fix(tcp2ws): refresh check status after toggling

- Remove @JvmField for `wsEnableTLS`
- Add getter and setter for `wsEnableTLS` with @JvmName annotation
- Update usage in `WsSettingsActivity` to use `wsEnableTLS()` instead of static field
