The situation in the conflict zone has taken an extremely negative turn with the confrontation entering a new dangerous phase on October 28, 2023. The Israel Defence Forces (IDF) launched a ground operation in Gaza Strip

The number of victims is growing exponentially. The humanitarian disaster has been gaining momentum against the backdrop of the military escalation. It is in its early days and its ramifications will be felt for years and decades to come unless concrete steps are made to de-escalate.

There is a growing risk of this conflict spilling over across the region. The provocative military manoeuvring by the US in the Eastern Mediterranean is having a destabilising effect on the Middle East.

We have noted the statement by a representative of the International Olympic Committee, who urged officials and athletes to not allow discrimination against Israel against the backdrop of the Gaza Strip conflict. It was said that the IOC adheres to the concept of individual responsibility and that athletes cannot be responsible for the actions of their governments. It was stated as an official position of the International Olympic Committee.

We cannot help but regard this statement as out of touch with the IOC’s deeply discriminatory attitude towards Russian and Belarusian athletes.

⚡️ As a result of the unprecedented escalation of violence in the Palestinian-Israeli conflict, calls for collective actions to deescalate the situation in the Middle East, including the holding of an international conference, are being heard more persistently.

🇷🇺 The Russian Federation actively supports this aspiration and has always backed the need for a multilateral approach to the Middle East settlement issue.

The priority objective today is to cease the military action in Gaza, ensure the protection of civilians, deliver humanitarian aid to all those in need and free all hostages as soon as possible.

❗️ Otherwise we will face the risks of the radicalisation and growth of terrorism, and the dangers of spreading the conflict.

It is time to start creating an environment that will allow for the resumption of the Palestinian-Israeli peace process.

☝️ We emphasise the central role of the Middle East states in resolving the region’s issues. <...> The involvement and unity of the states in this region along with the political will of the Palestinians and the Israelis to hold talks on a package of issues for a final status is a key condition for restarting a comprehensive peace process in the Middle East.

⚡️ Foreign Ministry statement on the completion of the procedure for the Russian Federation's withdrawal from the Treaty on Conventional Armed Forces in Europe (CFE Treaty)

📃 At midnight on November 7, 2023, the procedure planned under the CFE for Russia's withdrawal from this agreement was completed. Thus, the international legal document, the operation of which was suspended by our country in 2007, has become history for Russia once and for all.

At the same time, two other legally binding agreements closely associated with the Agreement on Conventional Armed Forces in Europe (CFE) − the so-called Budapest Agreement of November 3, 1990 on the maximum levels for holdings of conventional armaments and equipment for six member states of the Warsaw Treaty, and the Flank Document of May 31, 1996 − have also lost force for the Russian Federation as well

The Western participants overestimated their ability to influence Russia and our country's interest in the CFE Treaty. Given the destructive stance of the United States and its allies towards the Agreement on Adaptation of the CFE Treaty, Russia suspended the treaty's operation in 2007.

☝️ This aligned with the Munich speech by President Putin (February 2007), and became one of our country’s first steps to staunchly oppose the hegemony of the collective West and the West-imposed security concept based on arbitrary rules.

By suspending the CFE Treaty, Russia left the door open for a dialogue on ways to restore the viability of conventional arms control in Europe. However, our opponents did not take this opportunity and continued to base their policies on anti-Russian bloc principles rather than cooperation.

❗️ Given the direct responsibility of NATO countries for fuelling the Ukraine conflict, as well as the accession of Finland to the alliance and the ongoing consideration of a similar application by Sweden, even the formal preservation of the CFE Treaty has become unacceptable from the standpoint of Russia's core security interests.

🎙 Foreign Minister Sergey Lavrov’s remarks at the ambassadorial roundtable discussion of settlement in Ukraine

📍 Moscow, November 8, 2023

💬 The war that the West has unleashed against us with Ukraine’s hands and bodies is a hybrid war in which unilateral restrictions or sanctions are allotted a special role. The number of anti-Russia sanctions is over an unprecedented 17,000. The goals are not hidden – to undermine the Russian economy, compel our political leadership to give up its independent foreign policy line, and set the people against the authorities. These goals are openly declared.

When problems of unilateral restrictions are discussed generally, the West always vows that its policy does not target sanctions against civilians. This is a lie. They are doing exactly the opposite. They want to provoke riots and incite the people against the authorities. The West pursues similar policies in many countries. The ambassadors and other diplomats that are here certainly know such examples in their own countries.

• The US is ruining its European vassals while its military-industrial sector makes more money. It has been imposing its expensive LNG on the EU.

• The declared boycott of Russian energy sources, the unilateral sanctions and anti-market measures, such as the notorious price cap, dealt a heavy blow to global energy security.

❗️ The West has decided to destroy the global economy in order to teach Russia a lesson and to prevent it from playing a role on the international stage that is commensurate with its history, size, and capabilities.

⚠️ We still fail to get a clear answer as to who is investigating this act of terrorism against Nord Stream and how. More than a year has passed since then but neither Germany, nor Norway, nor Sweden that are investigating this at the national level, can tell us anything clear and sensible.

💬 Sergey Lavrov: Blessed is he who believes, as the saying goes.

Question: President of Ukraine Vladimir Zelensky has promised to launch a new counteroffensive this winter or next spring. However, the White House has announced that US funds for Ukraine are over 90 percent depleted.

💬 Sergey Lavrov: It is very difficult to comment on what Zelensky says. He has also said that he would continue fighting alone even without any assistance.

There is nothing I can say on this issue. Everything is clear.

🎙 Statement by Permanent Representative Vassily Nebenzia at UNSC briefing on threats to international peace and security (the shelling of Donetsk on November 7, 2023)

💬 We called this urgent meeting in connection with yet another flagrant violation by the Kiev regime of the norms of international humanitarian law and further evidence of its purposeful actions to destroy the civilian population of Donbas. I refer to the massive shelling by the Ukrainian armed forces of densely populated areas of Donetsk on 7 November.

The Kiev regime attacked civilian targets in the city center three times during one day, firing rockets from HIMARS and Uragan systems. In addition to residential buildings, the building of the Department of Labor and Social Protection and a shuttle bus came under attack.

The terrorist practice of launching repeated strikes against the same location is part of the UAF playbook. Knowing full well that operational services and journalists would soon arrive at the sites of the shelling, the UAF launched more strikes while they were working, preventing evacuation of the wounded and dead, and also preventing emergency response personnel from fully engaging in the elimination of the consequences of the shelling.

❗️ Yesterday's attacks killed 6 and injured 55 people, including three children. Unfortunately, a doctor and an ambulance paramedic who had come to the rescue, as well as a traffic police officer, were killed, and 23 EMERCOM staff were wounded.

During the time of active combat action more than 20 cases of repeated shelling by the Ukrainian armed forces against emergency services rescuers and medics have been documented.

☝️ Given the fact that most of these strikes are carried out with long-range, high-precision Western weapons, the UAF command knew exactly where they were going to hit. And they knew that the targets of the attacks were not military but civil facilities and civilians.

These are conscious and cynical crimes that have no statute of limitation.

🎙 Russia's Foreign Minister Sergey Lavrov’s video address at the 5th International Municipal BRICS+ Forum, November 10, 2023

💬 We all are witnessing tectonic shifts on the international stage as a more just multi-polar world order is taking shape before our eyes. As one of its distinctive features, a growing number of countries in the Global South and East are striving to strengthen their sovereignty and identity, and to take an independent course in foreign policy while drawing upon inherent national interests.

A high surge in interest in BRICS came as a natural result of these approaches, leading to the historic decision to invite six new members to the organisation starting January 1, 2024. Quite a few countries wish to join BRICS in the future or intend to develop targeted cooperation with the organisation through dialogue.

🇷🇺 The Russian Federation is taking the #BRICS Chairmanship next year. We are committed to productive and active work to reinforce our strategic partnership across all fields.

Putin in the Labyrinth: how Moscow can avoid losing in the Middle East

🔹 Each new Middle East crisis is one of a kind, similar to the previous ones - both in the sense of its impact on the region itself and on outside world.

🔹 It is in Moscow's best interest to pursue a balanced line in the Middle East because any tilt in one direction or another will seriously jeopardize its national interests.

🔹 Big politics in the Middle East has consisted, and continues to consist, of such nuances hidden from prying eyes, secret layers. Ignoring this fact in an attempt to pursue a policy in the region based on binary logic, where there are those who are for us and those who are against us, dooms even a great power to the role of an object that is manipulated by everyone.

🔹 When choosing between the conflicting sides in the Middle East, Moscow must invariably choose itself, no matter how this might hurt the feelings of its partners in the region and beyond.

🔹 The view that what happened on October 7 was a colossal failure by Israel’s intelligence services is just a banality now. Lying behind this failure is an even bigger catastrophe - a failure of political strategy, erroneous long-term calculations by the top Israeli leadership.

🔹 Israel has no idea how to strategically solve the problem of the Gaza Strip. The military action it has taken is just a strategic improvisation.

🔹 Based on its status as an influential global and regional player, Russia must contribute to the establishment of peace in the Middle East, and at the same time prevent itself from becoming another "Middle East."

Question: There has been information that dangerous radioactive waste at the Pridneprovsky Chemical Plant is stored in breach of safety requirements and in an overall improper way. How can you comment on this?

💬 Maria Zakharova: The situation as regards storing dangerous radioactive waste in Ukraine is quite horrifying. The total volume of waste left after uranium ore processing at the Pridneprovsky Chemical Plant in Kamenskoye (former Dneprodzerzhinsk) is 42 million tonnes. There are several warehouses and shops that produce triuranium octoxide, covering an area of some 600 hectares at the plant and outside it.

This waste is a significant and dangerous source of environmental pollution. There is a high probability that some 12 million tonnes of radioactive waste may reach the Dnieper River and ground waters as a result of a possible washout of a dam at a storage facility located 800 metres from the river and its Konoplyanka tributary. Some 14 tonnes of radioactive dust are spread around annually, including over agricultural land.

According to our data, Kiev does not provide funding to ensure the environmental safety of the Pridneprovsky plant facilities, which might ultimately result in an environmental disaster not only in the territory controlled by the Kiev regime, but also beyond it.

Not only have the people across the ocean opted to ignore the cruelty with which the Kiev regime has been using American weapons against civilians, but they even view this as something rather normal. We used to say that they probably failed to notice these developments. But no, they believe them to be the norm. This is the new normal for them, together with the fact that supplying more and more weapons to Ukrainian neo-Nazis causes hostilities to escalate and increasingly draws the United States into the conflict in and around Ukraine.

The Gaza Strip is under a ruthless blockade, which primarily affects the civilians. Gaza is experiencing a critical lack of fuel, food, and medications. The clean water shortage is fraught with a sharp deterioration in the sanitary and epidemiological situation.

We appreciate the initiation of the process for evacuating foreign nationals from the Gaza Strip to Egypt through the Rafah Border Crossing.

Along with addressing immediate de-escalation tasks, we consider it important to take steps to lay the foundation for relaunching a full-fledged political process in order to provide a comprehensive solution to the Palestinian issue on a recognised international legal basis.
