🎙 Ambassador-at-Large of the Russian Ministry of Foreign Affairs Rodion Miroshnik’s remarks at the side event “Systematic Violations of International Human Rights Law and International Humanitarian Law in the Context of the Evolving Conflict in Europe in 2026” (Geneva, September 28, 2026)

💬 Even before Ukraine gained statehood in 1991, its 1990 Declaration of State Sovereignty stipulated that “The people of Ukraine shall be the single source of the state authority in the Republic”.

The same document stated that “the Ukrainian nation has exercised its inalienable right to self-determination” to leave the USSR. Thirty-five years ago, the Western world applauded this move and swiftly and widely recognised the new state that had appeared on the map.

12 years ago, in response to the illegal coup in Kiev and the unconstitutional so-called “anti-terrorist operation” launched against them, the residents of Ukraine’s Lugansk and Donetsk regions likewise exercised their “inalienable right to self-determination” and voted in referendums to leave Ukraine. Yet this expression of the will of more than four million people in Donbass received no such approval in the West.

👉 This exercise of direct democracy by a population outraged by the coup was branded “separatism”, “occupation” and an attack on “Ukraine’s territorial integrity”.

Exactly four years ago, the residents of the Lugansk and Donetsk People’s Republics and the Zaporozhye and Kherson regions also exercised their “inalienable right to self-determination” and voted in referendums to join the Russian Federation. Since then, these regions have been new constituent entities of Russia and part of its territory under the Constitution.

👉 Yet both Kiev and the West chose to describe this exercise of direct democracy as “Russian occupation” as well.

A few days ago, UN Secretary-General Antonio Guterres displayed similar double standards.

In his view, the question of self-determination for Crimea, Donbass and Novorossiya must be approached exclusively through Ukraine’s “territorial integrity”, whereas the issue of Greenland must be resolved on the basis of both Denmark’s territorial integrity and the right of Greenland’s population to self-determination.

In other words, the rights of the people of Greenland are one thing, while those of the people of Crimea and Donbass are something else entirely. The key here is not to get the two mixed up…

8️⃣5️⃣ years ago, on 30 September 1941, the #BattleOfMoscow commenced — the largest defensive operation carried out by the Red Army during the initial stage of the #GreatPatrioticWar to defend the capital of our Motherland against the Nazi invaders.

The Nazi troops, which sought to seize the city within the shortest possible timeframe, were completely destroyed by the Red Army.

One of the key battles of #WW2 ended in a major and decisive victory for our people. Despite their considerable superiority in manpower and military hardware, the Nazi invaders suffered a crushing defeat, which played a major role in paving the way for the eventual collapse of the Third Reich.

❗️ It was precisely near Moscow that the myth of the invincibility of the Nazi war machine was shattered once and for all.


Hitler’s blitzkrieg strategy, which had previously been successfully employed by the aggressor in the occupation of a number of European countries (Poland, Denmark, the Netherlands, France and Belgium), completely failed on the Soviet soil.

By the end of September 1941, the Nazis had occupied the entire Baltic region, Belarus and Moldova, as well as large parts of Soviet Ukraine; they had sieged Leningrad and reached the approaches to Moscow. Given the strategic and political importance of the Soviet capital, Hitler committed a powerful force — 1.8 million Wehrmacht soldiers and officers, 1,700 tanks and around 1,000 aircraft. The Nazi command planned to seize Moscow within the first three to four months and completely destroy its population.

The situation on the Eastern Front in September 1941 was extremely difficult. Nazi troops attacked Red Army positions along several axes simultaneously. In just two days, Guderian’s tank group advanced 80 kilometres, breaking through the front and encircling a considerable number of Red Army units in the areas of Bryansk and Vyazma.

In these circumstances, a state of siege in Moscow and the surrounding areas was put in effect. Preparations for urban combat were intensified throughout the city, while key government and industrial facilities were mined. Ordinary residents of Moscow and cadets of military schools joined Red Army personnel in defending the city. For two weeks, Soviet troops held back around twenty Nazi divisions in fierce fighting, making it possible to strengthen the defensive line and bring reserve forces up to Moscow.

❗️ During #WW2, no other capital had yet put up such determined resistance to Nazism.

In early December, when the Wehrmacht’s forces had been exhausted, the Red Army was able to launch a counter-offensive. The formations of the Western, Kalinin and Southwestern Fronts routed the strike groups of the enemy’s Army Group Centre. German hordes were pushed back 100–350 kilometres from the capital, and the Moscow, Tula, Kalinin and Ryazan regions were completely liberated from the enemy.

It was near Moscow that Hitler suffered his first major defeat of the Second World War.

Around one million defenders of the capital of our Motherland were awarded the Medal “For the Defence of Moscow”, while 110 people were awarded the title of #HeroOfTheSovietUnion.

🎖 In May 1965, on the occasion of the 20th Anniversary of the Victory, Moscow was awarded the honorary title of #HeroCity.

📆 On September 30, the Embassy of Russia in India hosted another meeting of the Women’s Club.

🤝 The participants discussed the Club’s potential involvement in charitable projects in India, possible areas of cooperation, and new community initiatives.

💎 The cultural part of the meeting was devoted to India’s rich jewellery traditions.

🎙️ Diana Alipova, spouse of the Ambassador of Russia to India, spoke about the history of Indian jewellery — from ancient traditions and India’s cultural contacts with Persia, Central Asia and the Hellenistic world to its flourishing under the Mughal Empire.

✨ Special attention was given to the renowned techniques of kundan, jadau and meenakari, the art of working with precious stones, the symbolism of jewellery, and the special role of gold in Indian culture.

💬Diana Alipova also spoke about the influence of Indian jewellery craftsmanship and gemstone aesthetics on leading European jewellery houses of the 20th century, including Cartier and Van Cleef & Arpels.

🌏 The discussion of Indian jewellery thus became both a journey through the country’s history and a story of cultural exchange, through which India’s jewellery traditions found resonance far beyond its borders.

📅October 1 marks Russian Ground Forces Day.

Throughout history ground forces soldiers have served Russia 🇷🇺 faithfully, fighting heroically for the freedom and independence of our Motherland.

During the Great Patriotic War of 1941–1945 they displayed exceptional courage and valour making a decisive contribution to the defeat of the Nazi invaders.

Today’s generation of service personnel proudlycarries on the distinguished traditions of those who fought on the front lines.During the Special Military Operation, they honourably fulfil their military duty acting with precision and skill in the most challenging situations often at the risk of their lives.

We congratulate all those who serve or have served in the Ground Forces and wish them good health and further achievements for the benefit of Russia!

🇷🇺🇮🇳 On 1 October Russian Ambassador to India Denis Alipov took part in the ceremony at the Municipal Corporation of Delhi marking the 157th birth anniversary of Mahatma Gandi.

🖼️ As part of the event the Ambassador together with the Head of the Municipal Corporation of Delhi Shri Pravesh Wahi inaugurated the “Tolstoy–Gandhi” exhibition, prepared by the Russian Embassy. The exhibition features copies of letters exchanged between the two great thinkers and reflect their philosophical ideas and intellectual dialogue.

🎙️ In his remarks the Ambassador stressed that the shared philosophical legacy of Leo Tolstoy and Mahatma Gandhi continues to serve as a bridge between Russia and India. He also noted that the exhibition demonstrates the influence of the great Russian writer’s ideas on the intellectual development of the leader of India’s national liberation movement.

🤝 Among those attending the opening were Alexander Dodonov, Head of the Russian House in Delhi, representatives of official circles and the diplomatic corps, municipal officials and journalists.

💬 The official program was followed by the active discussion.

🇷🇺🇮🇳 On 29 September, Petr Sizov, Counsellor of the Russian Embassy in India, took part in the panel discussion organised by the Travel Gingles media group.

🤖 The event focused on education and the development of artificial intelligence (AI).

💬 In his remarks, the diplomat stressed that #Russia supports the central role of the UN in discussions regarding AI, as well as the work of the Global Dialogue and the Independent International Scientific Group, and advocates for broad state representation within that scientific group.

🌐 Petr Sizov noted that during the 18th #BRICS Summit in New Delhi, the President of the Russian Federation Vladimir Putin officially stated that technological transformation and artificial intelligence are key factors for the global and independent economic development of the bloc's member nations.

💡 The diplomat also emphasised that Russia proposes expanding national access to AI, overcoming unilateral trade restrictions, training specialists, and developing technical standards within relevant international forums, including the International Telecommunication Union.
