The Ronan Glynn resignation is very strange for a number of reasons.

1: Three weeks notice. That's extremely low for a senior ranking senior civil servant.

2: Civil servants, tend to be far more risk averse and tend to not want to get involved in the private sector, once embedded there.

3: Here's a big one. Ronan Glynn's new job is EY, a global consulting firm. But as it came out over the past couple of weeks, EY were hired by The Department of Health to oversee their data surveillance program under the name "1 Government Central" , which was going to involve tracking and monitoring people through the use of transactions and movement data.

4: There have been a lot of people being moved out of the HSE over the past while. Holohan and Ann O Connor, with Philip Nolan in his new role. Again, this is odd for civil servants, and this is happening for a lot of HSE people at the same time.

I wonder is there a bit of movement/panic going on in the higher levels of the Department of Health?
