💬 Sergey Lavrov: The constructive initiative put forward by President Vladimir Putin in the post-New START context speaks for itself. It contains no hidden agenda and is perfectly clear for understanding. Its practical implementation would not require any special additional efforts. <...>

The only thing required is reciprocity from the United States: we will voluntarily adhere to the restrictions only if, and precisely for as long as, the other side does the same. <...>

So far, there has been no substantive response from Washington. We have been informed through diplomatic channels that “the issue is under consideration.”

From our perspective, it is important that this dialogue should not be limited solely to embassy-related issues. We consider it essential to address broader questions, including the restoration of direct flights and the return of Russian diplomatic property. <...>

❓Question: What is currently the main stumbling block in the negotiations with the United States on a settlement around Ukraine? Where is Russia ready to make concessions and where is it not?

💬 Sergey Lavrov: The understandings on Ukraine reached during the Russia-United States Summit in Anchorage, Alaska, on August 15 were based on the conditions for a fair and lasting settlement that President Vladimir Putin outlined back in June 2024 during his meeting with the leadership of our Ministry.

We also took into account the proposals transmitted shortly before the Anchorage meeting by US Presidential Special Envoy Steve Witkoff.

At that time, the American side assured us that it would be able to ensure that Zelensky would not obstruct the achievement of peace. Apparently, certain difficulties have arisen in this regard.

Moreover, as we understand, Brussels and London are attempting to persuade Washington to abandon its intention to resolve the crisis through political and diplomatic means and to fully engage in efforts to exert military pressure on Russia; in other words, to finally join the “party of war.”

We are currently awaiting confirmation from the United States that the Anchorage agreements remain in effect.

• The upcoming Summit in December will be a landmark in the promotion of Russia-India strategic partnership, which turned 25 last month. It has become special and privileged 15 years ago highlighting a unique status of the relationship.

• President Vladimir Putin and Prime Minister Narendra Modi maintain regular communication between them. In the course of this year, they have conducted five telephone conversations (1, 2, 3, 4, 5) and held the dedicated bilateral meeting on the sidelines of the SCO Summit in September.

• The Summit agenda will encompass the entire gamut of our multifaceted cooperation, building upon the progress in traditional areas such as nuclear power, defence, space, science and technology, education and people-to-people ties, as well as new and promising domains.

• Since 2022, our trade volume has seen the increase of more than 6 times, making Russia the fourth largest Indian trade partner with USD 70 bn as well as the strongest contributor to the Indian energy security ensuring more than one third of the Indian crude oil imports.

• Leaders are expected to endorse further steps in reaching the ambitious goal of USD 100 bn bilateral trade turnover by 2030. Among them are the modernization of independent payments and insurance mechanisms, developing alternative logistics corridors, including the #INSTC, #ChennaiVladivostok and the #NorthernSeaRoute, expanding mutual market access by launching an FTA between Eurasian Economic Union and India, promoting labour migration and mutual investments.

• Russia-India tandem has become a stabilizing factor in international affairs. Our positions on global and regional affairs are close or coinciding.

• Russia has recently become a major supplier of crude oil to the Indian market ensuring more than one third of India’s imports and proved its reliability as a solid partner capable to offer best price and quality options.

• Agriculture may become a new strategic area in our partnership through the extension of mutual supplies of various related goods and joint ventures.

• Critical minerals sector is of utmost importance and one of the promising areas of the Russia-India partnership.

• Uninterrupted for more than six decades, the bilateral military and military-technical cooperation. <...> The Indian Army is equipped with more than 60% of Russian-origin weaponry.
