Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko met with Prime Minister of India Narendra Modi on the sidelines of the 9th G20 Parliamentary Speakers’ Summit (P20) in New Delhi. The conversation took place after the opening ceremony of the forum.

On the margins of the P20 Summit, Valentina Matvienko also briefly spoke with Chairperson of the National Council of Provinces of the Republic of South Africa Nkosiyakhe Amos Masondo, Speaker of the National Assembly of the Republic of South Africa Nosiviwe Mapisa-Nqakula, Speaker of the Federal National Council of the UAE Saqr Ghobash, Speaker of the House of Representatives of the Republic of Indonesia Dr Puan Maharani.

The Federal Assembly of the Russian Federation at the 9th G20 Parliamentary Speakers’ Summit (P20) is also represented by First Deputy Speaker of the Federation Council Andrei Turchak, Deputy Speaker of the Federation Council Konstantin Kosachev and members of the State Duma.

🇷🇺🇮🇳 On October 13, Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko held talks with Vice President of the Republic of India, Chairman of Rajya Sabha, Parliament of the Republic of India, Jagdeep Dhankhar

The Speaker expressed gratitude to him for the excellent organization of the G20 Parliamentary Speakers’ Summit (P20). She underscored that India remains one of Russia’s key partners in Asia, and currently Moscow and New Delhi are conducting a multi-level confidential political dialogue, which is based on regular contacts between the leaders of the two countries.

During the meeting, the Parties discussed opportunities for strengthening the special and privileged strategic partnership in the legislative dimension.

“I believe that one of the most important responsibilities of our Parliaments is to support and ensure implementation of those agreements that are reached at the highest level”

They also touched upon the activities of Friendship Groups that were created in both Parliaments. Jagdeep Dhankhar praised the work of the inter-parliamentary commission. In his opinion, the launch of the newly created Friendship Group in the lower house of the Indian Parliament will pave the way for better interaction between the countries.

Valentina Matvienko: Russian principles of global energy dialogue are justice, non-discrimination and equal cooperation

Energy cannot be used as a geopolitical weapon, a means of blackmail or hindering development. The Speaker of the Federation Council stated this while delivering an address to the session on green energy at the G20 Parliamentary Speakers’ Summit (P20) held in New Delhi on October 13, 2023.

The Speaker believes that the transition to “green energy” is largely hampered by the attempts of separate states to monopolize and politicize this topic. In her opinion, attempts to “reshape” the global energy market have led to a sharp increase in the cost of resources and limited supply, as well as sabotage at energy infrastructure facilities, including the Nord Stream gas pipeline. She noted that investigations of such crimes are conducted behind closed doors for political reasons.

“The so-called sanctions — in essence, instruments of economic pressure with political goals, i.e. unfair competition, weaponization of advantages in the areas of technology, transportation, insurance, etc. — have a disastrous effect on the market. This is a dead-end path, and, ultimately, the initiators of sanctions themselves suffer from them.”

Russia is aware of its responsibility in the field of global energy security and is ready to provide the world with cheap and clean energy if artificial barriers are not built on the way to consumers, said the Speaker of the Federation Council.

Valentina Matvienko also recalled that Russia is promoting the environmental agenda through parliamentary diplomacy, in particular, the Federation Council is the organizer of the Nevsky International Ecological Congress, an important platform for the exchange of experience in environmental legislation. She invited her colleagues to participate in the Congress.

🇷🇺🇮🇳 Today, Speaker of the Federation Council Valentina Matvienko held negotiations with Speaker of Lok Sabha, Parliament of the Republic of India, Om Birla.

She thanked her Indian colleague for the high level of organizing the G20 Parliamentary Speakers’ Summit (P20) and constructive work on agreeing on the text of its final declaration.

Valentina Matvienko noted that Russian-Indian relations are built on the basis of mutual respect and are not subject to conjuncture. There is a constant dialogue at the highest political level, which encompasses a range of areas, the Speaker of the Federation Council underscored.

Valentina Matvienko reiterated the importance of consistent improvement of the legal framework of Russian-Indian relations and development of the parliamentary cooperation. She proposed to establish interaction between the relevant committees of the Russian and Indian Parliaments via video conference.

The Speaker clarified that Russia is aimed at cooperation with India in a multilateral format. She invited her Indian colleagues to take part in the X BRICS Parliamentary Forum, which will be organized in 2024 in the Russian Federation.

Om Birla accepted the invitation and said that India also stands for expanding and deepening parliamentary ties with Russia. “Thanks to parliamentary diplomacy, we can set an example and develop relations at various multilateral platforms,” said the Speaker of Lok Sabha.

💬 We unequivocally condemn the acts of extreme brutality, killings and the horrifying scale of violence. Any killings and violence against peaceful civilians, both Israeli and Palestinian citizens, is inadmissible.

What happened on October 7 on Israeli territory is unacceptable. Israel by all means has the right to protect its own citizens. We also reiterate the right of Israel to ensure its security.

However, there are two inseparable dimensions of the unfolding tragedy, and we can’t highlight one and ignore the other. Indiscriminate shelling of residential areas in Gaza, cutting this territory from water and electricity, its blockade which brings to our minds in particular the memories of the siege of Leningrad during the Second World War are also unacceptable.

Israel’s actions of collective punishment of Gaza citizens as well as its demands to evacuate more than 1 mln civilians in 24 hours and concentrate them in a de-facto ghetto in the south of the sector are also unacceptable and can lead to irreversible catastrophic consequences, regionally and globally.

We call for an immediate ceasefire and the prevention of further escalation of the conflict. We are convinced that the Security Council must act to put an end to the bloodshed and restart peace negotiations with a view to establishing a Palestinian State as it was supposed to do so long ago.

To this end, we are circulating a draft resolution of the UN Security Council which calls for an immediate, durable and fully respected humanitarian ceasefire and for an unimpeded provision of humanitarian assistance, as well as condemns all violence and all acts of terrorism. This draft is open for cosponsorship of all UN Member-States.

We stand ready for the mediation and we have capacities for it, provided both sides are interested in it.

⚡️ According to incoming information, on October 12, the Israeli Air Force carried out strikes on the Syrian Arab Republic, damaging the runways at Damascus and Aleppo international airports. The airports suspended operations.

These actions by Israel are a flagrant violation of Syria’s sovereignty and of the basic principles of international law. Important civilian infrastructure facilities like airports have again been chosen as targets for an attack on Syria This posed a real threat to innocent people and international air traffic security.

❗️ This must not be allowed to continue.

With tensions running high around the Palestine-Israeli conflict, the use of force like this is fraught with very dangerous consequences, as it could provoke armed escalation across the entire region.

🇷🇺🤝🇮🇳The Speaker of the Federation Council noted that her conversation with the Prime Minister was short, but very substantive. According to her, Narendra Modi is satisfied with how relations between our countries are developing in the fields of energy, agriculture and a number of other areas.

“Over the past year and a half, bilateral trade turnover has increased fivefold. Economic interaction is deepening, Indian companies’ interest in mutual cooperation with Russia is growing,” she noted.

Valentina Matvienko pointed out the positive background of Russian-Indian relations, largely due to the interaction between Vladimir Putin and Narendra Modi who maintain the constant working contact.

The Speaker of the Federation Council underscored that the two countries have a good basis and large-scale prospects for interaction. This fact was reaffirmed by all representatives of the Indian leadership with whom she met during her two-day visit.

भारत में समलैंगिक विवाह को वैध बनाने के ज़रूरी मुद्दे पर, सुप्रीम कोर्ट ने 3:2 के फैसले से समलैंगिक विवाह को वैध बनाने से इनकार कर दिया है। सुप्रीम कोर्ट ने समलैंगिक जोड़ों के कुछ खास अधिकारों पर विचार करने के लिए सरकारी स्तर पर एक पैनल स्थापित करने का प्रस्ताव रखा है। जहां तक बच्चे गोद लेने का सवाल है, वहां भी फैसला LGBTQIA+ समुदाय के हित में नहीं रहा।

भारत में LGBTQIA+ समुदाय के अधिकार कई चरणों में विकसित हुए हैं: 1990 के दशक में पहले LGBTQIA+ संगठन की स्थापना होना, 2001 में धारा 377 को कानूनी चुनौतियां देना, और 2009 में समलैंगिकता को अपराध की श्रेणी से बाहर करने वाले दिल्ली उच्च न्यायालय का ऐतिहासिक फैसला लेना, जिसे बाद में 2013 में सुप्रीम कोर्ट ने पलट दिया था। हालांकि, 2018 में, सुप्रीम कोर्ट ने एक बार फिर धारा 377 को असंवैधानिक घोषित करके समलैंगिकता को आखिरकार अपराध की श्रेणी से हमेशा के लिए हटा दिया।

💬 We are working on establishing in new regions a system of protecting children. Within the project To the Hands of Children we have organized 27 humanitarian convoys. Targeted assistance was provided to ~13,000 people.

New regions are continuing to suffer from military aggression from Ukraine. Children get killed and injured. We help in organizing emergency medical assistance and rehabilitation of children. We bring them to federal clinics and buy the necessary equipment.

We have been reuniting families since the beginning of the special military operation in a consistent and open way. 35 children from 24 families have reunited with their families living in Ukraine and other countries.

The Committee of the Red Cross provides significant aid to us, as its representatives accompany the families on the territory of Russia and Belarus. Strangely enough, Ukraine itself and the ICRC representatives in Kyiv are extremely reluctant to work in this area.

❗️We see the politicizing of the situation by Ukraine, so-called information bubble around our activities. <...> You can read our bulletin on our website & in social networks. It is a source of truth.

Despite the unprecedented sanctions, pressure and disinformation around Russia our international agenda has expanded last year.

Yesterday, a flight landed, which brought 34 children back to Russia from Syria. Since 2018, Russia has managed to bring 513 children back from armed conflicts zones in Syria and Iraq. <...> We have been carrying out charity projects in Africa, primarily in health care and education.

It does not have nationalities, regardless whether the children are Abkhazian, African, Russian, Ukrainian, Syrian. These children need safety, care, warmth, and family environment. We see our mission there.

⚡️ Russia's Foreign Ministry statement on the tragedy in Gaza

On the evening of October 17, the al-Ahli Hospital in the centre of Gaza was destroyed in a missile attack. According to the Health Ministry of Palestine, at least 500 people have been killed and over 1,000 have been wounded. The overwhelming majority of the victims were hospital patients and civilians, many of them women and children, who were sheltering in the building.

❗️ Moscow is deeply shocked. We express our deep condolences to the families of the victims and the people and government of Palestine.

We again urge the conflicting sides to de-escalate hostilities without delay and to respect international humanitarian law. We reaffirm Russia’s position of principle on the unacceptability of violence against civilians and strikes on medical facilities or any other civilian infrastructure facilities.

👉 We emphasise that it is necessary to consolidate international efforts towards an immediate ceasefire and to open humanitarian corridors in order to give badly needed support to people in Gaza, including deliveries of food, medicines and fuel, to evacuate everyone who wants to leave, and to prevent the looming humanitarian disaster.

We point out that attempts to politicise this issue are unacceptable and irresponsible. We believe that the discussion of the relevant initiatives at the UN Security Council must above all take into account the interests of the people affected by the conflict.

⚠️ We would like to repeat our advice for Russian citizens to refrain from travelling to Israel and the Palestinian territories.
