The Democratic Front launches its initiative to form the National Committee for the Administration of the Gaza Strip.

The Democratic Front for the Liberation of Palestine launched a national initiative to form the "National Committee for the Administration of the Gaza Strip." In its initiative, the Democratic Front emphasizes that the formation of this committee represents a necessary element in strengthening the resilience of our people and thwarting projects and attempts aimed at fabricating formations for the "day after," which would lead to the separation of the Strip from the West Bank under false pretenses. The real goal is to fragment the land of the State of Palestine and besiege the Palestinian national project to remove obstacles in the way of the project for a greater "israel," through the accelerated annexation of the West Bank and hastening the completion of the Judaization of Al-Quds, while targeting our national holy sites, foremost among them Al-Aqsa Mosque.

The Democratic Front considers that the implementation of the outcomes of the Beijing Dialogue is the foundation and entry point for ensuring the activation of a national committee to manage the Gaza Strip, which would form part of the Palestinian national institution represented by the Palestine Liberation Organization, the sole legitimate representative of our Palestinian people.

Below is the text of the initiative:

Introduction:
The search for a "national formula for the administration of the Gaza Strip" is based on the following national principles:
1) The Palestine Liberation Organization is the sole legitimate representative of the Palestinian people.
2) The West Bank, including East Al-Quds, and the Gaza Strip form a single political and geographical unit that constitutes the territory of the Palestinian state.
3) The legal and practical jurisdiction of the Palestinian Authority extends over all Palestinian lands within the borders of June 4, 1967.

There must be a distinction between an emergency committee that manages civilian and humanitarian affairs in the Gaza Strip during the war, overseeing relief efforts and internal security with the participation of all active forces, and a special committee to manage the Gaza Strip after the end of the war. The latter option is categorically rejected as it aligns with the American and "israeli" plans for the "day after," which aim to practically separate the administration of the Gaza Strip from the status quo in other parts of the State of Palestine, despite theoretical talk of political-geographical unity and unified legal jurisdiction—words that are meaningless and provide no benefit.

Acknowledging the principle of creating a special formula for the administration of Gaza after the war is a dangerous slippery slope that must be completely avoided. The national alternative, given the exceptional circumstances resulting from the consequences of the war of extermination, is as follows:

First:
Immediately implement the Beijing Declaration by:
1) Promptly activating the interim leadership framework as a collective mechanism for decision-making within the PLO, without diminishing the powers of the Executive Committee.
2) Forming a national unity government of independent, non-partisan professionals committed to national principles, with integrity, professional competence, and the ability to engage with regional and international contexts.
3) The Executive Committee issues a decision, ratified by a presidential decree, assigning the interim leadership framework, headed by the President of the State of Palestine and the President of the Executive Committee, to oversee the unity government. This ensures the PLO, with the participation of all Palestinians, acts as the political reference for the government.

Second:
The national unity government, after assuming responsibility for managing the Gaza Strip, in light of the exceptional challenges resulting from the devastation and humanitarian catastrophe caused by the war of extermination against our people in Gaza, and to meet the urgent need for cooperation and coordination among various government institutions within the Strip to confront these challenges, will proceed with the following:
1) The national unity government forms a coordination committee, called the "Government Coordination Committee in the Gaza Strip," headed by a deputy or one of the deputies of the Prime Minister. This committee will establish guidelines to organize its work, unify the functions of government institutions, and manage the branches of ministries and government agencies in Gaza.
2) The national unity government forms a security force responsible for internal security in the Gaza Strip, including the management of crossings. This force will be formed according to the terms of the national reconciliation agreement signed on 4/5/2011 in Cairo by all Palestinian factions.
3) The laws currently in effect in the West Bank will be applied in the Gaza Strip, and the formation of the Higher Judicial Council will be completed to ensure judicial oversight for the enforcement of these laws in Gaza.
4) All parties will renew their commitment to holding general elections in the West Bank and Gaza Strip one year after the war ends, with an agreement on a national formula to include Al-Quds in the electoral process.

Third:
From now until the end of the war and the withdrawal of the invading forces, an emergency committee will be formed in Gaza, consisting of representatives from all national and Islamic forces. This committee will oversee the existing government institutions and local governing bodies to carry out the following tasks:
1) Coordinating relief efforts, receiving humanitarian aid, storing it, and ensuring its fair and safe distribution to all those in need.
2) Providing social and health care, as well as municipal services to the citizens.
3) Overseeing internal security within the Palestinian community in cooperation with all forces, institutions, and national figures.

The 37th anniversary of the jihadist launch of the Islamic Jihad Movement in Palestine comes upon us, coinciding with the first anniversary of the glorious Al-Aqsa Flood battle. Our Palestinian people live between two scenes: one of a genocidal war waged by the criminal zionist enemy, supported by the American and Western killing machine, shedding the blood of our children and women, destroying our mosques, schools, and hospitals, violating our sanctities, and tormenting our brave prisoners—all in full view of the world—in one of the most destructive, murderous, barbaric, and criminal wars the world has ever known; and another scene, one of steadfastness, heroism, and jihad, fighting with faith, unwavering will, and the determination of heroes against this brutal, criminal war machine.
