I was almost ready to post that pcie slot on sapphire Mobo is too high, changed the cooler and now I see this... 😭

So there were literally no even minor issues with the latest build, only with my brains or lack of them.
Cooler apparently has orientation^, even though I installed several of them already and remembered that they have orientation. Not sure how did I forget it this time - maybe brain is rotting.
Another TRICK with sapphire TriXX program - apparently there are two TriXX programs for sapphire and one is for GPU, while another is for motherboard - I was looking for RGB settings in TriXX for GPU, even created a support ticket... And yes on the motherboard page there's a large "Download TriXX" button, I remembered it and... Downloaded Trixx. But I looked for it in google and of course downloaded the one for GPUs.
Exceleram, with its odd name "42," started up without any problems at all; even the first boot was quick. Updating the BIOS on Sapphire motherboards is as simple as running a single file. However, the PC reboots without warning, so keep that in mind.
