UPDATE, 1/30/23 - 12:40:

HB 150 substitution proposed - only makes changes to reimbursement language. Retains all of the language empowering Gov to declare six month long water emergency and then decide (w/ state engineer) who gets water.

Water Tyranny article has been updated with what happened today, It was quite interesting. The people showed up and pushed back, and the tyrants hesitated, but then railroaded it through in the name of "we'll fix it" and "if we don't do this, the alternative is worse".
