They are trying to ban any and all pets that aren't a cat or dog. That includes ALL rodents! Rats, mice, hamsters, gerbils etc, they are all included!

So it seems it wont be a complete ban on the animals, but it will prevent crossing any state lines with animals that aren't whitelisted
