the second meeting of all anti-Hitler coalition countries leaders: Joseph Stalin, Winston Churchill & Franklin Roosevelt.
Yalta hosted the conference when successful strategic offensives by the Red Army had liberated the Soviet territories as well as several European nations from fascist occupation. Just on February 3, the Vistula-Oder Operation had concluded, while the Western Carpathian & East Prussian operations were in full swing, marking the final stages of the war against Nazi Germany.
📜 The leaders approved key international documents, including the Declaration of Liberated Europe & documents outlining the fundamental principles for the creation of the UN, which laid the foundation for post-war international relations & defined the contours of the post-war world order.
Certain issues regarding post-war Germany were also resolved. Conference participants expressed their unwavering determination to eliminate German militarism & Nazism. They agreed on France's participation in addressing the German issue, defining the borders of Poland, outlines of the future Polish government & the conditions for the USSR's entry into the war against Japan.
The tremendous growth in the international authority of the Soviet Union, bolstered by the outstanding achievements of the Red Army, had a significant influence on the course & outcomes of the negotiations.
🤝 The Yalta Conference of the leaders of the USSR, the USA, and the UK held immense historical significance, being one of the key summits of the Second World War. It demonstrated the readiness for cooperation & compromise among the three allied powers in their fight against the common enemy.

🇷🇺 Russia’s Federal Agency for Fishery has offered Japan to help rescue the orca whales caught in the drifting ice.
The agency’s letter to the Ministry of Agriculture, Forestry and Fisheries of Japan says that the Fishery Agency and the Russian Federal Research Institute of Fisheries and Oceanography have the necessary competencies and knowledge to rescue the ice-trapped whales, which are on the Red List of Threatened Species.
According to media reports, a pod of 16 orcas have become trapped by sea ice several kilometres off the coast of Rausu in the Nemuro Strait, which divides the north-eastern coast of Japan’s Hokkaido from the Russian island of Kunashir.
The agency’s letter to the Ministry of Agriculture, Forestry and Fisheries of Japan says that the Fishery Agency and the Russian Federal Research Institute of Fisheries and Oceanography have the necessary competencies and knowledge to rescue the ice-trapped whales, which are on the Red List of Threatened Species.

❗️ The position of Serbs in Kosovo is worsening literally every day. Violations of fundamental UN Security Council Resolution 1244 have become gloomy routine. The level of ethnic tensions is rapidly growing.
After the decision to ban the circulation of the Serbian dinar, which deprived the local non-Albanians of the opportunity to receive their pensions, allowances and other payments, the local authorities have taken a new step in eliminating administrative and commercial structures beyond their control, including Serbian postal branches. They are conducting illegal searches, withdrawing documents and cash, detaining employees and fabricating criminal cases.
The criminal regime of Prime Minister Albin Kurti has finally gone into the active phase of anti-Serbian ethnic cleansing: the expelling of Serbians from their ancestral lands. In this way Pristina hopes to avoid the need to fulfil its commitments, primarily, on creating the Community of Serb Municipalities of Kosovo.
By encouraging Albin Kurti and the terror he unleashed, the West is trying to punish Belgrade for its firmness in upholding its national sovereignty, the right to pursue an independent policy and the resolve to preserve friendly relations with Russia and other states outside the Euro-Atlantic orbit. Attempts are being made to compel the Serbians to give up their vital interests, including protection of their compatriots.
☝️ We are seeing this not only in Kosovo but also in Bosnia and Herzegovina where the West is trying to reshape the country in line with a unitary model and put it under its control.

•After we withdrew our troops from Kiev, the other side (Ukraine) threw away all these agreements and obeyed the instructions of Western countries, European countries and the US to fight Russia to the bitter end.
❓ Wouldn't it be better to negotiate with Russia? Make an agreement, already understanding the situation that is developing today, realizing that Russia will fight for its interests to the end. And, realizing this, actually return to common sense, start respecting our country and its interests and look for certain solutions. It seems to me that this is much smarter and more rational.

• Russian embassies and consulates have witnessed a stark deterioration in terms of their security lately, which raises the most serious concerns. This is largely attributable to efforts by unfriendly regimes.
• Obviously, there will be a much greater risk of provocations during the voting abroad to elect the President of Russia, but we will take this factor into account when planning our security arrangements to enable Russians to cast their ballots in all freedom. Ahead of the #DiplomatsDay (celebrated on February 10), we cherish the memory of Alexander Gorchakov, an outstanding Russian diplomat and statesman who served as the last Chancellor of the Russian Empire.
🗓 When he was appointed head of the Foreign Ministry of the Russian Empire in 1856, Gorchakov devoted his efforts to changing the conditions of the Treaty of Paris, which sealed the outcome of the Crimean War. His goal was to revoke the neutral status of the Black Sea and to regain control of Bessarabia.
✍️ On August 21, 1856, Gorchakov dispatched a directive outlining new foreign policy objectives to all Russian embassies. It contained a phrase that resonated throughout Europe: “Some say that Russia is angry. No, Russia is not angry, Russia is concentrating.” This phrase conveyed Russia’s decision to refrain from becoming actively involved in European affairs to restore order at home. Another element of the new policy was that Russia would no longer sacrifice its interests to please anyone.
Gorchakov’s diplomatic skills prevented Austria from joining the Franco-Prussian war, which ensured Prussia’s victory over France. This allowed Russia to stop implementing the Paris Treaty articles that limited its sovereignty in the Black Sea and to encourage other countries to recognise this new state of affairs at the international conference in London in 1871.
👉 Thanks to Gorchakov’s efforts, the international situation underwent a transformation, enabling Russia to launch reforms that resulted in a huge economic leap in the last 30 years of the XIX century.
Gorchakov’s principle of prioritising national interests in foreign policy remains relevant in Russian diplomacy. Alexander Gorchakov is respected as a bright example of competence, dedication and service to the Fatherland.

No, Russia is not angry, Russia is concentrating.” This phrase conveyed Russia’s decision to refrain from becoming actively involved in European affairs to restore order at home. Another element of the new policy was that Russia would no longer sacrifice its interests to please anyone.
Gorchakov’s diplomatic skills prevented Austria from joining the Franco-Prussian war, which ensured Prussia’s victory over France. This allowed Russia to stop implementing the Paris Treaty articles that limited its sovereignty in the Black Sea and to encourage other countries to recognise this new state of affairs at the international conference in London in 1871.
👉 Thanks to Gorchakov’s efforts, the international situation underwent a transformation, enabling Russia to launch reforms that resulted in a huge economic leap in the last 30 years of the XIX century.

О наращивании норвежско-американского военного сотрудничества

Обращают на себя внимание все более значительные усилия Осло по наращиванию военного взаимодействия с Вашингтоном, в том числе вблизи границ с Россией. В этом ряду – подписание 2 февраля с.г. Норвегией и США договорённости о внесении изменений в норвежско-американское Дополнительное соглашение об оборонном сотрудничестве 2021 г.
Новый документ предусматривает существенное увеличение числа военных объектов в Норвегии, которые с широкими правами бессрочно передаются в распоряжение американских вооружённых сил. Мне кажется, такими темпами этим странам, в принципе, будет запрещено проводить какие-либо расследования без одобрения Вашингтона. Эти силы могут быть беспрепятственно задействованы США в том числе для дислоцирования средств, передового складирования вооружений, проведения учений. Ряд объектов расположен в непосредственной близости от российской границы.
Упомянутая договорённость, как и само соглашение 2021 г., противоречит провозглашённой правительством Норвегии в ноте Советскому Союзу от 1 февраля 1949 г. и впоследствии неоднократно им подтверждавшейся политике непредоставления иностранным вооружённым силам баз на норвежской территории в мирное время, закрепляет постоянное военное присутствие США в Норвегии.
Документ идёт в русле деструктивной линии Осло на активизацию в стране военных приготовлений под эгидой НАТО. Ещё одним шагом в этом направлении станет проведение в северной части Норвегии, а также Финляндии и Швеции 3-14 марта 2024 г. межвидовых учений «Нордик Респонс 2024» с участием более 20 тыс. военнослужащих из 14 государств.
Очередные милитаристские действия норвежских властей чреваты дополнительной эскалацией напряжённости в Евроарктическом регионе. Они, кроме того, наносят ущерб безопасности самой Норвегии, фактически добровольно отказывающейся от собственной независимости и суверенитета.
Российская Федерация не оставит без ответа наращивание военного потенциала НАТО у своих границ и будет предпринимать адекватные оборонительные меры для купирования угроз национальной безопасности.
