Hamas says it has not received the U.S. 21-point plan to end the Gaza war and secure hostage releases, rejecting reports that the proposal was already passed to mediators. The group stressed that talks have been frozen since September 9, following an Israeli strike in Qatar, but added it remains open to reviewing any plan delivered through mediators “in a way that safeguards the rights of the Palestinian people.”

The U.S. shared the proposal with Arab and Muslim states during the UN General Assembly. President Trump claimed Israel was fully informed of the plan, but Hamas insists it never formally received it.
