HB 150 substitution proposed - only makes changes to reimbursement language. Retains all of the language empowering Gov to declare six month long water emergency and then decide (w/ state engineer) who gets water.

Water Tyranny article has been updated with what happened today, It was quite interesting. The people showed up and pushed back, and the tyrants hesitated, but then railroaded it through in the name of "we'll fix it" and "if we don't do this, the alternative is worse". License plate readers to be added to the highways - Surveillance state allowing private companies to violate your 4th amendment on their behalf. Reminds me of how Mike Lee set up the "USA Freedom Act" to allow government to spy using private companies.

Using a private company as an "in between" is just a dishonest disguise for allowing the government to violate the 4th amendment right to privacy. It amounts to a warrantless search without cause.
