Private Prison Sues State for Not having enough Prisoners.
Private to Private Contracts between Private Prisons and State governments. This is why so many innocent Men & Women end up being unlawfully detained then imprisoned due to not having enough "Customers" for the "Money" to keep such Corporation's annual profits and quota in cheque!. Cheques and Balances.
This is WHY America has the biggest incarceration in the World. Sometimes if you dig deep enough, Churches are behind the Private Prison systems. Business is Business unless you know your rights and but even then sometime they are denied because they don't care.
